How do results from the sustainability research world of backcasting relate to the macroeconomic scenarios used for policy evaluation and planning? The answer is that they don't, mostly — they come from different scientific traditions and are not used in the same contexts. Yet they often deal with the same issues. We believe that much can be gained by bringing the two systems of thinking together. This paper is a first attempt to do so, by making qualitative comparisons between different scenarios and highlighting benefits and limitations to each of them.Why are the pictures we get of the energy future so different if we use a macroeconomic model from when using a backcasting approach based on sustainable energy use? It is evident that the methods for producing those two kinds of scenarios differ a lot, but the main reason behind the different results are found in the starting points rather than in the methods. Baseline assumptions are quite different, as well as the interpretations and importance attached to signals about the future. In this paper, it is discussed how those two types of scenarios differ and how they approach issues such as energy prices and growth.The discussion is based on a comparison between Swedish economic and sustainability scenarios. The economic scenarios aim at being forecasts of the future and are used as decision support for long-term policies. But are the assumptions in the economic scenarios reasonable? The sustainability scenarios are explicitly normative backcasting scenarios. They do not take the issue of growth and consumption fully into account. Could they be developed in this respect? The comparison between the scenarios is also used to look closer at the issue of energy prices in a society with sustainable energy use. One of the questions raised is if a low energy society calls for high energy prices. Moreover, the effects of tradable permits versus energy taxes is analysed in the context of how energy use could be kept low in a growing economy.  相似文献

This paper uses a newly developed economic return model to estimate the real (inflation adjusted) costs of supply, and rates of return, for the electricity systems in three States over very long time periods. It is shown that because of a combination of public ownership and the use of historical cost accounts, the real return on capital tends to fall with the onset of rapid inflation such as occurred in the mid 1970s In NSW in particular the rapid growth in demand for electricity in the 1970s due to falling real electricity prices and considerable increases in other energy prices has given rise to a major investment program and rapidly developing excess capacity. Higher real electricity prices in the 1980s, combined with the economic slump of 1982, resulted in low or negative growth rates in demand Much of the boom I bust mentality evident in all three States may have been avoided or ameliorated had the electrical supply authorities been required to earn even a very modest real rate of return of (say) 4 or more per cent p.a. which is considerably below the (pre-tax) return earned in the corporate sector.  相似文献

The major determinant of real income growth in Korea is real oil prices, followed by money supply, exchange rates, energy consumption, and government spending. Over the longer horizon, the effects of exchange rates, oil prices, government spending, and money supply become more pronounced. For energy consumption, the most important factor is oil prices, followed by exchange rates, government spending, money supply, and income. For the association between energy consumption and real income, energy consumption influences real income growth only through energy consumption, while real income affects energy consumption only through the error correction term. The findings of the study thus suggest that the level of economic activity and energy consumption mutually influence each other.  相似文献

Since the oil price shock of 1973–74, researchers have waged an intense debate regarding the connection between the U.S. energy sector and national income. Studies examining the relationship between oil prices, oil consumption, and real output have produced remarkably mixed results. In particular, the two most widely cited investigations by Darby and Hamilton come to dramatically different conclusions concerning the effect of oil shocks on economic activity. To date, however, studies of this issue have been either correlation based and thus void of causality inferences, have used overly restrictive bivariate causality techniques, or covered periods that exclude major oil price disruptions. This paper analyzes a quarterly multivariate VAR model to investigate the existence and direction of causality between oil prices, oil consumption, real output, and several other key macroeconomic policy variables. Among the key findings is that oil price shocks are not a major cause of U.S. business cycles. Moreover, our findings also suggest that both oil prices and real output cause significant changes in oil consumption without feedback. These results support the contention that a systematic U.S. conservation policy would not significantly impair real economic activity.  相似文献

The energy-GDP nexus: Evidence from a panel of Pacific Island countries   总被引:2,自引:0,他引:2  
The Pacific Island countries are small island economies that are increasingly dependent on energy for growth and development, yet highly susceptible to climate change. Thus, the relationship between energy consumption and GDP is crucial for realizing their future development and growth objectives. This article tests for Granger causality and provides long-run structural estimates for the relationship between energy consumption, GDP and urbanization for a panel of Pacific Island countries. For the panel as a whole in the long-run there is bidirectional Granger causality between energy consumption and GDP and these variables exert a positive impact on each other. A 1% increase in energy consumption increases GDP by 0.11%, while a 1% increase in GDP increases energy consumption by 0.23%. The findings suggest that for the panel as a whole these countries should increase investment in energy infrastructure and regulatory reform of energy infrastructure to improve delivery efficiency, continue to promote alternative energy sources and put in place energy conservation policies to reduce unnecessary wastage. These strategies seek to realize the dual objectives of reducing the adverse effects of energy use on the environment, while avoiding the negative effect on economic growth of reducing energy consumption.  相似文献

以“共抓大保护、不搞大开发”为导向推动长江经济带发展,需掌握不同环境规制类型与能源要素价格对长江经济带绿色创新的影响。本文运用面板门槛回归模型聚焦讨论能源要素价格与不同环境规制类型对长江经济带绿色创新效率的影响。研究结果表明:命令控制型环境规制和市场激励型环境规制显著抑制了长江经济带绿色创新效率,不支持“波特假说”;自愿型环境规制显著提高了长江经济带绿色创新效率,验证了“波特假说”。环境规制对长江经济带绿色创新存在显著的空间异质性,且在能源要素价格的不同区间下环境规制带来的影响具有明显差异。不同环境规制下的能源要素价格指标函数均不一致,但存在交叉区间,而在主要环境规制类型下能源要素价格对长江经济带绿色创新效率的影响显著为负。控制变量的研究表明,产业结构和产业规模均在一定程度上显著地积极影响长江经济带绿色创新效率,而社会购买力在一定程度削减了长江经济带绿色创新效率。因此,政府需要进一步深化能源价格市场化改革,多角度、差异化实施环境规制行为,共同发挥社会团体对绿色创新的影响。  相似文献

引入能源价格的Cobb-Douglas成本函数,利用能源效率的经验决定模型对影响我国工业部门能源效率的因素进行实证分析,特别是利用蛉回归对我国工业部门36个二位数行业进行行业分析并在此基础上运用面板数据模型对我国整个工业部门的能源效率影响因素的作用力度进行测量.结果显示:行业产值、技术水平、产业结构和能源消费结构构成工业部门能源效率的直接原因,同时内外部能源价差通过其他因素对能源效率的作用明显.总体来看,产业结构的优化升级以及能源消费结构的调整对于能源效率的提高尚有很大的空间,实践中应强调能源价格政策在提高能源效率和节能减排过程中的积极意义.  相似文献

It is argued that the explosive growth experienced in much of the World since the middle of the 19th Century is due to the exploitation and use of fossil fuels which, in turn, was made possible by capital good innovations that enabled this source of energy to be used effectively. Economic growth is viewed as the outcome autocatalytic co-evolution of energy use and the application of new knowledge associated with energy use. It is argued that models of economic growth should be built from innovation diffusion processes, unfolding in history, rather than from a timeless aggregate production function. A simple ‘evolutionary macroeconomic’ model of economic growth is developed and tested using almost two centuries of British data. The empirical findings strongly support the hypothesis that growth has been due to the presence of a ‘super-radical innovation diffusion process’ following the industrial deployment of fossil fuels on a large scale in the 19th Century. Also, the evidence suggests that large and sustained movements in energy prices have had a very significant long term role to play.  相似文献

This study aims to establish the connection between energy use, economic output, financial development and trade, based on the panel data of 15 sub-Saharan African (SSA) countries during the period from 1983 to 2010. One full main panel and two subpanels were created by incorporating low-income and middle-income countries. The panel cointegration test results indicate a long-run relationship between the variables. The mean group (MG) estimators show that energy consumption, financial development, capital and international trade have significant impacts on economic output. In the case of middle-income countries, the Granger causality analysis reveals that rising economic output leads to higher energy consumption, but this is not true vice versa. This means that energy conservation measures are unlikely to have adverse impacts upon economic output. On the other hand, there is a complementary relationship between financial development and energy consumption. In this case, energy conservation measures should be critically analysed and implemented, so as not to have an unfavourable impact on financial development. In regard to low-income economies, there is no relationship between energy use and any of the other variables mentioned. Thus, a reduction in energy consumption has little or no significant impact on output, financial development, capital and trade.  相似文献

能源消费、能源消费结构与经济增长间存在着密切的关系。节能减排政策的施行是否会影响到我国的经济增长,能源消费结构与能源消费间有着怎样的联系,这些都是在节能减排政策制定中亟待解决的问题。本文利用1978-2007年的样本数据,使用ARDL模型方法对以上三者之间的关系进行了实证研究。发现经济增长对能源消费和能源结构在长期和短期内都有显著影响,且能源消费和能源消费结构间也存在相互的影响。未发现能源消费和能源消费结构对经济增长的长期影响。推行适宜的节能减排政策不会阻滞我国的经济增长,而节能减排政策的一项重点应该是能源消费结构的优化调整。  相似文献

Energy plays an important role in the economic life. With the rapid development of economy, the constraint of energy on the sustainable development of economy is becoming more and more obvious. This paper just Studies the factors influencing energy efficiency of China and the relationship between energy efficiency and China's economic: growth. By using time series multivariable linear regression methods with China's relevant data from 1953 to 2006, this paper constructs the regression model to analyze the factors that would impact energy, efficiency. After that, a regression model of China's real output to capital, labor and energy e lficiency is conducted to estimate the marginal contribution of every factor to the real output to prove the fundamental influence of energy efficiency to the economic growth. The last two decades have witnessed a growth in foreign direct investments (FDI) in the real estate sector in most of the Organization for Economic Co-Operation and Development (OECD) countries. It is argued that FDI in the real estate sector may improve economic growth in recipient economies. On the other hand, property prices have increased considerably in OECD countries in recent years and some argue that FDI in real estate is one of the driving forces of high property prices in these countries. The purpose of this study is to analyze the interrelationship between FDI in the real estate sector, economic growth, and property prices while controlling for interest rate and inflation. We use observations from a set of OECD countries for the period between 1995 and 2008. The dynamic interrelationship is analyzed by applying a panel cointegration technique. Our empirical results show that FDI in real estate do not cause property price appreciations and also do not contribute to economic growth in OECD countries in the short run and the long run.  相似文献

This paper uses the panel data of energy consumption and GDP for 82 countries from 1972 to 2002. Based on the income levels defined by the World Bank, the data are divided into four categories: low income group, lower middle income group, upper middle income group, and high income group. We employ the GMM-SYS approach for the estimation of the panel VAR model in each of the four groups. Afterwards, the causal relationship between energy consumption and economic growth is tested and ascertained. We discover: (a) in the low income group, there exists no causal relationship between energy consumption and economic growth; (b) in the middle income groups (lower and upper middle income groups), economic growth leads energy consumption positively; (c) in the high income group countries, economic growth leads energy consumption negatively. After further in-depth analysis of energy related data, the results indicate that, in the high income group, there is a great environmental improvement as a result of more efficient energy use and reduction in the release of CO2. However, in the upper middle income group countries, after the energy crisis, the energy efficiency declines and the release of CO2 rises. Since there is no evidence indicating that energy consumption leads economic growth in any of the four income groups, a stronger energy conservation policy should be pursued in all countries.  相似文献

Governments world-wide increasingly see energy efficiency as an important aspect of sustainability. However, there is a debate in the literature as to whether the impact of improved energy efficiency on reducing energy use might be partially, or more than wholly, offset through “rebound” and “backfire” effects. This paper clarifies the theoretical conditions under which such effects would occur and explores their likely significance using a computable general equilibrium (CGE) model of the Scottish economy. We find that for Scotland a general improvement in energy efficiency in the production sectors of the economy initially produces rebound effects that eventually grow into backfire. Energy use ultimately increases in response to an efficiency gain and the ratio of GDP to CO2 emissions falls. The economic factors underpinning rebound effects are straightforward: energy efficiency improvements result in an effective cut in energy prices, which produces output, substitution, competitiveness and income effects that stimulate energy demands. However, the presence of strong rebound or even backfire does not mean that efficiency-enhancing policies are irrelevant: rather it suggests that such policies operating alone are insufficient to generate environmental improvements. The implication is that a co-ordinated portfolio of energy policies is required.  相似文献

This study uses a model with explicit energy sector linkages to estimate the macroeconomic impacts of the 1986 collapse in energy prices. The model combines features of neoclassical macroeconomics to estimate final demand spending and of general equilibrium analysis to estimate substitution possibilities. The model allows price and wage rigidities yet permits interfuel and input substitutions. The simulation results suggest three conclusions. First, the most significant macroeconomic impact of the 1986 oil price reduction is the sharp drop in inflation. Second, output and employment gains are relatively small due to the sharp drop in energy sector output. Finally, the estimated gain in real output due to lower energy prices is close to the output loss resulting from the trade deficit increase during 1986. This may be one reason why no substantial increase in economic growth occurred following the 1986 collapse in energy prices.  相似文献

One of the important issues with regard to the relationship between M&As (mergers and acquisitions) and economic growth or stock prices is whether such activities can act as a predictor of these two variables' performance, or whether these variables have resulted in significant impacts on M&A activities. The aim of this paper is to use the method proposed in Kónya (2006) to carry out a causality test among M&A activities, economic growth and stock prices, because the causal relationships that may be uncovered by this would be meaningful for both policymakers and stockholders. This paper uses quarterly data from six OECD countries for the period from April 1980 to March 2010. The bootstrap panel Granger causality test that this work applies also considers cross-sectional dependency and slope heterogeneity simultaneously. The findings of the paper are as follows. There is significant, one-way causality from stock prices to M&A activities, and thus changes in stock prices lead M&A activities. With real GDP as the control variable, for all the countries surveyed, except Australia, stock prices lead M&A activities. As for the impact that economic growth has on M&A activities, we conclude that, when using stock prices as the control variable, there is almost no lead-lag relationship between economic growth and M&A activities, except for in Japan.  相似文献

The Sustainable Development Goals have refocused attention on ways of providing external finance to support development. Because they have different motivations and work through different modalities, remittances, foreign direct investment (FDI), and official development assistance may be expected to have different consequences for economic growth. Existing empirical evidence suggests that both positive and negative effects are associated with each source of finance. We use both a dynamic panel model and a fixed effects model to calculate the overall effects of each source of finance in isolation and taken together over the period 1976–2015. We include a range of control variables to allow for other potential influences on economic growth. We disaggregate the effects across geographical regions and income levels to test for heterogeneity. We also undertake a series of robustness checks. Our results suggest that FDI has a significant positive effect on economic growth, whereas remittances have a significant and negative effect. The effect of foreign aid is more ambiguous but is usually insignificant. The article offers an interpretation of the results drawing on ideas from the relevant theory.  相似文献

The rebound effect results in part from an increased consumption of energy services following an improvement in the technical efficiency of delivering those services. This increased consumption offsets the energy savings that may otherwise be achieved. If the rebound effect is sufficiently large it may undermine the rationale for policy measures to encourage energy efficiency.The nature and magnitude of the rebound effect is the focus of long-running dispute with energy economics. This paper brings together previous theoretical work to provide a rigorous definition of the rebound effect, to clarify key conceptual issues and to highlight the potential consequences of various assumptions for empirical estimates of the effect. The focus is on the direct rebound effect for a single energy service — indirect and economy-wide rebound effects are not discussed.Beginning with Khazzoom's original definition of the rebound effect, we expose the limitations of three simplifying assumptions on which this definition is based. First, we argue that capital costs form an important part of the total cost of providing energy services and that empirical studies that estimate rebound effects from variations in energy prices are prone to bias. Second, we argue that energy efficiency should be treated as an endogenous variable and that empirical estimates of the rebound effect may need to apply a simultaneous equation model to capture the joint determination of key variables. Third, we explore the implications of the opportunity costs of time in the production of energy services and highlight the consequences for energy use of improved ‘time efficiency’, the influence of time costs on the rebound effect and the existence of a parallel rebound effect with respect to time. Each of these considerations serves to highlight the difficulties in obtaining reliable estimates of the rebound effect and the different factors that need to be controlled for. We discuss the implications of these findings for econometric studies and argue that several existing studies may overestimate the magnitude of the effect.  相似文献

This paper investigates the existence and direction of Granger causality between economic growth, energy consumption, and carbon emissions in China, applying a multivariate model of economic growth, energy use, carbon emissions, capital and urban population. Empirical results for China over the period 1960-2007 suggest a unidirectional Granger causality running from GDP to energy consumption, and a unidirectional Granger causality running from energy consumption to carbon emissions in the long run. Evidence shows that neither carbon emissions nor energy consumption leads economic growth. Therefore, the government of China can purse conservative energy policy and carbon emissions reduction policy in the long run without impeding economic growth.  相似文献
