Previous empirical studies of the effects of annexation on municipal expenditures and municipal efficiency have yielded mixed results. Here it is argued that as municipalities grow through annexation, there may be administrative and service delivery efficiencies that, at least for a time, more than offset the inefficiencies of a heightened degree of monopoly power in the provision of infrastructure and services. If this is the case, then the rates of growth of both per capita taxes and per capita spending will decrease with annexation. Eventually, though, administrative and service inefficiencies are likely to develop as the city's geographic area and population base increase, and monopoly inefficiencies are likely to worsen. If this is the case, then the rates of growth of both per capita taxes and per capita spending will increase with annexation. Thus, there may be some level of annexation activity at which the growth of per capita taxes and the growth of per capita spending will be minimized. Municipal annexation, taxation, and expenditure outcomes from the 1970s are analysed in an empirical framework that reflects the interactions among these variables in dynamic municipal settings. The results are consistent with the existence of an optimal level of annexation.  相似文献

在DEA-Tobit两阶段分析框架下,使用2000~2009年广东21个地级市的面板数据,研究了广东地方政府公共文化支出效率。通过数据包络分析方法(DEA)评价各地方政府公共文化支出的综合效率、纯技术效率和规模技术效率,利用受限因变量Tobit模型对效率评价结果与其影响因素之间的关系进行了实证研究。研究结果表明,广东地方政府的公共文化支出效率存在显著的差异,而造成这种效率差异的重要原因主要包括财政分权和文化政策等政策变量、人均GDP、人口密度和居民受教育水平等经济及社会因素。  相似文献

The fact that jurisdictional consolidation overcomes externality problems in the provision of local public goods is one of the best-known benefits of consolidation in the theoretical literature. Nevertheless, previous studies provide little evidence of how public service spillover effects influence consolidation decisions. This study empirically tests the hypothesis that spillovers induce consolidation, using voting data on the consolidation of Japanese municipalities. The extent of spillovers is measured by estimating the demand function for public goods with externalities. It is found that residents of the municipalities that can internalize a large amount of public goods spillovers through municipal consolidation tend to favor consolidation. This result supports the theoretical inference that spillovers in local public goods affect utility gains from jurisdiction integration, thus serving as one of the key impetuses for boundary reform. Moreover, after controlling for the spillover effects, economies of scale, population share, differences in median income, and unconditional grants can help explain consolidation preference.  相似文献

In this paper we analyze the relationship between income and health expenditure in 31 Organization for Economic Cooperation and Development (OECD) countries. We focus on the differences between short and long term elasticities and we also check the adjustment process of health care expenditure to changes in per capita Gross Domestic Product (GDP) and its cyclical and trend components. In both cases, we test if results differ in countries with a higher share of private expenditure on total health expenditure. Econometric results show that the long-run income elasticity is close to unity, that health expenditure is more sensitive to per capita income cyclical movements than to trend movements, and that the adjustment to income changes in those countries with a higher share of private health expenditure over total expenditure is faster.  相似文献

This paper studies the determinants of regional (oblast‐level) public investment in transitional Russia, focusing on the effects of federal fiscal redistribution. A model of local government expenditure in the presence of regional asymmetries shows that revenue redistribution from wealthy to poor regions discourages local public investment. Random‐ and fixed‐effects estimation of regional panel data for 1994–97 supports the existence of a disincentive effect from fiscal redistribution on regional public investment, which varies according to a region's federal status and wealth: non‐republics have a lower propensity to invest out of transfers than out of own income, as do regions with above‐median per capita income. Republics reduce public investment more than current spending in response to higher federal taxation. Russia's ‘asymmetrical federalism’ thus creates different fiscal incentives for different types of regions.  相似文献

We show that the credit crisis of OECD countries has a negative impact on the growth of the world economy according to an error-correction model including China and Australia. This causes negative growth effects in poor developing countries. The reduced growth has a direct or indirect impact on the convergence issue, aid, remittances, labour force growth, investment and savings, net foreign debt, migration, tax revenues, public expenditure on education and literacy. We estimate dynamic equations of all these variables using dynamic panel data methods for a panel of countries with per capita income below $1200 (2000). The estimated equations are then integrated to a dynamic system of thirteen equations for thirteen variables that allows for highly non-linear baseline simulations for these open economies. Then we analyze the effects of transitional shocks as predicted by the international organizations for the OECD and world growth for 2008 and 2009. Whereas growth rates return to the baseline scenario until 2013 with overshooting for China and Australia, the level of the GDP per capita shows permanent effects, which are positive only for China. In the poor countries, investment, remittances, savings, tax revenues, public expenditure on education, all as a share of GDP as well as literacy and the GDP per capita, are reduced compared to the baseline until 2087 where our analysis ends. Investment, emigration and labour force growth start returning to baseline values between 2013 and 2017. GDP per capita and tax revenues start returning to baseline around 2040. Education variables do not return to baseline without additional effort.  相似文献

1949—2019年,中国各省份经济总量不平等程度先下降后上升,在近十年的短周期内也呈现先下降后上升的态势;而人均实际GDP不平等程度则处于水平波动的状态,近年来呈现σ趋同态势,并在2019年出现β趋同的新迹象。创新能力较弱、政府债务率偏高和劳动人口占比偏低是当前落后地区增长动能匮乏的重要原因。研发支出、资本存量和就业规模是区域经济差距形成的主要原因,可以解释1999—2019年省级层面GDP差异的889%和人均GDP差异的591%,其中研发支出与就业规模是地区GDP总量分化的主因,研发支出与资本存量是地区人均GDP分化的主因。空间计量分析发现,中国区域经济增长的空间溢出效应显著存在,但研发支出、资本存量和就业规模的空间溢出效应存在明显区别,仅周边研发支出对地区经济增长存在正向空间溢出效应,并且东中西三大经济带的空间溢出效应存在一定差异。  相似文献

Despite the importance of remittances to developing countries, their impact on banking sector breadth and depth in recipient countries has been largely unexplored. We examine this topic using municipality-level data on the fraction of households receiving remittances and on measures of banking breadth and depth for Mexico. We find that remittances are strongly associated with greater banking breadth and depth, increasing the number of branches and accounts per capita and the amount of deposits to GDP. These effects are significant both statistically and economically, and are robust to the potential endogeneity of remittances, inclusion of a wide range of controls and even municipal fixed effects specifications using an alternative panel data set from a sample of municipalities.  相似文献

Local governments tend to show strategic behaviours when making their spending decisions. However, few studies have examined strategic behaviours when promoting fiscal decentralization. Thus, this study empirically examines the presence of strategic interactions in expenditure decisions in South Korea as well as how fiscal decentralization affects those interactions, using a panel data set from 2010 to 2017. The results demonstrate that a local government mimics other governments' spending when those governments' residents share similar age demographics. Moreover, local governments in South Korea engage in strategic interactions as their expenditure side becomes more decentralized. However, local governments tend to demonstrate less isomorphic behaviour in welfare spending decisions when they have higher revenue decentralization. This is because local governments have no motive to emulate other welfare policies, as the central government delegates the provision of social services to local governments by providing grants with strings attached.  相似文献

The primary query of this paper centres on the role played by income in determining the extent of fund allocated by Indian states for improvement of health of its population. Drawing data from the fourteen major states of India over a time span of twenty-three financial years (1974–75 to 1996–97) and using recent advances in panel data time series econometrics, this paper documents the presence of a long run relationship between income and health expenditure. The long-run elasticity estimates reiterate that publicly provided health services should be considered as “necessities”. Results the panel error correction model demonstrate that ageing of the population and proportion of rural population are the only non-income factors, which exert a significant positive impact on real per capita health expenditure. This is particularly important given the demographic transition that India is passing through.

Do state policy makers have the ability to affect a state's rate of economic growth? This article examines one possible source of growth and per capita output level disparities by studying the role that state taxation and public expenditure decisions play in fostering economic development. Using pooled annual U.S. state‐level data from 1972 to 1998, a fixed‐effects model is employed to examine the effects of changing tax rates on both state per capita output levels and growth rates. The results indicate that higher tax rates negatively influence short‐run state economic growth, which lowers state output levels. However, long‐run growth is unaffected by changes in state tax rates, even after adjusting for the effects of initial per capita output levels, state expenditures, and aid from the federal government. Nor do changes in state public spending rates and federal aid permanently alter state growth rates, implying that state fiscal policies have only transitory effects on state growth. In this paper we examine the role of environmental quality in determining per capita health expenditures. We take a panel cointegration approach in order to explore the possibility of estimating both short-run and long-run impacts of environmental quality. Our empirical analysis is based on eight OECD countries, namely Austria, Denmark, Iceland, Ireland, Norway, Spain, Switzerland, and the UK for the period 1980-1999. We find that per capita health expenditure, per capita income, carbon monoxide emissions, sulphur oxide emissions and nitrogen oxide emissions are panel cointegrated. While short-run elasticities reveal that income and carbon monoxide emissions exert a statistically significant positive effect on health expenditures, in the long-run in addition to income and carbon monoxide, we find that sulphur oxide emissions have a statistically significant positive impact on health expenditures.  相似文献

产业结构升级是经济增长的源泉之一。本文基于中国1 820个县的面板数据,采用Translog生产函数估计要素弹性,进而测度县域经济增长中的结构红利,同时构建空间误差计量模型对结构红利的影响因素进行检验。研究结果表明2002-2010年间,结构红利占县域GDP总值的444%,对县域GDP增长的贡献达到了2435%。劳均资本、劳均土地等变量对结构红利有显著影响,本文还发现,在东部、中部、西部三个地区,财政支出占GDP的比重对结构红利都有显著的负向影响。  相似文献

Female labor force participation (FLFP) and household wealth are two main topics of interests to economists for long time. The objective of this study is to investigate the response of housing values, household wealth, to female labor force participation using panel level data in the U.S. states. We develop static and dynamic estimation models using state-level data in the U.S. from 2005 to 2013. The results show the FLFP rate and per capita income have a strong positive effect on housing values, while the number of units per capita has a negative effect on housing values in the state. We find that a 10% increase in FLFP will result in an increase of about 12.5% on housing values. Additionally, increasing per capita income by 10% on average will cause housing values to rise by 9%, however, a 10% rise in the number of units per capita will decrease housing values by 30%. The results assist economists and policy makers in assessing policies to optimize decisions in labor market and housing market.  相似文献

A broad but brief survey of the literature on remittances and growth shows that indirect effects are only included via interaction terms. Then, we regress data for migration, worker remittances, savings, investment, tax revenues, public expenditure on education, interest rates, literacy, labor force growth, development aid and GDP per capita growth on migration, remittances and other variables for a panel of countries with income below $1200. The estimated dynamic equations are integrated to a system used for baseline simulations. Comparison with the counterfactual policy simulations ‘only 50% remittances’ or ‘no net migration anymore’ shows that the total effect of remittances on levels and growth rates of GDP per capita, investment and literacy are positive, and that of net migration is negative for literacy and investment but positive for growth.  相似文献

This paper investigates the time series properties of per capita CO2 emissions and per capita GDP levels for a sample of 86 countries over the period 1960-2000. For that purpose, we employ a state-of-the-art panel stationarity test which incorporates multiple shifts in level and slope, thereby controlling for cross-sectional dependence through bootstrap methods. Our analysis renders clear-cut evidence that per capita GDP levels are nonstationary for the world as a whole while per capita CO2 is found to be regime-wise trend stationary. The analysis of country-groups shows that for Africa and Asia, per capita CO2 is best described as nonstationary, while per capita GDP appears stationary around a broken trend. In addition, we find evidence of regime-wise trend stationarity in both variables for the country-groups consisting of America, Europe and Oceania. The results of our analysis carry important implications for the statistical modelling of the Environmental Kuznets curve for CO2, since the differing order of integration in both variables for the world as a whole and for Africa and Asia calls into question the validity of panel cointegration techniques which assume that both variables are nonstationary and cointegrated with one another. Cointegration techniques would not be appropriate either for the case of America, Europe and Oceania which are characterised by per capita GDP and CO2 emissions being stationary around a broken trend. Similar conclusions are reached when we analyse country-groups based on levels of development. Failure to properly characterise the time series properties of the data by not controlling for an unknown number of structural breaks and for cross-sectional dependence could be responsible for the fragility and lack of robustness surrounding the estimation of environmental Kuznets curves.  相似文献

妇幼保健院在中国医疗卫生领域具有相当特殊的地位。在妇幼保健院对中国妇幼健康水平有积极作用的假设下,采用31个省级地区的面板数据构建实证模型,研究妇幼保健院规模对妇幼保健水平和医疗费用的影响。妇幼保健院床位数与孕产妇死亡率有显著的正相关,对活产数有显著的消极影响,出现这一现象的原因可能是妇幼保健院相对落后的医疗技术条件。同时,妇幼保健院床位数的增长对卫生机构支出存在正向影响,但对于居民家庭人均医疗支出则存在城乡差异。建议应重视妇幼保健院的发展,全面提升妇幼保健院的技术和服务水平,缓解大综型医疗机构接诊压力。  相似文献

We provide a comprehensive and robust analysis of the drivers of renewable energy consumption for a panel of 64 countries, using both the static (Pooled OLS, Panel Fixed and Random Effects) and dynamic (difference and system GMM) panel data estimation approaches. We show that the dynamic panel data model provides more efficient estimators than the static ones and that increases in per capita CO2 emissions and per capita trade with foreign partners mainly drive the changes in per capita renewable energy consumption. We also find limited evidence of oil price effects on renewable energy consumption, which reflects the fact that renewable energy is just a complement and not a perfect substitute of crude oil, at least in the short run.  相似文献

在现有文献研究的基础上,利用1999—2010年我国29个省(自治区、直辖市)的面板数据,基于内生增长理论构建计量经济模型,检验了公共资本存量、私人资本存量与经济增长之间的面板Granger因果关系。构建面板VAR模型度量公共资本存量对经济的冲击。结果表明:公共资本存量的冲击对人均私人资本存量和人均GDP都产生正向影响,但长期看该影响不具有持续效应。  相似文献
