UK philanthropic foundations are being subjected to greater scrutiny in how they address racial inequality with their funding distribution, yet the deeper critical question of whether these foundations perpetuate racial inequality in their very ethos, practices and existence remains unanswered. These foundations provide over £6.5billion of grants annually to the charitable sector, hold substantial power and influence over social movements and justify their charitable status by stating that they are addressing issues such as poverty and inequality. Yet many private foundations were built on a Victorian paternalistic model of gracious benefactor and grateful beneficiary and against the historical context of empire-building, slavery and colonialism which embedded ideas about ‘race’ within philanthropy. Furthermore, delineation between the deserving and undeserving poor connected with these formulations of race, to position subjects of colonies inequitably within this charitable paradigm and reinforce stereotypes. At the time, this formed the justification for the expansion of missionary or colonial philanthropy overseas which was the biggest philanthropic cause of the pre first world war era and which can be traced back as the basis for the ‘white saviour complex’ exhibited today within UK foundations, as they continue to operate a colonial social architecture. This inherent and unchallenged colonial social architecture used for grantmaking and funding distribution imbues processes and practices with the same ethos and principles exhibited by colonialism, resulting in a ‘neo-colonial philanthropy’, the tenets of which are identified and explored. In addition, as racial inequality remains one of the most critical issues of our time, it is asserted that foundations will need to understand the historical context of the UK’s colonialist history in order to recognise the link with racial disparities exhibited in communities today. This direct connection together with their own inbuilt colonial architecture necessitates an urgent conversation for Foundations about whether reparative or restorative justice is a more effective operational paradigm and the long term solution needed to address neo-colonial philanthropy or the ‘Empires new clothes’.  相似文献

This article advances a critique of the ‘neighbourhood effects’ genre in urban studies, by arguing that an acceptance of the ‘where you live affects your life chances’ thesis, however well‐intentioned, misses the key structural question of why people live where they do in cities. By examining the structural factors that give rise to differential life chances and the inequalities they produce, and by inverting the neighbourhood effects thesis to: your life chances affect where you live, the problem becomes one of understanding life chances via a theory of capital accumulation and class struggle in cities. Such a theory provides an understanding of the injustices inherent in letting the market (buttressed by the state) be the force that determines the cost of housing and therefore being the major determinant of where people live. The article draws on Marxist urban theory to contend that the residential mobility programs advocated by neighbourhood effects proponents stand on shaky ground, for if it is true that ‘neighbourhood effects’ exceed what would be predicted by poverty alone, moving the poor to a richer place would only eliminate that incremental difference, without addressing the capitalist institutional arrangements that create poverty.  相似文献

A key change for lesbian, gay and bisexual (LGB) people in the European Union has been the prohibition by the Employment Equality Directive (2000) of discrimination in employment on grounds of sexual orientation. This article focuses on the UK, which in 2003 introduced legislation making it unlawful to discriminate on these grounds. It explores the factors encouraging ‘good practice’ in sexual orientation equality work. It considers progress within the public services that have ‘pioneered’ sexual orientation equalities work, drawing on the views of LGB employees, management and trade union stakeholders. The recent legislation is considered to have provided a major impetus for change; however, an emerging ‘business case’ within the public service modernisation agenda is considered to have provided both opportunities and barriers to progress. A challenge for HR practitioners is getting organisational commitment to sexual orientation work, which is still perceived within organisations as a ‘sensitive’ area.  相似文献

  • Since the 2005 ‘International Year of Microfinance’, how well are micro-finance interventions (MFIs) working? MFIs are often seen as a panacea for poverty reduction, particularly among women and through enterprise development. Yet MFIs in Africa have often failed, and may even cause more harm than good. In East Africa for example, MFIs continue to advocate that one size (credit only) fits all strategy. Such a generic remedy is by definition relatively (i) harmonized but not necessarily (ii) aligned with the full diversity of preferences and norms at a local grassroots level. To improve any marketing ‘fit’ between MFIs and local market contexts in East Africa, interventions can become more pluralistic, blending global with local solutions. Based on a review of research with economically poor women in East Africa, a blend of ‘credit only’ and communal-based systems like ‘rotating savings’ and ‘credit associations’, is suggested. Diversified delivery systems like this are antithetical to (i) harmonisation, but would improve the degree of (ii) alignment between MFIs and the adaptively pluralistic belief systems already in place. Hence a key to making MFIs more sustainable, and thereby reducing poverty more effectively, is to respect their global–local interface, or ‘glocality’.

Two challenging imperatives we face today are the amelioration of global poverty and reducing environmental impacts such as global climate change. This article discusses these challenges in the ‘Base of the Pyramid’ (BOP), impoverished socio-economic groups from underdeveloped regions that have traditionally been excluded from economic participation. Drawing on the BOP, global value chain and latecomer literature, we propose five innovation pathways for social and environmental improvement within poor communities. We extend Geel’s (2002) new socio-technical landscape framework, Hall et als' (2011) and Hall and Martin’s (2005) framework for innovative uncertainties and Aldrich and Fiol’s (1994) legitimization processes by proposing a ‘hurdles and levers analysis,’ suggesting that in addition to overcoming technological and commercial hurdles, social attributes play a key role in BOP innovation dynamics. Two illustrative cases are presented; an initiative to replace candles and kerosene lanterns with semiconductor white light-emitting-diodes (WLEDs) in various BOP locations; and the development of naturally colored cotton in poor regions of Brazil for sale locally and abroad. We argue that social uncertainties in particular may act as ‘levers’, compensating for initial technological and commercial deficiencies, thus providing technology developers time to improve. The way poverty is measured is important for an understanding of what has happened to poverty as well as for anti-poverty policy evaluation. Sen's (1976) pathfinding work has motivated many researchers to focus on the way poverty should be measured. A poverty measure, argued by Sen, should satisfy certain properties or axioms and the desirability of a poverty measure should be evaluated by these axioms. During the last two decades, many researchers have adopted the axiomatic approach pioneered by Sen to propose additional axioms and develop alternative poverty measures. The objective of this survey is to provide a clarification on the extensive literature of aggregate poverty measures. In this survey, we first examine the desirability of each axiom, the properties of each poverty measure, and the interrelationships among axioms. The desirability of an axiom cannot be evaluated in isolation, and some combination of axioms may make it impossible to devise a satisfactory poverty measure; some axioms can be implied by other axioms combined and so are not independent; some others are ad hoc and are disqualified as axioms for poverty measurement. Based on the interactions among axioms, we identify the ‘core’ axioms which together have a strong implication on the functional form of a poverty measure. We then review poverty measures that have appeared in the literature, evaluating the interrelationships among different measures, and examining the properties of each measure. The axioms each measure satisfies/violates are also summarized in a tabular form. Several ‘good’ poverty measures, which have not been documented by previous surveys, are also included.  相似文献

In this article we apply insights from ‘new mobilities’ approaches to understand the shifting sexual and gendered landscapes of major cities in the global North. The empirical context is the purported ‘demise’ of traditional gay villages in Toronto, Canada and Sydney, Australia, and the emergence of ‘LGBT neighbourhoods’ elsewhere in the inner city. We reinterpret the historical geography of twentieth century LGBT lives and the associated ‘rise and fall’ of gay enclaves through the lens of the ‘politics of mobility’. In this reading, it is apparent that multifaceted movements — migration, physical and social mobility, and motility — underpin the formation of gay enclaves and recent transformations in sexual and gendered landscapes. After the second world war, LGBT communities in the global North were embedded in specific historical geographies of mobility and we trace these in the Canadian and Australian contexts. The ‘great gay migration’ from the 1960s to the 1980s has been joined by new LGBT constellations of mobility in the 2000s, and these have imprinted upon the sexual and gendered landscapes of Toronto and Sydney.  相似文献

This study extended the concept of ‘pro-poor growth’ in terms of social expenditures that measure whether social expenditures are pro-poor or not pro-poor. Using the idea of pro-poor growth, this study examines as to what extent the poor benefited from the growth of social expenditures i.e., human development, rural development, safety nets and community services. The monotonicity axiom sets out a condition that the proportional reduction in poverty is a monotonically increasing function of the pro-poor growth. This study satisfies the monotonicity criterion relative with social expenditures and proposes a ‘poverty equivalent social expenditure rate’, which takes into account both the magnitude of social expenditures growth and how the benefits of these expenditures are distributed to the poors and the non-poors. This methodology is applied to Pakistan’s unit record household surveys during the periods of 1964–2011 (21 household surveys) and examines the interrelationship between social expenditures, inequality, and poverty. It is argued that the satisfaction of a monotonicity axiom is a key criterion for measuring pro-poor growth. The results found that the social expenditures in Pakistan are not intrinsically pro poor. Although it was strongly pro poor in the 1980s and pro poor in the 1990s, growth in the 1970s and 2000s was anti poor, if the poverty related social expenditures still remains anti-poor in the subsequent years as reflected in the years 2008–2011, there is a likelihood that these expenditures may not trickle down to the poor but instead to the non-poor. It is indicative that to achieve rapid poverty reduction, the poverty equivalent growth rate ought to be maximized rather than the actual growth rate of social expenditures in Pakistan.  相似文献

This paper examines a robust nonparametric methodology for decomposition of change in poverty into growth and redistribution components. The decomposition is exact, symmetric and free of residual terms. It is equivalent to the Shapley value decomposition in this two-component case. We avoid parametric assumptions about the underlying distributions and Lorenz functions. All of the currently popular poverty measures may be decomposed as suggested in this paper. We identify the issues that arise with parametric approaches to decomposition. An empirical application is given based on recent data on real consumption in rural and urban areas of Iran in 2000, 2004 and 2009 (covering the country's third and fourth five-year development plans). We find that both ‘pure growth’ and ‘redistribution’ components are present in a striking change in poverty, especially among rural households. It would appear that stochastic dominance rankings of the consumption distributions make poverty analyses and decompositions robust to the choice of a poverty line, or poverty measure.  相似文献

Work organisations considering policies against racial or ethnic discrimination and for recognising diversity can find many different and often conflicting recommendations in the literature, in particular regarding the aim of proportional representation of different ethnic groups. To better understand this controversy, this paper rigorously examines three key theories from a frame-critical and business ethics perspective. It introduces a fundamental threefold conceptualisation of ‘employment equity policy’ (EEP) as a catch-all term for related concepts such as ‘affirmative action’, ‘equal opportunities policy’ and ‘diversity management’, distinguishing between three different organisational goals: equal treatment, equal results and individual recognition. The analysis suggests that different authors emphasise some ‘facts’ rather than others and strategically interpret the limited available empirical research to support their policy positions, mixing both classical and newer ethical reasoning. In the ‘good practice’ frame, human resource management practitioners are urged to take ‘positive action’, to monitor the ethnic composition of the workforce and to formulate target figures to increase the representation of discriminated groups. In the opposing ‘bad idea’ frame, organisations are seriously advised against EEPs with ‘hard’ numerical goals: these policies supposedly are unnecessary and ineffective and have negative unintended consequences. The article draws implications from these findings for future research and practice in the field of EEPs.  相似文献

We develop a novel, sense-making perspective on corruption in transition economies. Prior research has focused on understanding why some entrepreneurs are more likely to pay bribes than others. It typically assumes that paying bribes will lead to an intended – albeit unfair – competitive advantage. We challenge this assumption and uncover a bribery paradox: drawing upon sense-making logic, we argue that beyond gaining an immediate benefit from bribing, entrepreneurs who frequently pay bribes may in the longer run be enacting a ‘new normal’ business environment perceived as high in obstacles, especially in transition countries. As sense making is grounded in identity construction and one’s social context, we argue that owners of family firms will be especially vulnerable to the dangers of perceiving greater obstacles over time and enacting an obstacle-ridden ‘new normal’ business environment. We find empirical support for our framework on a sample of 310 privately held small and medium-sized enterprises (SMEs) from 22 transition economies.  相似文献

We introduce a new methodology to target direct transfers against poverty. Our method is based on estimation methods that focus on the poor. Using data from Tunisia, we estimate ‘focused’ transfer schemes that highly improve anti‐poverty targeting performances. Post‐transfer poverty can be substantially reduced with the new estimation method. For example, a one‐third reduction in poverty severity from proxy‐means test transfer schemes based on OLS method to focused transfer schemes requires only a few hours of computer work based on methods available on popular statistical packages. Finally, the obtained levels of undercoverage of the poor are particularly low.  相似文献

What is the reality of contemporary careers? Have individuals become masters of their professional destiny? While the ‘new career literature’ puts forward the figure of an individual free to invent his/her career (the ‘free actor model’), this article shows that the changes purported to affect careers are less radical than they seem. Despite a weakening of environments, discriminating career mechanisms are still imposed on cadres, at least in France. Because individuals do not always have the means or the will to escape those mechanisms, ‘external clues’ continue to mark careers more than the new career literature supposes. To account for the realities observed in France, this paper proposes a specific view on careers, which highlights why career rules still exist in the country.  相似文献

From the mid-1940s to the mid-1960s a particular conjuncture of capital-state relations formed in Australia, leading to the development of a distinctive urban form —‘Holdenist suburbia’: built by government; of a large scale and uniform appearance; constructed of poor quality, cheap materials; home to relatively high percentages of public renters; comprised of predominantly working-class families; adjacent to manufacturing employment; and stigmatized. An examination of one such Holdenist suburban estate in 1966 and 1991 illustrates how certain aspects of economic restructuring and state intervention have forged such spaces as sites of urban poverty. With the broad aim of connecting Australian urban studies to ongoing international debates about the nature of contemporary urban poverty, it is noted that distinctive characteristics of Australian urban and welfare state development render the application of concepts derived from different cultural settings problematic. This paper makes two points. First, a ‘finer-combed’ interpretation of Australian postwar suburban development is required to delineate the role of the state in shaping a particular urban form during this period — the Holdenist suburban form. Second, this delineation is particularly important to understanding contemporary urban poverty in Australia, for the social provisions of state policy have, in contradictory fashion, both prevented the full development of outcast ghettos (Marcuse, 1996) and, in conjunction with the processes of economic restructuring, forged sites of urban poverty.  相似文献

This article looks at the ‘return’ migration of second‐generation Greek Americans to their parents’ homeland, Greece. It is based on interviews with, and written accounts supplied by, 40 participants in the research, all now living in the Athens region. The article addresses two main sets of questions. First, why do they relocate to Greece, what are they looking for, and how do they cope with difficulties and disappointments? Second, and more specifically, how do they react to the fact that Greece is no longer a homogenous hellenistic society, but has become in recent years a de facto multicultural one due to the presence of hundreds of thousands of immigrant workers and their families? Three hypotheses are proposed for this inter‐migrant encounter: returnees, shocked by the ‘new immigration’, view it negatively as upsetting the ‘pure Greek’ homeland they had hoped to find; returnees are more sympathetic because of their own families’ history as immigrants in multicultural America; and returnees differentiate themselves as ‘good’ migrants from Greece’s immigrants who are constructed as ‘bad’ migrants. Evidence from the migrants’ testimonies is found to support all three hypotheses; however, there is more support for the second one. In addition, a fourth outcome was voiced: that of discrimination against Greek Americans who are made to feel, in certain circumstances, outsiders by the ‘true’ Greeks. This study investigates economic causes and consequences of large corporate divestitures between 1983 and 1987. Prior empirical evidence suggests that firms hold on to poorly performing operating units for many years before divestiture. An agency-cost explanation for ‘holding on to losers’ has been proposed in the literature, as managers may be unwilling to admit they invested in inappropriate asset choices in the first place. However, a puzzle still remains: why should such a manager ever sell off such a unit? We provide both a possible explanation and empirical evidence that suggests managers hold on to losers as long as they can ‘blur’ their poor performance under the cover of the remaining operating units of the firm. We find that firms do not sell off poorly performing business units until the firm's other units experience significant underperformance relative to their industry peers. Finally, although there is evidence that the stock market reacts favorably to divestitures, we find that beyond the initial improvement, the firm's performance reverts back to its mean pre-divestiture level.© 1997 John Wiley & Sons, Ltd.  相似文献

This paper contributes to a growing literature that attempts to determine whether disparities in police stops and searches of potential criminals of different races stem from taste-based discrimination. The key challenge in making this evaluation is that police officers have more information than the econometrician and thus racial disparities in police behavior may result from these unobservable factors rather than discrimination. We develop a general equilibrium model of police and potential criminal behavior that encompasses key models in the literature. We highlight the assumptions needed for existing methods of detecting racial discrimination to hold. In particular, we show that when there are increasing costs to search, existing tests for discrimination can give incorrect results. Given the potential importance of these costs, we then propose some alternate methods for detecting racial bias in police behavior.  相似文献
