To identify poor households, the government of Vietnam applies a combination of proxy means tests and quick collection of income data. This paper examines how well the government's poverty identification reaches the really poor in Vietnam. It is found that there is a large difference between the poverty rate for provinces and districts reported by the government and the rates estimated using expenditure and income data from independent household surveys. There is also a large difference between the poverty status of households identified by local authorities and the poverty status identified by income or expenditure data. More than 50 per cent of the poor households identified by local authorities are not poor in terms of income or expenditure measures. A better identification approach would be to use only proxy means tests and not income data collected using the simple questionnaire.  相似文献

Using the five waves of the China Household Income Project surveys conducted during 1988–2013, we investigate long-term changes in national income inequality and rural poverty in China. National income inequality rose markedly to 2007 and thereafter fell slightly. Income growth was widely shared, but inequality increased because the high-income percentiles had faster income growth than lower percentiles and because the gap between urban and rural household incomes widened. The fall in income inequality after 2007 reflects faster income growth among low-income percentiles and the impacts of newly introduced redistributive policies. The paper also finds a considerable, ongoing poverty reduction in rural China. A poverty decomposition analysis indicates that this rural poverty reduction was mostly due to income growth rather than redistribution.  相似文献

ABSTRACT

Urban communities are heterogeneous and averages mask inequities and deprivations among poor and rich urban communities. This article examines the situation of households residing in two low-income, high-density suburbs of Harare, Zimbabwe. The aim of the research was to contextualise urban poverty by looking at selected urban communities and vertically analysing the patterns and determinants of poverty. A household survey was administered to 1000 households and qualitative data were collected through focus group discussions and key informant interviews. The study found high levels of income poverty and also found differences in poverty experiences between the two suburbs. The major proximate determinants of poverty were large family size; low education level of the household head; lack of income from permanent employment; low cash transfers; and short length of residence in the suburb. Increasing household income consumption can be addressed through scaling-up industries, which would result in more quality employment.  相似文献

Despite the emphasis given to poverty reduction in policy statements and a substantial increase in social spending, money-metric poverty has shown little improvement since South Africa's transition to democracy in 1994. Alternative approaches to measuring well-being and inequality may show a more positive trend. This article uses the 2008 National Income Dynamics Study to assess the magnitude of inequalities in under-five child malnutrition ascribable to economic status. The article compares these results with those of Zere and McIntyre, who analysed similar data collected in 1993. In both cases, household income, proxied by per-capita household expenditure, was used as the indicator of socio-economic status. Children's heights and weights have increased since 1993 and being stunted or underweight has become less common. Furthermore, pro-rich inequalities in stunting and being underweight have significantly declined since the end of apartheid. This suggests that pro-poor improvements in child welfare have taken place. Policies that may have contributed to this include the Child Support Grant, introduced in 1998, and improvements in healthcare and the education of women.  相似文献

This paper examines the impact of health status on poverty status, accounting for the endogeneity of health status. Using exogenous measures of health status from the South African Integrated Health Survey, we instrument for health status while allowing for covariation among the unobservables influencing both health and household poverty status. Health status, as captured by the body mass index, is shown to strongly influence poverty status. Households that contain more unhealthy individuals are 60 per cent more likely to be income poor than households that contain fewer unhealthy individuals, and this finding appears invariant to the choice of poverty line.  相似文献

In this article an attempt is made to explain what poverty means and how it is measured. Absolute income measures are discussed with reference to England, America, Australia and South Africa. These encompass the poverty line, the social security administration measure, the Henderson poverty line, the South African poverty datum line and the poverty gap. Relative income measures of poverty used in England, America and Australia are described. Absolute measures of poverty, the income‐net worth approach, a definition that includes other resources and a balance sheet method are explained. Socio‐economic measures are dealt with. These include the sociological concept of poverty, socio‐economic status measures and the culture of poverty view. Other measures described are public dependency and residential measures, mortality measures, a normative measure and subjective poverty.  相似文献

Publicly funded adult health insurance through the Affordable Care Act (ACA) has had positive effects on low-income adults. We examine whether the ACA's Medicaid expansions influenced child development and family functioning in low-income households. We use a difference-in-differences framework that exploits cross-state policy variation and focus on children in low-income families from a nationally representative, longitudinal sample followed from kindergarten to fifth grade. The ACA Medicaid expansions improved children's reading test scores by ~2% (0.04 SD). Potential mechanisms for these effects within families are more time spent reading at home, less parental help with homework, and eating dinner together. We find no effects for children's math test scores or socioemotional skill development.  相似文献

Previous studies have consistently found evidence of an income gradient in health among children in various countries, and studies in Anglo-Saxon countries have found that this gradient increases with child age. Using nationally representative individual-level data, I examine the association between child health and parental income in Japan. Japan has a child poverty rate that is similar to the rate of many countries that have been studied previously, but Japan outperforms those countries on most health indicators. I find that an income gradient exists in child health in Japan, but that it is limited to specific health measures and symptoms, and that it is weaker overall in that respect than the gradient found in other countries or among Japanese adults. Moreover, I find no evidence that the gradient increases with child age. The fact that children in low-income families have relatively modest and non-accumulating health disadvantages may contribute to the overall health of the Japanese population. Nevertheless, there is a statistically significant negative association between parental income and the incidences of asthma, hearing problems, and dental symptoms in children, implying that future efforts to improve the health of underprivileged children should focus on the prevention and control of these diseases.  相似文献

Poverty, despite being a multifaceted concept, is commonly measured in either absolute or relative monetary terms. However, it can also be measured subjectively, as people form perceptions on their relative income, welfare and life satisfaction. This is the first study that uses the National Income Dynamics Study data to analyse poverty across various objective and subjective methods. The paper finds that while respondents' poverty status varies across methods, blacks remain the racial group most likely to be defined as poor by at least one method. The multivariate analysis reveals that the impact of some explanatory variables, such as experience of negative events, frequency of crime victimisation, health status and importance of religious activities, is mixed across methods.  相似文献

Off-farm activities generate on average more than half of farm households' incomes in the Mexican ejido sector. Participation in these activities helps reduce poverty and contributes to greater equality in the distribution of income. This paper analyzes the determinants of access to off-farm sources of income across households. We find that education plays a major role in accessing better remunerated nonagricultural employment. Adults of indigenous ethnic origin suffer from an educational lag and have less access to off-farm nonagricultural employment than non-indigenous adults at identical educational levels. The regional availability of off-farm employment strongly affects participation. In addition, women are differentially limited by distance to urban centers in their ability to gain off-farm employment.  相似文献

Abstract: In this paper we use a computable general equilibrium model to study the impact of a trade shock and a tariff reform on household poverty for an archetype developing country. Unlike other studies, we present the income distribution of each household group as a Beta statistical distribution. In contrast to other studies, this paper presents the poverty lines as being endogenous. With this specification, the poverty line will change following a variation in relative prices. With the new distributions and poverty line, the poverty levels of the base year are compared with the ex‐post values. Foster, Greer and Thorbecke's (1984) poverty measures are used. We work with the Cameroon household survey data of 1995–96. We consider two scenarios. The first is a 30 percent fall in the world price of the country's export crop and the second is a reduction of 50 percent in the country's import tariffs. For the first simulation, results indicate a drop in all household incomes and a decrease in the poverty line. Unilateral trade liberalization also has negative consequences on all household incomes. As in the first simulation, the poverty line decreases with a unilateral trade liberalization. In the trade liberalization simulation, the poverty line effect counters the income effect in most cases analyzed. In the other simulation, the poverty line effect attenuates the decrease in the poverty measures.  相似文献

近年来,学者和政策制定者逐渐将贫困的研究视角从单一的收入贫困扩展到多维贫困。文章基于CFPS的2010年基线调查数据,采取Alkire和Foster提出的双界限方法,根据《中国农村扶贫开发纲要(2011-2020)》提出的目标任务选取贫困维度,对我国农村的多维贫困进行了测度,并对测度结果进行了稳健性分析。测度结果表明,我国农村多维贫困状况比收入贫困状况恶劣。维度分解结果表明,社会保障和生活质量等维度的剥夺情况比较严重。地区分解结果显示,西部地区被剥夺状况高于中、西部地区。稳健性分析结果显示,测度结果对权重的选取是稳健的。因此,我国在此10年中,应从多维视角识别农村贫困,有针对性地提高扶贫政策的有效性。  相似文献

In this paper, we empirically study the impact of gender identity on wives' relative income within households in China and find that a husband's and a wife's traditional gender identity statistically significantly and negatively affect the wife's relative income in the household. The heterogeneous effects of gender identity for different residence types, education levels, and age groups are also studied. Supporting empirical evidence is explored for the preference mechanism that couples with traditional gender identities are more averse to having a wife who earns more than her husband. We also find that a husband earns less if the husband or the wife has a traditional gender identity.  相似文献

The majority of South Africa's older population is income poor and lives in multigeneration households. Since the first democratically elected government came into power in 1994, South Africans have been promised ‘a better life for all’. A range of policies and programmes has been implemented to improve the living standards and quality of life of the poor. The article asks how the older poor have benefited from government interventions in the period 1995–8. Drawing on data compiled from Statistics South Africa's household surveys in 1995 and 1998 (n=20 000–30 000 households), a set of over 35 objective and subjective indicators broken down by income and younger and older households is reviewed. Older households include at least one member over 60 years of age. Results show that access to services and opportunities improves systematically from poor to rich households. Major material gains for the poor and older households during the review period include access to clean water, electricity and home ownership. Older poor households with better access to services and opportunities are more likely to express overall satisfaction with their living circumstances. The study concludes that the most effective mechanism for poverty alleviation appears to be the non-contributory, means-tested state old-age pension, which lifts some households out of the most disadvantaged bottom income group. Policies under discussion promise further opportunities for empowering poor households with older members.  相似文献

The study of income inequality and income mobility has been central to understanding post-apartheid South Africa's development. This paper uses the first two waves of the National Income Dynamics Study to analyse income mobility using longitudinal data, and is the first to do so at a nationally representative level. We investigate both the correlates and root causes of moving up and down the income distribution over time. Using both absolute and relative changes as reference points, we highlight some of the factors associated with South Africans moving into and out of poverty.  相似文献

This article, focusing on Seebohm Rowntree's poverty surveys, considers the importance and durability of the concept of secondary poverty. It argues that secondary poverty was a central component of Rowntree's first survey of York, carried out in 1899, and in his lectures and writing in the Edwardian period. Moreover, secondary poverty remained an important feature of Rowntree's analysis during the interwar years and after the Second World War, and was adopted by other researchers in various ways. Although secondary poverty was not seriously examined in the published version of Rowntree's 1936 York survey, there is evidence that it was originally intended to feature, and it is clear that impressionistic evidence of poverty was gathered by Rowntree's investigators, as had been the case in 1899. Moreover, although it was completely expunged from the third survey of York, carried out by Rowntree and Lavers in 1950, a separate inquiry into secondary poverty was carried out in the early 1950s, with a number of prominent supporters. Subsequently, dissatisfaction with income‐based definitions and measurements of poverty allowed the concept of secondary poverty to continue to exercise an influence on the study of poverty in the postwar period.  相似文献

This paper uses data from the 1979 Youth Cohort of the National Longitudinal Surveys (NLSY79) to explore the wealth accumulation patterns of younger cohorts as well as immigrants' and natives' precautionary saving in response to income uncertainty. We use two measures of wealth and construct a time-varying, conditional measure of income uncertainty, instead of relying on a constant, unconditional, summary measure of income uncertainty. We use a buffer-stock model of savings, and find that immigrants accumulate less wealth than do natives. Additionally, young natives' wealth accumulation patterns appear more responsive than those of their immigrant counterparts to income uncertainty.  相似文献

This study empirically established the long-run relationship and causality effects that exist between growth, poverty and inequality. The analysis was carried out on a panel of nine South African provinces from 1995 to 2012. To capture poverty and inequality in a broader context, two measures of poverty (income and non-income) and three measures of inequality (income, education and land) were adopted for the study. The results confirm that there is a long-run relationship between growth, poverty and inequality. Notable results from the causality tests suggest that growth does not promote equal distribution of income in society but as income distribution begins to equalise, economic growth rises. This is regarded as growth–inequality disconnect. The unidirectional causality, which runs from income poverty to income inequality, suggests that a rising level of income poverty will lead to falling income inequality in the society; likewise, income inequality increases as non-income poverty declines.  相似文献

Measures of poverty are much used, but also much criticised as having limited value in debates on public resource allocation. Some argue that the measures are too conservative and do little more than complicate important issues of inequality and injustice. However, poverty measurement can be sensitive to these concerns if grounded in the field's well-developed theoretical foundation. In South Africa, poverty measures over more than 50 years have consistently taken into account distributional issues and the causes and implications of deprivation, and most South African analyses of poverty have recognised and incorporated the multi-dimensional nature of poverty. Recognising different perceptions of aggregation, time horizon and the role of states and markets is perhaps more important than methodology when assessing what poverty measures can contribute. With proper theorisation, and attention paid to the purpose of poverty diagnostics, measurement is more than sleight-of-hand and can provide both a tool for advocacy and a means to implement policies that promote greater social justice.  相似文献
