‘Low-cost specialization’, ‘differentiation’, and ‘diversification’ are three overarching business models of professional urban agriculture in developed countries. Manifold city-adjusted farm activities belong to these business models resulting in the characteristic farm heterogeneity of urban areas. This paper makes use of the business models as tool for a geo-statistical analysis to spatially investigate farming patterns in reference region Metropolis Ruhr, Germany. Additional farm interviews substantiate findings of the geo-statistical analysis by focusing on horticulture as a common farm activity towards ‘low-cost specialization’, direct marketing and participatory farming belonging to ‘differentiation’, and equestrian services as a representative of the ‘diversification’ business model. These farm activities and underlying business models concentrate and tend to spatially cluster in the metropolitan’s center where population density is highest and farmland proportion is lowest. Agriculture plays a significant role in Metropolis Ruhr cultivating about one-third of the metropolitan area, but on-going loss of farmland and short-term lease of land affect farms considerably by complicating access to land. Most differentiated and diversified farms require certain amount of farmland to be successful, which is threatened by further farmland losses along with increased competition for the remaining farmland. Long-term planning security is crucial for farms focusing on high added value crops and organic farming. Progressively emerging participatory farming activities demonstrate urban farms’ abilities to innovatively adapt to societal demands. Better knowledge on professional urban agriculture’s farm activities and business models is of importance for farms and their related advisory services to address the urban context in farm development strategies more accurately, but also for public authorities’ planning and policies in land-related decision making. Economic viability of professional urban agriculture is the key requirement for additional social, environmental, and landscape functions within urban areas.  相似文献

Peri-urban agricultural landscapes around the world are undergoing rapid transformation due to urban expansion. While some landscape values are being protected by current land-use planning frameworks, we know little about the broader values and attitudes of the urban public shaping this transformation. The structure of the values assigned to peri-urban agricultural landscapes by residents of Melbourne, Australia was explored and related to stated landscape preferences and people's underlying values. Exploratory factor analysis was used to categorise assigned values in multifunctional, food and native biota groups, and stated preferences for photographs into four landscape categories: intensive landscapes, extensive landscapes, high tree cover and plantations. The structure of underlying personal values closely resembled other studies of environmental value orientations. Multiple regression analysis revealed that preferences for all landscape categories were predicted strongly by multifunctional assigned values. Significant relationships were also evident between all assigned value groups and the biospheric underlying value orientation. Attitudes towards residential development approaches were also related significantly to assigned but not underlying values. Assigned values appear therefore to mediate between underlying values and attitudes towards peri-urban landscapes. This research demonstrates that peri-urban agricultural landscapes are perceived as multifunctional systems by the urban public and are valued for a range of functions not typically included in land use policies. This study also suggests that in the context of rapid land use change, a variety of landscape types should be retained on the urban fringe for their benefit to the urban public, and synergies promoted between landscape functions.  相似文献

Densification of cities is presently one of the dominating strategies for urbanization globally. However, how densification of cities is linked to processes in the peri-urban landscapes is rather unknown. The aim of this paper is to highlight the potentials in of peri-urban landscapes to be recognized as complementary providers of urban ecosystem services when green areas in cities are reduced by densification. We suggest that the way forward is to change the perceptions of peri-urban areas from being defined as located between cities and rural areas with a specific population density or a geographical distance, to become recognized as a landscape defined by its functionality. By identifying and describing the functionality in peri-urban landscapes the existing governance gaps can be recognized and thus dealt with through adaptation of existing planning tools. Although not yet articulated, peri-urban areas should be used to facilitate integration of top down and bottom up approaches and thereby closing the governance gaps. We illustrate this reasoning by two examples; one of the establishment of green wedges in Stockholm, Sweden, and the other with the establishments of international Model forests. We conclude that further densification of cities will create a lack of ecosystem services in cities by putting an even higher pressure on the peri-urban landscape and not as suggested today that densification lower pressure on peri-urban landscapes. Rethinking and reframing the peri-urban areas by adapting existing platforms will potentially contribute to a more nuanced discussion on strategies for urban development generally.  相似文献

The multifunctional farming sector in Cyprus poses threats on the island’s water resources, but highly contributes to the protection of the cultural identity and to the provision of incomes and employment in its rural areas. These services are externalities, as farmers are not remunerated in markets for the environmental and cultural services they provide, nor for the fact that they maintain vivid rural areas. This paper presents an application of the Choice Experiment method, in order to evaluate these non-traded outputs of Cypriot agriculture. The results of the empirical analysis demonstrate that the Cypriot public is in favor of a less intensive pattern of agriculture. Furthermore, Cypriots are willing to pay in order to mitigate adverse environmental effects of agriculture, to improve cultural heritage and to safeguard the continuation of farming trade on the island. The estimated benefits often exceed income losses from changes in the cropping pattern towards extensification, which verifies that EU rural development policies are regarded as beneficial by the public.  相似文献

The western edge of the Sydney basin in Australia has been one of the major sources of fruit and vegetables for the Sydney markets. A rapid expansion of urban development in this region has caused a significant reduction in the number of small farms and market gardens. Urban and peri-urban agriculture in the region also provides an important buffer between urban development and the neighbouring Greater Blue Mountains World Heritage Area. The decline in urban agriculture can be attributed to various causes including urban expansion and economies of scale. This paper presents an overview of a four-year project that explored options for supporting these vulnerable farming communities both in terms of the regulatory factors and economic and environmental sustainability. The role of agri-industries as landscape buffers to the neighbouring World Heritage Area was investigated in relation to resilience, communities of practice, and ecosystem services. The study developed tools, in conjunction with targeted representative landholders, that can assist in enhancing the economic and environmental resilience of these agri-industries. These tools included an integrated bio-system approach to waste using organic waste conversion, and the use of landscape function analysis to monitor across farms to help address erosion, loss of nutrients and inefficient water management.  相似文献

Increasing numbers of horses are being kept for sports and leisure purposes in peri-urban areas throughout the Western world. This expansion of the equestrian sector represents a multifunctional transition, with new production of rural goods and services and increasing influence on land use.In Sweden, the number of horses has increased from 70,000 to approximately 300,000 over the last 30 years. This increase is putting pressure on the traditional Right of Public Access, an old custom allowing the public to walk, cycle or ride on private or state-owned property.This paper analyses multifunctional land use in peri-urban areas in order to provide a deeper understanding of the potential conflicts arising due to the expanding equine sector and to assess how these can affect the Swedish right of public access and spatial planning.A survey of horse riders and landowners in three peri-urban regions of Sweden revealed that these groups differ in their attitudes towards the Right of Public Access. The data also showed that the expanding equine sector is generating new demands on rural areas and there are questions regarding how the current system of open accessibility can meet the increasing market for equestrian leisure activities. The main conclusion is that there seems to be a strong need for intervention and deliberate creation of new ways of handling the accessibility question, where both a bottom-up and top-down approach may be useful.  相似文献

Multifunctional agriculture is increasingly discussed as an alternative to conventional, mono-functional farming and its negative environmental impacts. This study aims at determining Thai society’s demand for agri-environmental services offered by a multifunctional agricultural system using two models, i.e. a Choice Experiment Model and a Latent Class Choice Model. The Choice Experiment Model (CEM) is employed to assess citizens’ willingness to pay for various attributes of multifunctional outputs. Extending from the CEM, the heterogeneity of citizens’ preferences across environmental attitudes and knowledge is captured through the Latent Class Choice Model (LCCM). Survey data was obtained from structured interviews with 373 respondents in the country’s two largest cities, namely Bangkok and Chiang Mai. The results of the CEM suggest that urban Thai citizens are willing to pay for changes toward multifunctional agriculture, as expressed in an increase of their monthly food expenses. Among the attributes of agri-environmental practices, “organic agriculture in combination with agro-biodiversity conservation” garnered the highest preference, followed by “organic farming as single practice” and “Good Agricultural Practice combined with agro-biodiversity conservation”. Income, gender, agri-environmental knowledge and environment-conscious attitude are important factors determining urban citizens’ support of multifunctionality. Findings of the LCCM revealed a strong heterogeneity in attribute valuation across three different classes of respondents, suggesting that policy-makers need to be aware of diverse preference patterns among Thai citizens with regard to specific attributes of multifunctional agriculture. We further conclude that enhancing environmental literacy and consciousness is a key determinant in gaining citizens’ support for multifunctional agriculture.  相似文献

Peri-urban agriculture (PUA) has been proposed as an important urban element to deal with the challenges of increasing poverty, food insecurity, and environmental degradation as particularly found in rapidly expanding cities of the developing world. However, farming in the peri-urban is under strong pressure from urbanization. The economic and social roles of farming need to be better understood in order to integrate peri-urban agriculture into urban planning. This study used multivariate techniques and Geographically Weighted Regression to analyze statistical data at a village and sub-district, to explore the varying relationships between agricultural activities and urban economic activities, urban poverty and informality, as well as food security. This method was applied in the Jabodetabek Metropolitan Area (JMA) with Indonesia’s capital Jakarta at its core, and it resulted in some important findings. First, PUA was more associated with the increasing low and middle class residential areas and the growing small-middle scale urban economic activities rather than development of tourism and larger traditional market facilities. Second, whereas PUA in the North of JMA was under pressure by the increasing poverty, in the Southeast of JMA it has expanded concurrently with increasing poverty. Third, PUA is strengthened by increasing informal activities in the peri-urban zone that offer alternative jobs and additional income for the farmers. Fourth, PUA in the surroundings of Jakarta as well as in the East and Northeast of JMA has contributed to increasing food affordability as well as strengthening food security policy. Based on these results, recommendations to maintain the PUA have been formulated to support its role for the peri-urban economy, reduce poverty, manage informality, and increase food security.  相似文献

Much of the research on urbanization has focused on how rural populations move to cities for work opportunities. This paper takes a different perspective on the relations between rural populations and urbanization. The livelihoods of rural dwellers on the outskirts of the city of Bogotá in Colombia are increasingly affected by the expansion of urban activities and infrastructure. Therefore, urbanization takes place in the areas of residence of the rural populations; these people do not migrate to the city but, rather, the city migrates to them. Consequently, rural ways of life face growing competition from the production of commodities and services on the urban-rural fringe, including quarrying and landfills serving the needs of industries and urban populations. We explore how rural populations and their livelihoods have transformed as a response to these urban dynamics and the expansion of the city. We focus on the strategies that the rural populations employ to deal with the physical and socio-ecological impacts of this change. The defense of peri-urban livelihoods through these strategies is simultaneously social and spatial and has been partially successful. However, increasing social and environmental inequality, including worsening access to land, water and vital ecological functions, tends to lead to a general reduction in the quality of life in the urban frontier.  相似文献

Contemporary cities are threatened by urban development decreasing the overall environmental quality and fragmenting natural and agricultural landscapes. As a result of this fragmentation the number of Non Urbanized Areas (NUAs) present in urban contexts is dramatically decreasing. These areas include cultivated land, Abandoned Farmlands, Grassland, Woods and Shrubs that are often located at the peri-urban cities’ fringes. Among NUAs, farmlands and other forms of urban and peri-urban agriculture provide all three major categories of ecosystem services, provisioning, regulating and cultural services. Recently, New Forms of Urban Agriculture (NFUA) have gained increasing attention from researchers for their promising multifunctionality. Incorporating NFUA into the urban environment will thus improve the sustainability of cities, taking advantage of the multiple benefits and services they can provide.This paper presents a method for the characterisation of NUAs in terms of their physical, ecological and social features. These areas are analysed with different criteria and related indicators structured according to a GIS-based Multi Criteria Suitability Model. The proposed model checks the suitability of transformation of the NUAs toward NFUA, thereby enhancing their ecological and social function as well as accessibility and overall connectivity. Different scenarios of spatial configurations for NFUA have been explored with a sensitivity analysis on the values of used indicators. The method was tested for the municipality of Catania, south Italy, an urban context characterised by a relevant shortage of public green spaces and services.  相似文献

Urban planners are increasingly interested in agriculture around cities and have to decide whether to maintain or not areas of agricultural land use within and close to growing cities. There is therefore a need for researchers to design tools to guide public decision-making on land use. Various approaches, originating from different disciplines, may be adopted in this respect. We designed an interdisciplinary research program in order to test two related concepts: the “sustainability” and the “multi-functionality” of agriculture. We show that these concepts provide a useful framework for obtaining appropriate knowledge about urban agriculture, which urban planners could apply in real situations. In close collaboration with urban planners, we applied an interdisciplinary research methodology, based on common farm surveys and territorial approaches, to the Antananarivo area (Madagascar). The main functions analyzed were the food production and environmental roles of urban agriculture. Two aspects of sustainability were assessed: the farm sustainability and the territorial sustainability, with expert scores. This approach identified a wide diversity of farming systems that performed differently, depending on their intra- or suburban location. The food supply function appeared to be important not only for fresh produce but also for rice consumption. The function of protection against flooding is now important and this importance will increase with climate change. A diagnosis of sustainability was made and discussed with urban planners: several farming systems and zones were identified in which agriculture was considered important as a means of maintaining or developing the food supply, employment and incomes, and even landscape or environmental quality. We also identified other areas in which poor production conditions and/or the negative effects of urbanization on agriculture jeopardized its sustainability. This methodology appeared to be useful for determining the most appropriate role of urban agriculture in the land-use planning of this city. Our study raises new questions on the subject and should lead to more focused research programmes. We discuss several points of interest and the limitations and possible extension of this method.  相似文献

The increased awareness of farmers' role in the maintenance of rural landscapes may contribute to a reassessment of the place of agriculture in society. In this paper, we look at how this role, in relation to landscape, is valued by rural tourists or, in other words, whether it is a response to a societal demand, as is argued by defenders of multifunctional agriculture. The results from a hedonic pricing analysis indicate that landscape features associated with agricultural activities (such as meadows and grazing cattle) positively influence the demand for rural tourism and have a positive impact on the price tourists are willing to pay for rural accommodation. This is also illustrated by the adverse impact of perceived negative externalities from agricultural production (such as intensive maize cultivation) on this price.  相似文献

In the context of the peripheral European rural landscapes, the role of the urban population, generally referred to as the ‘outsiders’, has shown to be influential in the dynamics of rural space. This influence occurs namely through the demand for non-productive functions leading to the emergence of new modes of occupancy. In addition, the emerging policy framework concerning policies and planning in rural landscapes call for an improved understanding of the diversified social demands for these landscapes. We argue that a more profound knowledge on the urban demand for rural landscape is needed to better integrate the urban interests into rural policy and planning. The present paper aims to gain greater insight on this demand by identifying landscape preferences of urban users, framed by the multifunctional transition theory, and using a photo-based survey with contrasting land covers derived from CORINE Land Cover classes. Furthermore, the use of land cover classes as the main landscape component, and thereby relating preferences to specific land covers, offers a sound basis for a territorial approach, able to integrate landscape into rural policy and land use planning practice. A case-study in Southern Portugal was developed at the regional scale and results showed different appreciation patterns for rural landscapes varying from humanised and more naturalised landscapes according to the different functions sought by urban users. Another prominent result is that urban demand for rural landscapes, even if driven by consumption, is strongly influenced by both protection and production values. A deeper knowledge on the interests of urban population can be a step forward for rural communities, land managers, and sectoral policy decision-makers to better define investment strategies in rural-urban partnerships facing the growing urban demand over rural space.  相似文献

This paper reviews research on urban agriculture which relates to the three dimensions of sustainability: social, economic and environmental. We propose that urban agriculture has three elements: urban agriculture in isolation; its interface with the people and environment within which it is situated; and its contribution to the design of built form. Additionally, we consider its scale: micro, meso and macro. The analysis draws attention to legal, social and economic constraints and opportunities. It suggests that future priorities for research should be directed towards (i) strategically identifying principles of sustainable urban agriculture that help policy makers to design resilient cities, e.g. using flood-prone areas for food and employment, and (ii) operationally trialling innovative institutional mechanisms, e.g. differential land taxes to support sustainable urban agriculture or payments for environmental services provided by urban agriculture such as carbon sequestration.  相似文献

Policy makers concerned with the peri-urban interface find their greatest challenges in the rapid urban growth of developing mountain regions, since limitations caused by relief and altitude often lead to an increased competition between rural and urban land use at the valley floors. In this context, little attention has been paid to the affected agriculturalists’ perceptions of peri-urban growth—important information required for the realization of sustainable land use planning. How is the process of rural–urban land change perceived and assessed by peri-urban smallholder communities? Which are the major difficulties to be overcome? By what means are the affected people reacting and how are these adaptation strategies linked with the ongoing landscape transformations of the hinterland?By using the example of Huancayo Metropolitano, an emerging Peruvian mountain city, it is shown that rural–urban land change is intensively discussed within peri-urban smallholder groups. Although urbanization also leads to infrastructure investments by public institutions—an advantage perceived throughout the study area—the negative impacts of rural–urban land use change prevail. The perceptions’ analysis reveals that the decrease of fertile and irrigated agricultural land at the quechua valley floor is especially considered to threaten subsistence, food and income security. In order to compensate the loss of production capacities, many smallholders try to expand or intensify their land use at the suni altitudinal belt: an agro-ecological zone characterized by steep and nonirrigated slopes that can actually not be used for the year-round production of crops previously cultivated at the quechua zone.  相似文献

Peri-urban landscapes (PULs) are specific transitional forms of urban landscapes undergoing dynamic land-use changes. PULs’ transformations are driven by close and significant influence of an urban core, cross-administrative boundary character, and diversity of governance actors. PULs have significant potential to provide ES and respond to the urban and peri-urban demand for ES, but they are also particular contexts where significant and different ES trade-offs can occur. Majority of existing forms of governance are not able to deal and address such trade-offs, which thus call for more innovative and effective governance approaches and mechanisms, aimed at achieving ES synergies and reducing ES conflicts.This paper discusses the characteristics of PULs in the context of governance questions related to the management of ES trade-offs in the urban peripheries. The drivers of ES trade-offs are presented and different trade-off relationships between and within the main ES types are analyzed. The paper drafts a way forward from the current state-of-the-art related to governance of peri-urban ES trade-offs by providing recommendations for more effective governance that would address these trade-offs. Due to the very dynamic character of PULs, it is difficult to manage land-use changes and ES trade-offs. Hence, the governance approaches need to be adaptive and integrative at multiple levels, while engaging diverse actors to balance ES trade-offs that have mixed urban and rural character.  相似文献

Private forests are a vital component of the natural ecosystem infrastructure of the United States, and provide critical ecosystem services including clean air and water, energy, wildlife habitat, recreational services, and wood fiber. These forests have been subject to conversion to developed uses due to increasing population pressures. This study examines the changing patterns in the private forests across the urban–rural gradient in 36 states in the eastern United States. We combine observed forest management activities, housing pressure, and 50-year projections of development pressures under alternate IPCC emission scenarios (A1, A2, B1, and B2) to produce a forest pressures index for a total of 45,707 plots located on privately owned land. We find evidence of continued forest loss in suburban/urban regions, and imminent pressure on private forests in exurban regions, while forests in rural regions are found to be relatively stable in next 50 years. Patterns of forest pressures differ depending on the sub-regions, which can be attributed to differing socio-ecological context of these sub-regions. Forest pressures also differ depending on the alternate scenarios considered, as projected increases in impervious surfaces is higher for the A1 and A2 scenarios as compared to the B1 and B2 scenarios. Land owners, often influenced by changing economic, demographic, and environmental trends, will play an important role in managing goods and services provided by these private forests. While it remains challenging to model forest owner attributes, socio-economic factors appear to be critical in shaping the future forested landscape in the United States.  相似文献
