This article reviews China׳s changing standardization strategies amidst the standards competitions that take place both domestically in China and globally. The relevant policies in China now support indigenous innovation, particularly in the information and communication technologies (ICT) industry by using standards, encourage domestic firms to patent their standard-related technologies, and promote innovation-oriented inter-firm alliances. The three cases examined illustrate the challenges that the Chinese government faces in implementing the policies. Most of all, while the government has actively promoted indigenous innovation as a latecomer strategy for global standardization, there are possibilities of clash with the international norms for free competition and economic liberalization which China is supposed to comply with. There are also oppositions from those domestic firms that mainly export products compliant with the international standards set by advanced countries, and from local authorities that support those firms. The demands for international compliance are often strengthened by multinationals importing products compliant with the international standards. These clashes and oppositions give a dilemma to the policy makers who want to push the standardization strategy based on indigenous innovation.  相似文献

According to traditional wisdom, latecomer countries improve their technological capabilities in reverse of the product cycle, that is from mature towards new technologies. However, improvement of standards capabilities in this process has not been revealed clearly. This paper confirms similar patterns for improving formal standards capabilities as for the technological capabilities, but records some possible differences in the rate of catch-up when latecomers approach the technology frontier; a forward moving position where technology leaders (typically advanced countries) develop or conceptualize new technologies before being turned into products or systems. A number of case studies of South Korean ICT systems reveal that transition to the technological frontier is increasingly related to how they target and carry out formal standardization. The common elements driving differences in rates of successful catch-up for ICT systems standards are not only limited to generic standards capabilities, but also rely on characteristics of technology trajectories, national strategic focus, and organizing for standardization.3 This implies that a nation should not be discouraged by slow progress in standards-setting during earlier stages. Once a minimum level of capabilities is achieved, a nation pro-active in standards from the beginning may attain higher rates of catch-up near the technology frontier.  相似文献

Publications, patents, standard-essential patents (SEPs), and standard contributions are important indicators for the drivers in the technology development of 5G. However, current 5G technology reports predominately draw on patent data to identify technology developing organizations, ignoring the importance of publications and standard contributions. Therefore, we identify 5G technology developing organizations in publishing, patenting, and standardization and compile a unique dataset to identify leading organizations per category and to identify possible correlations and interdependencies. We find that for companies offering fair, reasonable, and non-discriminatory (FRAND) licensing conditions related to standard-essential patents, their publication, patent, and standard contribution counts highly correlate. Our findings suggest that 5G technology developing companies holding a high number of patents declared to 5G manage the three contributing factors of publishing, patenting, and standardization to optimize their impact on 5G technology development. Furthermore, we show that patenting and standardization are dominated by a few large companies from the United States, China, Korea, Japan, Finland, and Sweden, while publishing is much more globally distributed and not as concentrated. Our research suggests that scientific findings can be more easily published via scientific journals and that barriers might hinder filing patents and participating in standardization committees focusing on 5G, which only large companies overcome.  相似文献

Whereas prior research has provided valuable insights into the willingness of small and medium‐sized enterprises (SMEs) and large firms to engage in patenting, a comparison of the performance implications of patenting activities across small and large firms is still lacking. This gap is important because SMEs and large firms, having different resources and capabilities, might benefit from patenting activities in different ways. In particular, SMEs can be expected to benefit less from patenting activities in terms of protection against imitators than large firms. On the other hand, the propensity and ability of SMEs to license out their patents and generate additional revenue streams might be relatively higher than that of their large counterparts. This paper studies the impact of patenting on licensing, innovation, and financial performance for both SMEs and large firms, using multiple‐group path analyses on a sample of 358 manufacturing firms. Contrary to expectations, this study demonstrates that not only large firms, but also SMEs benefit from patenting in terms of commercializing product innovations. Moreover, for both SMEs and large firms, such increased innovation performance in turn contributes to higher profit margins. Patenting activities also increase the ability of SMEs and large firms to license out knowledge to external parties, and this positive effect is significantly stronger for large firms. However, neither in SMEs nor in large firms, these outward licensing activities generate short‐term financial benefits. Finally, the study demonstrates that patenting activities do not trigger significant cost disadvantages for either SMEs or large firms. Jointly, these findings provide unique insights in the value‐generating and cost‐increasing effects of patenting, suggesting that not only large firms, but also SMEs should consider patenting as a viable strategy to fully reap commercial benefits from their innovation activities. At the same time, they temper open innovation scholars’ expectations regarding the financial benefits of licensing out knowledge. Overall, these findings point to opportunities for optimizing the intellectual property management of both SMEs and large firms.  相似文献

Research Summary: How does the organization of patenting activity affect a firm's patenting outcomes? We investigate how the composition of patenting teams relates to both the scope of their patent applications and the speed with which their patents are approved, by examining the main effects of team members’ intra‐organizational diversity (based on affiliations with formal organizational units and informal organizational communities) and the moderating effects of team leader experience. We test our moderated mediation model in a sample of 121 teams that filed patents in a Fortune 50 company's India R&D center between 2005 and 2015, using proprietary employee data combined with newly released micro‐data from the U.S Patent and Trademark Office (USPTO). Our findings illuminate the micro‐foundations of innovation in firms by highlighting a trade‐off between organizing patenting activity to maximize scope versus speed. Managerial Summary: Patenting is an important strategic tool that firms can use to protect and create value from their innovations. A firm can benefit from filing a patent application that gives it a wider possible set of claims related to an innovation. It can also benefit from faster approval of a patent application by the Patent Office. However, our study shows that there is a trade‐off between patent application scope and patent approval speed, which creates tensions for the organization of patenting activities inside firms. In particular, we find that the diversity of a patenting team is positively related to patent scope but negatively related to patenting speed, and that these relationships vary with the experience of the team leader.  相似文献

Managers make a number of strategic choices when trying to capture returns from innovation investments, including what appropriation strategy to use and whether or not to patent, strategic choices that depend among other things on firm size. Previous literature, being reviewed in this paper, shows that the patent propensity is lower in small and medium‐sized enterprises (SMEs) than in large firms and that patenting as means for appropriation is of less importance among SMEs. Chief executive officers (CEOs) and/or research and development (R&D) managers of 26 entrepreneurial SMEs have been interviewed to explain these differences and to provide insight on how patenting is used in SMEs. The patent competence was low among the studied SMEs, and internal patent resources were found to be important for effective and efficient use of the patent system, for application as well as monitoring and enforcement. While of limited perceived importance for protecting inventions in entrepreneurial SMEs, patents were used to attract customers and venture capital, which is of utmost importance for the survival and growth of these firms. Thus, patenting has an important role to play even in firms where the protective function of patents is secondary.  相似文献

This article analyzes the engagement of Japanese, Korean and Chinese participants in the development of Internet standards at IETF on the basis of four quantitative metrics: attendance, patenting, authorship and leadership. The results are strikingly divergent. Japanese involvement in Internet standardization began early and Japan was, for many years, second only to the U.S. in terms of IETF participation. Though Japanese participation has declined since the early 2000s, Japan remains a major contributor to IETF standardization. Korean involvement in IETF has always been significant, but below the levels of Japan and major European countries. Korean participation in IETF has also declined over the past decade, and has been dominated by one firm, Samsung. Though meaningful Chinese involvement in IETF did not begin until the mid-2000s, it has rapidly expanded in recent years. Today, China is a major player in numerous areas of Internet standardization in terms of three metrics (participation, patenting and leadership), and is rapidly gaining in terms of document authorship as well. Most of China׳s recent IETF involvement can be attributed to Huawei, though other Chinese firms have recently begun to increase their participation in the organization. Thus, contrary to some views that China׳s engagement with standardization is primarily one of indigenous innovation and “catching up”, China׳s experience with IETF demonstrates deliberate and effective engagement with a major Western standards-development organization on its own terms.  相似文献

The latecomers from Asia—China and Korea—started to participate in information and communication technology (ICT) global standardizations as they accumulated technological capabilities. We observed the current situation of ICT global standardizations in those countries by analyzing the mobile communications standards, WCDMA and LTE, and derived interesting findings and meaningful implications from the analysis. First, this paper provides evidence of the differences in Chinese and Korean standard strategies; China is creating its own standard whereas Korea goes with global standardization. Second, this paper shows the subsequent results of the different strategies. In detail, we conducted an analysis based on (declared) essential patents in WCDMA and LTE. The results indicate that China and Korea hold a significant number of essential patents and their numbers compete with those of leading countries. However, the analysis shows that Korea accumulated domestic knowledge that enables the country to actively participate in standardization,but China still heavily relies on foreign knowledge, probably because China is attempting to create its own standard and accumulating knowledge takes a long time despite its efforts.Our findings have several implications for leading countries and other following countries.  相似文献

We examine the conditions around firm use of 'inventor bricolage,' or the reconstruction of technological capabilities through reallocation of extant individual inventors to address new opportunities embodied in patents. Empirically, we examine the dynamics of both firm and individual patenting activity in publicly traded Life Science Diagnostic firms to explore how inventor bricolage is related to firms' existing research and development (R&D) capabilities and firms' acquisition of external capabilities through merger and acquisition (M&A) activities. Evidence at the firm level suggests that breadth of inventors' human capital and collaboration with co-researchers with relevant experience is positively related to inventor bricolage. At the inventor level, the fewer patents an inventor has, the broader the individual's prior patent portfolio, and the more co-researchers with relevant experience, the more likely inventors will patent in a new area. M&A does not appear to have an impact on the utilization of existing human capital. Our findings suggest that R&D managers should assign inventors with less assimilative capacity and more creative capacity in teams where there is relevant experience in order to promote inventor bricolage.  相似文献

Expansive patent portfolios may be used by firms to fence off technological space for commercialization, impede the commercialization efforts of competitors, and enhance bargaining power in cross‐licensing negotiations. Low quality patents with claims that overlap those of other patents contribute to these portfolios and patent strategies. By failing to disclose known relevant prior art during the patenting process, inventors and their firms may be granted low quality patents with intellectual property claims which would not otherwise have been granted. We find that the failure of inventors to disclose known relevant prior art increases as they gain experience with the patenting process. Such failure is also greater among inventors employed by relatively small, poorly performing firms that rely on outsourced legal counsel during the application process. This study examines the relationship between the volume of scientific and technical publications (papers) produced by industrial scientists, and the characteristics of the corporations in which they work. Specifically, the study examines 1. the relationship between several key financial characteristics of U. S. industrial firms and the production of scientific papers; 2. the relationship between the amount of scientific papers published by industrial scientists and the publication of patents; 3. the relationship between the quality of the scientists employed by U. S. industrial firms and the firms' output of papers and patents. Data from 225 U. S. corporations were collected for the years 1975 through 1983. The corporations chosen for the study all have a history of consistent R and D expenditure. There is a substantial correlation between patenting and the publication of scientific papers although controlling for the size of the corporation reduces the correlation. Large firms, as measured by their annual sales, produce proportionately fewer scientific papers than do small firms. The number of elite scientists in a corporation is more highly correlated with the publication of scientific papers than with patenting.  相似文献

A central part of technological innovation for industrial firms involves search for new external knowledge. A well‐established stream of literature on firms' external knowledge search has demonstrated that firms investing in broader search may have a great ability to innovate. In this paper, we explore the influences of technology search on firms' technological innovation performance along three distinctive dimensions: technical, geographic, and temporal dimensions, using a unique panel data set containing information on Chinese firms that were active in technology in‐licensing and patenting during the period 2000–2009. Our findings reveal that Chinese firms' technological innovation performances are related to external technology search in quite different ways from the ones suggested in the extant literature using evidence from developed countries. We find that Chinese firms searching ‘locally’ along the technical dimension have better technological innovation performance than those searching ‘distantly’. However, when a Chinese firm in‐license relatively old (mature) technologies or those from geographically nearby areas, it will be less bounded to searching familiar technical knowledge.  相似文献

We empirically examine the effects of industry consortia on the coordination of innovation strategies of the members. Our analyses utilize membership data from 32 consortia in wireless telecommunication technology subfields from 2000 to 2005 and prior art citations in standard-essential patents. We find that connections among firms in informal and technically-oriented consortia significantly increase the likelihood that firms cite each other's patents in subsequent patents essential for the UMTS wireless telecommunication standard. Inventions that are likely to become part of the UMTS system tend to build on inventions by firm peers who were members of the same consortia, controlling for patent or firm fixed effects, technology class, and other characteristics. Consortia may enhance productivity of invention and increase the incentives to invest in R&D by internalizing potential externalities. They may also enhance efficiency of standardization by facilitating the interaction of committee and market processes. Consortia thus structure and constrain the process of innovating standardized technologies. This is problematic if consortia are not truly accessible for all the relevant parties. Policymakers thus need to balance these effects. For managers, the results show that participation in a variety of technical consortia enables influencing peers' innovation strategies related to compatibility standards.  相似文献

由于后发优势及在位者创新困境的存在,后发企业实现对领先企业的技术跨越成为可能。动态能力在后发企业技术跨越中起着重要的作用。为了研究基于技术学习角度的动态能力在后发企业技术跨越中的作用演化机理,构建了后发企业技术跨越的非对称动态演化博弈模型,并对策略选择进行了稳定性的分析,用数值仿真演示了决策参数不同取值的改变对演化结果的影响。结果表明:后发企业技术跨越选择模式的系统演化收敛于两种模式:一种是不变革,始终处于技术落后状态;另一种是技术变革,实现对领先企业的技术跨越。研究结果表明,高阶的动态能力能够促使后发企业进行变革创新,实现对领先企业的技术跨越。低阶的动态能力不利于企业进行技术变革。因此,要培育高阶的动态能力。  相似文献

Because of increasing levels of competition and decreasing product life cycles, a firm's ability to generate a continuous stream of innovations may be more important than ever in allowing a firm to improve profitability and maintain competitive advantage This paper investigates several issues that are central to an examination of the innovation productivity in a firm. First, the relationship between a firm's commitment to research and development and its innovative outcomes is examined. Two innovative outcomes are analyzed: (1) invention, which focuses on the development of new ideas; and (2) innovation, the development of commercially viable products or services from creative ideas. Invention is measured by the number of patents granted, and innovation is assessed by the number of new product announcements. Second, because many inventions ultimately result in marketable innovations and because patents may provide protection for new products, the relationship between patents and product announcements is also investigated. Finally, the ability of a firm to benefit from its inventions and innovations is studied by examining their separate effects on firm performance, measured as return on assets (ROA) and sales growth. Drawing from a sample of 272 firms in 35 industries over 19 years, the results from a model of simultaneous equations provided support for some of the hypotheses, but several other surprising findings were found. As expected, R&D spending was positively related to patents. This finding is consistent with others who argue that internal research capabilities, particularly those with a strong basic research component, is key to enabling a firm to generate creative outputs. More surprising was the finding of increasing returns to scale to R&D spending. While this contradicts much of the existing research, it is consistent with economic arguments for the advantages of scale in innovation. Also interesting is the finding that, while a significant curvilinear relationship exists between R&D spending and product announcements, it is not the predicted inverse‐U but instead a U‐shaped relationship. Consistent with previous work, product announcements were found to be positively related to both performance measures. A negative relationship was found between patents and both ROA and sales growth. While these findings were unexpected, they are intriguing and call into question the value of patents as protection mechanisms. In addition, these results may be resulting from the rise of strategic patenting, where an increasing number of firms are using patents as strategic weapons. As expected, a positive relationship was found between patents and new product announcements.  相似文献

New products developed in emerging markets such as China, India and Brazil are not only sold locally but also ‘exported’ globally, suggesting a changing landscape for global innovation. Existing literature in technology learning and capability accumulation has long held the claim that, for a certain period of time in their development, firms in latecomer countries rely on their counterparts in developed countries to get new product ideas. However, existing research in this area is generally based on case studies and historical analyses; there are few empirical studies exploring the performance consequence of learning from competitors abroad. Using large‐scale, nationwide survey data from China, we explore specifically whether learning about new product ideas from leading firms in foreign countries will lead to higher performance outcomes than other sources (i.e. domestic competitors, customers, universities or internal departments) in an emerging market. Our findings suggest that Chinese firms that source new product ideas from leading firms in foreign countries achieve overwhelmingly superior performance along financial, customer and technological dimensions. Implications to the managers and policy makers are also discussed.  相似文献

Standardization alliances evolve through collaborations among firms for developing and implementing industry technical standards. Cooperative standard setting can help allied firms to gain access to external knowledge and technologies, but it is unclear how the configuration of a standardization alliance can result in improving a firm’s performance in new product development. This study examines how standardization alliance network-based resource advantages vary across a firm’s network position and the firm’s ability to influence industry standard setting and new product outcomes. Empirical analyses, based on archival data from 170 Chinese automobile manufacturers from 1999 to 2013, indicate that firms that span structural holes in standardization alliance networks gain an advantage when focusing on early new product introductions but suffer a disadvantage when aiming at more innovative products. In contrast, taking a central position in standardization alliance networks is negatively related to a firm’s speed in bringing new products to market but positively related to the firm’s new product introduction rate. Further, standard-setting influence significantly mediates the effect of network position on a firm’s new product speed to market. Increasing centrality and structural holes can lead to the improvement of a firm’s standard-setting influence, and this, in turn, positively affects speed to market.  相似文献
