Kathmandu Metropolitan City, the capital city of Nepal, is prone to different types of disasters. Fire disaster is one of the most recurring in the city. Due to haphazard urbanization, poor fire services, few and old fire engines, insufficient skilled human resources combined with narrow road lanes, clustered households increase the fire vulnerability in Kathmandu Metropolitan City. This paper documents the fire station suitability zonation mapping in Kathmandu Metropolitan City using Group Decision Making Process (GDMP) in the GIS interface. Four different selection criteria factors such as distance from roads, land cover, distance from rivers and population density are considered for analysis and the Analytic Hierarchy Process (AHP) is used for Group Decision Making Process (GDMP). The results reveal that only 13.46% of the study area is highly suitable for fire station location. Hence, the fire station suitability zonation map is trustworthy and can be used for the construction of new fire stations in Kathmandu Metropolitan City.  相似文献

In this study, an extension of a group Multi-Criteria Decision-Making (MCDM) method based on the fuzzy ELECTRE III (ELimination Et Choice Translating REality) model is presented for water supply choice optimization. The fuzzy ELECTRE III method is improved by using three credibility definitions - concordance, discordance, and net degrees. Experts' opinions are transformed into triangular fuzzy numbers based on the level of uncertainty associated with quantitative and qualitative criteria. The main priority of this method compared to other existing MCDM is that it is a more effective way of dealing with the uncertainties in projects as the application of the opinions is made based on a group decision. A Case Study of a water supply system for the Gamasiab Basin located in the Kermanshah province of Iran is examined to demonstrate the application of the model. Comparing the introduced method's results with the existing MCDMs, including fuzzy TOPSIS and fuzzy AHP methods, indicated that the new method stands more consistent with the local experts' opinions. Therefore, the proposed method is recommended as the optimal decision-making technique for similar applications of complex water supply engineering projects.  相似文献

The current paper aims to develop an effective and integrated MCDM model for the evaluation of the sustainability practices in the banking services, employing a multi‐stage, fuzzy MCDM model that integrates the Balanced Scorecard, fuzzy AHP and fuzzy TOPSIS. The approach aims to evaluate sustainability from the following four perspectives: financial stability, customer relationship management, internal business process and environment‐friendly management system. A real implementation dealing with the six largest commercial banks in India is discussed. The results highlights the critical aspects of the evaluation criteria and the issues in improving sustainable banking performances. Regarding the sustainability issues, it is shown that the environment‐friendly management system takes a back seat compared with the other criteria. Furthermore, the results show that there is a misunderstanding of the role that corporate social responsibility plays with respect to environmental issues. The developed evaluation model offers a valuable management tool for banks' administrators by assisting them in strategic choices in order to achieve their objective of sustainability and sustainable banking. Moreover, it offers a measuring tool with unique features that complements the emerging trend of integrated reporting considering uncertainty. Combining the concepts of fuzzy set theory, entropy, ideal, and grey relation analysis, a fuzzy grey relation method for multiple criteria decision-making problems is proposed. First, triangular fuzzy numbers and linguistic values characterized by triangular fuzzy numbers are used to evaluate the importance weights of all criteria and the superiority of all alternatives versus various criteria above the alternative level. Then, the concept of entropy is utilized to solve the adjusted integration weight of all objective criteria above the alternative level. Furthermore, using the concepts of ideal, the grey ration grades of various alternatives versus ideal solution are ranked to determine the best alternative. Finally, a numerical example of selecting most appropriate company to build a new highway is used to demonstrate the applicability of proposed method. The study results show that this method is an effective means for tackling MCDM problems in fuzzy and grey environments.  相似文献

Evaluating the competitive position of location develops global logistics hub (GLH) is a multiple criteria decision-making (MCDM) problem and it is important for governor to implement suitable strategies appropriate its environment. SWOT analysis is very important in the process of strategic formulation. Under many conditions, the evaluative criteria (indicators) are mixed with quantitative/qualitative values and the values for qualitative criteria are often imprecisely defined for decision-makers. A quantified SWOT analytical method, that integrates the method of fuzzy Analytic Hierarchy Process (AHP) method, was proposed to provide more detailed and quantified data for SWOT environmental analysis to assess the competitive relation for locations develop different types’ GLH in Pacific–Asian region. Integrating the concept of Grand Strategy Matrix (GSM), a suitable competing strategy could be suggested for location developing GLH in accordance with its competitive position.  相似文献

In the case of limited organizational resources, smoothly and effectively completing the multi-stage evaluation and selection in the formation process of complex creative solution is vital for the organization to solve creative problems. In this paper, a multi-stage evaluation criteria system is constructed from the three dimensions of novelty, value and practicality, each of which is composed of three separate evaluation criteria systems, and the fuzzy AHP method is applied to obtain the weights of each dimensions and sub-dimensions, we find that the weights of the same dimensions and sub-dimensions are different in each evaluation criteria systems. The fuzzy TOPSIS method and the fuzzy AHP method are combined to build a multi-stage evaluation and selection model in the formation process of complex creative solution, then the complex creative solutions development activities of rural credit products, which we have been personally involved in, are selected as the analysis case to confirm the practical operability of this model.  相似文献

提出了一种物流中心选址的模糊多准则决策算法,以降低决策者主观偏好及评估过程中模糊和不确定因素对选址决策的影响。算法可同时考虑质化与量化因素及因素间不同权重的影响。模糊估计值的隶属函数可迭代求出,再应用平均位移原理进行积分推导来求解模糊值以进行各候选位置的比序。最后,以应用实例对模型的有效性和可行性进行了验证。  相似文献

Enhancing the spatial accessibility of population to fire services is a key strategy to help improve emergency response, minimise property loss, and reduce injuries and deaths. Given its significance for fire service policy and strategic planning, we draw on small area population forecasts, fire station locations and the road network, and employ the enhanced two-step floating catchment method to compute the levels of spatial accessibility of population to fire services in relation to current and future population growth in Brisbane, Australia. Results show that lower levels of spatial accessibility to fire services exist in the most populated areas compared to those that are least populated. Further, we reveal that some areas are more likely to suffer a reduction in spatial accessibility than others. Spatial accessibility of population to fire services over the period to 2036 is likely to reduce as a consequence of rising demand for service. The identification of locales that experience lower levels of accessibility to fire services will enable fire services agencies to strategically plan infrastructure investment and help enhance the operational efficiency of emergency response.  相似文献

The model presented in this paper is developed for an integrated emergency system in which ambulance and fire service deployment are simultaneously considered. The model extends and blends the Maximal Covering Location Problem (MCLP) for ambulance siting and the Facility Location-Equipment Emplacement Technique (FLEET) for fire service placement. The objective of the new formulation is to maximize and trade-off both ambulance and fire coverage subject to constraints on the total number of vehicles and stations of both types that can be sited. We introduce a new concept in integrated coverage that permits free-standing ambulance stations to be sited in addition to fire stations. Typically, ambulances are located at fire stations and, sometimes, hospitals; that is, eligible sites are driven by prior choices that did not include consideration of ambulance service. Our results, based on three sample problems, suggest that, for a given budget level for facility construction, it may be possible for ambulance coverage to be increased with little or no loss in fire coverage. This condition pertains if ambulance stations are freed of the requirement to be sited only at fire stations.  相似文献

With the development of the global economy and the ease of air transportation, extra emphasis has been placed on flight safety. There are precise specifications and procedures in the operation and maintenance of aircraft. Human errors and mechanical disorders are two key factors of flight safety. The maintenance personnel need to follow an outlined procedure to avoid human errors and ensure flight safety. Readability of aircraft maintenance technical orders can affect the quality and reliability of aircraft maintenance. To ensure the editing quality of technical orders, controlling/monitoring the number of unreadable sentences is important and necessary. In this study, the number of unreadable sentences found in a technical order was used as the measure of readability performance (RP) as well as a readability performance index was provided to evaluate whether the RP of individual readability characteristics of technical orders was adequate. Different readability characteristics make different grade of RP loss. Based on fuzzy multiple criteria decision-making (Fuzzy MCDM) approaches, we investigated the expert opinions to rank and calculate the weights of all readability characteristics. At the same time, we proposed the upper limits of unreadable sentences according the weights of individual readability characteristics. In this paper, the technical orders issued by Taiwan Aerospace Industrial Development Corporation was used as an example to evaluate the readability of the technical orders and total RP losses for individual readability characteristics. Finally, an improved way of editing quality for technical orders was recommended.  相似文献
