Drawing upon the Irish case, this article explores the interaction between the financialized economy and the urban planning system. While considerable scholarship has examined the financialization of real estate, it remains unclear how planning systems are being repurposed to facilitate a finance‐led regime of urban growth or how the ‘real estate–financial complex’ seeks to enact planning policy transformations that support its interests. This article explores how such actors have advanced the concept of ‘financial viability of development’ as a means of influencing the post‐crisis re‐regulation of Irish planning policy. This group has argued that housing construction in post‐crash Ireland is unviable given the high development finance costs, onerous planning gain contributions and the lack of development certainty in the planning process. As such, housing construction has been at an all‐time‐low, leading to a new crisis in affordable housing provision. In response, a complicit state has further liberalized the planning system, introducing an array of policies that are evermore facilitative of development interests. Empirical findings, based on interviews with developers, lobbyists and planners, emphasize the importance of informal access to policymakers, the wielding of ‘expert knowledge’ and media management to co‐opt the state into adopting financial viability within planning policymaking.  相似文献

This article critically examines the expression of global spatial imaginaries in urban policy and planning. Following recent calls to understand how the global is ‘made up' in and through cities, we argue for the usefulness of Roy and Ong's concept of ‘worlding’. By analysing how strategic spatial plans envisage ‘Global Sydney’, the article reveals a constitutive spatial imaginary informed by the articulation of three interrelated elements: global city standards, comparative techniques and extra‐local policy models. Unpacking how cities are selectively worlded through spatial imaginaries, the article advances an approach to urban globality as actively cultivated and differentially produced.  相似文献

A Smooth Ride? From Industrial to Creative Urbanism in Oshawa,Ontario   总被引:1,自引:0,他引:1  
In mainstream media, policy circles and academic scholarship, economic discourses have highlighted the importance of knowledge, creativity and innovation for generating economic growth. This has been translated into an urban planning and policy agenda which favours the establishment of research parks, innovation clusters, and especially universities along with amenities to attract creative‐class workers. In much of this literature universities are invested with an almost magical power to spur economic growth, and the benign language of ‘transition’ is used suggesting a rather seamless progression from one urban economic engine to another. Through analysis of policy documents and key informant interviews related to the establishment of a new university in Oshawa, Ontario, this case study seeks to challenge the straightforward relationship that is assumed to exist between universities and local economic development. Like other lagging regions across the OECD attempting to repair their economies through creative and knowledge urbanism, Oshawa's recent achievements are tempered by growing concerns about poverty, homelessness and inequality. Planners and policymakers that mistake the complexities of economic restructuring for a smooth ‘urban transition’ put their cities and citizens at risk of creating new problems out of efforts to improve local conditions.  相似文献

This article examines how ‘urban experience’ is objectified and transformed into something that is legible to the state and its experts. It conceptualizes design guidelines as a political technology where bodies of expert knowledge, emplaced in a planning bureaucracy, shape the way the built environment is produced and experienced. Using Singapore as an example of a centralized planning bureaucracy, I analyze how lighting, public art and advertisement signs are targeted to produce a total environment with normative narratives. This article makes two contributions. First, it unpacks the processes that translate different modes of legibility in an attempt to make ‘experience’ legible for planners. The political efficacy of guidelines and pre‐established bureaucratic boundaries means that planners can only intervene through a series of combinations, mediations and approximations. Thus, legibility proceeds in a way that is akin to ‘feeling around’. Second, it foregrounds the ‘middle layer of urban governance’ that is often ignored in the discipline. Guidelines represent one coordinate in a system of political technologies that is concerned with producing the norm, that substrate of urban production mechanized through a series of repetitions, gradations and classifications.  相似文献

In recent decades, in most western countries, conventional transport planning has encountered growing social opposition from environmentalists and increasing scientific criticism on the grounds of its unsustainability. In some places, including the United Kingdom, the assumptions, beliefs and values (‘storylines’) about transport have shifted to some degree away from the car in favour of public and slow forms of transport. The article elaborates a concept of ‘ecosocialization’ to describe and explain the various reform pressures that have sought to reorient transport planning away from car‐dominated approaches. We use this concept in preference to the more familiar one of ‘ecological modernization’ in order to foreground the influence of embedded value systems and habits, as well as institutions and rules, on key pathways of social development. Whilst these reformist pressures and their consequences have been evident for decades, it is also apparent that in other contexts, after moments of subordination to alternative policy settings, conventional car‐dominated transport planning has reasserted its pre‐eminence. Our article explores the shifting discourses and practices of transport planning in three national policy settings, charting the contest between critiques of car‐dominated approaches and those ‘countermodernizing’ forces, especially road building institutions, that have resisted this ‘ecosocialization’.  相似文献

Our planet is gradually moving towards an urbanized world. Modern urban agglomerations tend to turn nowadays into advanced information hubs supporting a smart management of dynamic urban systems. The currently popular notion of ‘smart cities’ aims to provide a new perspective for sustainable and high-performance strategies of city stakeholders in our ‘urban century’. In this context, digital information technology provides a new tool for efficient and effective management and planning of urban space, inter alia in the field of transportation, environment, public facilities or advanced service provision to citizens. This paper aims to offer, first, a concise overview of the emerging opportunities of information and communication technology (ICT) for smart urban policy; digital technology in particular, appears to provide novel pathways for modern planning strategies in smart cities. Against this background, the paper sketches out the complex force field of global urbanisation phenomena and highlights the data and information needs for strategic planning of cities (using inter alia as a framework the so-called ‘urban piazza’ strategy framework). Secondly, various new decision support tools that are currently emerging and that offer a new promising scope for handling complex urban management issues (for instance, on accessibility, congestion, safety or sustainability) are briefly presented. And finally, the potential of such digital data systems for urban management and policy is concisely illustrated by means of some recent applications in the area of smartphone data systems. The paper concludes with a discussion of the challenges ahead for urban policy, inter alia by paying attention to institutional and governance aspects of ‘big digital data’ management in urban systems.  相似文献

Since the early 2000s in the United States, food deserts—neighborhoods in which households have limited geographic access to full‐service supermarkets or grocery stores— have become conceptually central in public policy research on food security. Analyzing this phenomenon from a ‘policy mobility’ perspective, this article traces the food desert's emergence in policy discourse, locating it within an entrepreneurial social policy paradigm that privileges real estate development over direct economic relief. In the context of property‐led anti‐poverty efforts, the identification and mapping of food deserts catalyzes a logic that leads to subsidy to grocery store development in low‐income areas (or ‘fresh food financing’), while at the same time officials are cutting programs such as the Supplemental Nutrition Assistance Program (food stamps), which directly supplements household food budgets. The article contributes to widening critical discussion of the food desert paradigm and the policy interventions with which it is associated. It calls on urban researchers and practitioners to reframe discussions of food access and nutrition around the shortage of basic income and a need for higher wage floors.  相似文献

How is the notion of ‘culture’ understood and used in planning the transformation of obsolete industrial space? This article analyses the evidence from a current planning project in Suvilahti, Helsinki. It shows that ‘culture’ is imagined and employed as an instrument capable of producing difference in urban space. The transformation of the Cable Factory in Helsinki and the subsequent consensus on the importance of ‘culture’ are shown to have influenced the planning of Suvilahti. On the one hand, planning is being carried out with a deliberate minimization of planning interventions and the promotion of the spontaneous, non‐planned practices of cultural producers: the future Suvilahti is imagined as a ‘cultural enclave’ and its community is characterized as a ‘living organism’. On the other, ‘culture’ is planned in terms of its supposedly positive effects on urban space. Planners do not want to interfere with the non‐planned character of ‘cultural production’, yet at the same time they express certainty about cultural production's positive spatial and socioeconomic effects. The transformation of Suvilahti is playing an important part in the large‐scale planning project to redevelop the old industrial harbour in Kalasatama, Helsinki. The changes in the nature of planning are analysed under the concept of cultural governmentality.  相似文献

What margins of maneuverability do urban‐based progressive movements have for affecting policy outcomes in entrepreneurial and neoliberal political systems? This article provides a partial answer to this question by examining how relations developed and stabilized between actors in the different sectors (community based organizations, labor, university) of Los Angeles’ progressive community. Such relations are a necessary but not sufficient condition for affecting policy outcomes. I argue that these relations have resulted from a 20‐year process of interactions between the more innovative agents of each of the sectors. Through their repeated experimentation in building frameworks to coordinate their partnerships, I argue that a variety of complex mechanisms have taken shape that nourish relations and coordinate complex forms of collective action. Functioning as ‘relational platforms’, these coordinating mechanisms have combined to form an emergent ‘organizational infrastructure’ that facilitates both ongoing relational processes and the mobilization of collective resources in politically effective ways. Thus, by examining the organizational infrastructure that makes such a broad based ‘movement’ possible and sustainable, the article offers the reader one insight into how urban progressives have been able to build the power necessary to affect policies in one of the world's most entrepreneurial and neoliberal cities.  相似文献

Throughout recent decades, a significant amount of attention has been given to the notion of the ‘European city’ within policy formation and academic enquiry. From one perspective, the ideal of the ‘European city’ is presented as a densely developed urban area with a focus on quality public transport and a more balanced social structure. More recently, however, the particular elements of the ‘European city’ associated with pedestrianized public space, urban design and image‐making strategies have become central features of entrepreneurial urban policies throughout Europe. This article undertakes an examination of the notion of the ‘European city’ in urban change in Dublin since the 1990s. Specifically, the article illustrates the degree to which a wholly positive spin on the urban design and image‐making elements of the ‘European city’ in Dublin has served as a thin veil for the desired transformation of Dublin according to neoliberal principles.  相似文献

Haram City is Egypt's first ‘affordable’ gated community, hosting both aspirational middle‐class homeowners and resettled poor urban residents. Amidst legal ambiguity during Egypt's 2011–2013 revolutionary period, the management team of this public–private partnership was tasked with creating a ‘fully self‐sufficient’ city. While Haram City is the product of top‐down ‘seeing like a state’ master planning (Scott, 1998 ), the day‐to‐day resolution of class vulnerabilities and disputes over ‘reasonableness’ in city life requires forms of interpersonal adjudication otherwise addressed through local urban law‘seeing like a city’ (Valverde, 2011 ). This article uses ethnography of management techniques aiming to ‘upgrade behaviour’ to theorize that a private entity, in a strategically indeterminate relationship with the state, reconciles future‐oriented planning and storied prejudices by merging two visions of governance. Imitating the repertoire of urban law, managers plan the very realm of bottom‐up decision making. They then adapt top‐down urban planning to bottom‐up dispute resolution to spatially consolidate the ‘consensual’ outcomes of a rigged game. Evoking both colonial Egyptian vagrancy laws and neoliberal paternalist welfare, ‘seeing like a city‐state’ governance amounts to authoritarianism that conceals itself within custom, appearing neutral so as to plan streets, codes and inner lives at once.  相似文献

Former industrial cities in the West are employing gentrification as urban policy. In these policies, women and families currently play an important role as gentrification pioneers. In my analysis of Rotterdam in the Netherlands, I propose the term genderfication to understand the gender dimensions of this process. Genderfication refers to the production of space for different gender relations. I analyse Rotterdam's urban planning program for becoming a ‘child‐friendly city’, which entails replacing existing urban dwellings with new, larger and more expensive ‘family‐friendly homes’ as a strategy for urban re‐generation. Urban re‐generation supplements regeneration in the form of material and economic restructuring, and refers to the replacement of part of the current population by a new and better suited generation. The ‘child‐friendly city program’ is considered in tandem with punitive ‘youth policies’.  相似文献

The turn towards the knowledge‐based economy and creative strategies to enhance urban competitiveness within it has been well documented. Yet too little has been said to date about the transformation of land use for new productive activities, and the contradictions inherent to this process. Our case study is Barcelona, an erstwhile ‘model’ for urban regeneration which has sought to transform itself into a global knowledge city since 2000. Through the lens of Marxian value theory, and Harvey's writing on urban monopoly rents especially, we show how the 22@Barcelona project — conceived with received wisdom about the determinants of urban knowledge‐based competitiveness in mind — amounted to an exercise in the capture of monopoly rents, driven by the compulsion of public sector institutions, financiers and developers to pursue rental profit‐maximizing opportunities through the mobilization of land as a financial asset.  相似文献

This article builds upon a relatively small but growing literature in geography, planning and cognate disciplines that seeks to understand the variegated geographies and histories of policy mobilities. The article uses a case study of an exchange trip between town planners in the Soviet Union and the UK between 1957 and 1958. It focuses on the experiences of the British planners in the Soviet Union and sets the tour within the wider context of a fluctuating and sometimes turbulent history of Anglo‐Soviet politics, travels and connections. In doing this, the article makes three arguments: first, there is much to be gained by bringing together the geography‐dominated policy mobilities literature with that on exchanges and visits by architects, engineers and planners. Secondly, the greater sensitivity to the histories of policy mobilities allows contemporary studies to be contextualized in the longer history of organized learning between different urban professions. Thirdly, despite the long history of policy mobilities, what differentiates the current era from previous eras is the prominent ‘knowledge intermediary’ roles now played by consultancies and think tanks. As the article will demonstrate, it was branches of government and professional bodies, rather than consultancies and think tanks, that tended to dominate such roles previously.  相似文献

We consider kernel density estimation for univariate distributions. The question of interest is as follows: given that the data analyst has some background knowledge on the modality of the data (for instance, ‘data of this type are usually bimodal’), what is the adequate bandwidth to choose? We answer this question by extending Silverman's idea of ‘normal‐reference’ to that of ‘reference to a Gaussian mixture’. The concept is illustrated in the light of real data examples.  相似文献

This research details the mundane practices of policy mobility and entrepreneurial endeavour in Jiyuan in relation to the city's changing administrative position, and is one of the first attempts at understanding how entrepreneurial policies are mobilized, mutated and diffused in a small inland Chinese city. We interpret Jiyuan's evolving development strategies and trajectory through two interrelated conceptual lenses—policy mobility and urban entrepreneurialism—bridged by an analysis of the politics of scale. Over the past three decades, governance strategies in Jiyuan have evolved from policy imitation, during the germination of urban entrepreneurialism, to policy mutation and diffusion, under the amplification of entrepreneurialism, as the city has moved up the administrative levels and urban hierarchy. Policy mobility and urban entrepreneurialism in Jiyuan, involving a multi‐scalar process, are being shaped by the interactions between the city, the region, the central state and global capital under the confluence of globalization and marketization. The ‘successful’ story of a small entrepreneurial city tells a new tale that can inform wider contexts by painting a fuller portrait of the evolution of an entrepreneurial city across different scales and time and bringing cities hitherto ‘off the map’ back into the picture of urban entrepreneurialism against the backdrop of globalization.  相似文献

This article connects two emerging debates in urban studies—the need to pay more attention to the role of nonhuman actors in urban planning and the ways in which media objects affect urban politics and planning—by examining how a video on Bogotá’s car‐free Ciclovía program facilitated the adoption and implementation of a similar program in San Francisco. The analysis shows that media objects have the capacity to act as fulcrums in processes of leveraging urban policy change owing to their potential to alter urban governance structures. The article analyzes the digital storytelling and ‘eye‐opening’ practices through which the video enabled policy changes to be implemented in San Francisco, while also tracing the local and transnational actors, networks and agendas that were involved in the production and circulation of the video through digital archival research and multi‐sited fieldwork. In doing so, it shows the active role that media objects play in shaping urban policymaking processes and provides an example of a relational methodology for studying the digital materialities through which urban policy ideas increasingly circulate.  相似文献
