In this article, we discuss the concept of territory from a decolonized perspective. We engage with the ongoing debate on decentralizing urban studies to outline the potential drawbacks of essentializing, generalizing or objectifying the urban. Through the socio‐territorial approach utilized here we seek to address these issues by shifting attention, first, to the social production of territory, and secondly, from an analysis of state strategies to the urban scale. We understand territory as being produced when subjects struggle over the practices, meanings and tenures of urban space. An example from Mexico City is employed to illustrate how territory becomes both the site and stake of social struggle. By focusing on the subjects involved in the production of territory, and on the way different subjects produce and reproduce hegemonic spaces and counter‐spaces, we emphasize three aspects in particular: first, a territory's specific material conditions; secondly, the imaginarios (social imaginaries) various actors inscribe into it; and thirdly, the communal land use form of the ejido as a unique territorial regulation. Finally, we argue for the empirical groundedness of the concept of territory with the aim of further pluralizing the field of urban studies. The socio‐territorial approach we propose explicitly focuses on power relations in the production of both urban space and knowledge.  相似文献

This article identifies traces of the state in three urban neighborhoods of Mexico City. Instead of asking what is the state, where is it located or what does it do, the question posed here is: what are the effects of state practices at the street level? By ethnographically and visually describing how protection is performed, the article argues that the state is not only ‘somewhere’ in specific functions, actors or institutions; it also manifests materialized effects produced by a web of conflict‐ridden relations. Discussion about the state in the global South generally revolves around its failures and informality. The proposal here is that, by analyzing the state from the standpoint of urban space, the focus is on how protection is performed and by means of which operations, relations, objects and actors—not whether the state works or not, or whether actors are formal or informal. Based on ongoing ethnographic work and a collaboration with two visual artists in Mexico City, the article analyzes three protective processes: the ‘muscles’ (involving actors including police officers, gang leaders, fathers and husbands), the ‘saint’ (involving caring for representations of various saints and participation in other clientelistic chains of fidelity) and the ‘amparo’ (a form of application of the rule of law in a personalized manner for the redress of interpersonal conflicts). These are three sets of practices that have been embedded in Mexico's history of state formation since the days of colonization.  相似文献

Drawing upon diverse elements of Islamic thought, this essay examines the notions of gathering and footwork to think through the elaborations of a material sensibility embedded in the everyday navigations of contemporary urban life. From reflections on the surreptitious encounters of African Americans in various contexts of subjection, to zar practices in Amman and to popular orientations to megacomplex residencies in Jakarta, the essay attempts to address what it means to think and act collectively in urban contexts that fragment, track, evict and erase long‐relied‐upon forms of collaboration. How might we discover in the seeming contraction of urban sociality something else besides intensive individuation, and what kinds of vernaculars and rhythmic encounters, of bodies moving towards and away from each other, might turn the peripheral forms of the urban into sites of new generativity?  相似文献

In Le Droit à la Ville (1968), Lefebvre projects the urban trajectory of his day into the sci‐fi imaginary of Isaac Asimov's remarkable Foundation series, recognizing the germ of ‘Trantor’ in our midst, the planet of 40 billion inhabitants where urbanization has reached its absolute maximum; all 75 million square miles of Trantor's land surface are a single city. In La Révolution Urbaine (1970), Lefebvre had already begun hinting at a new reality, not only an urban society, but of planetary urbanization. Today, four decades on, Asimov's extraterrestrial universe seems closer to home than ever, and closer to Lefebvre's own terrestrial prognostications: planetary urbanization is creating a whole new spatial world (dis)order. But how shall we reclaim the shapeless, formless and boundless metropolis as a theoretical object and political object of the progressive struggle? If the arena of politics has no discernible form, what would be the form of these politics? What, exactly, are urban politics? This article tries to rethink theoretically the urban question and the question of urban politics in our era of planetary urbanization, working through the political role of the urban in the light of recent ‘Occupy’ mobilizations.  相似文献

What roles can utopia play in contemporary critical urban studies? The concept has often been treated warily, sidelined or dismissed. Recent years, however, have seen a revival of interest, as writers, activists and artists have sought openings to urban worlds that are different and better. By returning to aspects of the urban thought and practice of Henri Lefebvre in the 1960s and early 1970s, this article challenges common understandings of utopia and clarifies some of its potential uses for critical urban studies today. It explores Lefebvre's emphasis on the possible, and in particular the importance he attached to extending and realizing the possible through struggling for what seems impossible. Rather than being a free‐floating or endlessly open project, however, this engagement with the ‘possible‐impossible' emerged in critical dialogue with other currents of utopian urbanism, including prospective thought then influential in France. It was also rooted in long‐ standing concerns with the critique of everyday life and with experimentation through projects with urbanists, architects and others. By attending to these often neglected aspects of Lefebvre's utopianism, a series of provocations emerge for addressing the urban question in ways that take seriously not only what urbanization processes and urban life are but also what they could become and how they might be constituted differently.  相似文献

In the last decade, the right to the city has evolved as a powerful rallying cry in the struggle against the exclusionary processes of globalization and the commodification of urban space, and in conflicts over who has claim to the city and what kind of city it should be. Drawing on the work of Henri Lefebvre the vision of the right to the city has inspired a global social movement, legislative reform in Latin America and international debates (e.g. at World Urban Forum 5 in Rio de Janeiro). Nevertheless, despite its theoretical appeal, the content remains elusive and implementation is fraught with challenges. This article critically examines the right to the city through the lens of contributions to the UN‐HABITAT e‐debate in November/December 2009, which gave voice to those who might otherwise not be heard. Drawing on these contributions, the article argues for a new conceptualization of citizenship, and for a redefinition of the role of the local state and social actors in implementing the rights‐based agenda that the right to the city entails.  相似文献

This essay employs Pierre Bourdieu's theory of practice and the methodology of Multiple Correspondence Analysis (MCA) to extend the mapping of the dynamic relations between class and culture presented in Bourdieu's Distinction to encompass urban space, drawing on data from a multi‐method research project on the city of Porto, Portugal. We present a detailed analysis of the formation and structure of local social space and show its relevance for the study of the (re)production of urban lifestyles. Differences in the volume and composition of the capital of city residents are identified and shown to underpin the relations between social positions, dispositions and position takings in various realms of cultural consumption. Meaningful configurations of ‘lifestyle modalities’ have clear roots in the city's social space, which in Portugal, as in France, can be interpreted in terms of distinction, pretension and necessity.  相似文献

This paper breaks new ground by revealing and conceptualizing the marketization of science as a process that transforms scientific discoveries and markets through a series of choreographed contestations: moments of valuation that occur when different social worlds collide. We follow a scientific discovery, from the moment it entered an incubator, to uncover how valuation practices and market devices enact and contest diverse social values (i.e., what is worth doing) to generate economic value (i.e., what is worth paying for) at the science‐market‐entrepreneurship nexus. In contrast with commercialization of science studies that focus on institutional arrangements, this study explicates the practices and devices used by multiple market actors to transform a scientific discovery into a marketable object. In so doing, we characterise choreographed contestations and the mechanisms through which they operate to explain how specific valuations are performed to work out innovative next steps that unfold the marketization of science.  相似文献

This article argues that the theoretical invisibility of non-privatized land tenures constitutes a failure of the urban imaginary, which restricts the ability to forge less commodified urban futures. The article explicates two attributes of non-privatized land—fungibility and combinatoriality—that produce an urban land nexus capable of fostering pro-poor agglomeration economies and generating socialities that exceed the model of the separative self that is hegemonic in more propertied settings. Fungibility, it shows, externalizes supportive economies of production and reproduction into surrounding neighborhoods by shifting the boundaries and terms of usufruct without cadastral oversight or regulation. Combinatoriality—a hybrid formulation of combined territories and combined territorialities—describes overlapping forms of access to land or demarcations of legitimate land use, either competitive or reciprocal. Together, these two attributes of non-privatized land systems produce a propinquity requirement for economic production, or a social density and liveliness more limited in privatized land markets. Through a diagnostic analogy with the simple reproduction squeeze characteristic of subsistence agrarian settings, it charts how an urban spatial reproduction squeeze—felt globally in dense, rising-rent environments across the global North and South—generates subsistence needs that mixed-tenure environments are uniquely capable of fulfilling and that can provide inspiration for radical housing struggles elsewhere.  相似文献

This essay is concerned with the planning and densification of suburbs, which present a huge challenge insofar as they form a large area of urbanized land that remains underexploited due to low residential density. Drawing on current research in the Paris city‐region, the essay focuses specifically on the difficulty in implementing densification policies in low‐rise suburban areas. It examines the varying degrees of densification fostered by these policies, and builds upon recent urban studies literature on suburban change to trace how suburban areas are being transformed through regulations, instruments and market dynamics associated with densification processes. What kinds of densification policy are being implemented and what are the socio‐economic, political and cultural determinants of each type of regulatory approach? This essay will attempt to answer this question via an analysis of the densification policies being put in place in the municipalities of the Paris city‐region. It will offer in turn a typology of these different policies. It shows that densification is an instrument that can be used to address local political concerns which vary greatly depending on the economic, social and geographical position of municipalities within larger urban areas.  相似文献

Across contemporary China, city governments are unevenly territorializing peri-urban villagers’ land and housing by creating new urban ecological conservation sites. I analyze this emerging form of what I call ‘ecological territorialization’ through three interrelated spatial practices: comprehensive urban–rural planning, peri-urban ‘ecological migration’, and the distribution of institutional responsibility for conservation site financing, construction and management. Detailing this triad of territorializing practices renews attention to the relationship between conservation classifications that justify state intervention, uneven displacements of people from rural land and housing, and site-specific capitalizations that collectively consolidate urban government control over rural spaces. These practices emerge stochastically as state, private, and semi-state institutions capitalize on conservation projects in the context of legally and constitutionally underdefined land use rights and ecological land designations. In the current post-socialist moment of urban ‘greening’, these practices are key to producing frontiers of land-based accumulation and extending local state control across the peri-urban fringe. Urban ecological enclosures not only remake city-level state power but also shape rural people's relationships to land, labor and housing.  相似文献

In recent years readers of urban studies journals have been regaled with articles on urban development in China. Contrary to expectations, what we read is not a multiplicity of accounts, but instead a repetition of one story: (a) the land market has emerged in China; (b) however, the market is imperfect; (c) therefore the best policy is to define property rights. It is surprising how uncritically scholars have accepted the idea that the land market has emerged, without defining the concept of the market. Perhaps even more surprising is the approval of the recommendation to define property rights, without asking what the ideology behind such a recommendation is and what social and political consequences it might have. This article will examine and criticize studies of this type. First, I will reconstruct what seems to be a new fashion in real estate and urban development studies, and then criticize its weaknesses, which are connected to the ambiguity of the concept of the market, insufficient empirical evidence, and ontological and ideological problems.  相似文献

In ‘Gentrification in Hong Kong? Epistemology vs. Ontology’ , Ley and Teo examine what they find to be the absence of identification and naming of gentrification in Hong Kong. They argue for the need to look at urban redevelopment in non‐Anglo‐American cities, those in Asia Pacific at the very least, in a different light. They query the extent to which the concept of gentrification has been overly stretched to explain urban processes falling outside Anglo‐American cities. This essay is a response to their argument. It presses for further and closer examination of local complexities and greater critical‐theoretical reflection on the transferability of analytical concepts to different socio‐economic contexts. Ley and Teo have raised some important questions for serious theoretical reflection and discussion. Yet they seem to have fallen into the problematic positions that they critique. Without sufficient attention to the part played by historical and local context in shaping the urban landscape, they have wrongly associated the absence of any identification of gentrification with the hegemony of a property‐related ideology of social mobility. The unpacking of the different social and political processes and mechanisms in urban redevelopment in different stages of urban growth in Hong Kong alerts us to the complexities of the local.  相似文献

Large‐scale waterfront redevelopment projects, an urban development phenomenon that originated in the 1970s, are attractive to a growing suite of cities worldwide. But why? These mega‐projects are full of pitfalls, broken promises, cost overruns, disappointments and are often accused of promoting inequality. In this article, we consider the specific case of Melbourne's Docklands, which local popular opinion has roundly judged a failure despite the countervailing judgment of success in the revival of ‘liveability' of the adjacent Melbourne central business district. We use the Docklands case to illustrate the utility of a ‘critical pragmatic' framework of analysis to get behind dominant explanations of the demands of the urban growth machine and postmodern neoliberal capitalism. Without denying the existence of these dynamics, nor their hegemony, we nevertheless explicate how a critical pragmatic analysis can reveal the social dynamics driving the judgments and justifications offered by actors in urban redevelopment. A pragmatic analysis of these dynamics of argument and action at critical moments in the long process of an urban redevelopment can reveal new kinds of compromises and tests by which these projects are judged. In other words, what counts as failure and as success in the work of city building will shift, depending on what actors do and how they talk about it, and on how well these actions and justifications hold up to public challenges about the true character of a successful city. By gauging how these challenges are constituted and settled, we can better understand the evolution of the urban value proposition, and the new notion of justice grounded in urbanity that is emerging at the urban redevelopment frontier.  相似文献

Unravelling the social and economic roots of urban inequality in Africa has remained a thorny issue in African political economy. Stripped to its bare essentials, the critical questions are who causes urban inequality, what causes it, and how it is caused? While all different, the questions are interrelated. Answering the “who causes inequality” question requires a related analysis of what and why, and that is connected to the how question. Indeed, the how question has two parts—how inequality is caused and how it can be addressed. Both are connected to the why question and to its resolution. Unfortunately, while studies about urban inequality abound, they tend to hive off one aspect or another of the tripartite questions on inequality and, even worse, they study the three questions separately. This article tries to overcome the existing atomistic and piecemeal approach to the study of urban inequality in Africa by contextualizing the work of Jane Jacobs and Henry George, who took a holistic view of urban inequality. It argues that Jacobsianism and Georgism have much to offer in terms of understanding urban inequality in Africa, but neither analysis goes far enough to be able to serve as a solid foundation for policy. Ultimately, it is in their approach to urban analysis—the emphasis on context, on actual urban problems, inductivism, and some of their mechanisms for change such as George's land tax and cautious abstraction, in that order, along with their combined vision—which I call “diversity in equality”—that can add to the insights of postcolonialism in understanding and transforming urban inequality in Africa.  相似文献

Long a site for incessant worry, revision or redemption, it is unclear what the ‘city' is today. Yet, in face of the near‐apocalyptic readjustments potentiated by human‐engineered global warming, there is an exigency about getting cities to function right. It is no wonder, then, that contemporary theories of cities and urbanization attempt to restore some common sense, to get to the heart of critical matters in a world where urbanization disrupts once‐normative assumptions about the nature of territory, scale and politics. But what is the nature of that ‘common sense'? How does one engage the very concrete efforts that constructed the city, with all the layers of physical and cultural memory that new regimes usually attempt to cover up, and all that the city does not show, either because its inhabitants are prohibited from paying attention or because whatever is considered normative or spectacular in city life has to get rid of the messy labor and politics that brought it about? Invoking blackness as an analytical method, these questions are addressed through thinking about how long histories of urban practices deployed by black residents of cities across the world might challenge and reinvent the sense of an urban commons.

Few studies worldwide have analysed how to manage equitably the process whereby ‘customary’ or ‘common’ land can be incorporated into future urban development, particularly in so far as this might be achieved through privatization and deregulation. This paper focuses upon Mexico and the 1991–2 reforms of Article 27 which dramatically changed the tenure codes and political relations covering the widespread customary land sector — called ejidos. It is argued that, in effect, the reforms constitute deregulation of former tenure relations rather than outright privatization, and that rather than being radical in content, the reforms are subtle redefinitions of past practices in which the balance of administrative power over ejidal land has shifted significantly, away from the Agrarian Reform Ministry towards the Social Development Ministry and local (city) government. Deregulation appears to offer three principal scenarios for public and private sector ejido land development: Urban Development Companies, Joint Ventures and Extension to the ‘Urban Zone’, yet to date there is little evidence that any one has proven sufficiently attractive to be pursued intensively, and the paper suggests that illegal alienation of ejido land is likely to continue and may get worse. However, the latest Urban Development Program 1995–2000 identifies ejido land deregulation and urban development as one of its principal strategies, tied to President Zedillo’s New Federalism project, which seeks to strengthen municipal and state government capacity and effectiveness. This profound shift in the structure of political managerial authority and responsibility offers the increased likelihood that land regularization practices and urban planning of the now deregulated ejidos will become more significant in the future.  相似文献

Eco‐cities have attracted international attention from governments, corporations, academics and other actors seeking to use sustainable urban planning to reduce urban environmental impacts. China has devoted significant political will and economic resources to the development of new‐build eco‐city projects, reflecting the Chinese government's goals to build a ‘harmonious society' in which environmental sustainability and social stability are mutually reinforcing. We critically analyse the case of the Sino‐Singapore Tianjin eco‐city to demonstrate that the eco‐city's ecologically modernizing visions of eco‐urbanism construct a protective environment for its residents that constrains broader consideration of social sustainability. Through analysis of the marketing and presentation of specific domestic and other spaces of the eco‐city, we examine the application of ecologically modernizing construction and technology to the design of the city. We argue that the eco‐city is discursively constructed as ecologically beneficial for its inhabitants rather than for the broader socio‐environmental landscape. Our analysis of residential spaces in Tianjin eco‐city introduces the question of what ‘eco’ means when considering the construction of eco‐urban environments for the city's residents.  相似文献

This essay surveys recent artistic, literary and philosophical treatments of landscape that use metaphors of ruination, remoteness and the periphery. The discussion primarily focuses on Patrick Keiller's recent works, particularly his film Robinson in Ruins, the account of remote spaces in Paul Farley and Michael Symmons Roberts' book Edgelands, and a collection of essays by Stavros Stavrides on peripheral urban spaces, Towards the City of Thresholds. These treatments of landscape offer an attention to the social significance of spaces overlooked within wider cultural representations of place. It is suggested that all three illustrate the argument that mundane spaces can be read and translated into politicized landscapes offering alternative readings of past events, as well as potential directions for future forms of sociality.  相似文献
