作为创新的"孵化器",高技术产业的RD效率问题至关重要。从区域与行业交叉的视角出发,选取RD活动人员折合全时当量和RD经费内部支出作为投入指标,有效发明专利数和新产品销售收入作为产出指标,运用DEA模型研究了中国高技术产业5个行业在17个省市的RD活动效率,运用层次聚类分析对17个省市加以聚类。研究结果表明:中国高技术产业RD效率普遍偏低,没有任何一个省市的5个高技术产业均处于较高的RD效率上;区域间发展很不平衡,高技术产业行业差异比较明显;个别省市的5个高技术产业的RD效率都很低;传统"创新"大省RD效率并不突出,存在严重的资源浪费。针对存在的问题,从追求效率、追求精益、协同发展和加强政策引导等方面提出了对策与建议。  相似文献

本文利用随机前沿生产函数测算了中国高技术产业的研发效率,并考察了企业规模、市场结构和所有权结构等因素对研发效率的影响。主要研究结论是:中国高技术产业的研发效率整体偏低,但呈现稳步上升状态,行业间效率差异有逐步缩小趋势。企业规模和市场竞争程度与研发效率之间存在着显著的正相关关系.外商投资企业和国有企业比重对研发效率也有正向影响,但外商投资企业对研发效率的贡献程度更高。  相似文献

This study argues that inventive (R&D) efficiency may be an important factor in the competition for global market shares and goods and services. The authors compare R&D efficiency for 14 industrial groups in the United States and Japan using multiple indices of inventive efficiency. Findings show interesting differences in inventive efficiency across industrial groups and between the United States and Japan. United States food, textile, chemical, rubber, metals, fabricated metals, and other miscellaneous manufacturing industries appear to be relatively more efficient in inventive efficiency than their Japanese counterparts. In contrast, Japanese paper, petroleum, machinery, and scientific equipment industries display greater inventive efficiency than their United States counterparts. The electrical equipment, transportation, and stone industries in the two countries appear to be equally efficient. The implications of these differences are discussed.  相似文献

This paper compares innovative efficiency as proxied by a measure of R&D efficiency, between firms with organic and mechanistic R&D organizational structures. The results of the study support the hypotheses that organic structures experience greater efficiency in basic research, process-related R&D and long-term R&D activities than do mechanistic structures.  相似文献

In this paper we investigate the pattern of R&D efficiency in terms of the number of product innovations achieved by firms over time. Using a panel dataset of Spanish manufacturing firms for the period 1990–2006, we follow the innovative performance of R&D active firms and observe that innovation rates change over firms' R&D histories. To explain these facts we propose a model that explicitly acknowledges the twofold composition of firms' R&D expenditures, comprising spending on both physical capital for R&D projects and payments to researchers. We regard this latter component of R&D as a source for dynamic returns to firms' R&D investments. Consequently firms' innovation outcomes clearly depend on how long they have been investing in R&D and also on whether there have been any interruptions in the temporal sequence of R&D activities. Our results suggest that R&D activities exhibit dynamic returns that are positive but at a decreasing rate, and that interruptions in R&D engagement reduce R&D efficiency.  相似文献

The R&D management paradigms of research and technology organizations (RTOs) have been discussed in the past. Academics have analysed their strategic challenges in view of the new demands posed by new competitive environments for their SME clients. New innovation models proposed recently have captured the attention of policy makers. The objectives of this paper are to analyse these models in the case of a particular model of RTO: the R&D units in the Basque Country in Spain, launched with the aim of improving R&D and technology transfer efficiency. This paper is based on an empirical study of a group of specialized RTOs (R&D units) and its objective is to analyse a new paradigm of RTO and propose a model to identify the critical elements that influence performance and strategic alignment between R&D performers (RTOs) and their partners (in most cases SMEs).  相似文献

Nowadays the public R&D laboratories have a fundamental role in countries' development, supporting businesses as they face the technological challenges in the turbulent world scenarios. Measuring the performance of R&D organisations is crucially important to decisions about the level and direction of public funding for research and development. This research considers the public laboratories like systems and develops a mathematical model based on the measurement of R&D activities with k‐indices. The score obtained from the research laboratories evaluation (relev) methodology synthesises in single value financial, scientific and technological aspects. It is an indicator, for R&D manager and policy maker, of performance in relation to other research organisations or in a time series. The method is an instrument of strategic planning and can be used for the improvement of individual activities and the overall performance of public R&D bodies.  相似文献

Using the small and medium size firms in the US as a sample, this paper reports on interrelationship among patents, publications and new products. Correlates of R&D expenditure, patents and papers and new products are presented. Relationships between firm size and R&D output and productivity are also investigated.
Since the study is based on correlational analysis, causal inferences are not drawn. The data indicates that the three indicators are related, but their strength of relationship varies with industries. Growth of sales is related with new products, but not with patents or papers.
Although the data point to the fact that small firms are more productive than their larger counterparts, there are many reasons to come to such a sweeping generalisation. Reporting of R&D data is not reliable for small firms as the very definition of R&D differs from firm to firm. Nature of R&D also changes as the firm grows in size; opportunities for patents or new products also change accordingly. These make it difficult to accurately measure and compare the R&D efficiency across firms of different sizes.  相似文献

This study analyzes the efficiency and productivity change within government subsidy recipients of a national technology innovation research and development (R&D) program. We examine 6,990 government‐sponsored, completed R&D projects during the last three performance follow‐up survey years from 2010 to 2012, and present a design of the sample of panel data to cope with the typical R&D performance time lag using a set of massive observations associated with completed R&D projects for the past 7 years from 2005 to 2011. In particular, data envelopment analysis is adopted to measure the efficiency and productivity change, which is measured in the Malmquist index. Parametric and nonparametric statistical tests are carried out to check for statistically significant differences among the characteristics regarding the types of government subsidy recipients. This study's major findings are as follows. First, during the entire period analyzed (2010–2012), there was a similar yearly pattern of statistically significant differences in the government subsidy means among the recipient types. In contrast, there were no obviously equivalent differences in the efficiency and productivity change. Second, the productivity had increased year on year, but the increments were reduced from year to year. Third, the productivity change was induced mainly by the Frontier‐shift, which indicates overall technology innovation progress, compared with the Catch‐up, which only indicates a simple increase in the efficiency. In particular, in this empirical analysis, the recipient types of ‘national laboratory’ and ‘large company’ had relatively larger sizes of government subsidies per project. However, the efficiency and productivity change of these types was not better than the others. This implies, therefore, that the government should control the ratio of the subsidy to the total R&D budget with an appropriate upper limit.

为解释不同区域工业企业RD活动投入规模、结构和绩效之间的关系,找出区域工业企业RD活动的差异和特点,利用数据包络分析方法(DEA)的C2 R模型和BC2模型,构建了由2个投入指标和3个产出指标构成的区域工业企业RD投入产出绩效评价指标体系,运用详实的统计数据对2014年和2010年中国部分省市区工业企业的RD投入产出绩效进行了DEA测度及分析。结果表明,中国区域工业企业RD投入产出绩效的技术效率小于规模效率,各省市区工业企业RD投入产出绩效的技术有效性与规模有效性呈现很强的正相关关系。各省市区要根据自身的经济、技术基础,因地制宜地制定提高其工业企业RD投入产出绩效的有效对策。  相似文献

An innovative R&D project that creates a great business opportunity usually involves high technological and market uncertainty. It is easy to see that developing only one solution approach in the R&D project is too risky. The selectionism or the parallel development strategy can be applied to construct an innovation funnel that increases the flexibility to hedge against the uncertainty. However, little research has been devoted to selection of which alternative solution approaches should be included for the innovation funnel. This research aims to develop a simulation-based methodology that can help R&D managers evaluate and construct an innovation funnel containing promising alternative approaches for a novel R&D project to maximize project profit, while minimizing downside risk within an allowable loss. A new risk measure based on the concept of conditional value-at-risk from the finance literature is defined to evaluate the project downside risk. An example of drug development project is used to illustrate the proposed methodology. We recommend that firms should improve their capabilities on market research, concept screening, and R&D efficiency for taking full advantages of selectionism.  相似文献

This paper presents an empirical study on the practice of R&D management in a Newly Industrializing Country, Korea. Based on a review of literature, a survey framework has been generated. The data were collected from 73 laboratories of Korean private companies through a structured questionnaire, via mail and additional telephone interviews in some cases. The major findings concerning R&D planning, R&D project management and evaluation, and R&D personnel management are described. In Korea, substantial efforts have been made in order to enhance the efficiency of R&D management, though the practice of R&D management is by now in the unstructured/flexible phase. Beyond this study, more detailed research on the R&D management of Newly Industrializing Countries is needed.  相似文献

The paper conducts a critical review of the problems faced by middle to first-line managers in managing R&D in Canadian government laboratories. The data come from the published literature, interviews with R&D managers, and information obtained from government employees undergoing training as R&D managers.
The problems are numerous and serious. They arise from a multiplicity of causes related to underfunding and bureaucratic management practices that do not allow for the special nature of R&D. Hiring freezes, staff reductions, travel restrictions and reductions in training budgets are all consequences of underfunding, resulting in an aging workforce and technological obsolescence. Bureaucratic administration rules set by central agencies constrain the freedom of R&D managers to manage effectively, and limit low-level participation in policy-making and planning. The result is that too many management posts are filled by under-achieving scientists and engineers, with resultant consequences for originality and efficiency.
The authors believe that the only cure is to undertake proper funding, recognise the special operational needs of R&D management, and select managers for managerial ability in addition to technical competence.  相似文献

Incorporating managerial flexibility in an innovative R&D project is important, because managers face greater uncertainty in today's competitive and dynamic changing environment. It is essential to bring managerial flexibility into R&D project planning to decrease technical and market risks, while increasing potential market value. The objective of this paper is to develop a flexibility planning methodology based on real option analysis to improve managerial flexibility for R&D projects. The proposed methodology identifies potential risks that may occur during every R&D stage. It also recognizes a cascading option structure to resolve the identified risks, and evaluates and selects adequate options that maximize the potential value of the project. Instead of using a traditional option pricing method, a dynamic programming model that considers multidimensional product performance and market payoff is used to evaluate the R&D project value. Using the proposed methodology, managers can identify future scenarios as a function of their management actions. The proposed flexibility planning methodology can help managers improve managerial flexibility of R&D project and increase the success rate of product launch. A drug development project is used to illustrate the proposed methodology.  相似文献

Over the last two decades privatization programmes in a variety of different countries have radically reduced the role of the state as a major owner of productive assets. While there is empirical evidence to show that the switch in ownership generally improves productive efficiency and profitability at company level, its effects on research and development (R&D) activities, which can impact strongly on long–term performance, have been largely ignored in the literature.
In this paper we address this issue by analyzing seven cases of privatization that have recently occurred in Italy and France in order to gauge how R&D activities may be affected by privatization in terms of objectives and organization. The organizations studied show that R&D units within privatized companies are subject to profound restructuring actions, generally designed to boost efficiency and to strengthen integration with the goals of the business units and of the final customers. A new role for R&D thus emerges: the aim is no longer to generate new knowledge in the broad national interest, but rather more directly to create value for the company and its clients, by emphasizing the assessment and integration of external knowledge.  相似文献

Despite a growing body of evidence as to the importance of linking job design to supervisory practices, almost no empirical studies have been conducted on the issue specifically for R&D professionals. The effectiveness of supervisors should differ primarily with respect to their leadership styles. Data obtained from three major types of R&D organizations in Taiwan were used to examine how leadership styles affect the job characteristics of R&D professionals with personal attributes of professionals themselves as the concomitant variables. The leadership styles were defined in terms of a two dimensional construct with the supportive dimension focusing on enhancing relationship and participatory decision making, and the directive dimension emphasizing telling and directing to get tasks accomplished. The results supported most of the hypotheses proposed in the study. In particular, the high correlation of the supportive leadership style and overall job characteristics, across the three types of organizations in the test, demonstrates the importance of incorporating the role of supervision in the R&D job design. The findings have implications for enhancing the leadership effectiveness in managing R&D professionals. Such findings are not only important for R&D managers in newly industrialized countries, but are also valuable to their counterparts in industrialized countries.  相似文献

This paper explores the reasons that firms form research joint ventures by focusing on a particular type of venture — namely, ventures that are developing new processes to reduce toxic air emissions. The legislative expression of government concern and intent to develop regulations for toxic chemicals prompts firms to join forces in joint ventures that address the problems posed by the chemicals. The cooperative R&D ventures do not appear to be a way for companies to avoid Schumpeterian competitive pressures that stimulate R&D investment. New, primary data at the disaggregated level of a particular type of R&D for particular companies support the belief that cooperative R&D ventures among manufacturing companies may well promote economic efficiency.  相似文献

Proper allocation of R&D resources across strategic business units is a challenge that has long been faced by executives of diversified business enterprises. Igal Ayal and Robert Rothberg have chosen to address this issue, applying a distinction between effectiveness and efficiency of R&D spending. Most companies seem to overcontrol such allocations in terms of tactical detail or efficiency considerations, and undercontrol in terms of strategic significance or effectiveness. Attention to the effectiveness of allocations requires that management assess the linkage between R&D spending and the attainment of overall corporate goals. The article draws conclusions about the design of appropriate R&D proposal generation and evaluation procedures and project control systems in strategically decentralized companies.  相似文献

Small‐ and medium‐sized enterprises (SMEs) are considered to be the main driving force behind economic and employment growth. However, the low productivity levels of SMEs cannot be explained by lower levels of R&D investment, but are instead a consequence of a lack of research and development (R&D) efficiency that would have been adequate for making firms more competitive. To investigate any differences in R&D efficiency that impact the company overall performance in economic and employment performance, we analyze various types of SMEs in Korea. This paper applies two estimation methods: data envelopment analysis and regression analysis. This study takes three relevant factors of output: (1) the number of patents, (2) the number of success in terms of technology development, and (3) the level of profit attained through new products. Additionally, the study's model incorporates three parts of input: (1) human resources, (2) development periods, and (3) R&D budget. In the context of this paper, a comparison of the factors regarding efficiency is performed based upon the following criteria: the level of novelty, the length of a product's life cycle, and the time period of a competitor emulation of the product created by original enterprise. Comparing the factors that influence the efficiency of types within each criterion is meaningful in analyzing the differences in efficiency outcome on the various types among SMEs. Our findings indicate that SMEs vary among types in terms of efficiency and that there are also differences causing factors according to types.  相似文献
