Since the early 1990s, ‘Technology Foresight’ exercises with special emphasis on the use of Delphi surveys have played an important role in science and technology (S + T) policy across Europe in an effort to focus resource allocation. Yet, none of the estimates made in the European Delphi surveys have been formally assessed in retrospect, while this process has been incorporated into the Japanese surveys since 1996. Taking the UK Technology Foresight Programme, this research sets out to assess the estimates of three of the fifteen panel Delphi surveys. Whilst on average 2/3 of Delphi statements were predicted to be realised by 2004, it will be shown that only a fraction of these statements had been realised by 2006. Based on the evidence collected from the published panel reports, the ‘Hindsight on Foresight’ survey conducted by OST in 1995 and interviews with panel members, it will be argued that the overwhelming majority of estimates were overly optimistic. While optimism and strategic gaming of experts is the most convincing explanation for these results, process factors were also explored, including the quality of expert panels used, the Delphi statements and the respondents of the Delphi questionnaire. It is argued that at least the issue of short-range optimism and strategic gaming of experts should be addressed in future Delphi exercises, as decision makers relying on expert advice cannot deal with this issue alone.  相似文献

Foresight programmes are usually evaluated in terms of the achievement of initial objectives and the scale and nature of direct, anticipated impacts, notwithstanding the difficulty of measuring such impacts. However, indirect and/or unanticipated impacts that fall outside the scope of specific programme goals and objectives have also been reported. These are mainly impacts associated with the foresight process itself, i.e. with the way in which foresight exercises are designed and implemented. These impacts typically fall in areas such as:
• Knowledge creation, diffusion and absorption;

• Social capital and networking;

• The evolution of strategies to cope with or escape from the negative consequences of a ‘risk society’.

The diversity of the above areas suggests that foresight process impacts should be interpreted through the lenses of epistemology, sociology, political science, management science and organisational theory. In parallel, given that developments in the above spheres are strongly associated with the evolution of ‘participatory knowledge societies’, this paper presents an interpretation of foresight process impacts within a conceptual framework that attempts to characterise such societies.

Additionally, such an interpretation is conceived as a step towards the development of a conceptual framework aimed at understanding the dynamics of ‘foresight systems’. This framework should be capable of explaining the interdependencies and inter-relationships between system elements such as actors, processes, inputs, outputs and impacts, as well as the interaction of the system with the broader socio-technological-economic-political environment.

The overall aim of the paper is to develop an impact assessment framework for foresight exercises that assesses the degree to which they promote the development of ’participatory knowledge societies’.

The paper is based primarily on research carried out during the preparation of a PhD thesis entitled “Assessing the contribution of Foresight to a more participatory knowledge society”. The research mainly involved a literature review of available documentation on past and present foresight programmes and their results.  相似文献

Technology foresight has received growing attention among those involved in the shaping and implementation of science and technology (S&T) policies. However, although evaluative analyses of foresight exercises have supplied evidence on acclaimed benefits—such as the generation of future-oriented knowledge and strengthening of collaborative networks—they also point to challenges in translating foresight results into actions within research and technology development (RTD) organizations. In this article, we address these challenges by considering the work of the Wireless World Research Forum (WWRF), which has sought to promote the conception, development, and diffusion of wireless communication technologies. Specifically, by contrasting this work with well-known government-initiated foresight exercises, we typify so-called explicit, emergent, and embedded foresight activities and explore their interrelationships. Our comparative analysis points to conditions under which policy interventions may not be needed for the emergence of foresight activities that exert a major influence on RTD agendas. It also suggests several context-dependent roles for public policy, among which government-driven foresight exercises and the catalysis of more narrowly focused activities are but two examples.  相似文献

In foresight activities uncertainty is high and decision makers frequently have to rely on human judgment. Human judgment, however, is subject to numerous cognitive biases. In this paper, we study the effects of the desirability bias in foresight. We analyze data from six Delphi studies and observe that participants systematically estimate the probability of occurrence for desirable (undesirable) future projections higher (lower) than the probability for projections with neutral desirability. We also demonstrate that in the course of a multi-round Delphi process, this bias decreases but is not necessarily eliminated. Arguably, the quality of decisions based on Delphi results may be adversely affected if experts share a pronounced and common desirability for a future projection. Researchers and decision makers have to be aware of the existence and potential consequences of such a desirability bias in Delphi studies when interpreting their results and taking decisions. We propose a post-hoc procedure to identify and quantify the extent to which the desirability bias affects Delphi results. The results of this post-hoc procedure complement traditional Delphi results; they provide researchers and decision makers with information on when and to which extent results of Delphi-based foresight may be biased.  相似文献

ABSTRACT

The aim of this paper is to generate qualified information on technologies that are expected to be relevant to cancer care over the next thirty years (2017–2037). Drawing on the concepts of technology foresight, a methodology was developed for future technology research. Future technologies were identified by consulting editorials of journals specializing in oncology. Nine technologies were selected with the potential to impact cancer care in the future. Additionally, a method was developed for consulting a large number of experts from articles indexed in Thomson Reuters Web of Science. In this survey, more than 83,000 cancer specialists were invited to answer a web survey in which they expressed their expectations about the future of cancer care. The questionnaire was answered by 2408 specialists, 56% of whom stated they were highly knowledgeable experts. Our results show that antibody-related therapies, molecular imaging, and tumor delivery systems are the technologies most likely to be used in cancer care in the next thirty years. The main reasons pointed out for the choice of these technologies were improvements in the prognosis of the disease and improved diagnostic reliability. Meanwhile, knowledge and scientific barriers were highlighted as the main obstacles to the development of the technologies deemed to have more limited chances of success.  相似文献

In the last three decades much knowledge has been produced on how best to conduct foresight exercises, but little is known on how foresight should be integrated with the innovation effort of a company. Drawing on empirical evidence from 19 case studies and 107 interviews, we identify three roles that corporate foresight should play to maximize the innovation capacity of a firm: (1) the strategist role, which explores new business fields; (2) the initiator role, which increases the number of innovation concepts and ideas; and (3) the opponent role, which challenges innovation projects to increase the quality of their output.  相似文献

In this study, the perceptions of domain experts who participated in foresight activities on the impact on policy making are examined by conducting interviews and surveys on five previous foresights in Japan between 1996 and 2007. The purpose of the study is to examine how domain experts look at the practice of foresight in general, and perceive its overall impact on policy making in particular, in the setting of Japanese foresight conducted in the past 15 years. There are two tasks for doing that in this study: to know the views of scientists and engineers who participated in foresights on the impact of foresights they participated; and to know the effect of respondent's characteristics on their perceptions on impact.There are two main findings of this study. First, the impact on policy making perceived by domain experts who participated in foresight activities in Japan is not very high. Second, there are different patterns of perception on the size of the impact on policy making depending on ages, organizations, member status during foresight, and science and technology areas, and habit of following the situation in general looking for any impacts after the foresight.  相似文献

Extensive involvement of social actors and perspectives is an increasing trend in foresight. Simultaneously, however, the theoretical literature suggests that there is a trade-off between increasing variety and productive convergence. The paper examines, through a sample of recent foresight exercises, how European foresight balances between variety and convergence. The findings support the existence of a trade-off, and suggest that it can be classified in two sub-categories: one between involvement and instrumentality, the other between creativeness and stakeholding. The study offers several options for reconciling and counterbalancing the mutually exclusive inclinations in the organising of foresight.  相似文献

The paper shows how international foresight exercises, through online and offline tools, can make policy-making in developing countries more participatory, fostering transparency and accountability of public decision-making. A five-round Delphi exercise (with 1454 contributions), based on the priorities of the 2005-2007 Latin American and Caribbean Action Plan for the Information Society (eLAC2007), was implemented. This exercise aimed at identifying future priorities that offered input into the inter-governmental negotiation of a 2008-2010 Action Plan (eLAC2010). It is believed to be the most extensive online participatory policy-making foresight exercise in the history of intergovernmental processes in the developing world to date. In addition to the specific policy guidance provided, the major lessons learned include (1) the potential of Policy Delphi methods to introduce transparency and accountability into public decision-making, especially in developing countries; (2) the utility of foresight exercises to foster multi-agency networking in the development community; (3) the usefulness of embedding foresight exercises into established mechanisms of representative democracy and international multilateralism, such as the United Nations; (4) the potential of online tools to facilitate participation in resource-scarce developing countries; and (5) the resource-efficiency stemming from the scale of international foresight exercises, and therefore its adequacy for resource-scarce regions. Two different types of practical implications have been observed. One is the governments' acknowledgement of the value of collective intelligence from civil society, academic and private sector participants of the Delphi and the ensuing appreciation of participative policy-making. The other is the demonstration of the role that can be played by the United Nations (and potentially by other inter-governmental agencies) in international participatory policy-making in the digital age, especially if they modernize the way they assist member countries in developing public policy agendas.  相似文献

Emerging generic technologies seem set to make a revolutionary impact on the economy and society. However, success in developing such technologies depends upon advances in science. Confronted with increasing global economic competition, policy-makers and scientists are grappling with the problem of how to select the most promising research areas and emerging technologies on which to target resources and, hence, derive the greatest benefits. This paper analyzes the experiences of Japan, the US, the Netherlands, Germany, Australia, New Zealand and the UK in using foresight to help in selecting and exploiting research that is likely to yield longer-term economic and social benefits. It puts forward a model of the foresight process for identifying research areas and technologies of strategic importance, and also analyzes why some foresight exercises have proved more successful than others. It concludes by drawing an analogy between models of innovation and foresight.  相似文献

This article discusses technology foresight in selected countries which were politically dependent (colonial) before World War II and considered as “under-developed” in the post-war period. Most of them show considerable economic dynamism in the 1990s, which is not always based on their own scientific and technological capability. For this group of countries, national exercises in technology foresight are likely to be an important tool in planning the strategic direction for science and technology development in order to catch up economically as well as socially. In Korea, which has recently become an OECD member, comparative advantage based on factors such as low wages and protected industries are no longer effective as the economy is now wide open to the world. Foresight is being used to look at comparative advantages based on Korea’s own knowledge-creating activities. In southeast Asian countries, foresight is still in an infant stage, but most of these have medium-term planning cycles and have undertaken longer-term vision studies. In South Africa, a national foresight project is running, as is an adapting foresight process to make the large national research organization fit. In Latin America, an agenda has been set up which indicates the desire of several countries to engage in foresight activities using different approaches.  相似文献

This paper incorporates the well-documented managerial optimism bias into a standard portfolio delegation problem to study its impact on investment strategies and the optimal incentive contract offered by the investor to the manager. It is shown that the optimistic manager trades a larger quantity of the risky asset and thus takes more risk than the rational manager. Managerial optimism bias can offset her risk aversion and increase the investor's wealth by reducing moral hazard between the investor and the manager. Furthermore, a pronounced optimism bias reduces the incentive component of the incentive contract, suggesting that an optimistic manager requires fewer incentives to align her decisions with the interests of the investor.  相似文献

The wide application of foresight would benefit from a common assessment framework that hardly exists. This would require a higher level of reference, i.e. pursuing more generic goals. This is offered by the two concepts of “knowledge society” and “participatory governance”. The aim of the research is to develop an impact assessment framework of foresight programmes in developing more participatory “knowledge societies” beyond their specific aims.Research shows that the major impacts of foresight belong to three groups, i.e. in relation to knowledge, network creation, and promoting public engagement in policy-making. At the same time, the major features of modern societies are of three types, i.e. related to knowledge value, to innovation-driven growth and to consequences of a “risk society”. Thus, the relevant areas where foresight might contribute are: knowledge, networking, and coping with a ‘risk society’.The new framework is built on the features and pre-conditions of more participatory societies and draws upon existing evaluation approaches and concepts (“theory-based evaluation”, “knowledge value framework”, “behavioural” and “cognitive capacity additionality”) to tackle short-comings of earlier evaluation efforts. It is then tested in a case study that demonstrates its feasibility and comprehensiveness and further refines the assessment criteria it is based on.  相似文献

This paper has as its starting point the analysis of the systemic failures in the Spanish Biopharmaceutical Innovation System grounded in the study carried out by the same authors for the OECD between 2002 and 2004. Based on the evidence that one of the main failures is the lack of sufficient linkages between the different actors involved in the dynamic of the system, this paper proposes third-generation foresight as an instrument of science and innovation policy for resolving the problem of systemic failures. Foresight exercises could become an important instrument for reorienting policy, building new networks and linkages among the different actors, bringing new stakeholders into the strategic debate, exploring future opportunities for investment in science and innovation activities, etc. The objective of this paper is the design of a foresight exercise on biopharmaceuticals with the aim of solving, or at least reducing, the failures of this Spanish sectoral system of innovation and in consequence making it stronger.  相似文献

The paper discusses foresight as a dynamic strategic practice and theorises the connections of foresight and strategic management. The paper argues that organisations have a rising need to foster relevant future-oriented knowledge in a continuous process that builds on the systemic understanding of the operational environment. For this purpose, the paper outlines a conceptual framework for continuous organisational foresight practice. The framework is based on two conceptual bedrocks. The first is the idea of continuity, referring to the long-term accumulation of organisational practices. The second bedrock is the notion of discontinuity as an organisational transformation factor. Furthermore, the framework builds on the notion of four knowledge spaces in an organisation, and it is constructed through six layers depicted in detail. The paper demonstrates this framework through a case study of a Finnish research and technology organisation, VTT Technical Research Centre of Finland.  相似文献

Strategic foresight requires a longer and broader view of the environment and, as we at the Institute for Alternative Futures (IAF) would argue, a conscious attention to the organization's vision and visionary scenarios in the environment. Having promoted foresight on six continents for a wide range of governments, corporations, and non-profit organizations, we have developed lessons on the design and set-up of foresight efforts, their use and follow-through. Lessons include: Scenarios using ‘aspirational futures’ should include expectable, challenging, and visionary alternatives; beware of and understand ‘allergic reactions’ to foresight given some individuals', particularly leaders', psychological preferences; foresight is most effectively done by and for top leadership but foresight for units or regions of the organization can also be successful; to get the most value, it is important to err on the side of boldness and vision in developing scenarios; foresight efforts create a ‘safe space’ for exploring challenging situations; associations as collections of companies or professionals have unique foresight needs including elected leadership that rotates every year, and the need to communicate the results of foresight efforts to their members effectively; government and corporations have more similarities than differences in foresight, but companies have more resources and can move quickly to develop and use the foresight.  相似文献

This provides an excellent opportunity to examine the established foresight system with the use of some examples. Short term forecasting was applied to 20 emerging technologies under the “Machine and Materials” category based on the Vision 2023 foresight study previously conducted for Turkey. This scientometric approach uses the most suitable keywords linked to the technology in question and determines the number of publications and patents in those fields for a given year. Database analysis of publications and patents in the previous 11 years indicates that while the majority of the top 20 technologies identified by the experts are indeed emerging (i.e. the number of research and/or patenting in these technologies is increasing), some of them have not actually attracted too much interest in the science and technology (S&T) community. Forecasts based on S-curves indicate steady growth in some of the selected technologies. There is a high correlation between the number of scientific publications and patents in most of the technologies investigated. The method is proposed as a simple and efficient tool to link national foresight efforts to international S&T activities and to obtain quantitative information for prioritized technologies that could be used for technology management and decision making for research funding and technology investment.  相似文献

We propose the grouped coefficients estimator to reduce bias in dynamic panels with small T that have a multilevel structure to the coefficient and factor loading heterogeneity. If groups are chosen such that the within-group heterogeneity is small, then the grouped coefficients estimator can lead to substantial bias reduction compared to pooled GMM dynamic panel estimators. We also propose using a Wald test that can be used to assess whether pooled estimators suffer from heterogeneity bias. We illustrate the usefulness of grouped coefficients with an application to labour demand in which the coefficients are grouped by sub-sector. Our results suggest that the standard pooled estimates are substantially biased.  相似文献
