During the past 15 years, the Casc Antic, a traditionally low‐income and immigrant neighborhood in Barcelona, has been the site of community‐based mobilization to revitalize abandoned areas and improve local environmental conditions. The organization of residents and their supporters is situated within a broader context of urban political and socioeconomic change — the transformation of the urban economy into a decentralized, global and technology‐ and service‐focused system, accompanied by rising socioeconomic inequality and displacement in inner‐city areas. To date, few studies in the urban environmental arena have been placed within processes of urban change and offer specificity on the purposes, intents and goals that poor and minority residents develop as they understand, resist and challenge their marginality. Why do residents of marginalized neighborhoods and their supporters organize to proactively improve livability and environmental quality? To what extent do the environmental struggles of marginalized communities serve as means to advance more complex political agendas in the city? Through the examination of neighborhood organization for livability in the Casc Antic, I analyze how activists use their environmental endeavors as tools to address stigmas attached to their place, control the land and its boundaries, and build a more transgressive form of democracy.  相似文献

This article argues for a reconceptualization of one of the most basic concepts in urban studies: the neighborhood. Traditionally neighborhoods have been understood as clearly bounded, quasi‐Westphalian containers or as ‘natural areas’ of urban community. But this approach is widely acknowledged to be under‐theorized. And it fails to account for the ways in which the production of neighborhood is inherently political and often conflictual. After reviewing the ways in which neighborhood has been used in urban sociology and urban planning, this article offers a critical conception of neighborhoods as ‘spatial projects’ on the submetropolitan scale. This approach captures the ways in which neighborhoods are not abstract spaces on a city map, but the uneven, unequal products of complex, ongoing struggles between various groups and institutions. This approach is developed through an ethnographic and historical case study of neighborhood formation in one part of Brooklyn, New York. The article concludes with a discussion of how the language of spatial projects refocuses urban research on the political and economic forces that produce neighborhood in the contemporary city.  相似文献

This paper explores the relationship between neighborhood racial composition and the level of banking services. We use unique census tract-level data on banking services and neighborhood characteristics in Alameda County, California, from points in time before and after the recent wave of bank consolidations to eliminate as well as possible the potential for omitted variables bias that could plague cross-sectional study of the issue. Using a variety of specifications and numerous sensitivity checks, we find that minority neighborhoods (particularly black neighborhoods) are less likely to have banking services, and are more likely to lose services during bank consolidations.  相似文献

This paper investigates urban decline and renewal in the United States using three panels that follow neighborhoods on a geographically consistent basis over extended periods of time. Findings indicate that change in neighborhood economic status is common, averaging roughly 13 percent per decade; roughly two-thirds of neighborhoods studied in 1950 were of quite different economic status fifty years later. Panel unit root tests for 35 MSAs indicate that neighborhood economic status is a stationary process, consistent with long-running cycles of decline and renewal. In Philadelphia County, a complete cycle appears to last up to 100 years. Aging housing stocks and redevelopment contribute to these patterns, as do local externalities associated with social interactions. Lower-income neighborhoods appear to be especially sensitive to the presence of individuals that provide social capital. Many of the factors that drive change at the local level have large and policy relevant effects.  相似文献

In a sample of 50 New York City neighborhoods in which middle-income housing projects were built, assessed values increased by 9.89% per year while control areas increased only 4.64% annually. This upgrading effect is more pronounced in medium-quality neighborhoods than in either the best or the worst neighborhoods. Project size has apparently no effect on the impact of neighborhood upgrading, but project age seems to be positively related to neighborhood upgrading.  相似文献

City governments are embracing data-driven and algorithmic planning to tackle urban problems. Data-driven analytics have an unprecedented capacity to call urban futures into being. At the same time, they can depoliticize planning decisions. I argue that this shift calls urban studies scholars to investigate geographies of algorithmic violence—a repetitive and standardized form of violence that contributes to the racialization of space and spatialization of poverty. This article examines this broader phenomenon through the case of a proprietary market value assessment that is being used to guide development in cities across the United States. The assessment employs an algorithm that helps city officials make critical decisions about which neighborhoods to target for investment, disinvestment and public service upgrades or disconnections. I argue that the racial, infrastructural, and epistemological violence associated with this evaluation can potentially lead to a new kind of municipal redlining. The article brings insights from critical race theory into conversation with critical scholarship on algorithms by analyzing how algorithmic violence works through data-driven planning technologies to depoliticize and leverage power while further entrenching racism and inequality.  相似文献

This paper studies purely empirically aspects of the distribution of income within small neighborhoods and contrasts it with the income distribution at higher level of aggregation, such as census tracts and metropolitan areas. It relies on a unique feature of the American Housing Survey, whose 1985, 1989 and 1993 waves provide data for small residential neighborhoods. These consist of a dwelling unit and up to ten of its nearest neighbors. The paper employs several parametric and non-parametric econometric tools to measure income sorting in US residential neighborhoods. It documents the patterns of dependence among neighbors' income and imperfect sorting, with moderate but very significant correlation among incomes of neighbors and of considerable income mixing in US neighborhoods. These results persist even if choice-based sampling and heterogeneity across the sample are accounted for. Neighborhoods associated with a randomly selected renter are more sorted than those associated with an owner even though such owners are more likely to define their neighborhoods.  相似文献

Migrant businesses play a crucial role not only in the economies of Western European cities, but also in the revaluation of urban space. Alongside their relevance to physical neighborhood development, migrant businesses seem to be crucial in transforming urban spaces symbolically. Although there is some evidence from migrant business research and the literature on gentrification, the phenomenon has not yet been studied systematically. We therefore propose a research agenda that addresses the relationship between migrant businesses and the symbolic transformation of urban neighborhoods.  相似文献

Journalists, activists and academics alike predict that gay neighborhoods in the United States will disappear, yet many of their claims are unsubstantiated or overly determined by economic factors. This article examines 40 years of media accounts to identify the mechanisms that explain why these urban areas are changing. I begin with the observation that the rate of assimilation of sexual minorities into mainstream society has accelerated in today's so‐called ‘post‐gay' era. Assimilation expands the residential imagination of gays and lesbians beyond the boundaries of a specific neighborhood to the entire city itself. Furthermore, as sexual orientation recedes in centrality in everyday life, residents opine that few care if a person self‐identifies as gay or straight. These two respective mechanisms of expansion and cultural sameness bring existing economic wisdom into dialogue with a cultural and political perspective about how our shifting understandings of sexuality also affect the decisions we make about where to live and socialize.  相似文献

This paper presents a comparative static analysis using a conceptual model of the social benefits and costs associated with alternative spatial distributions of the poor. This analysis demonstrates that the necessary and sufficient conditions for justifying deconcentration of the poor on the grounds of increasing net social benefits are much more stringent than is commonly believed, fundamentally involving particular sorts of non-linear relationships between neighborhood poverty rates and the propensity of neighboring individuals to engage in problem behaviors and to earn less. The paper then conducts a meta-analysis of the limited empirical evidence available. The weight of the evidence implies that net social benefits would be improved if neighborhoods with greater than about 15% poverty rates were replaced with (an appropriately larger number) of neighborhoods having less than 15% poverty rates. However, net social benefits would be smaller if neighborhoods with greater than about 40% poverty rates were replaced with (an appropriately larger number) of neighborhoods having between about 15–40% poverty rates.  相似文献

Examining differences across school district boundaries rather than school attendance zone boundaries has several advantages. These advantages include being applicable when attendance zones are not available or less relevant to educational outcomes as arises with within district school choice and for examining the effect of factors like school spending or property taxes that do not vary within districts. However, school district boundaries have often been in place for many years allowing households to sort based on school quality and potentially creating distinct neighborhoods on either side of boundaries. We estimate models of housing prices using repeated cross-sections of housing transactions near school district boundaries in Connecticut. These models exploit changes over time to control for across boundary differences in neighborhood quality. We find significant effects of test scores on property values, but those effects are notably smaller than both OLS and traditional boundary fixed effects estimates.  相似文献

In New York, Chicago and Los Angeles, formal alliances between labor unions and community organizations have spurred successful workplace and policy organizing campaigns. As a result, the institutional form of the community–labor coalition is travelling to smaller, less unionized and more politically conservative cities, where the replication of established organizing strategies must contend with political, economic and institutional differences that often go unnoted. Comparing community–labor alliances in Indianapolis, St. Louis and Chicago, this article identifies heretofore unobserved conditions of possibility for successful urban labor organizing in the US. Compared to smaller cities, Chicago and the large urban areas from which ideal practices are abstracted feature higher levels of union membership, significantly more funding of basic social and neighborhood services, and larger immigrant communities. Operating with minimal human services and limited recourse to the social and institutional networks of immigrant workers, labor coalitions in St. Louis and Indianapolis face recurrent barriers to identifying workplace problems, mobilizing low‐wage workers and sustaining citywide reform campaigns. This indicates geographical limits to the current organizing model and highlights the limitations of urban scholarship derived from large cities unrepresentative of urbanity as a whole.  相似文献

Mixing land uses has become one of the key planning principles of the Smart Growth movement and other land use planning strategies. This article analyzes the impact on the prices of single family houses when mixed land uses are included in neighborhoods. We first develop several quantitative measures of mixed land uses through the use of Geographic Information System (GIS) data and compute these measures for various neighborhoods in Washington County, OR. We then incorporate those measures in a hedonic price analysis. We conclude from this research that housing prices increase with their proximity to—or with increasing amount of—public parks or neighborhood commercial land uses. We also find, however, that housing prices are higher in neighborhoods dominated by single-family residential land use, where non-residential land uses were evenly distributed, and where more service jobs are available. Finally, we find that housing prices tended to fall with proximity to multi-family residential units.  相似文献

Using a nationally representative sample of conventional single-family mortgage loans that originated during 1992–1995 with detailed loan pricing information, this paper examines whether interest rates vary by neighborhood income and racial composition. The estimates suggest that borrowers financing homes in low- and moderate-income neighborhoods generally paid 2–4 basis points more for 30-year loans, but there was no difference for 15-year loans. Results by racial composition of the neighborhood were more mixed, with borrowers in predominately Hispanic and Asian neighborhoods paying slighting higher rates, while borrowers in predominately African–American neighborhoods occasionally paid slightly lower rates. Omitted variables could account for some of these differences. Overall, the small effects suggest that redlining is unlikely to be a factor, although no firm conclusions can be drawn.  相似文献

I estimate by maximum likelihood a dynamic model of optimal intertemporal allocation of consumption in the presence of children using high‐quality Danish longitudinal data. The number and age of all children can affect the marginal utility of consumption while income uncertainty, credit constraints and postretirement motives also influence household behaviour. While I estimate that children have a surprisingly small effect on the marginal utility of non‐durable consumption, data simulated from the estimated model replicates similar correlations between log consumption growth and changing household composition as found in the Danish data and typically found in UK and US data. To reconcile the results with existing studies, I illustrate how ignoring precautionary motives increases the estimated importance of children. The results indicate that precautionary motives might play a larger role than children in explaining the observed consumption age profile.  相似文献

The paper describes within-neighborhood economic segregation in US metropolitan areas in 1985 and 1993. It uses the neighborhood clusters of the American housing survey, standardized by metropolitan area income and household size, to explore income distribution within neighborhoods at a scale much smaller than the census tract (a representative sample of households or ‘kernels’ and their 10 closest neighbors). Joint and conditional distributions portray neighbors’ characteristics conditional on the kernel’s housing tenure, race, and income. The paper documents both significant income mixing in the majority of US urban micro neighborhoods and the extent of income mixing within neighborhoods of concentrated poverty.  相似文献

We use hedonic analysis of home transaction data from the Minneapolis–St. Paul metropolitan area to estimate the effects of proximity to open space on sales price. We allow the effects of proximity to vary with demographic and location-specific characteristics and include fixed effects to control for observed and unobserved neighborhood characteristics. We find that the value of proximity to open space is higher in neighborhoods that are dense, near the central business district, high-income, high-crime, or home to many children. Using the metropolitan area's average value may substantially overestimate or underestimate the value of open space in particular neighborhoods.  相似文献

The Chicago School of urban sociology has been criticized for its over‐reliance on organic and ecological metaphors. We propose that a useful updated integration of urban sociology and ecology could be achieved with the aid of complementary concepts, such as patch dynamics and assemblage, from both fields. In this exploratory article, we draw on more than 50 qualitative interviews conducted with residents of three different Detroit neighborhoods, together with field observations, photographs and documentary evidence, to examine both actual and metaphorical references to the natural world. We consider allusions to ‘drug infestation’ as well as other references to territorialization processes and associations with plants and animals that emerged out of our interviews and interactions with neighborhood residents. In conclusion, we maintain that social science may have much to learn from contemporary ecological research, and that a resituated ecological paradigm would challenge and benefit contemporary urban research.  相似文献
