This paper questions the claim that U.S. immigration should be reduced because the economy can no longer absorb immigrants as it has in the past. Analysis of male hourly wages shows that the effect of immigration on wages did not change between 1980 and 1990. Further, immigration had no negative effects on wages in 1980 or 1990. These results suggest that the capacity of the labor market to absorb immigrants has not been reduced. Additional analysis shows that, controlling for personal characteristics, the hourly wages of the average native and immigrant worker in areas of high and medium immigration relative to areas of low immigration increased between 1980 and 1990. However, Latino immigrants are affected negatively by immigration.  相似文献

Immigration has long been a hotly debated issue. The core of this debate is immigrants' impact on local job markets. Some people insist that instead of creating more jobs, immigrants actually take away more jobs thus decrease the living standard of natives. Others argue that the presence of immigrants benefits the society as a whole since they enlarge the labor force and lower the production cost. In this paper, we propose a model describing the migration-driven aggregation behaviors in job markets with foreign immigration, and introduce the method of network and aggregation to look at this issue from a new perspective. We divide the job market in each city into two groups: native and immigrant. And we view each city as a node with l links; each link represents a way of transportation to other cities. Then it is not hard to see that cities with more links tend to be more job concentrated with larger flows of jobs. We assume that both native and immigrant job markets have a migration of jobs within themselves and the native ones have birth rate and death rate of jobs as well. Through analyzing different rates: K1 and K2, initial conditions, and the combined effect of birth rate and death rate, we are able to predict the changes of some variables in the long run. These changes indicate the impact of immigrants on native job markets. Thus provide some helpful information to this issue.  相似文献

As recent efforts to reform immigration policy at the federal level have failed, states have started to take immigration matters into their own hands and researchers have been paying closer attention to state dynamics surrounding immigration policy. Yet, to this date, there is not a clear understanding of the consequences of enforcing E‐Verify on likely unauthorized immigrants or on natives across the United States. This study aims to fill in that gap by analyzing the impact that the enactment of various types of E‐Verify mandates may have on the employment and wages of these groups. We find that the enactment of employment verification mandates reduces the employment likelihood of likely unauthorized workers. Additionally, it raises the hourly wages of likely unauthorized women. None of these impacts are observed among a similarly skilled sample of naturalized Hispanic immigrants. Finally, the enactment of E‐Verify mandates appears to raise the employment likelihood of alike non‐Hispanic natives, while raising the hourly wage of native‐born male employees, alluding to the potential substitutability of unauthorized immigrants and non‐Hispanic natives. This paper uses a simple probit model to determine the impact of language training on the language proficiency of Third World immigrant men in Norway. It also estimates the labour market returns to Norwegian language proficiency. The results show that immigrants who participate in language training programme are more likely to acquire speaking and reading proficiencies in Norwegian language than those who do not. Contrary to expectation, language proficiency has no significant effect on immigrants' earnings. A probable explanation may be that immigrants need Norwegian language proficiency to get into jobs in the Norwegian labour market. Once they are in employment, their wages are not necessarily determined by their proficiency in Norwegian. Consistent with the assimilation hypothesis, earlier waves of immigrants have higher earnings than do more recent waves, and part of the initial earnings deficit experienced by more recent immigrants can be attributed to language deficiency. There was no evidence of sample selection bias in the earnings equation.  相似文献

Abstract

There has been a great deal of research regard the effects of unions on union – non-union wage gap. Most of the studies regarding the impact of unions on wages have assumed that apart from the division between union and non-union workers, the labour market is relatively homogeneous. A number of economists, however, have argued that the labour market is segmented, implying that there are distinct labour markets and that some workers employment opportunities are concentrated in “bad jobs” while other workers employment opportunities are concentrated in “good jobs” which are rationed.

This paper will explore whether the relative wage differential between union and non-union workers differs between the independent primary, subordinate primary and secondary labour markets. Labour market segments are defined using “job zones”. “Job zones” are distinct groups defined by the level of specific vocational preparation necessary for a particular occupation, allowing for the comparison of skill levels and training for each occupation. The data on “job zones” comes from the Occupational Information Network database (O?Net). We estimate separate equations for union and non-union workers in each segment using data from the Current Population Survey and calculate union non-union differentials for each labour market segment. The findings of this paper suggest that the greatest differentials are in secondary labour markets followed by differentials in the subordinate primary labour market and that the smallest wage differentials are in the independent primary labour market.  相似文献

The literature on the earnings of natives and immigrants has heretofore ignored differences in compensating wages for job risks. It is possible that the risk involved in migration may indicate a greater willingness on the part of immigrants to accept riskier jobs than natives. Alternatively, immigrants may attempt to protect their migration investment by choosing occupations with less risk, indicating a higher degree of risk aversion. This paper examines differences in risk aversion between US immigrants and natives, and corresponding differentials in wage premiums for job risk. Our analysis suggests that on average immigrants are exposed to 21% less risk than natives, but receive a 25% higher risk premium. The higher degree of risk aversion of immigrants and their lower exposure to risk, and thus lower earnings, explains 5% of the higher observed earnings of natives. We also find that earlier immigrant cohorts (pre-1970) are employed in riskier jobs than are recent cohorts, but the difference accounts for only a small portion of the observed earnings differential. Finally, we estimate statistical values of life of $3.6 million for US natives and $4.6 million for immigrants, well within the range of previous studies.  相似文献

The article examines relative wages of immigrants in Spain, with a particular focus on the impact of the Great Recession. The empirical analysis is restricted to men and is based on matched employer‐employee microdata and the decomposition techniques of Juhn et al. (1991, 1993) and Fortin et al. (2011). Our results show that the significant native‐immigrant wage gap that exists both in terms of average wages and of differentials along the wage distribution is essentially explained by differences in the endowments of observed characteristics so that, in general, immigrants tend to receive a similar wage treatment than Spaniards with analogous observed attributes. On the other hand, the Great Recession has had a noticeable impact on the relative wages of immigrants, given that the significant increase of the native‐immigrant wage gap observed during the previous expansionary period was mitigated during the economic downturn due to composition effects arising from the severe employment destruction pattern.  相似文献

This letter examines the determinants of occupational autonomy and education-skill matches of immigrant workers in Germany. Their jobs are characterized by much lower autonomy than those of comparable natives and the immigrant penalty decreases only minimally over time. In contrast to wages, the difference between immigrants from advanced and non-advanced countries is small. But immigrants from advanced countries are much more likely to have a job matching their qualification. The probability of a match does not increase over time for highly educated immigrants, but does for others. Highly educated immigrant women have an additional disadvantage. In some industries low autonomy and skill downgrading of immigrant workers are particularly common.  相似文献

This article carries out an empirical examination of the origin of the differences between immigrant and native-born wage structures in the Spanish labour market. Special attention is given in the analysis to the role played by occupational and workplace segregation of immigrants. Legal immigrants from developing countries exhibit lower mean wages and a more compressed wage structure than native-born workers. By contrast, immigrants from developed countries display higher mean wages and a more dispersed wage structure. The main empirical finding is that the disparities in the wage distributions for the native-born and both groups of immigrants are largely explained by their different observed characteristics, with a particularly important influence in this context of workplace and, specially, occupational segregation. The model developed in this paper asserts that unions attach greater weight to the wishes of older workers than they do to the wishes of young workers, and wages and employment are determined by efficient bargains. Then, the wages of old workers are always higher than the wages of young workers regardless of productivity and relative supply. Employment is influenced mainly by outside opportunities. In the plausible case where old workers cannot easily get senior jobs outside their firm, junior unemployment is higher than senior unemployment. A seemingly robust result is that an increase in the ratio of old to young workers (population aging) reduces the unemployment rate and wage rate of both groups in the population.  相似文献

Migrants as second-class workers in urban China? A decomposition analysis   总被引:1,自引:0,他引:1  
In urban China, urban resident annual earnings are 1.3 times larger than long-term rural migrant earnings as observed in a nationally representative sample in 2002. Using microsimulation, we decompose this difference into four sources, with particular attention to path-dependence and statistical distribution of the estimated effects: (1) different allocation to sectors that pay different wages (sectoral effect); (2) hourly wage disparities across the two populations within sectors (wage effect); (3) different working times within sectors (working time effect); and (4) different population structures (population effect). Although sector allocation is extremely contrasted, with very few migrants in the public sector and very few urban residents working as self-employed, this has no clear impact on earnings differentials, because the sectoral effect is not robust to the path followed for the decomposition. The second main finding is that the population effect is robust and significantly more important than wage or working time effects. This implies that the main source of disparity between the two populations is pre-market (education opportunities) rather than on-market.  相似文献

Using data from the German Socio-Economic Panel (GSOEP) we study whether being individually affected by downward wage rigidity has an effect on layoffs, quits and intra-firm mobility. Within a structural empirical model we estimate the individual extent of wage rigidity. This is expressed by the wage sweep-up, which measures by how much individual wage growth increases through the effect of downward wage rigidity when compared to a counterfactual labour market with flexible wage setting. We find robust negative effects of wage sweep-up on quits and layoffs and some evidence for a positive association of wage sweep-up and promotion opportunities. This is consistent with a core-periphery view of the labour force, where a core work force is protected from layoffs and wage cuts and at the same time enjoys good promotion opportunities. On the other side a peripheral work force provides a buffer for adjustment and suffers from both flexible wages, more insecure jobs and less internal promotion opportunities.   相似文献

This paper studies the short and medium run impact of highly skilled immigrants from the Former Soviet Union to Israel on natives' wages and employment. If immigrants are relatively good substitutes for native workers, the impact of immigration will be largest immediately upon the immigrants' arrival, and may become smaller as the labor market adjusts to the supply shock. Conversely, if immigrants upon arrival are poor substitutes for natives, the initial effect of immigration is small, and increases over time as immigrants acquire local labor market skills and compete with native workers. We empirically examine these alternative hypotheses using data from Israel between 1989 and 1999.We find that wages of both men and women are negatively correlated with the fraction of immigrants with little local experience in a labor market segment. A 10 percent increase in the share of immigrants lowers natives' wages in the short run by 1–3 percent, but this effect dissolves after 4–7 years. This result is robust to a variety of different segmentations of the labor market, to the inclusion of cohort effects, and to different dynamic structures in the residual term of the wage equation. On the other hand, we do not find any effect of immigration on employment, neither in the short nor in the medium run.  相似文献

In the most thorough study to date on wage cyclicality among job stayers, Devereux's (2001) analysis of men in the Panel Study of Income Dynamics (PSID) produced two puzzling findings: (1) the real wages of salaried workers are noncyclical, and (2) wage cyclicality among hourly workers differs between two alternative wage measures. We examine these puzzles with additional evidence from other sources. Devereux's finding of noncyclical real wages among salaried job stayers is not replicated in the National Longitudinal Survey of Youth (NLSY) data. The NLSY data, however, do corroborate his finding of a discrepancy for hourly workers between the cyclicality of the two alternative wage measures. Evidence from the PSID Validation Study contradicts Devereux's conjecture that the discrepancy might be due to a procyclical bias from measurement error in average hourly earnings. Evidence from the Bureau of Labor Statistics establishment survey supports his hypothesis that overtime work accounts for part (but not all) of the discrepancy. We conclude that job stayers' real average hourly earnings are substantially procyclical and that an important portion of that procyclicality probably is due to compensation beyond base wages.  相似文献

Abstract

This paper develops a heterodox analytical framework of wage determination and a new method of decomposition of the gender pay gap drawing on Marxian and feminist theories. The proposed framework utilizes two wage equations for the analysis of the gender gap: the first equation refers to average occupational wages and the second to individual wages as deviations from occupational wages. Using a data set for wages from industries in Greece, this paper demonstrates and explains differences in results between this proposed decomposition of the gender pay gap and that of Oaxaca-Blinder, and discusses the merits of this new technique compared to the Brown-Moon-Zoloth method. The authors argue that the main advantage of this proposed method of decomposition over the other two methods is that the proposed method allows for separate estimates of the impact of social and individual gender wage discrimination on the gender pay gap.  相似文献

This paper studies the fact that 37% of the internal migrants in China do not sign a labor contract with their employers, as revealed in a nationwide survey. These contract-free jobs pay lower hourly wages, require longer weekly work hours, and provide less insurance or on-the-job training than regular jobs with contracts. We find that the co-villager networks play an important role in a migrant’s decision on whether to accept such insecure and irregular jobs. By employing a comprehensive nationwide survey in 2011 in the spatial autoregressive logit model, we show that the common behavior of not signing contracts in the co-villager network increases the probability that a migrant accepts a contract-free job. We provide three possible explanations on how networks influence migrants’ contract decisions: job referral mechanism, limited information on contract benefits, and the “mini-labor union” formed among co-villagers, which substitutes for a formal contract. In the subsample analysis, we also find that the effects are larger for migrants whose jobs were introduced by their co-villagers, male migrants, migrants with rural Hukou, short-term migrants, and less educated migrants. The heterogeneous effects for migrants of different employer types, industries, and home provinces provide policy implications.  相似文献

教育错配如何影响工资?文章基于2010?2014年中国家庭追踪调查面板数据,基于固定效应模型和工具变量估计,测度了教育错配产生的工资惩罚效应及其产生的理论机制.研究表明:过度教育员工每过度一年将承受1.4%的工资惩罚,教育不足员工将获得2.4%的工资红利.工作所需教育水平是40岁以上员工工资的主要决定因素;随着任职生涯的推进,教育错配会得到改善;教育错配与人力资本之间存在补偿机制.文章的政策涵义是:教育主管部门应从市场需求端改革教育体系,提供市场需要的相应技能毕业生.高校应主动顺应社会主义市场经济需求,及时有效地调整学科专业结构和人才培养结构.企业应建立人才识别和多层奖惩机制,充分释放过度教育者的劳动生产率水平.政府应加强就业指导工作,帮助求职者精准定位与其教育水平相匹配的工作,以减少搜寻成本.  相似文献

To what extent does the welfare state exacerbate the loss of jobs due to offshoring? We consider a model with oligopolistic sectors that are exposed to offshoring, as well as a unionised labour force that is entitled to unemployment benefits. We find that deeper economic integration induces wage moderation to the point that wages become independent of workers' outside options. Because the entire incidence of redistribution falls on net wages, the unions' willingness to moderate wages is constrained by the level of redistribution. Beyond an upper limit of redistribution, extending the welfare state compels unions to oppose wage moderation at the cost of losing jobs to offshoring. Below that upper limit, however, redistribution becomes less rather than more distortive.  相似文献

This paper examines hourly wages and weekly earnings in the Outgoing Rotation Group (ORG) and the March Supplement of Current Population Survey (CPS) from 1998 to 2004. The findings suggest that the ORG contains less errors than the March CPS, and that weekly earnings contain less errors than hourly wages. The paper further finds that earnings differ systematically in the ORG and in the March CPS by gender and education levels.  相似文献

In 2002, Switzerland began to adopt free movement of workers with the European Union. We study the effects of the resulting immigration wave on resident workers. We focus on the level of national skill groups and propose an instrumental variable approach to address the endogeneity of immigration in this setting. Mostly relying on administrative data for the 2002–2011 period, we find that the immigration of foreign workers reduced unemployment of residents, and had limited adverse effects on their wages and employment. One reason for this is that younger residents changed to more demanding jobs as a response to the arrival of immigrants.  相似文献
