China's poor rural households produce substantially less grain compared with non-poor rural households. The present paper applies a decomposition approach and uses China's rural household survey data to investigate the causes of this grain output gap The paper first compares the grain output gap between poor and non-poor rural households, and then decomposes the gap into differences in yield and area sown, The results indicate that the gap in grain output mainly results from differences in the amount of inputs used in production. Differences in the number of labor days and the level of intermediate inputs account for 13.6 and 47.S percent of the gap, respectively. Poor rural households are also less efficient in their use of intermediate inputs, which contributes to 13.2percent of the gap. However, the efficiency of poor households" labor days reduces the gap by 7.2 percent, while agricultural physical capital, househoM head education and agricultural training have no substantial impact on the household grain output gap.  相似文献

This paper contributes to the assessment of China's rural labor markets. According to our data, the increase in off-farm employment that China experienced during the 1980s and 1990s continued during the 2000s. Our analysis shows that migration has become the most prevalent off-farm activity, although the destination of migrants is shifting from outside of one's province to destinations closer to home. The present paperfinds that large shares of male and female individuals, especially those under 40 years, are working off the farm. These findings represent an important contribution to the labor economics field. First, the results of the present paper reveal that the labor transition from the agricultural sector to the non-agricultural sector for key segments of China's rural labor force is nearly complete. Second, although a large share of China "s rural labor force work in agriculture, most of these workers are older men and women (and likely would not be willing to take low-wage, labor-intensive jobs). Third, the rising unskilled wage rate in China is partially a result of the tightening of the labor force in the young age cohorts. Finally, due to factors associated with the one child policy and other demographic transition forces, successive age cohorts will continue to fall in absolute number in the coming decade. Assuming China's growth continues, we expect to see further wage increases since it will take higher wages to coax more workers to work off the farm.  相似文献

The strong economic growth in China is difficult to reconcile with its inefficient financial system. The puzzle of China's financial development and growth can be explained through a dynamic criterion of adaptive efficiency, rather than through allocative efficiency. Using the framework of an autoregressive distributed lag model, the present paper tests the hypothesis that the GDP growth rate is dependent on financial development along with other variables in China and Pakistan. The hypothesis cannot be rejected in both cases. However, the results show that economic growth has a negative relationship with credit to the private sector in China. We conclude that financial development is a source of China's high growth rate and that the banking system is still under an evolutionary process, involving the pursuit of social objectives instead of the sole objective of profit maximization. Our results provide some implications for other developing countries like Pakistan.  相似文献

Based on sample survey data for the years 2006 and 2007, we find that inflation of food and energy prices in China is moving at a slower pace than in the international market; however, the livelihood of low income groups has been significantly impacted. Urban sample households in low income groups have been shifting from consumption of high value food to lower value substitutes; and all of the rural sample households are reducing their total consumption expenditure in real terms. The Engel' s coefficient of the rural household enlarged while their proportion of spending on clothing and energy declined. Farmers' households are moving toward more imbalanced diets, and the nutritional status of the poor is apparently deteriorating. The emergency-response measures that the government should implement include stopping subsidies to biofuel producers, who use foodstuffs as inputs, and providing food aid to the poor. The mid-term strategies should include anti-monopoly tactics, improving the market environment for the right competition, and eliminating price distortion. Midterm and long-term socioeconomic policy reform must be undertaken to adjust the social structure, to correct the mechanism of factor price formation, and to transform the pattern of economic growth.  相似文献

This article uses multivariate regression and decomposition analyses to assess household income mobility determinants and their contributions to income mobility in rural China from 1989 to 2006. The findings indicate that households with lower initial income level, higher share of wage income, higher educational level of household members, larger number of non-agricultural employed household members and younger heads are more mobile. Moreover, besides initial income, change in the share of wage income, change in the share of non-agricultural employed household members, and change in average year of education of household members are the most important factors that account for income mobility. These findings necessitate more emphasis on policies that promote non-agricultural employment and education to enhance household income mobility in rural China.  相似文献

Since 2003, China's labor market has been facing two coexisting crises: a rural labor surplus and a severe shortage of migrant labor Using data from the 2000 China Health and Nutrition Survey questionnaire, which covers 288 villages in 36 counties, this paper attempts to find a solution to this dilemma. Specifically, a multinomial logit model, a Mincer- type model and a probit model are applied to examine the effect of educational level on the employment choices for rural laborers, and on the wages and the employment status of migrants. Based on the results of our analysis, we propose the implementation of policy aimed at increasing the educational level of rural dwellers, in conjunction with other policies to eliminate all artificial barriers, to facilitate the migration of rural laborers.  相似文献

The Pan Pearl River Delta(PPRD) Regional Co-operation Framework Agreement was signed in 2004.It aims to bring prosperity through partnership among nine Chinese Mainland provinces and China ’s two special administrative regions.In this paper,we use a dynamic panel data model to examine the economic growth of the PPRD economies from 1985 to 2009.Our analysis confirms the existence of regional growth spillover effects in the PPRD area.Our results also show that economic growth spillover effects of non-PPRD regions on the PPRD regions are greater than those among the PPRD members themselves.These findings imply that economic integration between Chinese provinces has generated considerable spillover effects on regional growth.However, the anticipated benefits of the implementation of the PPRD agreement have not been realized thus far.Therefore,greater effort should be made to promote further economic integration among these members so that their local economies can benefit from the positive spillover effects.  相似文献

This paper explores why labor share in China has declined since the middle of the 1990s. Existing literature usually ascribes the labor share decline in developed countries to biased technological progress. However, our investigation shows that China "s case is different. Using a simultaneous equation model estimated with three-stage least squares, we find that FD1, levels of economic development and privatization have negative effects on the labor share. The negative influence of FDl on labor share results from regional competition for FD1, which weakens labor forces" bargaining power. A U-shaped relationship exists between labor share and the level of economic development, and China is now on the declining part of the curve. The negative effects of privatization on the labor share stem from the elimination of the so-called "wage costs eroding profit " situation and the positive supply shock on the labor market.  相似文献

The year 1996 was a turning point both in terms of Chinese labor market reform aria m China's economic growth pattern. Before 1996, labor market reform was mainly implemented through adjustment of people's occupation and income structure. Since 1996, employment restructuring has led to differentiation in terms of employment status. Labor market reform in the former stage resulted in slow growth in wages, whereas reform in the latter stage enhanced economic efficiency. Both stages have enabled the Chinese economy to apply its comparative advantage of low labor cost. Labor market reform has also increased income disparity and, therefore, new challenges are posed in sustaining economic growth. China needs to adjust its development strategies and introduce labor market reform that can improve income equality, so as to achieve sustainable economic development.  相似文献

This paper examines the impact of migration experience of village leaders on local economic development,based on the village-level data of the 2005 China General Social Survey.Our results show that the human capital of village leaders accumulated during the migration period has had a positive effect on per capita net income and per capita non-agricultural income in rural China.The migration experience of village leaders also plays a positive role in entrepreneurial activities in rural regions.From a policy perspective,these findings call attention to the importance of harnessing potential benefits of return migration to local economic development in rural China.  相似文献

Results derived from evaluations using different measures for China's economic growth are divergent, especially when the RMB exchange rate has experienced large depreciation. Focusing on the changes in the RMB exchange rate matching the demands of economic development, we offer some plausible explanations for the variations in the evaluation results. The significant gaps between different economic performance evaluation results before the mid-1990s, and evidence from international comparisons of factor productivity indicate that the quality of economic growth in China is different from that of other economies. Evaluation of economic development should take into account both quantitative expansion and qualitative improvement. From this perspective, evaluation results indicate qualitative improvement in the Chinese economy after the mid-1990s.  相似文献

Combing the consumer utility function with technology choice and the firm's profit maximization function, this paper establishes a model, then basing on the firm's behavior in the capital marketing, the equilibrium can be reached. So the phenomenon of permanent cyclical fluctuation of growth can be presented in this model. The reason, basing on the model, is the inharmonious proportion that is distributed to the labor and investor. The empirical research in China proves the hypothesis. This paper attempts to explain why sterilized intervention was so successful and sustainable in China during the first decade of the 21st century.We argue that the Chinese Government established a sterilization cost-sharing mechanism among the People’s Bank of China, commercial banks and the household sector.On the one hand,Chinese commercial banks have to assume some of the sterilization costs by purchasing low yield central bank bills and maintaining high levels of required reserves.On the other hand,Chinese households assume some of the sterilization costs by bearing negative real deposit interest rates.The costsharing mechanism under financial repression prevents a huge quasi-fiscal loss by the People’s Bank of China as well as high inflation.However,Chinese households have become victims of this financial repression.Faced with the pressure of changing the growth model from investment-driven to domestic consumption-driven,the interest rate will have to be liberalized eventually,which will,in turn,make sterilized intervention unsustainable.  相似文献

This article seeks to develop a conceptual and policy framework for understanding China’s role in the global economic imbalances.China’s contribution to these imbalances via recurrent trade and financial surpluses corresponds with a phase of deepening structural risks to China s economic growth and development.These structural challenges include:the composition of growth resulting from China’s dynamic internal transformation,China’s trade orientation,the trajectory of resource use and Commissions,welfare problems relating to distribution and international constraints.This article develops a conceptual framework for examining the relationship between the processes of long-run structural transformation in China,its economic imbalances,and the role of institutional reform in dealing with these structural challenges.As such,economic policy should extend beyond short-term macro management to pursue an institutional reform agenda to facilitate broader structural change to mitigate constraints to future growth and to improve economic welfare.  相似文献

The present paper examines the historical evolution of China's rural taxation system from the pre-reform period to the late 1990s. We propose that because of information asymmetry between the upper-level and the lower-level governments, local governments had to be granted some informal tax autonomy to fulfill the upper-level policy mandates. This easily led to excessive local informal taxation on farmers. As market liberalization of the grain sector progressed, the low-cost tax instruments implemented through the traditional approach of implicit taxation gradually eroded. Local governments in agricultural regions had to resort to informal fees collected directly from individual rural households while the more industrialized regions shifted to non-agricultural taxes that are less costly in terms of tax collection. Hence, political tension between farmers and local governments in agriculture- based regions emerged and rural tax reform became necessary.  相似文献

The increase in the movement of people from rural to urban areas since the mid-1980s represents the largest labor migration ever experienced in China. Because migration is a process of selection, it is imperative that the major dynamics determining the selection are studied. What are the critical characteristics of migrants that help them to realize their mobility from rural areas to urban areas? While educational attainment, gender, age, marital status and personal skills are important variables in the selection process, the present paper examines how social networks (guanxi connections) play a significant role in the process of migration selection in China. A case study from one of the northern villages in rural China is used to explore how social networks have shaped and given meaning to migration. Changes in the employment structure in rural China were studied with a focus on off-farm self-employment.Data from the Chinese Household Income Project surveys were used,covering the same 14 provinces from 1988 to 2018.We found that the proportion of adults in rural China with self-employment as their primary form of off-farm employment increased from only 2 percent in 1988 to 11 percent in 2013,with no further increases through 2018.In 1988 and 1995,the rate of self-employment was highest in the eastern region but this regional pattern subsequently disappeared.The probability of being self-employed in rural China was higher among married males than among unmarried persons.Having a migration experience increased the likelihood of being self-employed.Since 1995,self-employed households have had a higher average income than other categories of household.Based on estimates of income functions,we conclude that the income premium from being self-employed increased rapidly from 1988 to 1995 to become remarkably large when only a few adults were self-employed.However,as a larger fraction of the rural population entered self-employment,the payoff from being self-employed has rapidly diminished,although it was still substantial in 2018.  相似文献
