This paper studies the implications of education quality for the optimal allocation of public expenditure in a simple endogenous growth model with mandatory schooling and infrastructure spillovers. Education quality is inversely related to the degree of congestion in schools, which is itself measured in two ways: the proportions of teachers and students in the population, and the ratio of government spending on education to teaching capacity. The balanced‐growth path is derived and the transitional dynamics associated with an increase in the degree of congestion are analysed. The growth‐maximizing share of government spending on education is shown to depend negatively on the congestion parameter. Policy implications for the ‘quantity versus quality’ debate in schooling are also discussed.  相似文献

Instead of mean-tested Conditional Cash Transfer (CCT) programmes, some countries have implemented gender-targeted CCTs to explicitly address intra-household disparities in human capital investments. This study focuses on addressing the direct impact of a female school stipend programme in Punjab, Pakistan – Did the intervention increase female enrolment in public schools? To address this question, we draw upon data from the provincial school censuses 2003 and 2005. We estimate the net growth in female enrolments in grade 6–8 in stipend eligible schools. Impact evaluation analysis, including difference-and-difference (DD), triple differencing (DDD) and regression-discontinuity design (RDD), indicate a modest but statistically significant impact of the intervention. The preferred estimator derived from a combination of DDD and RDD empirical strategies suggests that the average programme impact between 2003 and 2005 was an increase of six female students per school in terms of absolute change and an increase of 9% in female enrolment in terms of relative change. A triangulation effort is also undertaken using two rounds of a nationally representative household survey before and after the intervention. Even though the surveys are not representative at the sub-provincial level, the results corroborate evidence of the impact using school census data.  相似文献

A recent education policy Turkish government is wishing to undertake is to shut down all private supplementary education centers (SECs) unless SECs manage to convert into a private school. With this policy, the government is willing to increase equality of opportunity among students. We show quantitatively that the policy, in fact, leads to a decrease in equality of opportunity since SECs are given the option to convert into private schools. We use a political economy model of education at which households, heterogeneous with respect to exogenously set income, choose among a continuum of private schools differentiated by tuition and a public school. Households choosing the public school can privately supplement their child's education spending in any amount. Public school is free of charge, and its spending is financed by income tax revenue collected from all households. Income tax rate is determined by majority voting. Achievement of a child depends only on educational spending. We calibrate the model's parameters by matching certain targets from 2013 Turkish data. We then exogenously restrict the supplemental education spending to zero in a counterfactual experiment. We find that variance of achievement (or inequality of opportunity) increases by 23.51% and mean achievement decreases by 1.74%.  相似文献

本文根据在上海地区进行的问卷调查和标准化考试结果,考察学校类型对于流动儿童考试成绩的影响。我们在控制家庭和学生个人因素,并通过工具变量法调整学校选择的内生性问题后,发现在民工子弟学校就读和在公办学校就读的流动儿童之间仍存在较大的成绩差距。进一步的分位数回归结果显示学校类型对于成绩较差的学生影响更大。我们的研究结果与目前民工子弟学校教学质量普遍低于公办学校的观察相吻合。  相似文献

Interest in public loans to fund (higher) education has been increasing in the last decades. This paper explores the general welfare properties of government-created credit markets for education in a three-period overlapping generations model with physical and human capital. It shows that the mere existence of public credit markets is second-best in nature, and cannot decentralize the optimum. Achieving the first-best “Golden Rule” balanced growth path requires a government loan system that lends the amounts required for optimal investments in education and an optimally chosen pure pay-as-you-go social security system. Student loans and pensions thus appear as two inseparable elements of the policy that maximizes social welfare.  相似文献

The public economic theory emphasizes the potential role of competition in fostering the performance of educational systems. The rationale for pro‐competitive policies in education (i.e. vouchers, charter schools, tax deductions) is that schools can improve their quality responding to ‘pressures’ from nearby competitors. The objective of this paper is to analyze the potential relationship between (i) competition among schools and (ii) students’ achievement in Italy. While previous studies used OECD‐Pisa data for this purpose, here a new dataset about Italian schools has been employed: about 19,000 students in 150 schools constitute the sample. The reference framework is the idea that the presence of more schools in a certain area, and/or the proportion of students enrolled in private schools, should raise the performance of schools operating in that area through a ‘competition effect’. A multilevel strategy, which allows separating between‐areas variance in achievement scores, is employed. The findings support the view that competition has an impact, albeit little, on students’ achievement, and such competitive pressure is due to the number of schools, no matter if public or private.  相似文献

In this paper we study the relationship between the timing of tracking of pupils into vocational and academic secondary education and gender differences in educational attainment and income. It is argued that in a comprehensive system, where students are tracked into vocational and academic schools relatively late (age 15–16), girls are more likely to choose the academic track than boys. We exploit the Finnish comprehensive school reform of the 1970s to analyse this hypothesis. This changed the Finnish school system from a selective to a comprehensive structure and postponed tracking from the age of 10–11 to 15–16. Since the reform was not implemented at the same time throughout the country, we can observe members of the same cohorts under both systems. The shift to a comprehensive system was found to increase gender differences in the probability of choosing an academic secondary education and of continuing onto academic tertiary education. Moreover, the reform decreased the gender wage gap in adult income by four percentage points.  相似文献

Standard redistributive arguments suggest that the impact of household income on preferences for public education spending should be negative, because wealthier families are likely to oppose the redistributive effect of public funding. However, the empirical evidence does not confirm this prediction. This paper addresses this ‘puzzle’ by focusing on the role of the inclusiveness of the education system and the allocation of public spending between tiers of education in shaping the impact of income on preferences. By using data from the International Social Survey Programme (2006), we show that, when access to higher levels of education is restricted (low inclusiveness) and when the share of public spending on tertiary education is high, the poor are less likely to support public education spending. This result suggests that reforming the education system towards greater inclusiveness might contribute to increase political backing for public investment in education from the relatively poor majority of the population.  相似文献

In this paper, we investigate how housing prices react to the quality of education offered by neighboring public and private schools. The organization of secondary schooling in the city of Paris, which combines residence-based assignment to public schools with a well-developed and almost entirely publicly funded private school system, offers a valuable empirical context for analyzing how private schools affect the capitalization of public school performance in housing prices. Using comprehensive data on both schools and real estate transactions over the period 1997–2004, we develop a matching framework to carefully compare sales across school attendance boundaries. We find that a standard deviation increase in public school performance raises housing prices by 1.4 to 2.4%. Moreover, we show that the capitalization of public school performance in the price of real estate shrinks as the availability of private schools increases in the neighborhood. Our results confirm the predictions of general equilibrium models of school choice that private schools, by providing an advantageous outside option to parents, tend to mitigate the impact of public school performance on housing prices.  相似文献

Students in private schools routinely outperform those in public schools both in the United States and around the world. But do private schools make students better or do they simply cream skim better students? In this article I take advantage of the remarkable fact that in many districts in India a majority of students attend private schools. As the private share of school enrollment increases, cream skimming becomes less plausible as the explanation for a higher rate of achievement in private schools. Evidence for cream skimming is found when the private share of schooling is low, in the range of 0–15%, and thus private schools have a large public pool from which to skim. But the private effect on achievement does not appear to diminish greatly even in districts where more than 70% of students are in private schools. Most importantly, mean scores taken over the entire population of students, private and public, increase with the share of private schooling. When there are peer effects in education, private schools have an incentive to vary tuition to attract relatively able students. Epple and Romano [American Economic Review 88(1) (1998) 33] develop a general equilibrium model characterizing equilibrium pricing and student selection into schools when peer effects are present. The model predicts that competition will lead private schools to give tuition discounts to more able students, and that this will give rise to an equilibrium exhibiting stratification by income and ability between the public and private sectors and to a hierarchy of schools within the private sector. The model also yields a variety of comparative-static predictions. The predictions of the model are tested in this paper using a unique data set assembled by Figlio and Stone [Research in Labor Economics (1999) 115]. Tests of equilibrium predictions of the model reveal that: The propensity to attend private school increases with both income and ability, and, among private schools, the propensity to attend the highest-tuition schools rises with both income and ability. Within private schools, tuition declines with student ability, with a substantial number of even high-income households paying little or no tuition. The correlation between income and ability is greater in public than private schools. Tests of comparative static predictions of the model reveal that: Both income and ability become stronger predictors of private school attendance as public school expenditure falls. Income becomes increasingly important in determining placement in the private school hierarchy as public school expenditure falls. Discounts to ability in the lowest-quality private school decline as public school expenditure rises while discounts to ability in the highest-quality private school are little affected by changes in public school expenditure. Expenditure in private schools rises as expenditure in public schools increases. These empirical results are consistent with the predictions of the theoretical model.  相似文献

This article explore performance issues in Australian public schools, using a two-stage DEA network model, which accounts simultaneously for both cost and learning efficiency levels. In the cost efficiency stage, different types of expenses and investments are employed to support a given number of students, teachers and administrative staff. In the learning efficiency stage, these groups of individuals help to produce important outputs related to performance in student tests and school rankings. Results indicate that Australian public schools are heterogeneous. Policy implications are also discussed.  相似文献

The non-compulsory and non-free of charge character of preschool education level before 3 years old in Spain raises some doubts about the exogenous nature of this variable. This article provides new evidence about the impact of preschool years on educational outcomes by exploiting a peculiar Spanish database that supplies information on two classrooms at fourth grade in primary schools where students were randomly allocated into each group. Using an identification strategy that reproduces a natural experiment, we find that belonging to the group with more average years of preschool education significantly and positively impacts on fourth-grade students’ average outcomes. Particularly, an increase of one standard deviation in the difference in years of preschool attendance results in an increase of 0.16 (0.13) standard deviations in the group achievement for mathematics (reading). In view of the importance of preschool education and considering that preschool attendance before 3 years old is related with socio-economic variables, we conclude that extending free preschool education to the 2-year-old age group in Spain should be considered especially for students in families with less favourable backgrounds.  相似文献

Education is an important vector of smart growth, sustainable development, and economic competitiveness. Higher education plays an important catalytic role in human capital development, and ensures a better insertion of individuals in the socio-economic environment. However, at present, it faces complex challenges in the context of public financing contraction. The aim of our article is to investigate the level of higher education funding and to reveal the impact it has on the socio-economic environment. The novelty of our article resides in the multifaceted analysis we propose combining both qualitative and empirical methods, in the comprehensive sample of EU countries, and in the large time horizon we consider. We first assess the relationship between public financial resources allocated to higher education and socio-economic indicators by means of an exploratory technique, called cluster analysis. Our findings reveal a pattern of similarity among EU countries by building smaller but homogenous groups. We then use the vector autoregressive method to complement the cluster analysis by providing further information on the strength, sign, and causal relationship between government expenditure in tertiary education and several socio-economic indicators. We perform an analysis for each country in the sample. Our findings are mixed, with some countries displaying a greater sensitivity of public financing (channeled to higher education) to changes in socio-economic indicators.  相似文献

我国传统师范类体育专业大学生的培养目标是中小学校的体育教师,然而,随着大学的不断扩招和体育教师岗位的不断缩减,体育大学生的就业矛盾日渐凸显。但随着我国人民生活水平的不断提高,人们对高水平大众健身领域的渴求也越来越强烈,就业市场的变化对体育大学生传统的就业观念提出了新的要求和期望。大学生创业教育培养了顺应时代发展的创新人才,满足了不同人群对运动健康的需求,同时,体育专业大学生也找到了实现自我价值的领域。体育大学生创业教育在教学和实践中还存在各种不足和矛盾有待于进一步的改善,但创新创业型的体育人才必将通过大学生创新、创业教育的培养来实现。  相似文献

Using a newly available data set, which allows one to construct a novel measure of a student's social status, we demonstrate that there are potentially important racial differences in the relationship between social status and academic achievement. The effect is concentrated among students with a grade point average (GPA) of 3.5 or higher and more pronounced in schools with more interracial contact. Earlier studies showing a positive relationship between popularity and academic achievement for blacks are sensitive to the inclusion of more continuous achievement measures. We argue that the data are most consistent with a model of ‘acting white’ in which investments in education are taken as a signal of one's opportunity costs of peer-group loyalty, though imprecise estimates make definitive conclusions difficult.  相似文献

Income distribution varies considerably across countries; it tends to become more equal with development in some countries, but just the opposite occurs in other countries. This paper provides a theoretical investigation of the persistent differences in income distribution across countries over time. Motivated by the relationship between income distribution and public spending at different school levels for a broad range of countries over the past 30 years, the analysis centers on the role of public education where specific investments interact with political involvement by different socio-economic groups. Socio-economic groups may form lobbies to influence education policy making. The formation of lobbies is endogenous. Persistent inequality is caused by persistent lobbying efforts of the wealthy that lead to an allocation of public education spending more biased toward them.  相似文献

We examine whether the school choice programme of public junior high schools in Adachi ward has caused student sorting and has thus increased the differences in scores between the schools. We find that students are sorted in the sense that the students living in the school attendance areas where there is a higher proportion of high‐status occupations are more likely to select private schools even after the introduction of the school choice programme, or they select public schools with higher scores. Adachi's average scores relative to the Tokyo average have improved, while the between school differences in scores have not expanded.  相似文献
