Canadian exports of beef and live cattle to the United States have increased significantly since the late 1980s. Hog and pork exports have increased since the mid-1990s. Major factors affecting exports of beef, pork, cattle and hogs from Canada to the United States include the exchange rate, increased Canadian production, Canada-U.S. price differentials and trade liberalization under the Canada-United States Free Trade Agreement of 1989. Increased Canadian exports have resulted in small but significant reductions in U.S. domestic prices of beef, pork and hogs.  相似文献

Gravity models have a long history in the empirical analysis of trade flows and market penetration, but lack a strong economic foundation. This paper demonstrates that the gravity model can be reconciled with existing economic theory within the framework of an interregional trade model. An empirical gravity model of interregional trade is specified for Canadian pork exports to the United States. The estimated results show that, among other things, demand for transport is highly elastic, suggesting that pork producers and truckers have a mutual interest in exploring means to lower freight costs. Finally, the gravity model is used to identify potential markets for each of the five major exporting provinces. The Canadian pork industry has its best opportunity for further penetration in Illinois, Texas, New York and New Jersey.  相似文献

North American Free Trade Agreement (NAFTA) was referred to by U.S. President Trump as one of the worst trade deals ever made. Given this billing, one might have expected the result of its renegotiation to be a major change to the trading relationship between the United States and Canada. The new United States, Mexico, Canada Agreement (USMCA), however, retains a great deal of its predecessor. This is particularly true for agricultural trade. Canadian market access into the United States remains virtually unchanged. No major domestic regulatory changes were agreed to by Canada. While there were concessions made on market access for U.S. products into Canada's heavily protected sectors where the supply management policy applies, they do not appear to threaten the system. While the value of the compensation has not yet been announced, compensation for losses that will be suffered by farmers producing under supply management is agreed in principle. The USMCA is an agreement to keep things pretty much the same.  相似文献

Canadian agricultural trade has experienced several volatile periods over the past 15 years. The Great Recession (2007–2009), the 2015–2016 global trade slowdown, unilateral policy actions by the United States against key trade allies and the multilateral system more generally, and the impacts of the Covid‐19 pandemic are among the most significant events during this period. Given the close integration of Canadian and US agricultural markets, the recent US election is likely to again impact the relative competitiveness of Canadian agricultural exports. While many observers suggest President‐elect Joe Biden will return to normal times regarding multilateral cooperation with key allies and international institutions such as the World Trade Organization, the new administration is likely to face headwinds given the significant fraying of ties with key trading partners and allies due to disruptive actions taken by his predecessor. This article provides an overview of potential implications of a Biden administration for Canada's agricultural trade. We start by reviewing recent trade shock events affecting Canada's agricultural trade with a particular focus on trade actions taken by the United States. Relevant components of the President‐elect Biden's platform, considerations affecting the implementation of this platform, and the implications of this for Canadian agricultural trade are considered.  相似文献

We explain the interplay of law and economics in the successful WTO challenge by Canada of U.S. mandatory country-of-origin labeling (COOL) measures for beef and pork, which hinged on origin of livestock used in U.S. meat production. Canada mounted a successful legal and economic strategy to convince WTO adjudicating bodies that the United States had violated specific WTO provisions. Canada's economic evidence shows that through costs of segregation the COOL measure harmed the competitive position of Canadian cattle and hogs in the U.S. market. Economic evidence was built into the strategy and cited by the WTO Panels in support of their legal findings that the COOL measure violated U.S. obligations under WTO agreements. Canada was awarded rights to more than one billion Canadian dollars in retaliation and the United States responded by eliminating the offending COOL measure. The COOL case demonstrates how economic and econometric evidence can be used in complex dispute settlement proceedings dealing with technical trade barriers. Economics is especially valuable in the initial stage of framing the effects at issue, in the intermediate stages of documenting empirical causation and in the final stage of litigation, which was to calculate and defend the amount of retaliation.  相似文献

Canada and the European Union (EU) recently completed the Comprehensive Economic and Trade Agreement (CETA) to liberalize bilateral trade. Processed food trade between Canada and the EU is one of the fastest growing markets, in spite of large trade restrictions due to high tariffs and egregious nontariff barriers (NTB). The processed food sector is characterized by firms which differ in size, productivity, produce differentiated products, and engage in monopolistic competition. We implement a four‐region (Canada, the EU, the United States, and the Rest of the World) model of the processed food industry, incorporating these firm characteristics to study the effects of CETA. The results show Canadian and EU bilateral trade flows expand, the number of exporting firms rises, and net welfare in both these countries increases. Though CETA does not liberalize NTBs, we examine the impacts of a 40% cut in NTBs to highlight the benefits that would have accrued had CETA also covered NTBs. Under this scenario, the trade flows would have expanded significantly, and, more importantly, Canadian and EU welfare would have risen by 11.8‐ and 39.4‐fold, respectively. Since CETA excludes the United States, the U.S. processed food industry loses due to greater competition in Canadian and the EU markets, and the net U.S. welfare declines.  相似文献

This paper examines the magnitudes of border effects on Canada's beef exports, and assesses the prospects for market access. The empirical analysis relies on a gravity model derived from a supply-based framework, and implements different econometric methodologies. It covers the conventional measurement of border effects that is determined relative to the intranational trade baseline. Also, it sets alternative baselines to estimate the wedge between the border effects on beef exports of Canada and those of other countries. The estimated parameters are used to carry out different scenarios to examine the tariff-related and nontariff border effects, and to evaluate the impacts of trade preferences for Canada's bilateral beef exports. The results reveal significant trade impediments facing Canada's bilateral beef exports to many large markets (e.g., EU-15, Japan, Republic of Korea, China, and Russia), and they often indicate that the effects of tariff reductions become considerably larger when coupled with reductions in nontariff impediments. Also, they underscore the significance of North American Free Trade Agreement (NAFTA)’s preferential market access for Canada's beef exports. The export opportunities for the Canadian beef industry that are generated through lower trade barriers would, however, decrease when trade barriers facing other beef-exporting countries are reduced.  相似文献

Mexico and Canada successfully challenged the U.S. mandatory country of origin labeling (COOL) requirements for beef and pork as inconsistent with World Trade Organization (WTO) rules, which ultimately led to arbitration over the level of trade lost due to the COOL measure. During this phase of the dispute, Mexico, Canada, and the United States provided the Arbitration Panel with estimates of the trade losses caused by COOL that were produced using different quantitative methods. The U.S. estimates were based on an equilibrium displacement model (EDM). This article presents a version of the EDM used by the U.S. Government to calculate trade losses due to COOL. The Panel developed its own analysis combining econometric analysis and an EDM that used only supply-side information to calculate changes in Canadian and Mexican livestock trade. The U.S. EDM includes both the supply and demand sides of the market. We use the U.S. EDM and the Panel's assumptions to re-estimate the value of lost trade due to COOL. The inclusion of demand-side effects and domestic COOL costs produces lower estimated trade damages than those produced using the Panel's analysis, validating the EDM as a useful quantitative tool for this type of trade policy analysis.  相似文献

Controversy surrounds the effect of free trade in milk and dairy products between Canada and the United States. A static, nonspatial, synthetic, partial equilibrium model is used to explore this issue. The results show that under any reasonable set of parameter estimates, net trade between Canada and the United States would be small, or zero. Free trade would be accompanied by large welfare losses for the current owners of Canadian milk production quota, but new entrants to the industry would earn more producer surplus under free trade than if they paid the full rental value for production quota under the current supply management policy.  相似文献

A spatial equilibrium single period model of the Canadian-United States fresh peach trade was constructed to evaluate the effect of the Canadian tariff on United States fresh peach exports to Canada, Canadian production, consumption and prices. The model consisted of fifteen United States and two Canadian producing regions, thirty-five United States and six Canadian consuming cities. Using historical trade patterns some but not all United States producing regions were permitted to ship to Canada and there were no Canadian shipments to the United States. Comparisons of the nontariff with the tariff solution vectors of production, trade, consumption and prices indicated that the tariff had only marginal effects on Canadian fresh peach imports from the United States and that Canadian consumption quantities and prices were only moderately affected. Un modèle du marché aux pêches au Canada et aux Etats-Unis fut construit pendant une seule période afin d' évaluer les effets du tarif Canadien sur les exportations de pêches Américaines au Canada, la production Canadienne, la consommation et les prix au détail. Le, modèle fut composé de 15 régions de production Américaines et de deux régions Canadiennes, ainsi que 35 villes de consommation d' Amérique et six villes de Canada. En utilisant des données commerciales et historiques, quelquesunes, mais pas toutes les régions de production, avaient le droit d' exporter au Canada, et il n' y avait pas d' exportation aux Etats-Unis. Nous nous sommes servis de ce modèle pour comparer les importations Canadiennes en franchise, la production, la consommation et les prix résultants à d' autres prix où les tarifs s' appliquaient. Les résultats ont montré que le tarif Canadien affectait à peine les importations de pêches fraîches des Etats-Unis et que la consommation Canadienne et les niveaux de prix ne subissaient qu' une légère modification.  相似文献

The effect of exchange rates on the trade of red meat between Canada and the United States is an important policy issue. While Canadian producers benefit from higher livestock prices as the Canadian dollar declines in value, higher costs of feed grains and protein as well as macroeconomic effects offset much of the perceived gain. In this paper, these effects are quantified using a quarterly econometric model of the North American livestock sector in which both livestock and feed prices in Canada are linked, through exchange rates, to their counterparts in the United States market. The results suggest that devaluation leads to significant increases in Canadian net exports of beef and to small increases in net exports of pork. Both effects are small when compared with total North American trade and production. ?effet du taux ?échange sur le commerce de viande rouge entre le Canada et les Etats-Unis a de considérables implications sur les politiques agricoles. Bien que les producteurs Canadiens bénéficient lorsque les prix de la viande sont haussés par une dévaluation du dollar Canadien, ces gains sont réduits par des prix plus élevés pour les grains et les protéines de même que par des répercussions macroéonomiques. Dans cet article, les effets de changements dans le taux ?échange sont quantifiés par ?entremise ?un modèle économétrique trimestriel des secteurs bovins et porcins en Amérique du Nord. Les prix des animaux et des grains au Canada sont reliés à leurs vis-à-vis américains par le taux ?échange. Les résultats suggèrent qu' une dévaluation entraîne une hausse significative de ?exportation nette de boeuf et une faible augmentation de ?exportation nette de pore. Current World Trade Organization (WTO) negotiations include proposals that would affect the trade barriers protecting Canada's chicken producers from foreign competition. This research analyzes the effects of the most recent proposals to emerge from WTO negotiations on Canada's chicken industry. We develop a partial‐equilibrium model that generates welfare effects for the Canadian chicken industry supply chain. The baseline model is adapted to represent chicken as two distinct products: white meat and dark meat. Simulation results suggest that the welfare effects of current WTO proposals would be small, providing that chicken receives the sensitive products designation. Liberalization leads to higher total welfare in the chicken industry, which is accounted for by consumer welfare that increases by a larger amount than producer welfare decreases. The results are very sensitive to the disaggregation of chicken as two products; a finding that should inform future research.  相似文献

A well‐functioning trade relationship between Canada and the United States is crucial to the economic vitality of the Canadian agri‐food industry. However, agri‐food trade is more susceptible than other sectors to political interventions. The Trump presidency has strained Canada–US relations and his trade policy actions have significantly increased trade restrictions and trade policy uncertainty and undermined the rules‐based global trading system. We examine the pattern of agri‐food trade between the two countries and find that the upward trajectory of bilateral agri‐food trade ended in 2013. Although this flatlining predates the Trump administration, we show that Trump increased trade policy uncertainty starting in 2017 and likely impacted further expansion of trade. We examine what might change under the Biden presidency and argue that the new administration is likely to restore strong relationships with allies and work to rebuild important international institutions such as the World Trade Organization (WTO). Although protectionist forces will continue to impact bilateral agri‐food trade, we expect closer political ties between a Biden administration and the Canadian Prime Minister. This should have a positive effect on the Canadian agri‐food industry by reducing trade uncertainties, thereby increasing agri‐food trade between Canada and the United States.  相似文献

A four-region, 23-commodity small world agricultural trade liberalization model within the SWOPSIM framework is used to measure the impact of tariff removal between the United States and Canada. The tariffs are simply defined as negative import subsidy equivalents in the model and are then removed from the trade prices. The model recalculates domestic supply and demand levels in all regions, rebalancing world trade, production, consumption and prices. In summary, the impacts of the Canada-U.S. Trade Agreement on selected commodity groups are significant. Canadian imports of beef and veal, poultry meat, soybean oil and fresh strawberries increase. Furthermore, the results indicate larger trade flows for selected products and declines in producer and consumer prices in Canada, U.S. and Southeast regions. Since the U.S. share of Canadian agricultural imports averaged 60% in the 1980s, the impact of trade liberalization will be greater in Canada in selected commodities than in the U. S. or the southeastern region, and Canadian dependence on the U.S. market will be increasing in the future. The tariff phaseout, together with a reduction in nontariff barriers and harmonizing of domestic agricultural policies, will create more export opportunities in selected commodities for both the United States and Canada, and will create the world's largest free trade market.  相似文献

目的 中国是世界上最大的生猪生产国和消费国,科学评价中国生猪产业国际竞争力水平,对于提高生猪产业国际竞争力水平,促进生猪产业可持续发展,具有重要的理论和现实意义。方法 文章基于产业发展视角构建了包含资源禀赋竞争力、生产竞争力、消费竞争力和贸易竞争力4个一级指标及13个相关二级指标的生猪产业国际综合竞争力评价指标体系,利用1995—2018年生猪产业相关数据,对中国、美国、德国、巴西、西班牙、俄罗斯等生产、消费和贸易大国生猪产业国际综合竞争力进行评价,并与传统的基于贸易视角的竞争力评价结果进行对比分析。结果 研究发现,基于贸易视角与产业发展视角的测算结果存在一定差距。基于贸易视角的测算结果显示,中国生猪产业缺乏竞争力,且竞争力仍在持续减弱。基于产业发展视角的测算结果显示,中国生猪产业具有一定竞争优势。其中,中国猪肉消费竞争力极强,显著拉升了中国生猪产业国际综合竞争力水平;生产竞争力和资源禀赋竞争力也具有一定优势;贸易竞争力处于劣势地位,明显拉低了中国生猪产业国际综合竞争力水平。结论 建议中国生猪产业充分发挥巨大的内需优势,提升生猪产业国际竞争水平,实现生猪产业高质量发展。进一步提高中国生猪种业创新能力,保障优良种猪供给;提高生猪生产技术效率与经济效率,提升生猪养殖场组织化、标准化、规模化水平;稳定生猪生产饲料供给;建立生猪产业风险防范机制。  相似文献

This paper utilizes a world spatial equilibrium model to examine the effects of U.S.–Canadian softwood lumber disputes on U.S., Canadian, and other exporters' and importers' lumber markets. Results show that the U.S. import tariff on Canadian softwood lumber impacts prices, supply, demand and trade flows not only in the United States and Canada but also in the other countries. Though the goal of U.S. trade restriction is to limit imports from Canada and protect its producers, the United States cannot fully accomplish this goal as non-Canadian exporters fill the void left by the reduced imports from Canada. Canadian producers lose from the U.S. policy, but their loss is mitigated as Canada redirects its exports to other importers. Importing countries such as Japan and the European Union benefit from the U.S. trade restrictions as Canada seeks to sell its softwood lumber to these countries.  相似文献

Under a continental barley marketing system, the Canadian Wheat Board would no longer be the only exporter of barley to the United States. Even though the volume of malting barley exports to the United States would increase, the historic price premium in both Canada and the United States would drop sufficiently to lower total revenue to malting barley producers. The United States' Export Enhancement Program allows the Canadian Wheat Board to sell feed barley at premium prices in some markets, including the United States. Under some conditions the continental barley market would adversely affect optimal trade flows and reduce revenue for feed barley producers. The potential to offset these losses in revenue by reducing grain-handling charges or by growing higher-yielding feed varieties appears to be very limited. A multinomial nonlinear nested logit model is used to test data from a stated preference questionnaire to examine the potential effect of identified product and consumer characteristics on the probability of afresh meat product being purchased. The target market of the study is western Canada, and the questionnaire is directed to randomly selected households in major cities in this region. Fresh beef products from Alberta are generally preferred by these consumers over fresh beef products from other parts of Canada. For pork, consumers are indifferent between products of Alberta and those of other Canadian origin. However, fresh beef and pork products from Canada are preferred to products from the United States. The results support origin branding of Alberta beef, but not Alberta pork. Consumer age, household income and family size all have an effect on meat choices.  相似文献

This paper examines the potential impacts of U.S. mandatory country of origin labeling. North American hog and pork markets are represented as vertically related in a partial equilibrium non-spatial model. A synthetic model is calibrated to historic data and then used to trace the program's added costs as they are passed through the market to determine who wins and who loses. The transactions costs reduce the welfare of all agents in the United States. Canadian welfare depends primarily on whether mixed supply chains continue to be accepted in the United States and trade in hogs continues. A closed border significantly reduces the welfare of Canadian hog producers and increases the welfare of Canadian pork processors.
Le présent article porte sur les répercussions éventuelles de l'étiquetage obligatoire du pays d'origine réclamée par les États‐Unis. Les marchés nord-américains du porc vivant et de la viande de porc sont représentés comme étant verticalement liés dans un modèle non spatial d'équilibre partiel. Un modèle synthétique est étalonné avec des données historiques et est ensuite utilisé pour déterminer les coûts supplémentaires qu'occasionne le programme à mesure qu'ils sont répartis sur le marché pour déterminer les gagnants et les perdants. Les coûts de transaction diminuent le bien‐être de tous les agents aux États‐Unis. Le bien-être au Canada dépend principalement de l'acceptation ou non des chaînes d'approvisionnement mixtes et de la continuité ou non du commerce du porc vivant. U.S. trade of beef and live cattle declined substantially after the discoveries of bovine spongiform encephalopathy (BSE) in Canada and the United States in 2003. In this study, an econometric model is developed to estimate the effects of lifting trade restrictions on U.S. cattle and beef prices. Results show that increases in imports of Canadian cattle and beef would lower prices of slaughter steers, feeder steers, and retail beef, but these negative impacts would be more than negated by the positive effects on prices that would result if beef exports return to near pre-BSE levels.  相似文献
