Contrasts in small business policy are examined for Japan and the United States. The author argues that Japan's small business policy has been part of an industrial growth-oriented policy, while comparatively the U.S. small business policy has been mainly part of locally-based economic revitalization schemes. Recent trends in policy development indicate that the policies in the two countries are converging. The U.S. policymakers have become increasingly concerned with the small business sector becoming competitive in global markets, while widespread offshoring of large firms have prompted Japanese policymakers to focus on supporting small businesses in order to prevent further loss of manufacturing jobs.  相似文献

This paper investigates the role of university-based industrial extension services in the business performance of small manufacturing firms in an economically declining region of the United States (Western New York). The outreach initiatives of a specific University at Buffalo (UB) programme are described. Particular attention is given to the activities of UB's Centre for Industrial Effectiveness (CIE), an outreach unit with a mandate to improve the product and/or process development efforts of local manufacturing firms. Our data suggest positive returns on investment for firms that have sought technical support under CIE programmes. A key finding is that CIE's services typically entail the transmission of well-established procedures rather than radically new ways of doing things. A further finding is that firms that have used CIE to develop improved products have experienced stronger investment returns than their counterparts that have focused upon process development (although the returns are positive in both instances). More broadly, our data suggest positive correlations between levels of project investment and a variety of commercial outcomes, including sales growth, job-retention, and unit-cost reduction. The implications of these results for regional economic development policy are discussed. The paper also reviews some of the weaknesses that curtail the effectiveness of university-based centres such as CIE.  相似文献

Dam construction has been an important component of economic development initiatives in the United States. However, few comprehensive empirical studies examine the effects of such projects on local employment and income. This paper employs quasi-experimental control group methods to examine the effects of large dam reservoirs on county income, earnings, population and employment growth for dams opened in the U.S. during the period 1975–1984. The paper shows that large dam reservoirs have some statistically significant positive effects and tend to stimulate growth. There is considerable variation, however, with dams constructed for flood control purposes and dams further away from markets and large cities having less of an effect.  相似文献

Industry Agglomerations and Employment Change in Non-Metropolitan Areas   总被引:3,自引:0,他引:3  
The purpose of this study is to determine the role of industry agglomerations on industry-level employment change in non-metro areas of the United States. Regression analysis of cross-sectional data is used to estimate the determinants of non-metro 1981–1992 employment change for ten two-digit SIC manufacturing industries. Industry agglomerations in metro and non-metro areas are identified using cluster analysis. Area characteristics included in the regression equations are diversity of the local economy, industry mix, average plant size and availability of urbanization economies. The findings indicate that industry agglomerations were associated with both larger employment gains in areas with growing industry employment and larger employment losses for areas with declining employment. Neither regional specialization in the industry nor nearby metro agglomerations were significant determinants of employment change in non-metro areas.  相似文献

The authors investigate what Muth labels as the "chicken and egg" or what others label it as "jobs follow people" versus "people follow jobs" debate by studying the dynamic relationships of changes in population and employment in the snowbelt, the sunbelt, and the nine census regions of the United States. The vector autoregressive (VAR) modeling method is used for the annual time series data (1955–1988) on population and employment. The Granger causality tests show that, in the snowbelt region, population tends to precede employment, while in the sunbelt region, the opposite is true. The impulse response functions generated for the forecasting decade suggest that "jobs follow people" in the snowbelt and "people follow jobs" in the sunbelt. Similar findings in general hold for the census regions belonging to the snowbelt and sunbelt. These findings raise doubts about the proposition of others that the growth process is either demand or supply-driven in all phases of regional growth.  相似文献

Abstract . This inquiry is an effort to evaluate the macroeconomic performance of the United States economy in the period after the close of World War II in terms of the macroeconomic goals to which national economic policy supposedly had been directed. That is, whether policy achieved full employment, price stability or an adequate rate of growth. Insofar as key indicators can be used as a basis for judgment—and there is, as yet, no scientific basis for measuring how far that reliance can be chanced—it would appear that policy was least successful in attaining full employment with price stability, or full employment, or price stability. In certain infrequent periods, growth seems to have occurred. But was its rate “adequate?” And did it result from policy? Analysis by key indicators may not tell us much, if anything; but it helps to delineate an approach toward policy-monitoring researchers need to cultivate.  相似文献

"A multinomial logit model focusing on economic and other locational factors is formulated and applied to data on place-to-place migration in Israel. Results indicate the effects of expected industrial wage differentials, in accordance with the hypothesis of Harris and Todaro (1970), and of disparities in the structure of industrial employment, suggesting that perceived risk as well as expected return enter into the decision to migrate, as Stark and Levhari (1982) have argued. Other effects include those associated with regional differentials in amenities and agglomeration associated with urbanization, population mobility by age group, center-periphery migration trends, border security hazards, and the like. Implications of the analysis for the Israeli policy of population dispersion are discussed."  相似文献

We examine the extent to which exchange rate fluctuations affect sectoral employment and wages in the United States. We introduce a theoretical rational expectation model that decomposes movements in the exchange rate into anticipated and unanticipated components. The model demonstrates the effects of demand and supply channels on the response of the nominal wage and labor employment to changes in the exchange rate. The evidence indicates that the deflationary effect dominates on industrial nominal wage in manufacturing and transportation industries in the face of dollar appreciation. More importantly, there is evidence of a decrease in employment growth in several industries in response to dollar appreciation, which is statistically significant in construction and at the aggregate level. This evidence is consistent with a decrease in labor demand given the loss of competitiveness of U.S. products following dollar appreciation. There are negative effects of dollar appreciation on labor market conditions in the United States. Nonetheless, dollar appreciation is consistent with an increase in employment growth in the mining sector where the share of imports is the largest among U.S. industries.  相似文献

In common with much of the rest of the European Union, Northern Ireland has a small but important and expanding environmental industry. The region's ‘green economy’ employs almost 13 000 people and is projected to grow by a further 4000–6000 jobs by the end of the millennium. This article focuses upon one small‐scale sub‐sector–the eco‐capital equipment producers–and analyses their recent industrial performance in the context of current regional development/industrial strategy theory. Drawing on empirical survey, comment is made on the sector's employment characteristics, production sequences, market structures and business operating experiences. Based on this discussion, a series of suggestions is offered that could help central and regional government improve the performance of the industry, and, in turn, the economy of the region, still further. This article examines the role of economics and economists in shaping public policy by, first, examining the employment of economists in government, academe, and the private sector. In the United States, only a minority of Ph.D. economists (about 12 percent) are employed in government, and several important departments of the federal government employ few economists. The article goes on to illustrate the pitfalls that economists face in assisting and advising with public policy by examining the adoption of statistical profiling in Unemployment Insurance. The article concludes that, if the economics profession and economic research are to be effective in shaping public policy, then academic economists must become more directly involved with policy makers in government and decision makers in business.  相似文献

Military defense is generally treated in economics texts as a “public good” because the benefits are presumed to be shared by all citizens. However, defense spending by the United States cannot legitimately be classified as a public good, since the primary purpose of those expenditures has been to project power in support of private business interests. Throughout the course of the 20th century, U.S. military spending has been largely devoted to protecting the overseas assets of multinational corporations that are based in the United States or allied nations. Companies extracting oil, mineral ores, timber, and other raw materials are the primary beneficiaries. The U.S. military provides its services by supporting compliant political leaders in developing countries and by punishing or deposing regimes that threaten the interests of U.S.‐based corporations. The companies involved in this process generally have invested only a small amount of their own capital. Instead, the value of their overseas assets largely derives from the appreciation of oil and other raw materials in situ. Companies bought resource‐rich lands cheaply, as early as the 1930s or 1940s, and then waited for decades to develop them. In order to make a profit on this long‐range strategy, they formed cartels to limit global supply and relied on the U.S. military to help them maintain secure title over a period of decades. Those operations have required suppressing democratic impulses in dozens of nations. The global “sprawl” of extractive companies has been the catalyst of U.S. foreign policy for the past century. The U.S. Department of Defense provides a giant subsidy to companies operating overseas, and the cost is borne by the taxpayers of the United States, not by the corporate beneficiaries. Defining military spending as a “public good” has been a mistake with global ramifications, leading to patriotic support for imperialist behavior.  相似文献

This paper uses a shift-share method to quantify the components of economic growth and structural changes in employment and investments at both the national and regional levels. The results indicate that rapid economic growth has been characterized by significant shifts in employment and investments between industries in China. Such structural changes have a distinct regional pattern which has important policy implications regarding spatial disparities in economic growth and income. The results shed some important light on the understanding of Deng's development thought that is formalized in this paper as a multi-tier and multi-stage development strategy for a large developing economy. "This paper examines the determinants of regional migration [in the United States] in the 1980s using a place-to-place migration model in which migration flows depend upon the relative economic opportunities in the origin and destination regions. Using the results of the model, we then examine the potential role for migration in diffusing the economic pressures associated with disparate regional economic growth. Although the results reinforce the notion that divergent regional growth was an impetus to migration in the 1980s, estimates of the employment status of movers suggest that the true effects of migration on unemployment differentials may be quite small."  相似文献

In Part I of this paper,2it was suggested that a concern for the social responsibilities of large business enterprises had received far less explicit attention in Britain than it has in the United States. In the latter it has preoccupied corporate managers, business critics, scholars, trade unionists and the general public for more than a generation. My analysis of the reasons for the comparatively lower degree of British concern with the social role of business enterprise stressed the importance of the following seven factors:
  • 1 There exists in Britain (relative to the United States) greater reliance on publicly owned enterprises about which the public policy debate concerning the social role of business institutions has been focused.
  • 2 British acceptance of corporate size and market dominance is greater than in the United States.
  • 3 A long-standing governmental involvement in economy and society has characterized Britain's political economy.
  • 4 A pre-emption of societal leadership functions by non-business élites has occurred in Britain.
  • 5 The impact of Britain's social structure has produced an informal Clite consensus regarding a limited social role for business.
  • 6 There is a British tradition of according privacy to business and other social institutions.
  • 7 There is a lesser degree of‘professionalism’ in management practice–both in terms of substance and style–in Britain when compared with the United States.

研究目标:探究我国“十四五”时期智能制造供给能力存在的关键问题及发展路径。研究方法:围绕供给能力,分析美、德、日等国智能制造领域的政策重点及战略意图,结合产业发展现状,研究我国智能制造政策制定和实施过程中存在的问题。在此基础上,针对机器人和工业软件领域,以发那科、ABB和西门子等国际巨头为例,对比分析我国在制造装备和工业软件等方面的成果及差距,提出智能制造供给能力的发展建议。研究发现:经过多年的发展,我国在智能制造装备、工业软件技术水平和市场竞争力上仍存在较大劣势。机器人产量和集群方面在“十三五”期间已达成目标,但核心零部件和稳定性方面的缺陷仍未解决。国产工业软件技术更为薄弱,市场基本被国外垄断,在研发设计、核心技术和商业化程度上差距明显。建议从政策精准扶持、鼓励头部企业推行自研加并购、深化产业集群效应、培养复合尖端人才等角度综合提升供给能力。研究创新:从业务变革、市场竞争、技术研发和资本并购等视角,综合研究供给能力的发展路径。研究价值:为“十四五”时期提升我国智能制造供给能力提供经验依据和决策参考。  相似文献

This paper examines the need for national legislation to guide technological development in the United States. It describes the breadth to which federal governmental policy already affects U.S. industrial growth and the ways this involvement inhibits the U.S. productive capacity. Two contributing factors, problems at the government—industry interface and failures in the U.S. educational system, are discussed. It is concluded that the U.S. has already, through copious legislation and bureaucratic excesses, diluted the strength of its technological and industrial growth. It is also concluded that the college of technology, a relatively new institution in the U.S. educational system, is the correct source of guidance for technological and industrial development.  相似文献

The evidence for the US suggests that spatially blind policies often generate greater impacts on regional economic growth and development than policies specifically targeted at regions on regional issues generally. In this presentation, attention will be directed to two sets of national policies that have been promulgated without due consideration of their specific spatial (regional) impacts – trade policy and fiscal policy.Drawing on research conducted for the US, Japan and Brazil, an examination of trade policies will be presented, using the experience of NAFTA in North America and MERCOSUR in Brazil. Some further analysis of experience in Colombia will also provide insights into the role of national trade policy and, in the case of Colombia, fiscal decentralization policies. The second part of the presentation will examine fiscal policy impacts mediated through regional business cycles; the experience of Japan and the US will be examined.The results affirm the important implications that national (spatially blind) policies can have on regional economies; in the case of Brazil, trade policies have exacerbated already wide differentials in per capita income across states.  相似文献

This paper outlines the ICT statistical developments that the ABS has undertaken over recent years. These developments have been on both the supply side (ICT industry) and the demand side (use of IT by sector). The content of ABS ICT surveys has changed significantly over the last few years and are expected to develop further in line with industry changes and emerging policy needs.
Recent developments in household collections have been the inclusion of IT use questions in the 2001 Census of Population and Housing and in various ABS social surveys such as Children's Participation in Culture and Leisure Activities. Annual business IT use surveys are now conducted and include topics such as Internet commerce and IT security. Biennial ICT industry surveys are conducted to provide data on ICT production, imports and exports, ICT industry employment, performance and structure information. An Internet activity survey is run every six months and provides regional Internet access details and infrastructure details on Internet service providers.
A major development for 2002–03 will be the compilation of an ICT satellite account. ABS intends to produce an ICT Information Development Plan to guide its future statistical development work in the ICT field.  相似文献

Public procurement in industrialized nations accounts for a significant share of gross domestic product; hence it is imperative for local, regional and national economic development to utilize this potential. However, previous discussions of entrepreneurship and small business policy have by and large marginalized public sector procurement. As a contribution to giving greater salience to the linkages between regional development, entrepreneurship and public procurement, this paper presents empirical results of a qualitative study into local government authorities in the United Kingdom. In particular, it draws out a range of enablers and barriers for sourcing from small- and medium-sized enterprises that were perceived by procurement managers. The focus on public sector procurement furthermore leads to a more systematic theoretical elaboration of entrepreneurship policy as being based on legal authority or the market or network effects from geographic proximity.  相似文献
