The aim of this paper is to evaluate the “Work Experience for Young Persons” (WIJ) programme, which was implemented in Flanders between 2015 and 2018. The WIJ programme is partially financed through the European Social Fund (ESF) and targets unqualified, young, and unemployed people with the aim of facilitating their entry to the labour market. The programme involves a trajectory of intensive guidance that includes labour market orientation and coaching as first phase, plus competence strengthening activities as second phase. This analysis is based on the Flemish Public Employment Service’s administrative data sources, which allows us to exploit detailed information on previous labour market history. We apply Coarsened Exact Matching to evaluate the WIJ’s impact on young unemployed people specifically in terms of their probability of being employed, unemployed or inactive, and of re-entering into education. Our results suggest that those who have participated in the WIJ programme have lower employment and education probabilities with respect to those who participated in the standard activities proposed by the public employment service. However, we found a positive employment effect if we only consider those who participated in the standard trajectory, i.e. those whose WIJ intervention lasted fewer than 14 months; this means that the negative effects are driven by those young individuals following the extended trajectories.  相似文献

This paper investigates the matching of job searchers with vacant jobs: a key component of the dynamics of worker reallocation in the labour market. The job searchers may be unemployed, employed or not in the labour force and we estimate matching or hiring functions including all three groups. We show that previous studies, which ignore both employed job seekers and unemployed job seekers who are considered to be out of the labour force, produce biased estimates of the coefficients of interest. By considering only unemployment outflows into jobs and ignoring interdependencies with other flows, these studies overlook an important aspect of job matching. Our estimates on Australian data support a more general approach and produce models that dominate those proposed previously. We find that concentrating on the aggregate matching function alone does not reveal the full extent of the interaction across job searchers. Indeed, we find that job searchers from the three groups do not receive a fair share of hires: there appears to be segmentation of hiring opportunities which may be explained by a form of ranking of applicants. Together these results demonstrate that the disaggregate worker flows and their interdependence are key features on the labour market and should be included in studies of the hiring process.  相似文献

In this paper we use an individual- and household-level panel data set to study the impact of changes in legal minimum wages on a host of labor market outcomes including: a) wages and employment, b) transitions of workers across jobs (in the covered and uncovered sectors) and employment status (unemployment and out of the labor force), and c) transitions into and out of poverty. We find that changes in the legal minimum wage affect only those workers whose initial wage (before the change in minimum wages) is close to the minimum. For example, increases in the legal minimum wage lead to significant increases in the wages and decreases in employment of private covered sector workers who have wages within 20% of the minimum wage before the change, but have no significant impact on wages in other parts of the distribution. The estimates from the employment transition equations suggest that the decrease in covered private sector employment is due to a combination of layoffs and reductions in hiring. Most workers who lose their jobs in the covered private sector as a result of higher legal minimum wages leave the labor force or go into unpaid family work; a smaller proportion find work in the public sector. We find no evidence that these workers become unemployed.Our analysis of the relationship between the minimum wage and household income finds: a) increases in legal minimum wages increase the probability that a poor worker's family will move out of poverty, and b) increases in legal minimum wages are more likely to reduce the incidence of poverty and improve the transition from poor to non-poor if they impact the head of the household rather than the non-head; this is because the head of the household is less likely than a non-head to lose his/her covered sector employment due to a minimum wage increase and because those heads that do lose covered sector employment are more likely to go to another paying job than are non-heads (who are more likely to go into unpaid family work or leave the labor force).  相似文献

Subsidised employment is an important tool of active labour market policies to improve the reemployment chances of the unemployed. Using unusually informative individual data from administrative records, we investigate the effects of two different schemes of subsidised temporary employment implemented in Switzerland: non-profit employment programmes (EP) and a subsidy for temporary jobs (TEMP) in private and public firms. Econometric matching methods show that TEMP is more successful than EP in getting the unemployed back to work. Compared to not participating in any programme, EP and TEMP are ineffective for unemployed who find jobs easily anyway or have a short unemployment spell. For potential and actual long-term unemployed, both programmes may have positive effects, but the effect of TEMP is larger.  相似文献

We examine the efficacy of providing self-employment training to unemployed and other individuals interested in self-employment using data from Project GATE. This experimental design program offered self-employment training services to a random sample of individuals who expressed a strong interest in self-employment. We find that Project GATE was effective in helping unemployed participants to start their own business, leading to significant impacts in self-employment and overall employment soon after program entry. The program also helped unemployed participants remain self-employed and avoid unemployment even five years after program entry. However, the program was not effective in improving the labor market outcomes of participants who were not unemployed.  相似文献

This paper analyzes the effects of the new European Commission regulation 1897/2000 which establishes a new definition of unemployment. It first examines the conditions that unemployed people have to meet in order to be deleted from unemployment by the new notion, to turn then to an application to the case of Spain, the first country where the new regulation was implemented. The paper then turns to study whether the very nature of the regulation is warranted, i.e. whether it is appropriate to delete passive job seekers from unemployment, on the basis of their labour market behaviour. The conclusion is that the new regulation does not capture the real complexities of the labour market.  相似文献

Are jobless persons who want work but are not actively searching, unemployed or out of the labour force? Previous research on this issue has focused on North America and used as the test whether the probability of transition to employment is similar for searching and non-searching jobless persons. This paper develops three new tests as to whether those not searching but wanting work are distinct from the searching unemployed. It asks: are non-searching persons richer, happier, and do they have a lesser impact on local wages, than the searchers? These tests are implemented using data from South Africa, a country in which unemployment is very high and where the treatment of non-searchers really matters for the understanding of poverty and labour market issues. The results favour the ‘discouraged worker’ view of the non-searching unemployed and the use of the broad, inclusive, measure of unemployment.  相似文献

This paper uses a unique possibility to link unemployed individuals' stated willingness to move for work with administrative data, giving us the possibility to analyse the effects of individual willingness-to-move on labour market outcome. Those with extended geographic job search area have a higher probability of finding a job. However, the greatest effect is found on the local labour market, indicating that it is not the extended geographic scope per se that increases the likelihood of escaping unemployment, but differences in unobservable characteristics between those who use an extended search area and those who do not.  相似文献

The article analyses the effect of removing barriers between two autarkic legal markets with different technologies. Firms using the more efficient technology penetrate the other market. The result is mergers between firms from the efficient jurisdictions and those in the inefficient jurisdictions. Social welfare increases from reduced resource costs in the production of legal services even if prices remain regulated. This leads to pressure for prices for legal services to be reduced. Recent trends in the penetration of EU legal markets by English solicitors firms are discussed, particularly recent mergers involving English and German law firms. We show how instrumental variable and matching estimators can be combined in order to identify a broader array of treatment effects. Instrumental variable (IV) estimators are known to estimate effects only for the compliers, representing a subset of the entire population. By combining IV with matching, we can estimate the treatment effects for the always‐ and never‐takers as well. Since in many cases these groups are the (endogenous) outcome of some assignment process, such estimates also help in judging the implications of such a selection process. In our application to the effects of participation in active labour market programmes in Switzerland, we find large and lasting positive employment effects for the compliers, whereas the effects for the always‐ and never‐participants are small. In addition, the compliers have worse employment outcomes without treatment than those who participate in the programme with or without the intervention under investigation. This suggests that the earlier assignment policy of the caseworkers was inefficient in that the always‐participants were neither those unemployed who would experience the highest expected treatment effects nor those unemployed who had the largest need for assistance. This study examines the unemployment experiences of young men in the United Kingdom over the period 1982.IV–1998.I. The empirical results show that repeated unemployment is a dominant feature of the UK labour market and that individual heterogeneity affects mainly the incidence of unemployment and only to a much lesser extent the duration of unemployment. We estimate that about 73% of the young unemployed find stable employment before the age of 35. The remaining 27%, concentrated among the lower‐skilled, keep returning into unemployment, suggesting structural employment instability. These findings imply that a labour market programme targeted at increasing the employability of the young unemployed would yield long‐term benefits by not only getting them out of unemployment but also keeping them out of unemployment.  相似文献

Examination of the distribution of long-term unemployment in the Canadian labor market employing longitudinal administrative unemployment insurance data for the 1975–79 period indicates that over relatively long time periods, unemployment tends to be concentrated among those who have multiple unemployment episodes over time. By implication, high unemployment spell frequencies indicate a high propensity for re-employment. A great deal of long-term unemployment is found in lower skilled occupations and in seasonal occupations and industries. Youth and adult women comprise a proportion of long-term unemployed roughly commensurate with their share of the labor force.  相似文献

We present an empirical model of individual migration using time-series of cross-sections from the Spanish Labour Force Surveys 1987–1991. Personal characteristics not only have an important direct effect on migration decisions but also alter the effect of regional variables. We find that the estimated probability of migration for the unemployed not registered, who are known for certain not to receive benefit, is higher than that of the employed which in turn is higher than that of the unemployed registered, which includes all the benefits recipients. An important finding is that the effect of regional unemployment on migration is positive for the unemployed not registered but is important and negative for those registered.  相似文献

Abstract State sponsored employment agencies are an important source of job matching in Britain. This study tracks Jobcentre use in Britain over the previous decade and the effectiveness of Jobcentre use in securing entry into employment for those who utilise its services. Amongst the unemployed, use of Jobcentres is highly counter-cyclical. This can be attributed principally to the changing composition of the stock over the economic cycle. In good times, there are relatively more short duration, voluntary quits in the stock, who tend to rely on Jobcentres least. Jobcentres are found to have a significant positive effect on the job entry rates of its clients. The greatest beneficial impact is amongst those, the low skilled and the long term unemployed with the lowest exit rates from unemployment.  相似文献

Standard economic theory sees labour law as an exogenous interference with market relations and predicts mostly negative impacts on employment and productivity. We argue for a more nuanced theoretical position: labour law is, at least in part, endogenous, with both the production and the application of labour law norms influenced by national and sectoral contexts, and by complementarities between the institutions of the labour market and those of corporate governance and financial markets. Legal origin may also operate as a force shaping the content of the law and its economic impact. Time‐series analysis using a new data set on legal change from the 1970s to the mid‐2000s shows evidence of positive correlations between regulation and growth in employment and productivity, at least for France and Germany. No relationship, either positive or negative, is found for the UK and, although the United States shows a weak negative relationship between regulation and employment growth, this is offset by productivity gains.  相似文献

The aim of the article is to present the Polish legal regulations concerning the obligation of social support to employees by employers, including the rich axiological layer having its source not only in socialist history of this country, but also in the legal principles expressed in the current Constitution. This issue may be interesting and inspiring in particular for people who, in order to better protect employees, support broader state interference in the market economy. The abovementioned obligation was regulated by the Polish legislator by the Act (and therefore for many employers is imperative) and formulated very widely (on both the objective and subjective scope). For this reason, Polish labor law, to the extent presented in this article, is in many ways unusual, compared to other legal systems, but it seems that it is still not known to a wider group of specialists dealing with labor law in capitalist countries. The paper also presents the analysis of the specific legislative solutions within the scope of the topic; for example the role of trade unions in the process of disbursement of funds from the social fund. The whole discussion is complemented by a consideration of the implementation of the social obligation to support workers by employers on the example of University in Szczecin (one of the largest universities in Poland).  相似文献

Recent papers have examined the intergenerational transmission of well-being by looking at the relationship between parents' and children's income. However, by concentrating on those who are working these studies exclude some of the very poorest in society, the unemployed. In this paper we extend the empirical work on intergenerational welfare in the UK by looking at the links between fathers' and sons' unemployment histories. Using an approach which takes account of both incidence and intensity of son's unemployment, we provide further evidence showing that parental background is an important determinant of a child's future welfare. A son whose father was unemployed 20 years earlier is almost twice as likely to be unemployed as a son whose father was not unemployed. Furthermore, this dependency remains significant after controlling for a range of son's characteristics including education, ability and family composition.  相似文献

We study the influence of social networks on labor market transitions. We develop the first model where social ties and job status coevolve through time. Our key assumption is that the probability of formation of a new tie is greater between two employed individuals than between an employed and an unemployed individual. We show that this assumption generally generates negative duration dependence of exit rates from unemployment. Our model has a number of novel testable implications. For instance, we show that a higher connectivity among unemployed individuals reduces duration dependence and that exit rates depend positively on the duration of the last job held by the unemployed worker.  相似文献
