Nitrate pollution from agricultural drainage has caused water quality concerns worldwide, but there are several promising technologies to help mitigate this environmental degradation. While these practices primarily aim to improve water quality, they may also provide other ‘additive’ benefits or ecosystem services and the awareness of such benefits may influence their potential to be adopted by farmers. To investigate the impact that perceived ecosystem services has on a practice's adoption potential, we used a mixed methods approach consisting of a literature review, producer surveys, and a group discussion to explore farmer interest in and perceived benefits (on-farm and regional) of seven subsurface drainage nitrate reduction practices (controlled drainage, bioreactors, wetlands, nitrogen management rate, nitrogen management timing, cover crops, and diversified crop rotations). The nitrogen management practices were shown to be accessible and realistic options for water quality improvement as they elicited high interest and had the highest level of compatibility. However, these practices did not provide many other complementary ecosystem services. Conversely, wetlands had a high literature review-derived ecosystem service count, but were considered to have low compatibility, and survey respondents indicated less interest in this practice. The practice of cover cropping showed more moderate, yet consistently positive results for all factors.  相似文献

This study utilised 158 semi structured interviews, three focus group discussions and two key informant interviews to achieve its aim of investigating environmental discounting by smallholder farmers in Chibombo, Zambia. Results suggest that most smallholder farmers were willing to continue using mineral fertilisers in the short to medium term even when they were told there could be potentially negative effects as a result. This result was attributed to the farmers’ experience with neutralising soil acidity through lime application and crop rotations. The proportions of smallholder farmers who would continue using pesticides increased with the period it takes for pesticide induced soil infertility to manifest. The respondents seemed more concerned about effects on the soil that would manifest in five years. Smallholder farmers preferred soil improving practices with short term benefits, and low risk. The proportions of smallholder farmers willing to plant fertiliser trees reduced from 68.5 % when the benefits accrue in five years to about 38 % when said benefits accrue to the next generation. Study recommends that agricultural development interventions should focus on low risk, locally available technologies with shorter term benefits and minimal future costs. Implementation of a hazard analysis critical control point (HACCP) system by a Chinese poultry processing company required significant initial investments and greater monthly operation costs, including measures needed to meet prerequisite standard sanitary operating practices. HACCP benefits perceived by managers were diverse and difficult to ascertain—access to export markets seems to be the chief benefit. Large-scale, export-oriented plants appear to be able to bear the costs of HACCP implementation, but costs may be a greater barrier for smaller Chinese companies serving the domestic market.  相似文献

In this study, a dichotomous choice model is used to determine the compensating welfare measure for water quality improvements stemming from livestock waste management in the Abbotsford region of southwestern British Columbia. The benefits of improving water quality are compared with the net costs of composting manure on a large scale, the option for handling livestock wastes preferred by the provincial government. The results indicate that the costs of composting manure exceed the revenue from selling manure (compost) plus the off-site damages avoided.  相似文献

As forestlands provide a variety of environmental services, the management of forest resources is a matter of public concern. In the present case of state-owned commercial forests in Finland, legislation requires specific management practices to enhance recreational benefits free of charge to the public. This choice experiment considers Finnish people's valuation of the recreation-oriented management of state-owned commercial forests to evaluate whether the recreational benefits produced justify the related loss of profits from timber sales. We focus on three management attributes: scenic buffer zones along lakes and rivers, habitats for game birds, and the quality of scenery as reflected by the frequency of clear-cut areas along hiking trails. Marginal willingness-to-pay (WTP) effects for the attributes are estimated with random parameters logit models specified in the WTP space, while preference-space models are used to estimate in physical terms the attribute levels that maximize the benefits to the public. Despite regional differences in preferences, people in all parts of Finland valued the current recreation-oriented management of state-owned commercial forests considerably. Nationwide, the aggregate benefits of recreation-enhancing management clearly exceeded the estimated opportunity costs. The most preferred levels of management attributes were slightly above the current levels, suggesting an increase in the provision of recreational services when not considering the associated costs.  相似文献

Soil erosion leads to various degrees of soil productivity loss and to pollution when contaminants load into watercourses. Practices to conserve soil do not inevitably profit farmers; in fact, for most farmers they do not. Still, in most instances, they do yield net off-farm gains. Especially when on-farm net costs are involved, then for policy intervention purposes it becomes necessary to calculate the social return of such practices. Total off-farm returns depend on the degree of water quality improvement made, the number of water uses and users in a watershed, and society's willingness to pay for such improvement. This paper explores a new method for calculating the degree of water quality change from a loading reduction and its impact on social return. In a case study application for an Ontario watershed, water was used for only two purposes: angling and conveyance. Moreover, the degree of water quality improvement made from sediment and phosphorus reduction through modified agricultural practices was slight. This was mainly because of the presence of pollutants not necessarily originating from agriculture that prevented a substantial increase in water quality. As a consequence, in this case, off-farm benefits from such reductions were low. On the other hand, several agronomic practices resulted in positive on-farm returns.  相似文献

Implementation of the Water Framework Directive (WFD) represents a fundamental change in the management of water in Europe with a requirement that member states ensure ‘good ecological status’ for all water bodies by 2015. Agriculture is expected to bear a major share of WFD implementation costs as it is compelled to reduce the emission of diffuse water pollutants. The research outlined here comprises interdisciplinary modelling of agricultural land use, hydrology and consequent water quality effects to consider both agricultural costs and the non‐market recreational use (and potentially non‐use) values that implementation of the Directive may generate. A theme throughout the research is the spatial distribution of the costs and benefits of WFD implementation, which is addressed through the use of GIS techniques in the modelling of agricultural land use, the integration of land use and hydrological models, and the estimation, aggregation and transfer of the economic value of the benefits.  相似文献

A broad range of information relevant to salinity is reviewed in order to critically evaluate existing and prospective policy responses. The review includes issues of hydrogeology, farmer perceptions and preferences, farm-level economics of salinity management practices, spill-over benefits and costs from salinity management, and politics.
The technical challenge of preventing salinity is far greater than previously recognised. The farm-level economics of currently available management practices for salinity prevention are adverse in many situations. Off-site benefits from on-farm practices are often small and long delayed. Past national salinity policies have been seriously flawed. While current policy proposals include positive elements, they have not sufficiently escaped from the past.  相似文献

Using a survey of industry participants, and an analysis of price relationships, this paper investigates the demise of the diammonium phosphate futures. The results indicate the diammonium phosphate cash and futures markets were not well linked. The results also suggest that the initial specifications of diammonium phosphate futures contract may have resulted in its use as a forward contract with a high rate of delivery, reducing market participation and limiting liquidity. Ultimately, the contract failed because it was a poor hedging tool, and was perceived by the industry not to offer benefits beyond existing contracting and risk management practices.  相似文献

Effective protection of biodiversity in areas of high conservation value requires trade-offs between local use of natural resources and conservation restrictions. The compromise is often difficult to reach, which causes conflicts over the management priorities of existing and potential protected areas. Ecosystem services (ES) perspective offers a promising avenue for diagnosing and reconciling contrasting interests concerning the use of benefits from ecosystems. We examined how the spatial proximity to the Białowieża Forest (BF), a European biodiversity hotspot, affects the perceived use of ES by local communities. We performed a survey among 719 respondents from 35 villages situated within BF and in its vicinity. We found that both the declared use of ES and the perceived influence of ES on household’s economy was declining with the distance from BF with particularly high differences between areas not further than 3 km from BF and areas located 3-15 km from BF. Different zones varied in terms of benefits from tourism and costs connected with a potential limited access to ES due to conservation. Broadening the perspective, we argue that the trade-offs linked to ES may vary depending on the location in relation to the protected area and that local communities should not be treated as a homogenous group when considering benefits from the forest. Awareness of common patterns of ES use over space and local specificity may enhance effective management of even highly contested conservation areas.  相似文献

The cost of flooding on farm land depends on land use, on the frequency, seasonality, duration and depth of flooding, and on water quality. This paper describes a method to calculate the average annual cost of flooding and the extra benefits or costs associated with given changes in flooding regime, illustrated by means of a simplified case study which examines the agricultural benefits of reduced summer flooding on grass in an area of environmental importance. Using hydrological and agro-economic data, the method derives the cost of individual flood events occurring in any one month for a given land use, weights these according to observed seasonality of flood flows, and derives average annual costs per hectare and for the floodplain as a whole for given levels of flood risk. The method is useful for appraising river flood alleviation schemes whereby the effects of changes in flood risk, flood seasonality or land use can be assessed.  相似文献

Using economic analysis to prioritise improvements in environmental conditions is particularly difficult when multiple benefits are involved. This includes ‘bundling’ issues in agricultural pollution management, where a change in management action or farming systems generates multiple improvements, such as reductions in more than one pollutant. In this study, we conceptualise and compare two different approaches to analysing cost‐effectiveness when varying bundles of benefits are generated for a single project investment. Each approach requires data to be transformed in some way to allow the analysis to proceed. The index approach requires the transformation on the benefits side so that the effects of multiple pollutant changes can be combined into a measure for each project which can then be compared to costs. By comparison, the disaggregation approach requires the transformation on the costs side where costs for each project have to be apportioned across the different pollutants involved. The paper provides novel insights with an application to agricultural water quality improvements into the Great Barrier Reef in Australia, demonstrating that while both approaches are effective in prioritising projects by cost‐effectiveness, the disaggregation approach provides more insightful results and values that may be relevant for use as upper value guidelines in future project selection.  相似文献

Small ruminanl research carried out by the SR-CRSP on management, nutrition and reproduction was developed and evaluated through an Outreach Pilol Program in West Java, Indonesia. On-farm testing indicated that introduction of different management practices could increase birth rale and survivability of Javanese Thin Tail sheep. This article presents results from an assessment of research investments that measures the potential returns from this technological package, with various adoption and spillover effects, weighs the benefits against the research and training costs of the SR-CRSP, and looks at distribution of benefits among consumers and producers of sheep in Indonesia. The rate of return in the most conservative scenario was 19%, with potential short-run benefits exceeding the costs incurred by breeding and nutrition research, and training of 23 masters and doctoral students in 10 years. Market conditions favor producers in the distribution of benefits.  相似文献

Agriculture's importance in the process of economic growth highlights the role of sustained advances in farm production practices by improving the quantity and quality of farm products. In this context, investment in improved agricultural technology continues to be an important avenue of assistance to the developing countries. However, the increased resource pressures facing both aid donors and recipients have emphasised the need for the prior assessment of the potential benefits of aid projects to assist effective aid planning and management. Here, the main requirements are to establish viable project goals for translation into effective programmes, to predict the likely project impacts, and to evaluate the potential benefits and costs of adopting the project's outcomes. An ex ante assessment of assistance in controlling a major livestock disease in Indonesia's eastern islands is described in this paper. The annual net benefits from controlling this disease ranged between $A0.45 and $A2.5 million according to the mortality rate reduction achieved. The benefits were shared between beef producers and consumers according to the market elasticity conditions assumed.  相似文献

为了研究推动污水资源化、提高污水资源化水平、创新污水资源化管理体制,提出污水资源化管理的市场驱动路径。主要研究方法是基于成本核算分析,在对现状进行归纳分析的基础上,分析再生水使用量较大的城市污水资源化的外部效益,首要考虑的是生态的补水效益、环境效益等,直接经济效益并不是考虑重点,污水资源化处理的费用绝大多数由市政负担。在对污水资源化过程中,经过成本核算,认为财力雄厚的一线和准一线城市能够负担,而广大城市难以自行负担污水资源化的费用,对于引入社会资本降低地方财政负担和工业企业负担以及推动水治理体系现代化是形成污水资源化利用长效机制的关键所在。提出政府确定产权和收益;构建再生水资产的交易机制;制定全国再生水利用目标;加强再生水利用基础设施规划与建设;合理设置再生水作为非常规水源统一配置体系的边界以及协调再生水利用与最严格水资源管理制度的衔接问题的政策建议。  相似文献

This paper develops a GIS-based modeling framework that integrates a farm model, a hydrologic model, and a soil organic matter model to examine spatial targeting of conservation tillage to jointly improve water quality and carbon retention benefits in agricultural watersheds. Previous studies have examined the targeting of conservation tillage, land retirement, and riparian buffers at watershed scale to achieve water quality benefits but not considered carbon retention benefits. An empirical application of the framework in the Fairchild Creek watershed in Ontario shows that targeting conservation tillage based on sediment abatement goal can also achieve comparable carbon retention benefits in terms of percentage reduction of its base carbon losses. The targeted subcatchments for conservation tillage vary across the watershed based on benefit to cost ratios. The pattern of conservation tillage targeted based on carbon retention goal is similar to that with a sediment abatement goal but slight differences are found because of different carbon content in the soils. The modeling results have important policy implications for the design of conservation stewardship programs such as setting sediment abatement goal as an indicator to achieve joint environmental benefits and direct public fund to locations that can achieve environmental goals at least costs.  相似文献

Extensification is offered as a management strategy to reduce the perceived negative effects of intensive agricultural management, e.g. nutrient loss through leaching, emissions of the greenhouse gas N2O, loss of soil carbon through carbon dioxide emissions, increased nutrient, carbon and sediment loading to surface water, and reduced biodiversity. As part of managed extensification implemented under the European Union's Common Agricultural Policy intensively managed land use types (arable and grassland) are taken out of production for either 5, 7 or 10 years in the UK. The ultimate objective is to establish species-rich grassland (SRG) to which limited or no fertiliser is applied, which attracts subsidy payments under the European Agricultural Fund for Rural Development. There is little scientific evidence for the anticipated environmental benefits of these newly created SRGs. The legacy of intensive management on soils is likely to limit ecosystem service (ES) provision from former intensively managed sites for many decades following extensification and this commentary addresses this issue. Clearly, programmes of long-term experimental research are needed to quantify the environmental and economic benefits of current extensification schemes in UK agriculture in order to determine whether the benefits for ES delivered by soils out-weigh the costs in terms of loss of production.  相似文献

Assuring the quality of food products, especially their safety and nutrition levels, is an increasing focus for governments, companies, and international trade bodies. In choosing quality assurance programs, public and private decision-makers must assess the benefits and costs of expected improvements in food safety and nutrition. This article discusses methods for measuring these benefits and costs as well as how these valuations are related to the mix of voluntary and mandatory quality management systems used in particular countries or trading blocs. These relationships are illustrated by a short case study of safety assurance systems for meat and poultry products.  相似文献

Soil erosion produces both on‐site private costs and off‐site social costs, such as desertification, rural depopulation, siltation of waterways and reductions in biodiversity. To design efficient policies, land use planners and decision makers need information on the relative weights of changes in these consequences, since policy alternatives, such as different management restrictions, will have varying impacts on these consequences of erosion. The research presented here uses the choice experiment method to evaluate these relative weights, using a case study in the Alto Genil and Guadajoz watersheds in southern Spain. We find that reductions in desertification, protection of water quality, protection of biodiversity, the area covered by the scheme, and the number of rural jobs safeguarded are all significant determinants of preferences over alternative policy designs.  相似文献

Land use and water resources are inextricably entwined. The need to protect the quantity and quality of water resources can impact potential land uses and land management practices, while water availability is a pre-requisite for land uses requiring irrigation. Land use and land management changes impact on water resources for example through changes in catchment yields, infiltration rates, dissolved organic carbon and nutrient transfers. While there is no absolute shortage of water resources across the UK as a whole, spatial and temporal variations already result in water stress across much of the south and east of England during dry summers. In the future, water stress is expected to become more widespread in response to population growth, increasing environmental protection and climate change. Surface water quality is reported to be improving at present, though there are doubts as to the adequacy of the monitoring coverage. Climate change is likely to adversely affect surface water quality, with less dilution in summer and more extreme rainfalls in winter leading to increased erosion and pollution. To conserve usable water resources, land uses which increase evapotranspiration or rapid runoff should be discouraged, particularly in the south and east, and there need to be continuing efforts to maintain good chemical water quality in rivers and groundwater. Water resource constraints will limit opportunities to use irrigation as a counter to climate change, and will influence where irrigated production can be located.  相似文献
