从昆山成功之路,看我国出口加工区的发展

昆山出口加工区几年来取得了很大的发展,在全国出口加工区中一直保持领先地位。这得益于它充分发挥其竞争环境的优势,不断进行政策调整、制度创新,努力保持通关便利的机制优势,以求为企业提供更好的服务。本文通过研究昆山的成功经验,试图对我国出口加工区的建设和发展提出一些建议。     

整合优化出口加工区的监管资源推动省内出口加工区的协调发展

自2000年4月国务院批准开展出口加工区试点工作以来，全国已批准了39个出口加工区，这是我国扩大对外开放、促进对外经济贸易发展的一项重大举措。江苏省作为全国外贸大省之一，已被批准的出口加工区有8个，占已获国务院批准加工区数量的五分之一强。首批获得批准的昆山、苏州工业园区出口加工区通过学习和借鉴国际上自由贸易区管理的经验和成功做法，结合本地区对外开放的实际情况，积极探索我国入世大背景下出口加工区发展的创新之路，区域经济发展呈现跳跃式发展的良好势头，成为当地对外贸易迅猛发展的新的增长点。特别是昆山出口加工区充分利用加工区发展的先发优势，抓住机遇、勇于创新，在试点工作中大胆实践、积极探索，按照创建全国出口加工区“样板区、示范区”的要求，始终在全国出口加工区中一路领跑，走出了出口加工区可持续发展的成功之路。     

浅析我国出口加工区的发展对策

全国出口加工区呈现成倍增长、加速发展趋势,但是各地出口加工区发展良莠不齐,水平各异,地区发展不平衡。出口加工区单一的加工出口功能束缚了出口加工区的发展,经营运作不良的加工区须要政府干预退出市场。文章即从如何拓宽出口加工区功能和建立完善出口加工区准入退出机制入手,分析我国出口加工区的发展对策。

我国出口加工区统筹发展研究

发展不平衡是近年来困扰我国出口加工区实现可持续发展的主要问题之一。按照全国"一盘棋"的理念,实施统筹发展的思路,探索出口加工区合作共建,科学规划出口加工区功能布局,是实现我国出口加工区协调发展的有效途径。海关作为出口加工区的主要监管部门,需要从营造良好的发展环境出发,对出口加工区实行统筹管理,将全国出口加工区视为一个虚拟整体进行统一监管,促进出口加工区成为货物通关最顺畅、综合成本最低廉、服务配套最完善、管理运作最规范的有机整体。     

出口加工区与企业出口产品质量升级——兼论“飞地型”经济功能区转型路径

本文基于倍差法联合倾向得分匹配法,考察了出口加工区的建立对所在城市企业出口产品质量的影响。研究结果表明:出口加工区建立后,出口加工区城市中的企业出口产品质量的改进程度不及非出口加工区城市的企业;出口加工区的物理围网所引致的外资垂直溢出阻断是抑制所在城市企业出口产品质量提升的重要机制,而"拆围"政策可以有效缓解出口加工区的负面影响;出口加工区建立后,位于高产业错配(拥挤)地区、生产高技术产品和以混合型贸易方式出口的企业,其出口产品质量改进程度更低。本文不仅指出并证明了出口加工区发展的重大缺陷,并为当前以海关特殊监管区作为平台探索新一轮开放模式的相关尝试提供了理论基础和经验依据。     

浅析中国出口加工区的发展现状及对策

自2000年以来,全国出口加工区迅速发展,但多种原因导致各地出口加工区发展良莠不齐,发展受到束缚。本文从我国出口加工区的现状入手,分析出口加工区存在的问题及对策。     

台湾的出口加工区

<正> 六十年代中期以来,亚洲地区的一些发展中国家和地区纷纷设立出口加工区。其中最早的一个出口加工区便是我国台湾省高雄出口加工区,设立于1965年。高雄出口加工区的经营很快就取得成效,它通过引进外资和先进生产技术,扩大了出口贸易,提供了就业机会,增加了外汇收入,对六十年代后期和七十年代台湾省经济的迅速发展起了一定的促进作用。亚州不少发展中国家和地区鉴于台湾设立出口加工区有了成效,也先后

1.世界上面积最大的出口加工区是巴西的马脑斯出口加工区,面积达16平方公里。 2.世界上开设企业最多的出口加工区是中国台湾省的出口加工区,企业密度达每公顷近两个。
