Interest has grown in the methods that trade unions can use to organise and represent the substantial proportion of the workforce engaged in ‘contingent work’. This article examines trade union representation of self‐employed freelances in the UK. Empirical material is presented from case studies of the media and entertainment unions, with their long history of representing freelances, and more recently established unions representing freelance tour guides, interpreters and translators. The analysis indicates that there is a distinctive form of freelance unionism in the UK which is distinguished by its emphasis on organising and representing workers in the external labour market where they seek work and develop a mobile career. This orientation ‘beyond the enterprise’ distinguishes freelance unionism from the dominant form of unionism in Britain.  相似文献

This article brings gender to the centre of concepts used to explore union joining and participation, demonstrating that a gender‐sensitive analysis adds to our understanding. Using qualitative data from a study of women in two large male‐dominated UK trade unions, the article explores four key influences on women's union joining and participation—family, union, work and feminism. While prior beliefs and values played a role in promoting joining and participation, gendered experiences of unions and the workplace had a more profound influence. Feminism affected the nature of participation in that self‐identified feminists were more critical of the masculine character of trade unionism.  相似文献

This paper argues that trade union activism within the new era of information and communication technologies (ICTs) offers the potential for unions to become more inclusive of under‐represented groups. Traditional conceptions of activism, participation and democracy within trade unions require physical presence at meetings at times and in spaces incompatible with caring responsibilities and atypical hours of work. This restricts the participation of women and other ‘atypical’ workers in trade unions. The paper explores the complexities of electronic forms of union activism in practice, indicating that while some positive features are experienced, there are also a range of obstacles, barriers and possible negative consequences.  相似文献

The Employment Relations Act 1999 (ERA) has provided trade unions in the UK with new opportunities for achieving recognition. After a long history of anti‐unionism in the offshore oil and gas industry, employers have voluntarily ceded recognition to Trades Union Congress (TUC)‐affiliated trade unions. The legitimacy of this recognition process has been contested by the non‐TUC Offshore Industry Liaison Committee (OILC), an offshore workers’ union, seeking to act as a recognised bargaining agent. The ERA may be promoting ‘business friendly’ agreements at the expense of claims to recognition of other bargaining agents and of democratic employee choice.  相似文献

This is the first of two papers dealing with the emergence of black shop floor union power and the changing structure of industrial relations in South Africa. This paper examines the evolution of black and white trade unions and their attitudes towards the officially sanctioned system of industrial relations. The observation is made that black unions are placing greater emphasis on shop-floor organization, leading to the development of an additional, but unofficial, tier in the negotiation structure in the form of work pi ace-level union recognition and bargaining.  相似文献

A third statutory trade union recognition procedure was introduced in the UK in 2000. This paper explores the scope for increased recognition, employers’ willingness to concede recognition, unions’ response to the procedure and, finally, the use of it so far. The paper concludes that, while the procedure may be sustainable in the long run, its direct impact on union membership and recognition may be minimal. The indirect effect, through voluntary recognition will be greater. But any reversal in union decline will ultimately be dependent upon successful union recruitment well beyond their conventional territories.  相似文献

This article interrogates the notion that women union leaders lead differently. Despite significant variation in the union movements in Australia, Canada, Sweden, the UK and the USA, similar discourses on women’s union leadership emerge in all five countries. Based on a materialist social construction approach which supports a recognition of difference without reference to essentialist ideas about women’s nature, this article seeks to identify what may be common across these countries to explain this phenomenon. The article argues that the fact that women face discrimination in unions, on the one hand, and organise as a constituency and have access to women‐only education, on the other, supports the development of transformational leadership among women unionists, even across diverse contexts and cultures. Unpacking union women’s leadership practices in this way reveals a dialectic of victimisation and agency.  相似文献

If trade unions are to reverse the membership decline sustained since 1979, more young workers must be recruited. This paper examines the views of young workers towards trade unions by reference to survey data. It argues that there is little evidence of a ‘Thatcher’s children’ effect in which principled opposition to trade unionism is widespread. Instead the paper shows that shifts in the labour market, the effects of employer resistance to trade unionism and union inefficiencies have a marked effect on the unionisation of young workers.  相似文献

The massive rise in UK call centre employment in recent years has been closely related to developments in the finance sector. This paper analyses these developments in order to contextualise the organisational experiences of unions in the sector. Recruitment activity in both hostile and compliant employer environments, and findings from the first national survey of call centre employees’ attitudes towards trade unionism, are discussed, and the prospects for union recruitment and organisation are assessed.  相似文献

Competing social theories defining “working class” can be tested against the reality of trade union membership. Only Dahrendorf’s is a good match. He follows Marx and Weber by requiring the economic need to work, but additionally requires that such work be in jobs lacking authority, jobs at the bottom of the workplace hierarchy in which one takes orders from those above, but has no one below to give orders to. This definition can be used to predict working class behaviors other than forming unions including the general lack of support for revolutionary change and a classless society while still giving support for issues of social justice. Support for underdogs is evident among union members because membership fosters the recognition of one’s own underdog role. The importance of unions’ role in social justice generally is evident in the relationship between union strength and income equality.  相似文献

Analysts and policy advocates have argued that a meaningful labour-management partnership can be established in the absence of trade unions. In this paper we have examined employee outcomes of partnership in a medium-sized non-union retail firm, regarded as one of the ‘best practice’ cases of non-union partnership by the Involvement and Participation Association (IPA) of the UK. We have also compared the employee outcomes from our case study firm with those from a representative sample of retail sector workers from unionized and non-union retail firms in the UK. Findings indicate that compared to employees in other retail-sector firms, workers in the ‘best practice’ partnership firm were significantly disadvantaged with respect to their influence over workplace and policy decisions with little evidence of ‘mutual gains’ as claimed by partnership advocates.  相似文献

The increase in ‘atypical’ or precarious forms of work, including part‐time, temporary or agency, contracted‐out, posted, dependent self‐employed and undocumented work, has created one of the major challenges facing trade unions in Europe today. Indeed, the ‘atypical’ has become more and more ‘typical’ in a number of European countries, particularly among women and younger workers. The rise in atypical forms of work calls for changes in the way trade unions develop strategies, policies and structures and presents a challenge to their traditional ways of thinking and organising. This article begins with the definition of atypical work and a general overview of the literature on the subject before moving on to the nature of the challenge it creates for trade unions in Europe and an overview of their responses, drawing on preliminary findings from a three‐year research project in unions in 10 European countries. The article concludes that while unions have made a great deal of progress in addressing the concerns of atypical workers, they will have to make substantial changes to their structures, thinking and way of operating in order to be fully able to respond to the challenge of this growing form of work.  相似文献

This article considers how trade unions respond to systemic racism at work. Based on case studies in the UK, Belgium and France, it identifies a gap between the national‐level anti‐racist policies of several European trade unions and local‐level union workplace practices: direct racism is often denied and indirect racism rarely challenged. It describes and analyses this gap arguing that unions must more consciously champion anti‐racism and recommends a leadership role for workplace representatives.  相似文献

This paper provides a critical review of the spectrum of union views and highlights key points of disagreement and areas of common ground. An agenda for further reflection upon the euro by the unions is also offered. The role of trade unions in the social shaping of digital technologies is a vital question for research, public policy and social justice. This article draws on interviews with two unions in the grocery retail sector in the United Kingdom and Norway, and examines their involvement in technology decisions, and whether they can shape better outcomes for workers. By comparing a ‘neo-liberal’ economy and a ‘Nordic welfare state’, the article considers whether stronger institutional power and regulatory supports in Norway provide for greater influence in a sector regarded as challenging for unions. The findings indicate relatively few country differences and help shed light on the factors that enable and constrain unions’ role in digitalisation.  相似文献

In-depth interviews with UK and Australian female senior trade union leaders investigated how mentoring strategies can help women overcome barriers to leadership. This article analyses workers’ attitudes to trade unions by comparing the survey responses of Unison members with public sector workers who have left or never joined a union. It examines whether differences between these groups can help to explain union‐joining behaviour and membership patterns. The findings demonstrate that there are few differences in attitudes between Unison members, ex‐unionists and never‐members on the issue of ‘union effectiveness’. However, ex‐unionists were more reluctant to re‐join unions than never‐members. The evidence concludes that if public service unions are to recruit new members, they need to adopt differentiated strategies and representatives have to target ex‐unionists and never‐members in the workplace.  相似文献

This article investigates how the gender of workplace representatives has implications for three dimensions of union effectiveness: (i) responsiveness to members, (ii) opportunity to influence management and (iii) ability to bring about change. Utilising original analysis of the 2011 Workplace Employment Relations Study, we examine three core elements of workplace employment relations processes that cut across the three dimensions: (i) workplace representation processes and employer support for union activity; (ii) substantive areas of representative involvement and (iii) quality of relations between union representatives and management, and between union representatives and employees. Our analysis highlights significant gender differences embedded in all three processes. The conclusion considers the broader implications of these findings for the gender equality project of British trade unions, beyond the objective of merely seeking to increase the numbers of women representatives.  相似文献

In the mid‐1990s, the TUC relaunched itself with a strategy for renewal labelled ‘new unionism’. The strategy had two strands: partnership with employers and the promotion among affiliate unions of grassroots union organising. The latter, heavily influenced by US and Australian experience, saw possibilities for a more radical trade unionism in the UK. This article draws on a case study of Unison to analyse the organising strand of new unionism. It identifies how top‐down approaches to organising are distorted by union bureaucracy for the priority of recruitment, not only limiting the possibility of emerging union radicalisation but also restricting the ability of trade unions to represent their members. The article also identifies that the position of union Full‐time Officers is complex and not necessarily within a uniform union bureaucracy juxtaposed to and restraining a more radical union rank and file.  相似文献
