Within the Dutch transition policy framework, the transition to hydrogen-based transport is seen as a promising option towards a sustainable transport system. One aspect of such transition processes that is emphasized in transition management is learning about user behaviour and preferences. However, while earlier research on sustainable mobility acknowledges the importance of refuelling infrastructure, the question of how to unroll such an infrastructure and the role of user practices and user behaviour largely remains unanswered. In this paper we present an agent-based model to study the process of development from niche to market for hydrogen vehicles. We thereby focus on the role of users in this process and support our model by empirical data. Within this model the effects of different strategies for hydrogen infrastructure development on hydrogen vehicle fleet penetration are studied. More specifically, diffusion patterns for hydrogen vehicles are created through the interactions of consumers, refuelling stations and technological learning. The main result is that social network effects do influence the technological trajectory of hydrogen vehicles and thus should be taken into account by infrastructure developers and policymakers.  相似文献

It is more and more agreed by research and policy that a long-term sustainability of industrialized societies cannot be achieved without fundamental changes at the level of different societal subsystems, such as the agricultural, transportation or water management systems. This view has lead to an increase in the amount of research carried out about the so-called “transitions”. Transitions comprise long-term, fundamental change in societal subsystems and are seen as encompassing co-evolutionary and mutually reinforcing processes in the economic, technological, institutional and socio-cultural domains. Transition research aims at understanding transitions and at finding methods that facilitate change directed towards societal goals (so-called “transition management”).This paper adds to the growing body of concepts of this young research strand. It suggests a framework for defining and describing “regimes”, the systems resulting from the broad and interdisciplinary view taken by transition research. The concept “regime” is of central importance for transition research, since it defines the level of societal systems on which transitions are mainly analysed. What actually is “the regime” to be researched and possibly managed is however usually not given through clear system boundaries but is a matter of framing and deliberation. In order to guide processes of regime identification, the paper develops five defining characteristics of regimes and gives a definition based on them. Further a method useful to structure and graphically represent knowledge about a regime is introduced. Such a structuring of knowledge is an important first step to understand how a regime “works”.  相似文献

The sustainable transformation of infrastructure sectors represents a challenge of prime importance worldwide. Due to long life times of infrastructures, strategic decision making has to explicitly consider uncertainties in context conditions, value considerations and available technological alternatives. However currently, strategic infrastructure planning is often carried out in a very narrow perspective. The present paper argues that foresight informed strategic planning, allows addressing trade-offs related to context uncertainties, value conflicts and sustainability deficits in a structured way. The paper introduces a specific procedural proposal, the Regional Infrastructure Foresight method (RIF) and illustrates its potential virtues through an application to urban water management planning in a Swiss region (Kiesental).  相似文献

This paper considers the development of selected projects which have been engaged in building information and communication networks in urban and regional environments, with the ultimate goal of developing networked places. It is argued that such networks have the potential to attract and mobilize people into a “culture of knowledge” and make public administration and free markets more effective, but require adequate infrastructures, incentives and institutional frameworks.The analysis builds on the co-evolution of human and social contexts at local levels and the endogenous process of technical change, namely in terms of information and communication technologies. We conclude that networked places should be designed holistically, adaptable to change and continuously assessed in order to accommodate humanity.The first generation digital cities have shown the need to build flexible and interoperable technological infrastructures, yet robust and user friendly, to support knowledge networks. The new paradigm of semantic grids may respond to the increasing complexity and heterogeneity of humanity and urban environments and support more effectively the creation and diffusion of knowledge networks to help mobilizing the information society and to promote the inclusive development of networked places.  相似文献

This paper reports on the development of a model for assessing transitions to sustainable mobility. The model uses the concepts of transition theory as a framework for assessing possible pathways by which a transition to a sustainable mobility society might happen. The modelling approach combines agent-based modelling techniques with a system dynamics structure. It is original in that there are two levels of agent. There are a small number of complex agents, which have an internal structure and are therefore subsystems within society, and a larger number of simple agents. Based on the UK data, the results show that Hydrogen Fuel Cell Vehicles (FCVs) come to dominate, but only in the very long run (after 2030), while biofuels and ICE (Internal Combustion Engine)-electric hybrids are the main alternatives to the regime in the next 10–30 years, because a) they are already developed and b) they fit better into current infrastructures. The model shows that technological transitions are most likely. Lifestyle change transitions require sustained pressure from the environment on society and behavioural change from consumers.  相似文献

A wide range of intractable problems such as polluting emissions, noise, accidents, resource depletion, and inaccessibility of amenities are associated with the current transport regime. Given the slow movement towards a more sustainable mobility system, more radical, systemic innovation - a ‘transition’ - is required. Broadly speaking, this may be achieved via three routes: technological change, modal shift, and reduced travel demand. Drawing on concepts from the transitions literature (e.g., [Geels, F.W.: Technological Transitions and System Innovations: A Co-evolutionary and Socio-Technical Analysis, Edward Elgar, Cheltenham, 2005.]), we conceptualise each of these routes as a bundle of niche activities within an Area of Innovation, deviating to differing degrees from the current mobility ‘regime’. We present empirical evidence and indications of ongoing development of niches in these three areas within the UK and Sweden, and explore processes of co-evolution, divergence and tension within and between niches. Findings indicate recent market penetration of novel transport technologies, more advanced than modal shift or demand management activities; however, different transport technologies are more successful in each country. We also identify examples of a close relationship between development of radical vehicle/fuel technologies and provision of mobility services; and information technology as a driver in all three areas of innovation. We conclude that future innovation in transport depends on diversity, hybridisation, and co-evolution of niches. Finally, policy implications are discussed.  相似文献

This paper quantifies fossil resource inequalities amongst income quintiles in the UK between 1968 and 2000. It calculates a resource-based Gini coefficient using an input-output based resource allocation model.The results show that the Gini coefficient for total fossil resource consumption grew by 24% over the time period. By comparison the Gini coefficient for overall household expenditure rose by only 13%. The increase in resource inequality was prompted by the rising demand by high income quintiles for goods and services such as: “fuel and light” (heating and lighting the home), “car use” (private transportation), “recreation”, “travel” and “other services”. The analysis shows further that the Gini coefficient for “direct” fossil resources (“fuel and light” and “car use”) was lower and rose less steeply than the Gini coefficient for fossil resources embodied in other goods and services (indirect fossil resource requirements).Investigation into the drivers behind direct and indirect resource inequalities suggests a number of policy conclusions. Firstly, it is clear that policy initiatives to reduce fossil resource requirements (and the associated climate change impacts) must pay careful attention to distributional differences. Additionally, increased attention needs to be paid to the inequalities associated with indirect fossil resources consumption as well as the more visible direct resource inequalities.  相似文献

This paper shows how sustainable consumption patterns can spread within a population via processes of social learning even though a strong individual learning bias may favor environmentally harmful products. We present a model depicting how the biased transmission of different behaviors via individual and social learning influences agents' consumption behavior. The underlying learning biases can be traced back to evolved cognitive dispositions. Challenging the vision of a permanent transition toward sustainability, we argue that “green” consumption patterns are not self-reinforcing and cannot be “locked in” permanently.  相似文献

Hydrogen fuel cell vehicles have the potential to contribute to a sustainable transport system with zero tailpipe emissions. This requires the construction of a network of fuel stations, a long-term, expensive and highly uncertain investment. We contribute to the literature by including a knock-out barrier option in an n-fold compound real option model to take account of immediate project failure in a multi-stage sequential investment project. Our model allows to explicitly incorporate the default possibility of large-scale energy infrastructure projects. In our case study of hydrogen infrastructure development, we find that even for the least conservative valuation method no profitable business case can be made for the development of hydrogen as a sustainable transportation mode. However, we do provide some suggestive scenarios that plausible tax schedules can be designed to overcome the starting problems for hydrogen infrastructure development.  相似文献

Innovation is characterized by uncertainties, high risks, large investments and late returns on investment which make it a complex process. This is particularly true for sustainable innovation where market forces alone cannot be relied upon to realize the desired transitions. Insight in the dynamics of such innovation processes is necessary in order to influence technological change toward a more sustainable direction. However, few instruments and indicators are available to assess the performance of emerging technological innovation systems. In this phase competition often takes place based on expectations rather than on technological performance. This paper therefore focuses on the expectation patterns of technological innovation systems in the exploratory phase through the analysis of the expectation dynamics of three emerging technologies in the field of sustainable mobility within the Netherlands: biofuels, hydrogen as a transport fuel and natural gas as a transport fuel. These technologies do not only compete with the current fossil-fuel based system but also with each other. We have collected over 5000 expectation events regarding these technologies for the period 2000–2008 and discuss the insights generated by the comparison of the observed expectation dynamics to theoretical patterns.  相似文献

Transport represents a significant threat to long-term sustainable development, and is one of the fastest-growing consumers of final energy and sources of greenhouse gas emissions. Moreover, transport is heavily reliant on petroleum, a limited resource that is also associated with geopolitical risks to security of supply. Together, threats to the global environment and limited resource availability warrant a closer examination of possible pathways to a sustainable transport system. This study describes a sustainable automobile transport scenario based on the SRES B2 scenario, but with key demographic and economic drivers updated to incorporate developments between 1990 and 2000, and revisions to population projections. Multiple sustainable development objectives are incorporated, including: i) continuing economic growth, with a moderate reduction in disparities in income between different world regions; ii) maintaining a buffer of oil and gas resources to enhance security of energy supply, both globally and in vulnerable regions; iii) abating greenhouse gas emissions to ensure atmospheric CO2 concentrations do not exceed double pre-industrial levels; and iv) ensuring global mobility demands are met, without resorting to assumptions about a large counter-trend shift to public transport or lower travel demand. We then explore the technological, economic, fuel production and infrastructure implications of realizing this scenario over the long term. This provides a number of policy insights by identifying critical developments required for the emergence of a sustainable global passenger transport and energy system.  相似文献

This paper describes the approach to developing transition pathways for a low carbon electricity system in the UK, being pursued in a major new inter-disciplinary research project. The project aims (a) to learn from past transitions to help explore future transitions and what might enable or avoid them; (b) to design and evaluate transition pathways towards alternative socio-technical energy systems and infrastructures for a low carbon future; and (c) to understand and, where appropriate, model the changing roles, influences and opportunities of large and small ‘actors’ in the dynamics of transitions. The paper describes the approach, which builds on the work of Dutch researchers on transitions and transition management using a multi-level framework of niches, socio-technical regime and landscape, as well as on other parts of the innovation systems literature. It also describes its application to several outline transition pathways to a low carbon energy system in the UK. The pathways embrace both the evolution of the physical and institutional infrastructure changes and the roles of both large actors, e.g. multinational energy supply and distribution companies, national governments, major investors, and small actors, e.g. households, innovators and entrepreneurs.  相似文献

We present a simple model to analyze law enforcement problems in transition economies. Law enforcement implies coordination problems and multiplicity of equilibria due to a law abidance and a fiscal externality. We analyze two institutional mechanisms for solving the coordination problem. A first mechanism, which we call “dualism”, follows the scenario of Chinese transition where the government keeps direct control over economic resources and where a liberalized non-state sector follows market rules. The second mechanism we put forward is accession to the European Union. We show that accession to the European Union, even without external borrowing, provides a mechanism to eliminate the “bad” equilibrium, provided the “accessing” country is small enough relative to the European Union. Interestingly, we show that accession without conditionality is better than with conditionality because conditionality creates a coordination problem of its own that partly annihilates the positive effects of expected accession.  相似文献

The European Union (EU) provides coordination and financing of trans-European transport infrastructures, i.e. roads and railways, which link the EU member states and reduce the cost of transport and mobility. This raises the question of whether EU involvement in this area is justified by inefficiencies of national infrastructure policies. Moreover, an often expressed concern is that policies enhancing mobility may boost tax competition. We analyze these questions using a model where countries compete for the location of profitable firms. We show that a coordination of investment in transport cost reducing infrastructures within union countries enhances welfare and mitigates tax competition. In contrast, with regard to union-periphery infrastructure, the union has an interest in a coordinated reduction of investment expenditures. Here, the effects on tax competition are ambiguous. Our results provide a rationale for EU-level regional policy that supports the development of intra-union infrastructure.  相似文献

The purpose of this paper is to analyze the diffusion of wind power in Japan by focusing on the value chain and the interaction between technology and markets and to contribute towards recommendations on technology policy and management. This paper proposes a framework for analyzing the early stage diffusion of wind power systems by combining the use of several approaches considering wind power system as a complex technological system. Firstly, the business system approach is used as an analytical framework by focusing on efficiency, effectiveness and development criteria. As a second approach, the technological trajectory was analyzed based on the concept of technological disequilibrium and the evolutionary patterns of innovation of wind power generation systems were analyzed and the relationship between innovations at the sub-system, modular, and system level was identified. We apply the framework to investigate why wind power diffusion has not picked up momentum in Japan.The results include the following: (1) Technological imbalances within the product system were solved by technological innovation (2) The wind power business in Japan is insufficiently effective due to organizational disequilibrium (3) The technology system has begun to evolve in the direction of micro grid systems. (4) It is important to consider the demand-pull measures for wind power generation so that Japanese institution can have a “time slot” for ”learning by doing” to catch up and accelerate diffusion of wind power generation, including institutional reform of RPS law. Also further technological development related to stabilizing unstable wind energy is required.  相似文献

Research on sustainable mobility transitions has focused on battery-electric vehicles, urban ‘smart’ cars, fuel-cell powered transport modes and power-assisted bicycles. While these studies have usefully exposed some of the dynamics governing sociotechnical change, developments outside the purview of sustainability have been largely ignored. A critical area of neglect concerns the growing popularity of personal aeromobility. Passenger dissatisfaction with commercial airlines, public concerns about terrorism, increasing affluence and creative marketing have expanded interest in private aviation. In parts of the USA, customised air travel is becoming a straightforward and affordable transport alternative. This article describes the mounting popularity of four segments of this trend: business/personal airplane acquisition, fractional aircraft ownership, flight-time cards and air taxis. It also highlights the role that the federal government is currently playing to overcome the technological obstacles to more pervasive personal aeromobility. A concluding section considers the ramifications of these activities on contemporary efforts to foster sustainable mobility and to conceptualise viable transition pathways.  相似文献

This paper analyses sustainability transitions in the electricity system, using recent theories on socio-technical pathways. The paper describes three possible transition pathways and indicates the implications for (grid) infrastructures. The ‘transformation pathway’ is characterised by a further hybridization of the infrastructure; in the ‘reconfiguration pathway’, internationalisation and scale increase in renewable generation lead to the emergence of a ‘Supergrid’. The ‘de-alignment and re-alignment pathway’ is dominated by distributed generation and a focus on more local infrastructures. We suggest that this pathway, which involves a major restructuring of the electricity system, is less likely than the other two. The de-alignment and re-alignment pathway is therefore more dependent on external developments and/or strong policy interventions. All pathways, however, require major investments in infrastructure and innovative technologies.  相似文献

The article discusses the possible societal transition from information society toward biosociety. Furthermore, the impacts of this possible transition on professional and educational branches (PEBs) are examined. It is based on the study completed in Lahti Center at the Helsinki University of Technology between years 2001-2003. In the study, the most important developing key technologies were defined and their impacts on professions analysed through the application of Delphi technique. The developing key technology groups were information and communication technology, biotechnology, and material and nanotechnology. In addition, combinations of these technologies, that is, so-called fusion technologies, were also subjects for analysis. The first empirical aim was to analyse the plausibility and the timing of the so-called technological theses. The following technologies (technological theses) were deemed to be the most important ones: highly selective drugs, sensors, integrated technology, biomedical materials, photonic materials, 3G technology, intelligent materials, diagnostics, and virtual reality. The second empirical objective of the study was to analyze the professional and educational impacts of these technologies. Moreover, the article takes an experimental glance into the future through the creation and evaluation of “future professions”.  相似文献

This paper describes work undertaken in the MATISSE project to explore the potential for a sustainable hydrogen transition within Europe and the implications for infrastructure investment. Stakeholder engagement work conducted within MATISSE identified unsustainable aspects of current transport and desirable characteristics of sustainable hydrogen road transport. Key criteria were: emissions reduction, security of energy supply, affordability and economic competitiveness.Results from the ASTRA model show that a transition to hydrogen transport fuels would have an increase in GDP, employment and investment; and growth in a number of sectors (electronic, chemical, mechanical and automotive) associated with hydrogen fuel cell technology. A hydrogen diffusion model shows that in a few years after 2040 all cars in Germany could be hydrogen driven cars. Fast build-up of a network of at least 500 filling stations (in urban areas and at highways) is very important for the market acceptance of hydrogen vehicles and compared with subsidies for vehicles and fuel the necessary investments are very small. For fuel infrastructure:
Only a total amount of approx. 200 million Euros are necessary for infrastructure build-up in urban areas.
Additional support is needed for installation of hydrogen filing stations on highways (approx. 100 million Euros).
