Although inequalities in income and expenditure are relatively well researched, comparatively little attention has been paid, to date, to inequalities in resource use. This is clearly a shortcoming when it comes to developing informed policies for sustainable consumption and social justice. This paper describes an indicator of inequality in resource use called the AR-Gini. The AR-Gini is an area-based measure of resource inequality that estimates inequalities between neighbourhoods with regard to the consumption of specific consumer goods. It is also capable of estimating inequalities in the emissions resulting from resource use, such as carbon dioxide emissions from energy use, and solid waste arisings from material resource use. The indicator is designed to be used as a basis for broadening the discussion concerning ‘food deserts’ to inequalities in other types of resource use. By estimating the AR-Gini for a wide range of goods and services we aim to enhance our understanding of resource inequalities and their drivers, identify which resources have highest inequalities, and to explore trends in inequalities. The paper describes the concepts underlying the construction of the AR-Gini and its methodology. Its use is illustrated by pilot applications (specifically, men's and boys' clothing, carpets, refrigerators/freezers and clothes washer/driers). The results illustrate that different levels of inequality are associated with different commodities. The paper concludes with a brief discussion of some possible policy implications of the AR-Gini.  相似文献

Although the concept of sustainable development is gaining increasing political acknowledgement, despite the implementation of environmental policies specifically intended to solve problems in this area, environmental degradation resulting from the recurrent problems associated with the over-exploitation of natural resources remains an important concern for most countries. How can this situation be explained? This article postulates that a combination of approaches from the political sciences (in particular policy analysis) and institutional economics would enable the identification of the most relevant regulatory dimensions which can explain the (un)sustainable uses of resources. Based on this starting point, it develops an innovative theoretical framework, i.e. that of the Institutional Resource Regime (IRR).The adopted approach facilitates the analysis of the regulatory measures and resource management practices associated with complex and competitive heterogeneous use situations from a perspective of sustainability. Indeed, the two dimensions of “extent” and “coherence” enable the definition and categorization of the IRR of a given resource. The extent of an IRR refers to the total number of goods and services in use that are actually regulated by the regime at a given time, while the coherence measures the degree of coordination of the various user-actors within the regime. One of the major contributions of the IRR framework is its ability to describe the different configurations of regimes, both theoretically and empirically, and to predict their effect on the sustainability of a resource based on the hypothesis that high levels of regime extent and coherence are necessary preconditions for sustainability.By doing this, the IRR framework also enables the analysis of the actual use rights to the goods and services provided by resources as the result of the political strategies of actors who mobilize different legal provisions, which stem either from formal property rights to resources or from policies that regulate the use and protection of these resources.Having developed the central research hypotheses and the empirical research procedure, we present the lessons drawn from the first campaign of field research which was mainly conducted in Switzerland from 1999. Based on the evidence from these initial findings, it is suggested that the scope of the IRR framework could be far broader than evidenced by its application in the case of Switzerland where it was initially developed.  相似文献

In this paper, we investigate the relation between public and private consumption, by constructing a general government spending data set, by function, for 12 European countries. In particular, we split government consumption into two categories. The first category—“public goods”—includes defence, public order, and justice. The second category—“merit goods”—includes health, education, and other services that could have been provided privately. Equations from a relatively general permanent income model are estimated by GMM. The estimates are fairly robust in showing that public goods substitute while merit goods complement private consumption. However, the relation between merit goods and private goods turns out to be stronger than that between public goods and private goods. Thus, in the aggregate government and private consumption are complements.  相似文献

The discussion about what reductions in greenhouse gas emissions are required and how the emissions rights might be distributed globally has fostered the belief that there is a fundamental conflict between the rich nations of the “North” and the poor but populous nations of the “South.” The argument is that grandfathering the rights will only reinforce existing global inequalities, while per capita distribution of the rights would lead to such huge transfers of wealth to the South as to be unacceptable to the North. However, a very simple general equilibrium model highlighting key elements of the global economy shows that this perception is incorrect under a plausible interpretation of the goal of the United Nations Framework Convention on Climate Change to “avoid dangerous anthropogenic interference with the climate system.” Instead of using an economic damage function to determine the optimal level of emissions reductions, the model's utility functions are calibrated to reflect scientific understanding of what would be required to stabilize the atmosphere at safe concentrations of greenhouse gases. Among policy options that would accomplish this, the United States has a preference for grandfathering the allocation of emissions rights over a per capita allocation, but this preference is not strong and could be offset by other geopolitical considerations.  相似文献

This paper outlines an extension of the national account of income from forest resources in Sweden, 1987, incorporating changes in timber inventories, production of nonmarketed timber and nontimber goods, and depletion or improvement in vital environmental stocks such as soil nutrients, biodiversity and carbon sinks. The total net value added provided by forest resources and forestry labour 1987 is estimated to 22 billions SEK. This is one third more than the contribution of forestry to ordinary GNP.  相似文献

Lerman and Yitzhaki (1985) developed a decomposition of the Gini coefficient by income source that has been extensively used in the literature. This method has strong limitations in the presence of negative incomes, which were not discussed by the original authors and have been widely overlooked in successive studies. Through theoretical argumentation and practical examples, this article shows that, when using negative incomes, (1) the original decomposition formulae become inappropriate, (2) the marginal effects analysis may yield erroneous results and (3) the Pigou–Dalton ‘principle of transfers’ is not always met. This has critical implications for policy development, given that strategies based upon incorrect analyses could actually result in undesired greater income inequalities. The Gini source decomposition should be carefully applied by researchers and policymakers, especially in rural developing areas, where negative incomes are common due to financial losses from agricultural activities.  相似文献

Our main objective is to set out and apply a SEEA-based methodology to reflect the true value of forest resources in India's national and state accounts. We establish that a “top-down” approach using available national databases is both feasible and desirable from a policy perspective. In this paper, we address four components of value creation in forests: timber production, carbon storage, fuelwood usage, and the harvesting of non-timber forest products. The results of our analysis suggest that prevailing measures of national income in India underestimate the contribution of forests to income. The income accounts of the Northeastern states in particular are significantly understated by these traditional (GDP/GSDP) measures. We are also able to identify some states which performed poorly in the context of our sustainability framework, reflecting natural capital losses due to degradation and deforestation. Our results highlight the need to integrate natural resource accounting into the national accounting framework in order to generate appropriate signals for sustainable forest management and for the conservation of forest resources which are widely used by the poor in India, as well as being significant stores of national wealth.  相似文献

We examine the role of visibility in influencing government resource allocation across a multiplicity of public goods. We show that a “visibility effect” distorts governmental resource allocation such that it helps explain why governments neglect provision of essential public goods, despite their considerable benefits. We show that greater democratization widens the gap in resource allocation between more visible (such as famine prevention) versus less visible (such as malnutrition prevention) public goods, up to an intermediate level of democracy. Beyond this level, this gap decreases. Furthermore, public goods with low visibility are prone to multiple equilibria in resource allocation, with voter expectations being shown to be important.  相似文献

There has been a paradigm shift to a knowledge-oriented economy in the 21st century. Consequently, there has also been a shift in where innovation typically occurs. This shift has been from the production site toward the process of product diffusion. That is, innovation occurs more frequently at the point at which a product or service is moved into the marketplace where it is immediately modified through customer interaction. In this process, new “functionality” — services, the delivery method or even product changes occur in the diffusion process. Given the need to constantly create new value through new product “functionality” or new “functionality development”, firm strategy must address the issue of how to enhance innovation at this new locus — the diffusion process. Sustainable new functionality development over time has become crucial to a firm's competitiveness. In this context, firms have to develop new functionality as early and quickly as possible; leveraging whatever innovation exists in the marketplace. According to theory, the early emergence of functionality development in this context depends on a dynamic system in which the imitator (follower) is constantly substituting for the innovator (leader). This substitution corresponds to the dynamics observed in the process referred to as “open innovation”. According to this theory, functionality development through follower substitution for a leader would be critical for a firm's competitiveness in the open innovation environment. Furthermore, open innovation could be a process for sustaining the ongoing creation of new value through functionality development maximizing limited resources. This paper attempts to demonstrate this hypothesis through an empirical analysis of this process of substitution in major innovative goods and services in Japan.  相似文献

Poverty and resource dependence in rural India   总被引:2,自引:0,他引:2  
Previous studies of rural households in developing countries have tended to find that the dependence of these households on common-pool resources declines with income. Our study of households in Jhabua, India, finds a more complex relationship. Using the share of resource income in total long-run or “permanent” income as our dependence measure—which we argue is more appropriate than the short-run income-based measure commonly used in the literature—we find that for households that collect any resources at all, dependence exhibits a U-shaped relationship with income. That is, the poorest and richest households depend more on resources than households with intermediate incomes. The poorest and richest households are also found to be least likely to collect, however, indicating that resource use at the income extremes is bimodal—either zero or above average. Moreover, the observed trends for resources as a whole are not mirrored in those for individual resources. Dependence on fuelwood and dung declines with income, for example, while dependence on fodder and construction wood increases. These findings suggest that common-pool resources are a productive source of income not just for the poor but also for the rich, and that improvements in the stocks of these resources can potentially form the basis of poverty reduction efforts in these economies.  相似文献

We study the inequality of disposable income in Denmark, Finland, Norway and Sweden during the late 1980s and early 1990s when unemployment rose dramatically in all four countries. A standard measure of inequality — the Gini coefficient – was surprisingly stable in all countries during this period. By decomposing the Gini into income components, we test hypotheses about the reasons for this stable income distribution. Our most straightforward hypothesis, that rising unemployment benefits counteracted the impact of more unequally distributed earnings, receives only limited support. More complex mechanisms seem to have been at work.

Using the 1983 and 1989 Surveys of Consumer Finances, I find evidence of sharply increasing house-hold wealth inequality over this period. Whereas mean wealth increased by 23 percent in real terms, median wealth grew by only 8 percent. The share of the top one-half percentile rose by five percentage points, while the wealth of the bottom two quintiles showed an absolute decline. The Gini coefficient increased from 0.80 to 0.84. Almost all the growth in real wealth accrued to the top 20 percent of wealthholders. In contrast, the degree of wealth inequality was almost identical in 1983 as in 1962, and real wealth growth was more evenly distributed across the wealth distribution. There is also evidence that the sharp increase in wealth inequality from 1983 to 1989 was due to a correspondingly sharp rise in income inequality, the increase of stock prices relative to housing prices, and relatively slow inflation.  相似文献

Virtual water adds a new dimension to international trade, and brings along a new perspective about water scarcity and water resource management. Most virtual water literature has focused on quantifying virtual water “flows” and on its application to ensure water and food security. Nevertheless, the analysis of the potential gains from international trade, at least from a water resources perspective, needs to take into account both spatial and temporal variations of blue (groundwater and stream flow) and green (soil moisture) water, as well as the socioeconomic and policy conditions. This paper evaluates whether Spanish international trade with grains is consistent with relative water scarcity. For this purpose, the study estimates the volume and economic value of virtual water “flow” through international grain trade for the period 1997-2005, which includes 3 years with different rainfall levels. The calculations show that Spain is a net virtual water “importer” through international grain trade. The volume of net virtual water “imports” amounts to 3420, 4383 and 8415 million m3 in wet (1997), medium (1999) and dry (2005) years, respectively. Valuing blue water at its shadow price or scarcity value, blue water “exports” oscillate between 0.7 and 34.2 million Euros for a wet and dry year, respectively. Overall, grain trade is apparently consistent with relative water scarcity as net imports increase in dry years. However, the evolution of grain exports, expressed as a variation in quantity and volume, does not match the variations in resource scarcity. A disaggregated crop analysis reveals that there are other factors, such as quality, product specialization or the demand for a standardized product, which also influence trade decisions and are not included in the notion of virtual water. These facts, among others, can therefore create potential distortions in the application of virtual water to the analysis of specific trade patterns. Nevertheless, from a water resources perspective, virtual water can bring important insights across countries for improving water and land management globally, fostering adaptation strategies to climate change and to transboundary resource management.  相似文献

Much of the literature on the commons focuses on the fact that many agents are assigned usage rights simultaneously, but less attention has been paid to the exercise of exclusion rights. The simultaneous exercise of one of the two rights by all the owners of a common causes a problem of overexploitation in the first case (competition “in use”) and underuse in the second (competition “in exclusion”). The relevance of both inefficiencies stems from the way they illustrate the general conflict between individual and collective interests. This paper proposes a formal synthesis of the problems of inefficiency associated with the exploitation of resources in common property regimes. The synthesis takes into account the following features: i) the importance of the consumer surplus for the analysis of the issue; ii) the attitude of economic agents in the face of a reciprocal externality linked to the exploitation of the common; and iii) the social and the private costs of exploitation.  相似文献

Using China’s provincial data from 1991 to 2005, this paper analyzes the impact of urban income disparity on their consumption based on static and dynamic panel data models and state space model. The GMM and Kalman Filter methods are used in the estimation and the variables such as income and price are controlled. The empirical results show that the elasticity of permanent income to consumption is much higher than that of temporary income; and the impact of income disparity on consumption is negative and substantial. A rise of 0.01 in the absolute value of Gini coefficient will cause a reduction of 0.35% in consumption on average. The effects fluctuate with the change of economic structure, consumption expectation and economic cycle. In the beginning years of 1990s, it is positive to enlarge income disparity moderately for consumption. It is the year of 1996 that the negative effect first appears in China. During 1998–2004, an increase of 0.01 to the absolute value of Gini coefficient will result in the reduction of consumption to fluctuate between 0.37% and 0.54%. In order to enlarge domestic demand and promote consumption, the focus should be the improvement of permanent income instead of temporary income, and the vigorous policies to reduce income disparity.  相似文献

We examine trends in consumption inequality among Australian households using the Australian Bureau of Statistics Household Expenditure Surveys collected over the period 1975 to 1993. We find that the distribution of consumption is much more equal than that of income and that both income and consumption inequality rose by significant amounts over the period. However, consumption inequality rose by much less (the Gini coefficient for income inequality rose by 17 percent while that for nondurable consumption rose by 9 percent). We then examine the effects of demographic trends, specifically population aging and changing family structures, and find they account for only a minor fraction in the overall growth in economic inequality.  相似文献

市场因素和政府收入再分配政策是决定一国居民收入不平等程度的两个重要因素。本文采用中国家庭收入调查(China Household Income Project ,CHIP)住户数据,计算出我国居民市场收入基尼系数与可支配收入基尼系数,并同发达国家进行比较,借此探讨目前我国居民收入不平等是由市场力量造成的,还是政府收入再分配政策力度不足的结果。研究发现,从市场收入基尼系数来看,我国与发达国家之间的差距并不大。由此认为,政府收入再分配政策效果不明显是导致我国居民收入分配不平等状况较发达国家严重的主要原因。加大转移支付等再分配政策力度是缓解和改善目前我国居民收入不平等的主要途径。  相似文献

This paper studies the impact of targeted unconditional cash transfers on the spouses’ demand for public goods, labor supplies and sharing of resources. We estimate a collective labor supply model with distributional factors which is extended to include preferences over marketable public goods (including child goods). In this way, unlike previous research, we consider the impact of such transfers on the intrahousehold allocation of resources and distinguish between the labeling and recipient effects. We exploit the UK experience and find evidence in favor of the collective model with separable preferences over labor supplies and public goods. This finding implies a recipient effect and not a labeling effect of child benefits. Given the household’s unearned income, the bigger the wife’s bargaining power, the more the resources allocated to public goods (including child goods) and the wife’s private consumption. The results can be useful in the design of family policy which aims to improve the relative welfare of children within the family and alleviate any intrahousehold consumption inequalities.  相似文献

The transition toward a sustainable transportation system in the Netherlands takes place in the context of the Dutch “Transition management policy framework”. We study four technological routes that the “Platform Sustainable Mobility” has selected for this goal: (1) hybridization of vehicles, (2) liquid biofuels, (3) natural gas as a transportation fuel and (4) hydrogen as a transportation fuel. These technological routes all envision large-scale changes in vehicle propulsion technology and fuel infrastructure. Furthermore, they compete for the scarce resources available to invest in new (fuel) infrastructures, which implicates that these ‘transition paths’ are also interdependent at the level of the mobility system. The main outcome of the analysis is the identification of barriers that are currently blocking the transition toward sustainable mobility. Barriers are classified as being related to (1) technology and vehicle development, (2) the availability of (fuel) infrastructures, and (3) elements of the institutional infrastructure. The transition management framework currently misses guidelines for coping with (competing) technologies that each require large infrastructural investments. We further argue that avoiding undesired lock-ins and creating a beneficial institutional context for sustainable mobility cannot be pursued at the transition path level. Therefore, we recommend that a more systemic approach should be taken to the transition to sustainable mobility, in which the interdependencies between the transition paths are critically assessed and in which the possibilities to legitimize sustainable mobility as a whole should be used.  相似文献

本文考察相对收入和相对消费对人们的影响程度,并比较社会中不同收入的不平等程度是否对这种影响起作用。笔者在中国城镇居民中进行了调查实验,用特定指标衡量人们对收入和消费的相对性关注程度。实证分析发现:(1)相对收入和绝对收入对个人效用的影响始终存在,但在炫耀性消费品(如汽车和住房)和非炫耀性消费品(如假期和保险)上的影响程度不同;(2)人们对相对收入和相对消费的关注程度较为集中在同一个区间里;(3)教育程度和职业显著地影响相对收入对人们的效用,男性比女性显著地更加在意汽车和住房的相对消费;(4)社会收入不平等没有显著影响对相对收入的关注度,但对住房消费的相对性有影响。这些发现为我们了解消费行为决策和认识宏观经济中收入不平等的消费效应有一定的启示。  相似文献
