浅议人民币跨境结算

自2008年国际金融危机爆发,国际主要结算货币汇率波动明显,为顺应我国企业对外贸易市场发展的需求,保持我国对外贸易的正常发展,2009年国务院批准上海、广州、深圳、珠海和东莞五个跨境贸易人民币结算试点,随后,试点城市逐步增加,到2012年,跨境贸易人民币结算试点城市扩大至全国。但是跨境贸易人民币结算的发展过程中,由于相关机制欠缺,以及我国金融体系还不够成熟等原因,我国跨境贸易人民币结算遇到一些问题,本文通过对人民币跨境结算的相关背景和现状进行简要介绍,分析我国人民币跨境结算在发展过程中出现的问题,从这些角度探讨相关的对策和建议。     

跨境贸易人民币结算发展的问题研析

本文从简述跨境贸易人民币结算发展历程,分析跨境贸易人民币结算发展缓慢的原因入手,从宏观和微观两个层面提出了跨境贸易人民币结算发展的建议。宏观上应当构建并完善境内外人民币流通渠道、加强人民币跨境收支监测管理;微观上应该增强贸易企业定价能力、健全多边清算体系。本文的研究为逐步实现人民币国际化提供理论支撑,同时为我国企业在国际贸易中使用人民币结算提供业务指导。

自2009年我国启动人民币跨境贸易结算试点以来,人民币国际化进程特别是跨境贸易结算与香港离岸人民币市场建设取得了显著进展,但也暴露出进出口不平衡,投资渠道有限等一些问题,特别是2011年9月至2012年初,香港人民币存款规模的迅速下滑,更是暴露出现阶段我国跨境人民币结算存在较为严重的汇率套利的问题.本文从我国人民币国际化背景基础入手,分析了近年来人民币国际化进程中的成绩及暴露的问题,并对下阶段国际化的进一步发展重点提出了政策建议.

我国近年来由于对外进出口及投资的扩大,人民币跨境使用的地区和国家增多,跨境结算和支付率也逐年升高。本文对我国跨境贸易人民币结算的背景及机遇和挑战进行分析,并对跨境贸易人民币结算的前景进行预测和展望。     

跨境贸易人民币结算存在的问题及其对策

贸易人民币结算对跨境及境内资金流影响分析

本文分析跨境贸易人民币结算对贸易项下跨境资金流动(贸易顺收顺差)以及国内流动性的总体影响。分析结果表明,在进出口人民币结算业务的总量平衡发展且本币结算期限结构与外币结算一致的情况下,跨境贸易人民币结算对贸易顺收顺差无影响;在进出口人民币结算业务总量发展不平衡,但本外币结算期限结构一致的情况下,跨境贸易人民结算加大贸易顺收顺差的波动,但对国内整体流动性无影响;在进出口人民币结算业务总量发展不平衡,且本外币结算期限结构不一致的情况下,跨境贸易人民币结算既加大贸易顺收顺差的波动,又加大国内流动性的波动。在发展跨境贸易人民币结算业务时,应密切关注人民币结算业务的发展对国内流动性管理造成的影响,并建议对人民币外债进行规模控制。

随着"一带一路"发展战略规划的全面实施,实现人民币的跨境结算对于促进我国在"一带一路"建设背景下区域贸易的发展具有重要的意义,但是目前人民币跨境结算面临着一系列严重的问题,本文在对"一带一路"背景下人民币跨境结算面临的问题进行分析的基础上,提出相关的对策建议,以全面推动人民币跨境结算业务,实现其对我国区域经济发展的带动作用。
