This study investigates the role of risk in farmers' acreage decisions for major field crops in the North Central region by revisiting an earlier study by Chavas and Holt. The empirical model is forward-looking and reflects better variable measurement. We test the effects of wealth and revenue risk on supply response. Estimated results are also used to examine the production impact of counter-cyclical payments (CCPs). We find that the effects of risk on supply response are not strong. An increase in initial wealth would lead to greater crop acreage, consistent with decreasing absolute risk aversion. The effect of CCPs on production appears to be negligible.  相似文献

Revenue insurance programs are an increasingly popular alternative to direct price supports or federal farm income support programs. Such insurance programs are likely to have effects on cropping patterns, particularly if coverage is not universal. These effects on cropping patterns in turn may have unintended environmental consequences. This paper explores the relationship between production risk, cropping patterns and revenue insurance programs. These relationships are first examined using mathematical and statistical models of acreage response. An empirical analysis of these relationships is then performed using economic and environmental data from 421 counties in the Corn Belt, which in turn is used in a simulation analysis to predict changes in crop acreage under two revenue insurance programs. The results confirm that revenue insurance will alter cropping patterns. The effects of these acreage changes are likely to involve environmental consequences, as the counties most prone to acreage shifts are also those with higher potential for environmental damage. Les programmes d'assurance du revenu gagnent de plus en plus en popularité en tant que solution de rechange aux mesures directes de soutien des prix ou aux programmes fédéraux de soutien du revenu agricole. Les programmes d'assurance de ce genre auront sans doute des répercussions sur les systémes de culture, surtout en l'absence d'une couverture universelle. Ces répercussions pourront avoir des conséquences inattendues sur l'environnement. Les auteurs examinent les liens qui existent entre les risques de production, les systémes de culture et les programmes d'assurance du revenu. Pour cela, ils recourent d'abord à des modéles mathématiques et statistiques afin d'étudier la variation de la superficie des cultures. Ils procèdent ensuite à une analyse empirique des mêmes liens à partir des données économiques et environnementales recueillies dans 421 comtés de la ceinture de culture du maïs, avant de s'en servir dans une simulation qui prévoit la variation de la superficie cultivée consécutivement à l'introduction de deux programmes d'assurance du revenu. Les résultats confirment que les programmes de ce genre modifieront les systémes de culture. La variation de la superficie cultivée devrait avoir des répercussions sur l'environnement, car les comtés où la superficie cultivée changera le plus probablement sont aussi ceux où les risques de pollution sont les plus grands.  相似文献

Off‐farm labour decisions of a sample of Kansas farmers are evaluated. The central question of our analysis pertains to whether 1996 US farm policy reforms may have altered the decisions to work off the farm. The effects of policy decoupling on off‐farm labour are complex: different aspects of policy changes can have opposing effects on off‐farm work decisions. Essentially, this makes this issue an empirical question. Results show that the introduction of fixed, decoupled payments in 1996 might have reduced the likelihood of off‐farm labour participation. However, the new policy environment may have increased farm households’ revealed aversion to risk, motivating a higher participation in non‐farm labour markets. The effects of 1996 policy reforms on farm income variability could have been attenuated by changes in US crop insurance programmes and by an increase in emergency assistance payments towards the end of the 1990s. The reduction in price supports may have increased the motivation for working off the farm. The net effect of the overall reforms on off‐farm work participation is not likely to have been large.  相似文献

Crop insurance may affect harvested acreage and yield by influencing producers’ behavior such as land allocation and input use. Although specialty crops are a major source of farm income, especially on the U.S. west coast, they have not received as much attention as field crops in previous empirical studies. This paper assesses the effect of moral hazard and adverse selection associated with the federal crop insurance program (FCIP) on the acreage and yield of major specialty crops in California. An econometric method that expands the switching regression model is developed to assess the effect. Results suggest that federal crop insurance can change specialty crop growers’ production responses to climate and soil conditions. The moral hazard effect tends to increase the acreage and yield of the specialty crops, whereas the adverse selection effect tends to have the opposite effect. The overall effect of the FCIP on acreage and yield of specialty crops is found to be moderate.  相似文献

The degree to which U.S. farm programs are decoupled from production has been a central issue in recent trade disputes. Several authors have suggested producer expectations for base acreage and yield updating in future farm bills create an incentive to alter planting and input decisions. This article reports analysis of the subjective expectations of producers for base updating and an analysis of the effect these expectations have on producer willingness to accept a buyout of the right to update. On average, producers think the chances of updating in the next farm bill are about 40%, but less than 17% indicate adjusting acreage or yields in anticipation of updating.  相似文献

We evaluate yield risk reduction through weather index, area yield index and farm yield insurance contracts for wheat farms in Kazakhstan by employing data from 1980 to 2002. We use the usual mean variance (MV) approach and also a second‐degree stochastic dominance (SSD) criterion. While MV is not necessarily consistent with the expected utility (EU) theory, SSD results only in a minimum but EU‐consistent benefit from insuring. Differences in the estimation results for both approaches underline the advantage of applying both criteria to analyse the risk‐reducing potential of crop insurance. Bootstrapping results show that none of the analysed insurance schemes provides statistically significant risk reduction for every single farm. In addition, weather‐based index insurance is found to provide less risk reduction than area yield insurance based on the rayon (county) yield. Moreover, rayon yield index insurance can reduce yield risk more effectively for Kazakhstan's wheat producers than farm yield insurance with a low strike yield.  相似文献

The western Corn Belt region of the United States has become a hotspot for agricultural extensification and consequent land use and land cover changes. The goals of this research were to characterize geographic patterns of grassland loss resulting from cropland expansion in the eastern Dakotas, and to understand how these changes were associated with characteristics of individual farms and farm operators. We collected data on grassland conversion and other land use decisions through a mail survey of farm operators in North and South Dakota. Overall, 40% of respondents converted at least some grassland to cropland between 2004 and 2014, and the total acreage of converted grassland was equivalent to 5.1% of the surveyed farm acreage. Although most converted grassland acres (3.2% of farm acreage) were from land enrolled in the conservation reserve program (CRP), there were also substantial amounts of native grassland conversion (1.0%) and tame grassland conversion (0.9%). The total acreage of grassland conversion was more than four times larger than the acreage enrolled in CRP and other conservation programs. Different types of grassland conversion (e.g., native grassland versus CRP) were concentrated in different parts of the study region, and were spatially disjunct from the areas of highest conservation program enrollment. Larger farms were more likely than smaller farms to expand their cropland acreage and accounted for a disproportionate share of grassland conversion. Younger farm operators, higher levels of farm income, higher proportions of rented croplands, and marginal yields were also associated with cropland expansion and grassland conversion. Although CRP and other land retirement programs will remain important policy mechanisms for conservation in this region, they are not sufficient to maintain current levels of grassland cover and do not provide protection for native grasslands. Alternative conservation strategies and new agricultural policies are thus critically needed to maintain the ecosystem services provided by grasslands.  相似文献

This article analyzes the effect of production uncertainty on farmland allocation decisions between perennial and annual crops, focusing on a representative farmer's attitude toward risk. A dynamic stochastic optimization model that considers net planting—the difference between new plantings and removals of perennial crops that achieve full production cycle—is used. The effect of uncertainty on the representative farmer's decisions to increase or decrease perennial crops’ acreage, on the optimal path, is examined. Our results reveal that the response of optimal path of net planting to uncertainty related to perennial crop production is highly affected by the farmer's attitude toward risk. A risk‐averse or a low‐risk loving farmer tends to reduce land allocation to perennial crops under uncertainty, while a high‐risk loving farmer will do exactly the opposite. Also, due to disutility of farming, the farmer tends to reduce land allocation to perennial crops when prices are high enough for him to attain a desired income level expectation. One implication of this research is the need for mechanization—in sub‐Saharan countries in particular—that increases per‐acreage yield and output in semisubsistence agriculture.  相似文献

Sub‐Saharan Africa (SSA) is one of the regions in the world most affected by food price volatility and production variability. Poor small‐scale farmers in this region are particularly vulnerable to this variability. As a result, households may be reluctant to adopt new agricultural water management (AWM) technologies when they involve more risk than what they mitigate. Despite risk's role in AWM investments, there have been few attempts to estimate the magnitude and nature of risk aversion in relation to this type of farm decisions. To partially close this gap, this article uses an experimental approach applied to 137 households in Northern Ghana. We find that more than 70% of households are moderately or slightly risk averse. This contrasts with other studies in SSA, where most household decision‐makers exhibit severe to extreme risk aversion. We also find that households that stand to lose as well as gain something from participation in games are less risk averse than households playing gains‐only games. This result suggests that most farmers’ current wealth put them at risk of falling into a poverty trap. Thus, the losses from the riskiest investments on AWM technologies may fall more heavily on the poor, suggesting that additional efforts be given to the creation of viable insurance mechanisms.  相似文献

Pakistan is highly vulnerable to extreme climatic events, such as floods and droughts. This study determines the farmers’ risk perception, risk attitude, adaptation measures and various aspects of vulnerability to climate change (e.g. floods, droughts, heavy rainfalls, pests and disease) at farm level in rural Pakistan. The risk perception and attitude of farm households are crucial factors that influence farm productivity, investment and management decisions at this level. A well-designed questionnaire was used to interview 720 farm households from six districts of the Khyber Pakhtunkhwa province. A binary logit model was used to determine the main factors that affect the choice of adaptation strategies of the farm household. The findings revealed that crop diversification, changing crop varieties, altering the crop calendar, varying the fertilizer used, mulching and farm insurance were the main adaptation strategies followed by farm households. The results of the binary logit model revealed that age, education, farm size, household size, credit accessibility, annual income and the perception on the increase in temperature and decrease in rainfall had significant influence on the selection of the adaption strategies. The findings of this study can provide guidance, policy recommendations and reference for future researchers.  相似文献

This article analyzed the impact of risk perception, risk attitude, and other farmer personal and farm characteristics on the actual purchase of catastrophe insurance by Dutch dairy and arable farmers. The specific catastrophe insurance types considered were hail–fire–storm insurance for buildings, disability insurance, crop insurance against hail, storm, and brown rot, and insurance against epidemic animal disease outbreaks. The results suggested that risk perception was a significant variable that influenced purchase of catastrophe insurance by dairy and arable farmers, whereas risk attitude was significant only in arable farming.  相似文献

Understanding how producers make decisions to allot acreage among crops and how decisions about land use are affected by changes in prices and their volatility is fundamental for predicting the supply of staple crops and, hence, assessing the global food supply situation. This study makes estimations of monthly (i.e., seasonal) versus annual global acreage response models for the world's principal staple food crops: wheat, corn, soybeans, and rice. Primary emphasis is given to the magnitude and speed of the allocation process. Estimation of intra‐annual acreage elasticity is crucial for expected food supply and for input demand, especially in the light of the recent short‐term volatility in food prices. The econometric results indicate that global crop acreage responds to crop prices and price risks, input costs as well as a time trend. Depending on respective crop, short‐run elasticities are about 0.05 to 0.40; price volatility tends to reduce acreage for some of the crops; comparison of the annual and the monthly acreage response elasticities suggests that acreage adjusts seasonally around the globe to new information and expectations. Given the seasonality of agriculture, time is of an essence for acreage response. The analysis indicates that acreage allocation is more sensitive to prices in the northern hemisphere spring than in winter and the response varies across months.  相似文献

To protect farmers from health care costs and risks to livelihood, most countries have developed special health and social insurance programmes specifically for farmers. While numerous studies have examined the determinants of participation in these programmes, little is known about how they influence famers' land and labour allocations. Without government‐sponsored health and social insurance, farmers may seek off‐farm employment in order to obtain similar benefits. Conditioning eligibility for social insurance on minimum land holdings and on‐farm work days can lead to delayed retirement and other forms of job lock. We investigate these issues using a unique dataset of 703,287 farms in Taiwan. After controlling for non‐random participation in Taiwan's social insurance programme, we find that the programme increases (decreases) on (off) farm labour supply, and decreases the amount of set‐aside land. This suggests that payments from social insurance substitute for those issued through land set‐aside programmes to some extent, and that failing to account for this substitution increases the cost of achieving both programmes' objectives.  相似文献

This paper outlines the general concepts involved in Census evaluation and methods of analysis used to measure quality. Farmers’ risk preferences play an important role in agricultural production decisions. This study characterizes risk preferences among farmers in Yongqiao and determines how these risk preferences are related to their choices regarding climate change adaptation strategies. We find that most farmers in the study area were aware of climate change. They were taking measures to protect their livelihoods against perceived changes to the local climate. The risk experiment result shows that the representative subject was risk averse, and women were more risk averse than men. The relationships between farmers’ risk preferences and different climate change adaptation choices were different. Farmers’ risk aversion was negatively and significantly related with adaptation strategies on planting new crop varieties and adopting new technology, but it had a significantly positive effect on purchasing weather index crop insurance. The results also indicate that the level of education, farming experience, farm size, household income and perception of climate change impacts influence farmers’ adaptation decisions.  相似文献

This analysis utilizes farm-level data to evaluate the extent to which U.S. farm program benefits, particularly direct payments, bring about distortions in production. The issue is important in WTO negotiations and in the debate over the distortionary effects of decoupled ("green-box") payments. Our results suggest that the distortions brought about by AMTA payments, though statistically significant in some cases, are very modest. Larger effects are implied for market loss assistance payments. Probit models suggest that AMTA payments do not influence the likelihood that agents will acquire more land. Our results are reinforced using an aggregate county-level acreage model.  相似文献

This article studies the design of farm policy in the presence of asymmetric information about farmers' productivity, a government objective to insure farmers a minimum "parity" income, an endogenous land rent, and diminishing returns on alternative (nonprogram crop) land uses. In this setting, acreage set asides are never part of an optimal farm policy, although compensated acreage limits are. When there are new farmer entrants who cannot be excluded from farm programs, optimal policy takes the form of a pure voluntary acreage limitation—or "buyout"—program in which high-cost producers participate and low-cost producers do not.  相似文献

We evaluate the performance of area yield crop insurance (AYCI) and farm yield crop insurance (FYCI) using farm-level yield data from China, focusing on their effects on farmers' welfare, and their cost-effectiveness in terms of government subsidy. Given a subsidy rate sufficient to generate a politically acceptable participation level, the price advantage of AYCI may no longer offset its higher basis risk, and consequently FYCI may be preferred by farmers. From the government's perspective, AYCI is the cheapest option to maintain reasonable farmer participation in insurance, but is not necessarily the most cost-effective choice. Our findings suggest that, contrary to an assumption that informs many developing country agricultural insurance programmes, AYCI schemes are not necessarily preferred to FYCI. Decisions on the structure of a national agricultural insurance programme should be based on careful consideration of local conditions.  相似文献

The vast majority of crop and revenue insurance policies sold in North America are single‐crop policies that insure against low yields or low revenues for each crop grown on a particular farm. This practice of insuring one crop at a time runs counter to the traditional risk management practice of diversifying across several enterprises to avoid putting all of one's eggs in a single basket. This paper examines the construction of a whole‐farm crop revenue insurance program to include livestock price risk. The results show that at coverage levels of 95% or lower, the fair insurance premiums for this product on a well‐diversified Iowa farm are far lower than the fair premiums for the corn crop alone on the same farm. The calculation of premium rates for the whole‐farm insurance product is derived from a method for imposing correlations first proposed by Iman and Conover in 1982. The potential income transfer from crop insurance is also examined. We find that the income transfer due to the subsidization of single‐commodity policies is greater than the total premium for whole‐farm policies. La grande majorité de polices d'assurances de récolte et de revenu agricole vendues en Amérique du nord sont des polices de récolte individuelle qui assurent contre des rendements faibles ou bas revenu pour chaque récolte cultivée par une ferme particulière. Cette pratique de n'assurer une récolte à la fois fonctionne à l'opposé de la pratique traditionnelle de gestion des risques par la diversification à travers plusieurs entreprises pour éviter de mettre tous ses oeufs dans un seul panier. Cet article examine la construction d'un programme d'assurance agricole pour l'ensemble des récoltes produites par une ferme y compris le bétail évalue le risque. Les résultats montrent qu'aux niveaux d'assurance plus petits ou égaux à 95 pourcents, les primes d'assurance justes pour ce type de police pour une ferme bien diversifiée de l'Iowa sont bien inférieures aux primes justes pour une police de simple couvrant le maïs et ce pour la même ferme. Le calcul des taux de prime pour une police couvrant l'ensemble des récoltes est dérivé d'une méthode pour imposer des corrélations originalement proposée par Iman et Conover en 1982. Le transfert potentiel de revenu à partir de l'assurance de récolte agricole est également examiné. Nous trouvons que le transfert de revenu dûà la subvention des polices pour récolte singulière est plus grand que la prime entière pour une police couvrant l'ensemble des récoltes.  相似文献

The focus of this article is on assessing how risk aversion, enterprise variability and resource endowments affect farm land‐use decisions and economic returns. A theoretical model of a two‐enterprise, two‐constraint farm is developed, and then, an empirical illustration for an Australian farm is provided. The methodology used builds on previous expected mean‐variance (EV) models by incorporating land and budget constraints. The Kuhn–Tucker conditions of the EV model are examined to highlight that changes in resource endowments have larger effects on economic returns, than do changes in risk aversion or enterprise gross margin variability. It was also found that combinations of enterprise mixes that do not use all available resources can produce higher economic returns, relative to some enterprise mixes that use all available resources.  相似文献
