我国结构性货币政策效果评估及优化建议

国际金融危机发生后,为提振经济、提高货币政策有效性,各国纷纷推出各类非常规货币政策,给全球经济带来了一定的积极影响。在经济新常态下,我国央行创新地推行了定向降准、常备借贷便利和抵押补充贷款等结构性货币政策工具,旨在应对当前中国经济增速放缓和结构失衡的问题。本文研究了我国结构性货币政策传导机制和实施效果,并提出相关政策建议。     

我国货币政策工具对房地产市场调控的有效性研究——基于有向无环图的分析

在房地产市场调控的背景下,本文采用有向无环图(DAG)技术和基于DAG的预测方差分解方法探讨了我国货币政策工具对房地产市场调控的有效性问题.研究结果表明,我国房地产价格的持续上涨主要源于其自身惯性的推动;在货币政策工具调控效果方面,货币供应量和金融信贷对房地产市场的调控效果比较明显,而实际利率对房地产价格的影响则十分有限.进而得出,在我国以数量机制为主导的货币政策调控体系较之以价格机制为主导的调控体系更为有效的结论,并据此提出了相应的政策建议.研究结论对我国中央银行货币政策有效执行和政府的房地产市场调控具有重要政策启示.     

货币政策量价工具的房地产市场效应分析

基于国房景气指数对中国房地产市场进行收缩期和扩张期划分,据此运用SV-TVP-FAVAR模型分析中国货币政策对不同阶段房地产市场发展的动态调控效应.结果表明:房地产市场的阶段性特征较好地印证了中国宏观经济的基本面特征及房地产市场的政策颁布和落实情况,但也存在房地产市场响应的理性"毗邻"错位现象;无论是房地产市场收缩期抑或是房地产市场扩张期,数量型货币政策的调控效果均优于价格型货币政策,存在房地产市场调控多指标"占优"选择,但货币政策量价工具的房地产市场调控效果差距不大;价格型工具的房地产市场调控效果逐步优于数量型工具,其调控地位正在逐步凸显.

谈我国个人住房抵押贷款的风险与对策

近年来,个人住房抵押贷款已成为居民购房贷款的主要贷款方式。但由于我国房地产市场经济发展还不成熟,个人住房抵押贷款业务尚不完善,仍存在信用风险、抵押物风险、利率风险和国家政策风险等诸多风险。贷款银行在办理个人住房抵押贷款时需加快推进个人信用制度的建设,建立和完善个人住房抵押贷款担保、保险机制,加强利率风险监管,以有效防范个人住房抵押贷款风险,促进我国房地产市场的持续健康发展。     

货币政策向间接调控方式转变 央行酝酿新工具引导利率

近日,央行行长周小川在中美经济对话记者会上表示。央行正在为短期和中期利率准备两个或三个政策工具．新工具需要抵押品．利率市场化两年内应该可以实现。专家分析称,央行创设PSL（抵押补充贷款）的可能性很大,当前央行或引导货币政策工具从数量型转向价格型。此外,央行在当前推行利率市场化面临着诸多压力．须先建立多项风险防范机制,如存款保险制度和金融机构破产退出机制等。     

中国房地产市场货币政策传导机制的有效性分析:2000—2007

本文构建了5个向量自回归模型,运用2000—2007年的相关指标,通过协整检验和脉冲响应函数分析,探讨中国房地产市场货币政策传导机制的有效性。货币渠道传导表明货币供给量的增加刺激了房地产投资和商品房销售额的增长,导致房地产价格上涨。信贷渠道传导显示货币政策在房地产市场传导的特殊性,提高利率对控制商业银行在整个国民经济中的贷款供给是有效的,但对抑制商业银行在房地产市场的贷款供给效果不明显,更不能阻止房地产开发企业以个人住宅按揭贷款的增加等途径从银行间接获取更多贷款,房地产贷款的增长推动了房地产价格上涨。调节货币供给量和调整利率手段的有效配合,对稳定房地产价格会产生一定的效果。
