In most cases, transportation planning in national parks and public lands might most appropriately be termed “demand-driven.” In this approach, rigorous analyses of park visitation, traffic, and parking data are used as a basis for transportation planning to accommodate current and projected future visitor demand, within financial constraints. Performance measures used to assess the quality of transportation systems in national parks are generally related to “moving people” efficiently. This approach is based on well-established principles for transportation planning in urban and rural communities. However, a demand-driven approach to transportation planning may not be suitable in national parks and public lands because it may enable levels of visitation that cause visitor crowding, resource impacts, and other unintended consequences. This paper introduces a more sustainable, systems-based transportation planning approach developed in the Rocky Mountain National Park (ROMO) to help the park operate its shuttle bus system efficiently and conveniently, and according to thresholds for visitor crowding and resource impacts at sites serviced by the shuttle system. The transportation planning approach developed in this study for ROMO is more suitable and sustainable for national parks and public lands than a demand-driven approach, and is readily adaptable to other locations. Correspondingly, the approach is now being applied in several other national parks and public lands recreation areas.  相似文献

Transportation networks in parks and recreation areas provide travelers recreation opportunities and often support multiple transportation modes (e.g., hiking, walking, biking). In recreation areas, the quality of transportation service may be monitored and evaluated differently than in traditional transportation contexts. However, few studies have examined approaches for defining and monitoring the quality of transportation service and recreation experiences. This study applies traffic monitoring models to monitor (1) the quality of transportation service through the Levels of Service (LOS) framework and (2) travelers’ recreation experiences through the indicators and standards framework simultaneously on the Burlington Bike Path (BBP), a typical shared-use transportation recreation facility in Vermont. Results identify the temporal pattern of visitors use and the mode splits between cyclists and pedestrians. Moreover, study results show that the majority of travelers use the BBP for recreation or mixed purpose of recreation and commute. Study results build quantitative relationships between LOS and indicators and standards of quality that will help inform management of transportation in the context of recreation. The indicators and standards framework can help define the thresholds of acceptable levels of transportation service through the LOS framework. The relationships between LOS and the indicators and standards framework help build a robust and fully parameterized transportation planning and management framework for parks and recreation areas. Study results suggest quantitative guidelines that can be used to evaluate and monitor the quality of transportation performance for shared-use paths in parks and recreation areas.  相似文献

ABSTRACT

The tourist experience should be placed at the heart of management and planning process to achieve the goal of sustainable heritage tourism. The concept of indicators and standards of quality, which emerged in the field of natural resources and outdoor recreation management as a conceptual framework for understanding visitors’ experiences, has been widely applied in nature-based parks rather than cultural heritage sites. This study applies the concept of indicators to heritage experience at Petra Archaeological Park in Jordan. Qualitative interviews were conducted with 29 tourists to understand the tourist experience at the park, and to formulate indicators of the tourism experience. Results suggest that cultural and natural scenic value, crowding, attractions accessibility, vendor persistence, and odor of animals waste are potential indicators for the tourism experience at the park. Related management implications and recommendations are also discussed.  相似文献

Urban road pricing as an instrument of traffic management has generated a great deal of interest in the UK in recent years. Whilst this is the case there is still no urban road pricing scheme in operation in the UK. The reason for this is primarily one of ‘acceptability.’ This paper, through the use of a national survey, examines the attitudes of key stakeholder groups with respect to urban road pricing. How serious is traffic congestion and traffic related pollution perceived to be by Local Authority Councillors, Officials and the Academic community in the UK? How is urban road pricing viewed by this sub-group of the population in terms of its effectiveness and public acceptance when compared to other policy options? and how could the saleability of urban road pricing be improved? This raises issues in terms of how the revenue raised from urban road pricing should be utilised, the use of urban road pricing as part of a package of measures, the concerns expressed by the stakeholders with respect to urban road pricing, such as the invasion of road users’ privacy, and the type of technology which should be considered. Overall, the paper aims to further the debate among policy makers.  相似文献

Urban Road Pricing has been proposed many times as a powerful instrument to fight congestion in urban traffic, but has systematically faced a hostile political envirionment, due to lack of confidence on its promised (traffic) results and fear of its political consequences. Lack of action in this front is contributing to stable or even growing congestion problems in most large cities.This paper tries to address the problem with a fresh look at the objectives of road pricing and at the reasons for that political hostility. For managing and developing the urban mobility system, efficiency and equity are normally taken as the basic economic objectives. Sustainability objectives may be integrated in the efficiency objective if we are able to represent adequately the costs of the resources consumed in the process. Political hostility is normally based on having to pay for what was freely available, and on the risk of exclusion for those with little revenue available for the extra cost of driving into the city.Pursuit of efficency leads to suggestion of marginal social cost pricing but this is hard to explain to the public and application of this principle is fraught with pitfalls since some components of that cost get smaller as traffic grows (noise related costs for example). Pricing is still a good option but the objective has to be something easier to understand and to serve as a target for mobility managers. That “new” objective is quality of the mobility system, with a meaning similar to that of “level of service” in traffic engineering, and prices should be managed to across space, time and transport modes in such a way that provision of service is made with good quality in all components.Pursuit of equity leads to some form of rationing, which has often been associated with high transaction costs and abuse by the administrators. But the use of electronic road pricing should allow easy ways to address the rationing process without such high costs. The basic proposition is that all local taxpayers receive as a direct restitution of their tax contribution a certain amount of “mobility rights”, which can be used both for private car driving in the tolled areas and for riding public transport.These principles are easily applicable with a variety of technical solutions for road pricing, from the simplest cordon pricing to the more sophisticated “pay-as-you-go” schemes. The paper addresses this question of implementation and argues for increasingly sophisticated schemes, as people get accustomed to the principles and finer targeting of demand segments may be needed.  相似文献

Current road safety programs and thinking in Australia are constructed within a paradigm that tends to accept existing cultural arrangements. Such programs therefore, favour symptomatic solutions and technical and/or physical solutions as a way forward. Fundamental redesign of cultural arrangements is necessary in order to challenge the “culture of speed”. Our research is developing a holistic, social ecological model for reconnecting road safety with communities that value quality of life and slower ways of being. Improving road safety through reduction in the volume and speed of motorised traffic is integrally related to enhancing health and fitness, reducing greenhouse gas emissions, and improving neighbourhood planning and community cohesion. In this regard, community-based travel behaviour change initiatives are deserving of much greater attention in the road safety area. As well as these changes at the personal and community scale, policy changes to urban and transport planning that address the broader issues of sustainability in an era of climate change and peak oil can also be linked to improvements in road safety.  相似文献

The study estimates the impact of road investments on overall economic growth, rural and urban growth, and rural and urban poverty reduction. To achieve these goals, an econometric model that captures the different channels through which road investment impacts growth and poverty is developed and estimated using provincial-level data for 1982–1999 in China. Low-grade (mostly rural) roads have benefit/cost ratios for national GDP that are about four times larger than the benefit/cost ratios for high-grade roads. In terms of poverty reduction, low-grade roads raise far more rural and urban poor above the poverty line per yuan invested than do high-grade roads. Another significant finding of the study is the trade-off between growth and poverty reduction when investing in different parts of China. Road investments yield their highest economic returns in the eastern and central regions of China, while their contributions to poverty reduction are greatest in western China (especially the southwest region).  相似文献

Climate change and air quality are two main environmental challenges in metropolitan areas. As road transportation is one of the main contributors, public administrations are facing these problems with a number of complementary policy measures: shift to cleaner modes, new fuels and vehicle technologies, demand management, and the use of information and communication technologies (ICT) applied to transportation. Eco-driving is one of the measures that present large fuel savings at individual level. Although these savings are well documented in the literature, few studies focus on how eco-drivers driving patterns affect the surrounding vehicles and the traffic in general, and more particularly what would be the impact when the number of eco-drivers grows. Using a traffic microsimulation tool, four models in urban context have been built, corresponding to the different types of urban roads. Both the base-case and the parameters setting to simulate eco-driving have been calibrated with real data collected through floating vehicles performing the trips with normal and eco behaviors. In total, 72 scenarios were simulated, varying the type of road, traffic demand, and the percentage of eco-drivers. Then, the CO2 and NOx emissions have been estimated through a microscopic emission model. The results show that in scenarios with low or medium demand levels and increasing number of eco-drivers, the effects are positive in terms of emissions. On the other side, with high percentage of eco-drivers and high traffic demand, the emissions rise. Higher headways and smooth acceleration and decelerations increase congestion, producing higher emissions globally.  相似文献

Collection of Annual Average Daily Traffic (AADT) is of major importance for a number of applications in road transport urban and environmental studies. However, traffic measurements are undertaken only for a part of the road network with minor roads usually excluded. This paper suggests a methodology to estimate AADT in England and Wales applicable across the full road network, so that traffic for both major and minor roads can be approximated. This is achieved by consolidating clustering and regression modelling and using a comprehensive set of variables related to roadway, socioeconomic and land use characteristics. The methodological output reveals traffic patterns across urban and rural areas as well as produces accurate results for all road classes. Support Vector Regression (SVR) and Random Forest (RF) are found to outperform the traditional Linear Regression, although the findings suggest that data clustering is key for significant reduction in prediction errors.  相似文献

There has been a structural change in mobility in major Spanish cities in recent decades, with a switch to the pattern followed in other countries in the area. A shift has taken place from a traditional Mediterranean model to a North American city stereotype, with uncontrolled motorization and major implications for public health. This article specifically analyzes negative road safety-related externalities that result from this process, given that the trend seems to show a steady decline in road safety accidents on urban roads in Spain, with major differences among NUTS-3 provinces. The objective is to evaluate the factors that empirically explain these differences for the 2003–2013 period using a panel data analysis. Results show that a key role is played by urban development variables, such as population density and improvements in health services, with advances linked to more accessible and sustainable urban transportation, such as the Smart City concept. Not only does this article close a gap in the literature, but the findings can also serve as a practical guide for the development and implementation of urban mobility and road safety plans, and reveals the special needs of the most vulnerable groups.  相似文献

Road networks channel traffic flow and can impact the volume and proximity of walking and bicycling. Therefore, the structure of road networks—the pattern by which roads are connected—can affect the safety of non-motorized road users. To understand the impact of roads’ structural features on pedestrian and bicyclist safety, this study analyzes the associations between road network structure and non-motorist-involved crashes using data from 321 census tracts in Alameda County, California. Average geodesic distance, network betweenness centrality, and an overall clustering coefficient were calculated to quantify the structure of road networks. Three statistical models were developed using the geographically weighted regression (GWR) technique for the three structural factors, in addition to other zonal factors including traffic behavior, land use, transportation facility, and demographic features. The results indicate that longer average geodesic distance, higher network betweenness centrality, and a larger overall clustering coefficient were related to fewer non-motorist-involved accidents. Thus, results suggest that: (1) if a network is more highly centered on major roads, there will be fewer non-motorist-involved crashes; (2) a network with a greater average number of intersections on the shortest path connecting each pair of roads tends to experience fewer crashes involving pedestrians and bicyclists; and (3) the more clustered road networks are into several sub-core networks, the lower the non-motorist crash count. The three structural measurements can reflect the configuration of a network so that it can be used in other network analyses. More information about the types of road network structures that are conducive to non-motorist traffic safety can help to guide the design of new networks and the retrofitting of existing networks. The estimation results of GWR models explain the spatial heterogeneity of correlations between explanatory factors and non-motorist crashes, which can support regional agencies in establishing local safety policies.  相似文献

Walking may be the primary mode to access a railway station, yet the walkability around stations has not been well researched. This paper explores methodologies for assessing walkability in urban areas in close proximity to a railway station. To address both the objective environmental characteristics and subjective aspects of walking, walkability indicators were developed with reference to four key criteria: urban form; design of the street; obstacles and traffic safety; and personal perception. Researchers conducted field observations of the urban neighbourhood within a radius of 800 m from selected railway stations. Subsequently, the concept of Walk Score® has been applied to cross-check research findings from the field observations and we have developed an adapted version of ‘Walk Score’ including traffic noise, pedestrian casualties, road speed limits and air quality. This is a point deduction system of traffic related obstacles from the original Walk Score® which evaluated walkability based on the distance to selected urban amenities. Research reported in this paper forms part of an EU funded project, which compared the accessibility of six railway stations in Germany, Italy and the Netherlands along the Rhine-Alpine Corridor. Using three German case studies, this paper presents key results and discusses the validity and limitation of the methodology.  相似文献

Growing interest in sustainable transportation systems has driven decision-makers toward policies and investments aimed at promoting cycling, but little to no effort has been made toward incorporating bicycle transport in transport planning models. This study contributes toward this direction by estimating a bicycle route choice model in value-of-distance space from a large sample of 3384 cycling trips that were traced with GPS devices in the Copenhagen Region. The novelty of this study lies in (i) observing cyclists' behavior in a cycling-oriented country, (ii) exploiting rich data about the cycling environment, (iii) estimating the model in value-of-distance rather than preference space, and (iv) not focusing only on preferences for traditional variables (e.g., distance, turns, hilliness, intersections, motorized road characteristics), but also on perceptions and preferences for bicycle facilities (e.g., bicycle lanes, bicycle paths, bicycle traces) and land-use designations (e.g., residential, industrial, sports, scenic areas). The findings from the model show that: (i) cyclists exhibit heterogeneous preferences for avoiding right and left turns, cycling the wrong way, using roundabouts and bridges, and cycling alongside residential and scenic areas; (ii) cyclists dislike cycling on unpaved and hilly surfaces and alongside larger roads; (iii) cyclists have clear perceptions about different types of bicycle facilities, with a preference for bicycle lanes and segregated paths; (iv) cyclists have clear perceptions about land-use designations, with a preference for cycling alongside sports and scenic areas; (v) time-of-day and air temperature contribute to the perceptions of cyclists and their preferences for bicycle facilities and land-use designations.  相似文献

This paper describes a research study, which explores alternative future scenarios for Great Britain in the year 2030 and the implications these have for travel demand and transport provision. Five alternative future scenarios are represented in the GB national transport model and forecasts are obtained for trip making, traffic levels, congestion and emissions in 2030. For all scenarios it is expected that there will be significant traffic growth. Traffic growth is restricted most in scenarios including distance-based road charging on motorways and trunk roads. However, congestion and carbon dioxide emissions are most effectively limited in scenarios with congestion-based road charging, major improvements to urban public transport and investment in new fuel technologies and in improving engine efficiency.  相似文献

A life-cycle assessment of commuting alternatives is conducted that compares six transportation modes (car, bus, train, subway, motorcycle, and bicycle) for eight impact indicators. Fine particulate matter (PM2.5) emissions and health impacts are incorporated in the assessment using intake fractions that differentiate between urban and nonurban emissions, combined with an effect factor. The potential benefits of different strategies for reducing environmental impacts are illustrated. The results demonstrate the need for comprehensive approaches that avoid problem-shifting among transportation-related strategies. Policies aiming to improve the environmental performance of urban transportation should target strategies that decrease local emissions, life-cycle impacts and health effects.  相似文献

Growth in car ownership has significant impacts on the use of urban space and management of urban environments, which makes it a topic of increasing interest especially for developing countries such as China. The dynamics of and factors influencing ownership in Chinese cities need careful investigation. Using fixed effects models applied to annual panel data (1994–2012; 293 cities) this study aimed to achieve the following: 1) assess the relationships between car ownership and average annual income per capita, population, built-up area, road area per capita, urban population density, number of taxis and bus passenger volume; 2) examine the variation of these relationships across geographical regions (East, middle, and West China) and city sizes (cities with small, medium, large, and super-large populations). The results showed that car ownership was positively associated with average annual income per capita, built-up area, road area per capita, urban population density, and number of taxis at the national level. All associations, except with the number of taxis, varied significantly across geographical regions. Built-up area, road area per capita, and number of taxis had different associations with car ownership depending on city sizes. The findings improve the understanding of relationships between car ownership and urban environments vis-a-vis variations in income and infrastructure per capita, population density, and transportation alternatives. These results have important policy implications for managing cars and health problems related to cars in China.  相似文献

Many national parks around the world are major tourist attractions. While increases in national park tourism provides business opportunities, there are several economic, social and ecological aspects that need to be monitored in order to sustain high quality visitor experiences. This paper reports findings from visitor surveys at Fulufjället National Park, Sweden–one year prior to and one year after the national park designation in 2002. The purpose is to monitor short term changes in park use. Data from on site visitor counters show a 40% increase in the number of visitors, while follow-up mail surveys reveal several changes in visitor characteristics, use patterns, expenditures and attitudes.  相似文献

The focus of this research is to model the influence of road, socioeconomic, and land-use characteristics on local road annual average daily traffic (AADT) and assess the model's predictability in non-covered location AADT estimation. Traditional ordinary least square (OLS) regression and geographically weighted regression (GWR) methods were explored to estimate AADT on local roads. Ten spatially distributed counties were considered for county-level analysis and modeling. The results indicate that road density, AADT at the nearest nonlocal road, and land use variables have a significant influence on local road AADT. The GWR model is found to be better at estimating the AADT than the OLS regression model. The developed county-level models were used for estimating AADT at non-covered locations in each county. The methodology, findings, and the AADT estimates at non-covered locations can be used to plan, design, build, and maintain the local roads in addition to meeting reporting requirements. The prediction error is found to be higher at urban areas and in counties with a smaller number of local road traffic count stations. Recommendations are made to account for influencing factors and enhance the local road count-based AADT sampling methodology.  相似文献

The National Park Service (NPS) in the United States of America (USA) is looking to alternative transportation systems to provide visitors access to the national parks in a manner that potentially reduces traffic congestion, enhances visitors’ experiences, and more effectively protects park resources. However, shuttle bus systems without adequate planning and management may lead to unintended consequences such as eliminating the constraint to visitor use levels associated with parking lot capacities. As a consequence, the demand for recreation use in the area increases the potential impacts to the visitor experience and park resources. This study examined the trade-offs Rocky Mountain National Park visitors were willing to make about transportation mode choice using a stated choice survey to inform park managers about visitor acceptance of potential transportation related management actions. Results indicate that visitors prefer to use their private vehicles over the parks transit system but are willing to make trade-offs to ride the shuttle bus in order to avoid crowding along the trail at Bear Lake and vehicle traffic along the Bear Lake Road. In addition, there were statistically significant differences among choices of transportation mode trade-offs among different age groups (i.e., less than 40 years of age, 40–60 years of age, and more than 60 years of age) Specifically, results suggest that visitors less than 40 years are more willing than the older age groups to make trade-offs among transportation options to enhance their chances of being on the trail system at Bear Lake with fewer other people. The significant and interacted relationships with shuttle bus use, visitor use, and vehicle traffic levels found in this study provide RMNP managers opportunities to influence visitors’ transportation mode choices.  相似文献
