Bangladesh has made considerable progress against human development indicators in recent years, but malnutrition resulting from poor dietary diversity and low micronutrient intakes remains entrenched. Fish is central to the Bangladeshi diet and small fish species are an important micronutrient source. Although fish consumption per capita has increased in recent years as a result of rapid expansion of aquaculture, it is likely that consumption of fish from capture fisheries (including small indigenous species particularly rich in micronutrients), has declined. This paper evaluates data on fish consumption collected in Bangladesh by the International Food Policy Research Institute in 1996/7 and 2006/7 to assess changing patterns of fish consumption and their implications for food and nutrition security. This analysis indicates that growth of aquaculture has been positive, mitigating a sharp reduction in the quantity of fish consumed from capture fisheries and smoothing out seasonal variability in consumption. However, increased availability of fish from aquaculture may not have fully compensated for the loss of fish from capture fisheries in terms of dietary diversity, micronutrient intakes and food and nutrition security, particularly for the poorest consumers. The important role of fish in food and nutrition security is becoming more widely acknowledged by the fishery sector and within food policy. Integration of fish and food policy, at national, regional or global levels, is required to ensure the contribution of fisheries and aquaculture to human health is supported through governance arrangements. We explore this aspect of food policy integration in Timor-Leste, where malnutrition is a critical health problem. Consumption of fish is low by international standards and only a small proportion of the population engages in fishing. We used a mixed method approach involving desktop policy analysis, interviews and social network analysis to explore interactions among sectoral instruments and organisations. Our results show generally good integration of food security into fisheries policies, but a lack of integration of fish into food policies. Policy network analysis revealed evidence of collaboration and cooperation between sectors, however, consideration of fish and food concerns was not well embedded across all organisations. We discuss challenges and options for future integration of fisheries into sustainable food systems in Timor-Leste and more broadly, including the need for greater political will and resources, combined with clearer targets and actions within instruments.  相似文献

This article examines the multifaceted notions of food security and food aid through a case-study of a rather exceptional country in political terms - Egypt. Egypt has achieved a high degree of food security with lessened reliance on domestic production and has become one of the largest recipients of cereal food aid. The analysis considers significant questions about the interdependence of food security and food aid, the maintainability of an externally dependent food system, its implicit resource costs and its internal distribution and equity impact.  相似文献

There is a rich literature devoted to the role women play in ensuring the food security of the household and other household members. However, relatively little attention has been paid to their own food security situation. The challenge with investigating the food security of women is that most surveys collect food security data at the household level making inferences about individual-level food security difficult. Using a large international sample of individual-level data and the first global experiential measure of food insecurity, I show that women have a higher probability of being food insecure relative to men. The magnitude of the gender gap in food insecurity varies across regions and varies by the severity level of food insecurity. In the developed countries of the European Union, women are 4.7 percentage points more likely than men to experience some form of food insecurity. In the poor countries of South Asia and Sub-Saharan Africa, women are two percentage points more likely than men to be severely food insecure. Using a modification of the Blinder-Oaxaca decomposition technique, I find that gender differences in household income, educational attainment, and social networks explain the majority of the gender gap in food insecurity. However, in some regions, namely South Asia and Australia/New Zealand, gender differences in observable characteristics fail to account for gender differences in food insecurity. This analysis suggests that policies that address gender inequality in employment opportunities and educational attainment may also impact food insecurity.  相似文献

The Malawi Social Cash Transfer Scheme (SCTS) was launched in 2006 to improve food security by directly providing cash transfers to the country’s most destitute households. Although government-implemented cash transfer schemes have gained popularity throughout Latin America, these schemes are just emerging in Africa. While where there is evidence of the beneficial impact of cash transfers on food security from Latin American countries, there is a dearth of evidence from resource poor countries in Africa.  相似文献

Sri Lanka is used as a case study to consider: the significance of food aid in the long run as a resource transfer; the extent to which food transfers have substituted for or been additional to commercial imports; the significance of donor programming for recipient country food policy. The article finds evidence that food aid has represented an important resource but is now of diminished significance; it has largely provided balance-of-payments support rather than additional cereals imports; but unresponsive programming by donors seriously reduced the effectiveness of food aid as a transfer and food security mechanism.  相似文献

A framework for assessment of the potential of nanotechnology for enhancing food security in India is developed. Agricultural productivity, soil health, water security, and food quality in storage and distribution are identified as the primary determinants of food security that can be impacted by developments in nanotechnology. The framework is developed in two stages: (i) mapping nanotechnology to agri-food thematic areas across the agricultural value chain and (ii) from the thematic areas to the food security determinants. Using published literature and patents data, a model to organize and map nanotechnology research to the agri-food thematic areas and food security determinants is developed through a specially designed database. The model allows identification and prioritization of potential areas for nanotechnology applications to enhance food security. Comparisons of this technology with green revolution technologies and agricultural biotechnology indicate a possibility of greater and faster impact on all components of the agri-value chain with concurrent social, ethical, legal and environmental implications. There is a need for investments in capacity building and development of an agri-nanotechnology infrastructure in India, and for ex ante assessment of its implications for society.  相似文献

Despite significant progress in the fight against hunger during the last decades, food insecurity remains a major problem in many countries, especially developing ones. In this study, we use a large cross-country data to investigate the impact of trade openness and other factors on food security, measured by dietary energy consumption. We employ a system GMM approach to account for unobserved heterogeneity, correlated individual effects and potential endogeneity of the explanatory variables. The empirical results reveal that trade openness and economic growth exert positive and significant impacts on dietary energy consumption, and also contribute to improvements in dietary diversity. The results are robust to the inclusion of additional variables capturing specific agro-climatic constraints (e.g. weather-related) and regional/country characteristics and to the sample composition. Most geographical regions are found to have significantly higher food security levels compared to Sub-Saharan Africa. Additional results indicate that besides calorie consumption, trade openness also improves dietary diversity and diet quality-related aspects of food security.  相似文献

Conventional welfare measures of the costs of food price fluctuations in low-income countries are extended to allow for both economic growth and food security effects. The analysis reveals that growth and food security effects may dominate more conventional welfare costs of food price fluctuations, although estimating the empirical magnitude of the effects is hampered by the lack of consensus on the extent to which food price fluctuations actually reduce economic growth and food security. Even if the welfare costs of food price fluctuations are high there are many challenges to the design and successful implementation of price stabilization schemes.  相似文献

The possible implications of global trends such as climate change and resource scarcity on food security are high on the political agendas. While the food sufficiency aspect of food security takes centre-stage, the future of food safety and nutritional quality of diets often seems to be taken for granted. This paper builds on the results of a foresight study on EU food safety and nutrition towards 2050 to discuss potential future points of tension for food policy. Increasing food production while using fewer resources and reducing food waste while ensuring food safety are just two examples. Innovation at different levels in the food system will be needed to address future challenges. Fast technology uptake and the launch of new food-related products can put pressure on the ability to deliver timely risk assessments, the scope of which might also need to cover other legitimate factors. Future food policies need to be more sensitive to impacts on food safety and nutrition and health aspects. A holistic food systems approach must be taken to identify and discuss in advance possible tensions and trade-offs and to address them upfront in a systematic and transparent manner.  相似文献

Small-scale fisheries in developing countries are often perceived as being a low-productivity and backward informal sector. As a result they are rarely considered in poverty reduction programmes and rural development planning. In this paper, we investigate the dual role of fish as a food and cash crop through data collected in river fisheries in Democratic Republic of Congo (DRC). Fishing in this very remote rural region of DRC is operated both by men and women, as part of a household multiple activity livelihood strategy. The data shows that poor households rely heavily on fishing for their supply of protein-rich food, in particular through women’s subsistence catches. Fishing also appears to be the main source of cash-income for the majority of households, including local farmers. Based on these findings and a review of the literature, the paper argues that small-scale fisheries can play a fundamental role in local economies, especially in remote rural areas where they strengthen significantly the livelihoods of people through their role in both food security and cash-income generation.  相似文献

Binding resource constraints in many low- and middle-income countries aggravate food insecurity risk in the face of climate change. To help mitigate such risk and increase food security, international development agencies have invested billions of dollars in climate-smart agriculture (CSA) programs over the past decade. However, rigorous evidence on the food security impacts of CSA aid through crop yields remains scant generally, and specifically in sub-Saharan Africa. Most studies have not explicitly linked CSA adoption and yield impacts with CSA aid interventions among smallholder farmers. Here, we respond to this knowledge gap by estimating the impact of a major CSA aid effort (the United States Agency for International Development-funded Wellness and Agriculture for Life’s Advancement (WALA) project) on agricultural yields in Southern Malawi. Based on primary survey data from a sample of 808 households in the project area, we use endogenous switching regression and a control function approach to estimate CSA adoption and impacts on maize yield in 2016, controlling for potential program placement bias, selection bias in CSA adoption, and endogeneity issues. We found a 53% increase in maize yield among CSA adopters in the drought year of 2016. Results demonstrate that policies and funding streams supporting CSA in low-income, dryland contexts such as southern Malawi can have important impacts on food security by boosting crop yields in the face of increasing climate uncertainty and extreme weather shocks.  相似文献

The market-oriented reform in China in the past 4 decades has greatly reshaped the consumption pattern in rural areas. In particular, farmers’ diets are more likely to depend on food market development such as food accessibility. This study investigates the role of food accessibility in the transition of dietary pattern in rural China by using the China Health and Nutrition Survey data (1997–2011) and whether food accessibility helps alleviate the deviation between farmers’ dietary pattern and the recommended dietary pattern according to China Food Pagoda 2016. The primary results indicate that food accessibility contributes to improvements in quality. In particular, food accessibility increases the consumption of oil and decreases the consumption of cereal, potatoes, and beans; fruits; vegetables; and salt. Further estimation finds evidence that along with increasing food accessibility, fruit is converging to the recommended dietary pattern in China Food Pagoda 2016, and the deviations of legumes, nuts, and oil are increasing. We also observe that the impact of food accessibility on dietary quality is stronger for those not engaged in agriculture production. Our study provides valuable implications for rural development and nutrition security in the developing world.  相似文献

With the financial support from various development partners, Ethiopia has designed and implemented several programs to improve household food security. Yet, food insecurity is still a major challenge to several millions of people in the country and it is questionable whether the different food security programs implemented over the past years have been successful. Using a propensity score matching method to control for pre-intervention differences, this study examined the impact on household food calorie intake of an integrated food security program (IFSP), which had been implemented in Northwestern Ethiopia by two non-governmental organizations as a case study. The estimated results provide evidence that IFSP has a positive and statistically significant effect on food calorie intake. In particular, IFSP has raised physical food calorie intake by 30% among the beneficiary households. However, we also found that IFSP has differential impact depending on family size, landownership and gender of head of household. Overall, the paper provides evidence that supporting integrated food security programs is important to improve food security in rural areas.  相似文献

Despite progress in poverty reduction achieved over the last two decades, Tajikistan’s food security situation remains challenging. Recent studies and analyses have highlighted progress as well as areas that require increased attention from the Government of the Republic of Tajikistan and international development partners. The paper argues that a systems approach that takes into consideration policy interventions by different sectors is required to more effectively improve access and affordability of healthy diets, contributing to a better food security and nutrition situation of the population.  相似文献

Expectations are high that transition in Tunisia, Egypt, Libya, and Yemen will bring about more freedom, justice, and economic opportunities. However, experiences from other world regions show that countries in transition are at high risk of entering conflicts, which often come at large economic, social and political costs. In order to identify options on how conflict may be prevented in Arab transition countries, this paper assesses the key global drivers of conflicts based on a dataset from 1960 to 2010 and improved cross-country regression techniques. Results show that unlike in other studies where per capita incomes, inequality, and poor governance, among other factors, emerge as the major determinants of conflict, food security at macro and household-levels emerges as the main cause of conflicts in the Arab World. The high exposure of Arab countries to global food price variations proves to be an important source of vulnerability for a peaceful Arab transition. If history is also a guide to the future, improving food security is not only important for improving the lives of rural and urban people; it is also likely to be the key for a peaceful transition. The paper concludes with a set of policy options on how to improve food security at macro and household-levels, including safeguard mechanisms against excessive price volatility, export-led and pro-poor growth, the creation/expansion of social safety nets and targeted nutrition programs.  相似文献

The Coping Strategies Index (CSI) was developed as a context-specific indicator of food insecurity that counts up and weights coping behaviors at the household level. It has proven useful to operational humanitarian agencies and researchers in measuring localized food insecurity, but to date has not been useful to compare the relative severity of different crises and has therefore has not been particularly useful for geographic targeting or resource allocation. This paper analyzes data from 14 surveys in crisis-affected or chronically vulnerable countries in Sub-Saharan Africa that incorporated the context-specific CSI. The paper identifies a sub-set of individual coping behaviors common to all surveys, whose severity is regarded as broadly similar by households across these studies. Data from these studies were re-analyzed using a reduced index constructed from only these behaviors. Correlations of this new index with other known food security indicators are similar to those of the complete, context-specific CSI. This suggests the possibility that an indicator based on these common behaviors could be used to compare the types of food security crises analyzed here across different contexts – particularly in Sub-Saharan Africa – to improve geographic targeting and resource allocation, according to the severity of crises. This new, more comparative indicator can be generated with no loss to the context-specific nature of the original CSI, which has proven useful for assessment and monitoring purposes.  相似文献

The Sustainable Development Goals (SDGs) agenda makes achieving food security and ending malnutrition a global priority. Within this framework, the importance of fisheries in local and global food systems and its contribution to nutrition and health, particularly for the poor are overlooked and undervalued. This paper reviews current fish production and consumption from capture fisheries and aquaculture, highlights opportunities for enhancing healthy diets and outlines key multi-sectoral policy solutions. Mirroring the call for a diversification of agricultural research and investment beyond a few staple grains, it is anticipated that productivity gains for a few farmed aquatic species will not suffice. Capture fisheries and aquaculture have a complementary role to play in increasing fish availability and access, and must be promoted in ways that support measurable nutrition and health gains. This paper argues that the lack of a nutrition-sensitive policy focus on capture fisheries and aquaculture represents an untapped opportunity that must be realised for ensuring sustainable healthy diets for all.  相似文献

Survey characteristics affect the quality of the measurement of food consumption within households; thus, it is important to identify best practices for designing surveys that collect food data. This paper analyses the impact of survey characteristics on the measurement of food consumption from a sample of 81 national surveys. Results highlight regularities that can inform best practices in designing surveys and promoting the use of the data for multiple purposes. Surveys focused on food acquisition collect higher food quantities compared to those that target food consumption. Surveys based on recall interviews collect higher food quantities compared to those based on diaries, but the difference decreases with long reference periods. The use of standard units of measurement as well as the consideration of partakers in meals and of seasonality generates significant differences in the survey results. The impact of the different survey characteristics carries substantive implications when food consumption data are employed for assessing food security conditions. The results are part of a wider work program aimed at improving the quality of household survey data. More evidence is needed, ideally through coordinated sets of analyses and experiments in different contexts. Additionally, survey characteristics must be complemented by effective field work in order to generate high quality data. Towards this end, statistical capacity development is crucial to promote better data and more evidence-based decision making.  相似文献

This paper explores the relationship between migration and consumption patterns using panel data from the 2004 and 2006 Vietnam Household Living Standards Surveys. Employing an instrumental variable approach to control for the endogeneity of migration, our results indicate that short-term migration has a positive effect on overall per capita food expenditures, per capita calorie consumption and food diversity. Long-term migration also appears to be positively related to consumption, but impacts are often insignificant and of a lesser magnitude than short-term migration. The results provide no evidence of negative effects of migration, and support the view that short-term migration is a mechanism by which households maintain food security. The results suggest that to improve food security the Vietnamese government should enact policies that facilitate short-term migration flows as well as the transferring of remittances.  相似文献
