This paper examines the impact of food safety standards on processed food exports in developing countries. A panel data econometric analysis of processed food exports in developing countries was undertaken. The Sanitary and Phytosanitary Standard (SPS) is incorporated into the model to capture the impact of food safety standards. The empirical model shows that food safety standards imposed by developed countries could impede processed food exports from developing countries. This could emerge because practically, SPS is less transparent than tariffs or quotas. There is an ample room for developed countries to tweak the standards stronger than necessary to achieve optimal levels of social protection, and to twist the related testing and certification procedures to make their competing imports more competitive. In addition, limited supply-side capacity of developing countries, especially in terms of resources, manpower as well as institution, constrains the countries to overcome food safety standards. Because of the potential benefits that could emerge from imposing food safety standards such as a reduction in transaction costs and trade friction, developing countries should view SPS not just as a trade barrier but also as an opportunity to upgrade quality standard and market sophistication. Supply-side capacity in developing countries needed to be improved, especially upgrading agriculture sector. Multilateral efforts are also needed to mobilize additional financial and technical assistance to help redress constraints in developing countries in meeting the required food safety standards imposed by developed countries.  相似文献

The ongoing debate on whether agri-food (public) regulatory standards are barriers or catalysts to trade is particularly pertinent for developing countries who are often standard-takers. Current evidence on the trade effects of regulatory standards is ambiguous. In this paper, we give a contribution focusing on the firm heterogeneity trade effects of (different) types of agri-food standards, considering firm-level exports from Peru. Particular emphasis is given to standards with different degree of restrictiveness, such as specific trade concerns (STCs) raised on the most stringent NTMs, and to product-quality upgrading. Results show that only the most restrictive NTMs significantly limit agri-food exports for Peruvian firms, affecting the probability to trade, firms’ exit and the export volume. Regular SPSs are found to enhance trade. Importantly, we uncovered relevant heterogonous effects of NTMs on firms of different size, showing that only the most stringent standards result in product quality upgrading.  相似文献

The regulation of employment in global value chains (GVCs) is a story of the interaction of corporation and state in transnational space, where uneven international development has allowed the commodification and exploitation of international labour. Global standards are well articulated by bodies such as the International Labour Organization (ILO) and UN. We know what ‘decent work’ should look like as well as what all workers should enjoy as basic employment and human rights. Yet, internationally, the different mechanisms of private and public regulation fail at the point of implementation and across the world we see no fundamental shift in the condition of labour in terms of its capacity for social or economic upgrading. This article examines the regulatory mechanisms, and outcomes of regulation, of industrial relations in GVCs. It commends a future research agenda to illuminate the interaction between different sources of standards and rules and the complexities of intersecting private and public regulation, in the pursuit of enforceable, meaningful regulation of work and employment in international supply chains.  相似文献

Developing countries are increasingly exporting fresh horticultural products to high-income countries. These exports increasingly have to comply with stringent public and private standards, as well as other quality and safety issues. There is an ongoing debate on the effect of private standards on the inclusion of small-scale farmers in export supply chains. With this paper, we contribute to this debate by providing new evidence from the Peruvian asparagus export sector, and by addressing several important methodological shortcomings and gaps in the existing literature. We describe export dynamics using a unique firm level dataset on 567 asparagus export firms from 1993 to 2011 and the evolution of certification to private standards using own survey data from a stratified random sample of 87 export firms. We use an unbalanced panel of the surveyed companies on 19 years and several methods, including fixed effects and GMM estimators, to estimate the causal impact of certification to private standards on companies' sourcing strategy. We find that certification leads to vertical integration and significantly reduces the share of produce that is sourced from external producers, with a larger effect for small-scale producers. When distinguishing between production and processing standards, and between low-level and high-level standards, we find that especially high-level production standards have a negative impact on sourcing from (small-scale) producers.  相似文献

This study assesses the level of sophistication of livestock products in Africa by evaluating technology intensity and economic complexity of each product. Using trade data from 1995 to 2012, livestock commodity exports are classified based on technology intensity. Employing a method of reflection in computing the economic complexity of export products, we find that one fifth of African livestock commodity exports are manufactured with low technology while the rest is composed of raw materials. The results also show that the ten most complex livestock commodities represent about a third of African livestock total exports while the world level is almost double this figure. Yet African countries spend a huge share of their wealth on importing complex products. The results imply that by exporting non-complex products Africa loses nearly a third of the total value of its livestock exports. To boost the value of livestock products, African countries should exploit their untapped potential while securing the domestic market to achieve import substitution. This can be done by integrating with global value chains or developing niche markets at the regional or international markets and improving productive capabilities.  相似文献

自新中国成立以来,我国汽车行业经过了几十年的发展,现在已经开始大量走出国门。本文利用与我国汽车贸易最密切的34个国家,通过构建扩张的引力模型,对影响我国汽车出口的因素进行了实证分析。结果表明:距离、GDP、互惠贸易、总产量等都对我国汽车行业出口贸易有显著影响。在此基础上,对我国汽车行业的出口潜力进行预测,并提出相应的对策建议。  相似文献

We provide a comprehensive review of international cases where GM-free private standards set up by food companies in developed countries have influenced biosafety policymaking in developing countries. We find 29 cases where private importers have directly or indirectly affected policy decisions in 21 countries. Most of the cases relate irrational fear of export losses to excessively precautionary decisions. These cases are based on two generally misleading premises: the belief that Europe or Japan represents the only market for exports, and the perception that non-GM segregation is infeasible or prohibitively costly in all situations. Our study also demonstrates the importance of information asymmetries across countries and agents and the role of risk aversion in seemingly irrational decision-making. The combination of these four factors helps us explain why presumed but unproven expected commercial losses still represents a significant impediment to biosafety policymaking in developing countries.  相似文献

A growing concern over health risks associated with food products has prompted close examination of sanitary and phytosanitary standards in industrialized countries. This paper quantifies the impact of a new harmonized aflatoxin standard set by the EU on food exports from Africa. We employ a gravity model to estimate the impact of changes in differing levels of protection based on the EU standard, in contrast to those suggested by international standards. The analysis is based on trade and regulatory survey data for 15 European countries and nine African countries between 1989 and 1998. Our results suggest that the implementation of the new aflatoxin standard in the EU will have a negative impact on African exports of cereals, dried fruits and nuts to Europe. The new EU standard, which would reduce health risk by approximately 1.4 deaths per billion a year, will decrease these African exports by 64% or US$ 670 million, in contrast to regulation set through an international standard.  相似文献

Research on private regulation of labour issues in global supply chains has focused extensively on whether supplier factories comply with the codes of conduct of global companies. Less is known about how such compliance relates to the preferences and behaviours of workers at export factories. This study analyses a unique dataset of factory audits matched with a survey of worker turnover rates from 622 factories in 28 countries supplying a large global apparel retailer. The results show that violations of the retailer's codes of conduct for suppliers are generally related to turnover, but that workers ‘vote with their feet’ primarily for violations of wages and benefits, relative to violations of other code provisions such as environment protection and safety standards. This ‘means-ends’ decoupling between factory practices and worker preferences implies that global firms need to incorporate the livelihood logic that underlies workers' turnover decisions while implementing their private regulation programmes.  相似文献

The worldwide spike in prices of agricultural commodities in 2007–2008 elevated food security and social stability issues to the forefront, especially in many food-deficit countries. In order to mitigate the global food commodity price pressure on domestic markets, several major exporting and importing countries, mostly developing economies, adopted trade policy changes such as export bans (or raising export restrictions) or reducing import tariffs during the same period. This paper estimates the potential impacts of these policies on the world prices and trade of major agricultural commodities using a set of multi-country, multi-commodity, and partial-equilibrium models. Our findings suggest that over all, the trade policy responses in various countries increased the prices of all agricultural commodities, although the impact on the total net trade varies by commodity. The simulation results show that the overall impact of trade policy distortions on the world rice price is most significant at 24%, followed by wheat (14%) and barley (9%). In general, the poorer food-deficit countries/regions, which have limited power to manipulate their trade policies, experienced higher price increases compared to those major trading countries that adopted policy interventions. Also, the developing countries that are net importers which did not implement trade policy interventions experienced significant welfare losses resulting from interventions implemented by other major trading countries.  相似文献

本文基于扩展的贸易引力模型,使用2000~2015 年中国同22 个贸易伙伴国的面板数据,并引入和技术性贸易壁垒以及高技术产品密切相关的知识产权保护这一变量,实证考察进口国TBT 对中国高技术产品出口的影响。结果表明:(1)进口国实施 TBT 或进行知识产权保护均会抑制中国高技术产品的出口,但抑制作用并不显著;(2)若进口国将TBT 和知识产权保护相结合形成更为隐蔽的技术性贸易壁垒,将会显著抑制中国高技术产品的出口;(3)中国高技术产品出口呈现行业差异,其中医药制造业受到的抑制效应最大;(4)由于技术模仿和产品同质化现象的存在,中国高技术产品出口会在中高收入国家遭遇更为严重的TBT,对出口的抑制效应会更大。中国应将知识产权保护政策作为应对进口国TBT的一种补充,在保证高技术产品贸易健康发展的同时推动出口产业向中高端发展。  相似文献

Retailer initiated food quality standards are important elements to market food and agricultural products. However, farmers’ certification proceeds at an unequal speed worldwide with some countries representing a large number of certified producers and others representing very few, if any. This study aims at analysing the adoption of two private food standards, BRC Food Technical Standard and GlobalGAP, at an aggregated cross-country level using data of 2007. Negative binomial models are applied to quantify the determinants of standards’ spread at an aggregated level. The results of the econometric analysis reveal some (potential) barriers for farms and firms in developing countries to access this type of organisational innovation. Certificates of both standards seem to be issued more likely in countries with established trade relations with Germany, the Netherlands and the United Kingdom, home countries of the standards. Furthermore, larger countries and countries with better institutional quality host more certified firms. Finally, a country’s level of economic development displays a clear non-monotonic relationship to the number of certified enterprises. Although no evidence for a general exclusion of developing countries can be found, the main implication of this paper is that third-party certification for export purposes seems to reinforce already existing trade relations, potentially hampering new entrants.  相似文献

This paper shows that voluntary product standards in EU food and agriculture markets can have significant trade effects. In particular for all countries and for goods that are raw or lightly processed, EU standards can often be trade-inhibiting. However, internationally harmonized EU standards—those that are equivalent to ISO norms—have much weaker trade effects, and in some cases are even trade-promoting. EU standards may have hurt developed countries more than developing countries, but this result is dependent on the sector. At a policy level, the results highlight the importance of dealing with the trade effects of voluntary standards in major markets, not just mandatory public standards.  相似文献

Global standards for animal identification and traceability are evolving rapidly. Major world animal health, trade, and food safety organizations have formally recognized the importance of, and actively promoted, animal identification and traceability system development. Advanced animal traceability systems have been deployed by major beef exporters and are increasingly being adopted by important beef importing countries. This study summarizes and compares animal identification systems across major export and import countries. Results reveal that the United States lags behind both major export and import countries in development and adoption of cattle identification and tracing systems. As such, the United States has placed itself in a vulnerable position relative to competing export countries with respect to demonstrated animal traceability. This status could adversely affect market access in the future for US beef exports.  相似文献

The potential food deficit in many developing countries creates opportunities for foreign commercial investment in food production. The factors influencing the profitability of such investment — agricultural, economic, social, political and investment factors — are examined in this article. Dr Schmid has used these five factors to identify a number of countries where the potential for profitable investment is high. He illustrates the range of good investment opportunities by describing the potential of eight countries — Argentina, Brazil, Columbia, Pakistan, Thailand, Kenya, the Malagasy Republic and the Sudan.  相似文献

The 2006-2008 food price spike raised concerns about the impact of high commodity prices on poverty in developing countries. This paper addresses these concerns in relation to Uruguay, a small country that exports agricultural commodities and imports fuels. Applying a general equilibrium model, we find that, as a whole, an increase in commodity prices has a positive effect on the economy of Uruguay. Benefits obtained through a growth in export activities are partially outweighed by an increase in crude oil prices. In this context, extreme poverty increases. As in other countries, the increase in food prices affects the already poor population, who become even poorer. This fact highlights the need for policies that mitigate the negative effects of price shocks.  相似文献

Australia is a major food exporting country. Recent droughts reduced dryland farming production and the volume of water allocated to irrigated agriculture, with a resulting decline in aggregate agricultural production and exports. This paper analyses the possible impact of increased water scarcity on Australian agricultural production and the magnitude of subsequent impacts on global food security. Using the Australian Bureau of Statistics (ABS) data on land and water use coupled with a hydro-economic stochastic modelling approach, the impacts of reduced agricultural production in the southern Murray–Darling Basin, and more generally for Australia, are analysed. Changes in agricultural activity, reduction in agricultural exports and altered composition of products exported attributed to the severe 2000–2009 drought are also analysed to highlight the implications for global food security. The impact of climate change on food production is examined. The analysis shows that climate change, when modelled as the extreme case, along with other factors such as land use, will impact Australian food exports. Despite its relatively small contribution to total global food supply, Australia’s contribution to international trade in wheat, meat and dairy products is substantial and could affect global food prices. Furthermore, Australia’s agricultural exports are of disproportionate importance within the South- and South–East Asian and Oceania region, both in terms of volume and for strategic reasons. Adaptation along with investment in agriculture production is needed to maintain Australian agricultural production and enhance global food security.  相似文献

中国地域辽阔,地区差异较大,研究省际OFDI、出口贸易对全要素生产率的影响需重视空间因素的作用。本文基于2005~2014年我国28个省份的面板数据,采用空间杜宾模型,实证分析OFDI和出口贸易这两个方面对全要素生产率的影响。结果表明,省际OFDI、出口贸易和全要素生产率均表现出空间集聚特征;OFDI与全要素生产率的增长呈负相关;出口对全要素生产率有显著的正向效应,并且通过空间溢出效应显著促进邻接省份全要素生产率的提升。因此,我国需重视技术寻求型OFDI的建设,充分考虑OFDI对国内经济增长的空间溢出影响,以期达到对外投资和出口贸易双实现技术溢出效应的效果。  相似文献

在全球化背景下,以地方产业网络为发展模式的区域经济,其竞争力的提升需要在全球价值链中与区域外的经济行为主体积极互动,并实现升级。在这种研究视角下,本文首先界定了价值链治理的概念,然后从理论上阐述了全球价值链治理的主要类型,以及价值链治理对地方产业网络升级的影响。并在调研的基础上,以嵌入生产者驱动型价值链的浦东集成电路(以下简称IC)地方产业网络作为研究的对象,分析了全球IDM公司的治理行为对浦东IC地方产业网络升级的影响。在此基础上笔者提出,价值链治理者——全球领先公司,对地方产业网络升级的推动或阻挡,决定于地方产业网络的升级行为是否侵犯了其核心竞争力,而不是决定于地方产业网络升级的“类型”。这一结论是对国际研究的补充和修正。  相似文献

Land degradation and inadequate faecal sludge management are two major issues in Sub-Saharan Africa (SSA). The transformation of human excreta into soil amendments and their wide-scale adoption could improve soil health and contribute to solving the sanitation crisis in SSA. There are however perception challenges around these fertilisers because of the potentially harmful components they contain such as pathogens and heavy metals, which can be removed with appropriate treatment such as composting. A major barrier to the wide scale commercialisation of human excreta derived fertiliser (HEDF) is the unclear regulations surrounding their use. The aim of this study was to identify barriers to the use of HEDF by farmers participating in the horticultural export market with Kenya as focus area since horticultural exports are a major contributor to the country’s economy. Global GAP is the most widely adopted standard for quality assurance of horticultural crops and the use of human sewage sludge is currently not allowed on certified farms. Interviews with stakeholders along the food export chain highlighted the complex interactions that exist between them and showed that Global GAP certified farmers were not willing to use HEDF on their farms even if local regulations recognise treated sludge as a valid input to agriculture. Several countries (like the UK, Sweden, Australia and the USA) created specific certification or assurance schemes to improve public perception of biosolids. The creation of a similar assurance or certification scheme specific to fertilisers made from source-separated human excreta would be a step into formalising them as a product, establishing production procedures, limits on contaminants content as well as testing protocols. Such a certification scheme could increase the confidence of regulating bodies in HEDF and lead to their acceptance by global farming standards.  相似文献
