为了提高跳频通信中定时同步算法的准确性,设计了一种结合干扰预处理的跳频信号定时同步算法。首先对解跳后信号在时域完成基于能量的自适应门限的干扰检测,并根据检测结果将受干扰信号进行置零预处理;其次对预处理后的信号采用平方法进行定时误差估计;最后根据估计结果内插完成定时恢复。结果表明,提出的改进算法选取长度为200跳的符号,在干扰相对带宽为30%、干信比为10 dB、信噪比为5 dB、时钟稳定度为1×10^-6的条件下,进行干扰预处理后定时,归一化定时误差的方差为0.000 75,满足跳频系统解调性能损失小于0.5 dB的要求。设计方法提高了干扰条件下平方法定时的准确性,在跳频通信抗干扰应用中有一定的参考价值。

一种基于FCME的跳频通信干扰检测门限设计方法

针对跳频卫星通信在应用中面临恶意干扰威胁的问题,需要对接收信号进行干扰检测。首先使用宽带能量检测模型对接收信号进行建模,分析了检测统计量的概率分布形式,其次在FCME算法以及恒虚警门限设置方法的基础上,利用概率统计知识分析高斯分布下部分样本与总体的关系,加入迭代修正过程对噪底进行估计以设置满足恒虚警概率要求的门限,最后利用Matlab搭建仿真平台进行仿真分析。理论和仿真分析表明,基于FCME的迭代修正门限设计方法相比于已有方法在SNR为0 dB、无干扰条件下能获得满足虚警概率要求的门限,当存在部分频带干扰时算法性能下降,但所获得的门限仍能满足虚警概率要求。设计方法在干扰较弱或不存在时能满足虚警概率要求,改善了FCME算法虚警概率偏高的情况,应用于跳频通信系统干扰检测的门限设计是可行的,在工程实际应用中有一定的参考价值。

Intellectual property rights and standardization: the case of GSM

This paper investigates the role of intellectual property rights (IPRs) in the process of standardization in the telecommunications industry. We take the global system for mobile communications (GSM) case as a highly relevant example, being part of a high-tech industry in which standards play a large role. In the process of designing the GSM standard, a lot of attention has been given to IPRs, mainly to avoid a situation in which a single IPR holder could hamper or even totally block the development of the standard. Nevertheless, the ultimate GSM standard contains a large amount of so-called ‘essential IPRs’, i.e., IPRs without which the implementation of GSM products is impossible.The paper provides a general discussion of the development of GSM and presents a database on the essential IPRs in the GSM standard. This database has been compiled on the basis of international patent statistics, and the data that manufacturers have supplied to European Telecommunications Standards Institute, the European standardization body responsible for defining the GSM standard. We use this database to assess the dynamic IPR position of firms in the original GSM standard and its subsequent development.We use the GSM case to underline the importance of a general European policy with regard to IPRs and standardization, and derive several concrete recommendations for such a policy.

The limits to IPR standardization policies as evidenced by strategic patenting in UMTS

The impact of patents and patent royalties are a major concern of standards setting organizations. This study examines the patents filed in the standardization of UMTS, the third-generation mobile phone technology developed under sponsorship of the European Telecommunications Standards Institute (ETSI) and others, using a patent policy developed in response to issues faced in the earlier GSM (née Group Special Mobile) standardization. After contrasting firm strategies and policy effectiveness between the GSM and UMTS efforts, the paper reviews the potential impact of potential changes to the ETSI IPR (intellectual property rights) policy.     

Is Radio Advertising a Distinct Local Market? An Empirical Analysis

The recent relaxation of regulations limiting the ability of an entity to own multiple radio stations has led to a dramatic increase in ownership concentration in local radio markets. As a result, the Department of Justice has, on several occasions, required limited divestiture of multiple station owners. Implicit in the agency's action is that radio advertising constitutes an antitrust market. Using the framework established by the Merger Guidelines, this paper evaluates whether or not radio advertising is a distinct local market by estimating an own-price elasticity of demand for radio advertising. Our results support the assertion that radio advertising is an antitrust market.     

The Effect of Format Changes and Ownership Consolidation on Radio Station Outcomes

Analyzing a panel dataset tracking format changes and ownership consolidation in local radio markets, we find that format changes frequently have enabled stations to improve their performance, The success of reformatting varies widely across format, and the likelihood that changing to another format will boost station performance declines as that format space becomes more crowded, Successful reformatting is not limited to large radio groups, In fact, weak evidence that radio groups garner economies of scope from owning multiple stations in the same format is the only indication we find that larger radio groups have been able to choose formats strategically in order to obtain a boost in their listening shares. In the face of substantial and, ongoing ownership consolidation in local radio markets, our results suggest that format changes by smaller station groups may counter the potential exercise of market power by a radio group that acquires a substantial share of a particular audience demographic through merger.
