This paper examines the impact of liberalizing the telecommunications services sector on investment and output in the Asia-Pacific Economic Cooperation (APEC) countries by estimating a system of four structural equations that takes into account the causal relationship between national income and telecommunications infrastructure. The degree of openness to trade in telecommunications is represented by a carefully constructed index that reflects a country’s trade and investment policy in terms of market access, national treatment and regulatory principles. One interesting finding from the empirical analysis is that the effects of trade liberalization depend on the risk rating of a country. In countries with relatively high risk ratings liberalization reduces investment in telecommunications.  相似文献

In regulating the telecommunications industry, the separation between network and retail functions, which is designed to countervail the market power of incumbent operators, is a relevant issue. Despite its importance, little empirical research has addressed the effects of such a separation. Accordingly, this paper provides insights into the consequences of the Italian communications regulatory authority's (AgCom) decision to impose this type of separation on the incumbent telecommunications operator, Telecom Italia. In particular, the studied separation is between the firm's network-related functions, and those used for provision of its communication services. The present research finds that the type of separation implemented by AgCom allows a provider to maintain the advantages of operational scale in its network structure without dampening competition in the existing market for communications services. The study also offers further empirical evidence on the advantages of a composite vs. translog function in analyzing the multiproduct cost structure of a telecommunications operator.  相似文献

By observing the last 10 years of power market reform in Germany, this paper challenges the public view that the first Energiewirtschaftsgesetz (EnWG) from 1998 had less impact on market liberalization than the second EnWG from 2005. According to the author, the opposite is true, at least in the power sector, if traditional competition indicators such as efficiency of the sector, institutional changes and electricity prices are taken as reference. While the first EnWG had changed much in the direction of liberalization and competition, progress since 2005 is rather slow — with the exception of the number of supplier shifts on the retail level and the installation of a regulation authority. The discrepancies between reality and public perception claim for a sound theoretical analysis, from which conclusions can be drawn concerning the further direction of the electricity market regulation.  相似文献

Asymmetric auctions are among the most rapidly growing areas in the auction literature. The potential benefits from intensified auction competition could be enormous in the public procurement context. Entrant bidders are considered a key to enhance competition and break potential collusive arrangements among incumbent bidders. Asymmetric auction theory predicts that weak (fringe) bidders would bid more aggressively when they are faced with a strong (incumbent) opponent. Using data from official development projects, this paper shows that entrants actually submitted aggressive bids in the presence of incumbent(s) in the road sector and to a certain extent in the water sector. For electricity projects, the general competition effect is found to be particularly significant, but the entrant effect remains unclear. The results suggest that auctioneers should foster competition in public procurement, including fringe bidders, to contain public infrastructure investment costs.  相似文献

This paper studies the relationships between economic growth, telecommunications development and productivity growth of the telecommunications sector in different countries and regions of the world. In particular, this study assesses the impact of mobile telecommunications on economic growth and telecommunications productivity. The results indicate that there is a bidirectional relationship between real gross domestic product (GDP) and telecommunications development (as measured by teledensity) for European and high-income countries. However, when the impact of mobile telecommunications development on economic growth is measured separately, the bi-directional relationship is no longer restricted to European and high-income countries. This study also finds that countries in the upper-middle income group have achieved a higher average total factor productivity (TFP) growth than other countries. Countries with competition and privatization in telecommunications have achieved a higher TFP growth than those without competition and privatization. The diffusion of mobile telecommunications services is found to be a significant factor that has improved the TFP growth of the telecommunications sector in Central and Eastern Europe (CEE).  相似文献

Investment in broadband communications and its infrastructures (the so-called Next Generation Networks) is receiving extraordinary attention from policy makers all over the world, due to the significant impact of high-speed Internet access on the whole economy and society. However, even before the recent financial crises, a dramatic downward trend in telecommunications investment has occurred, mainly due – at least according to incumbent operators – to excessively intrusive regulatory intervention. The typical conflict between regulation, competition and investment emerges. It is therefore important, for both future research and regulatory and practitioners’ references, to review the specialized but growing branch of the literature on this interesting and policy-relevant issue. The purpose of this paper is therefore to survey the relevant theoretical and empirical literature on the relationship between regulation, at both retail and wholesale level, and investment in telecoms infrastructures. The picture that emerges is not conclusive, and further research is still needed, both theoretically and empirically, to better understand the real impact of regulatory incentives on investments.  相似文献

The European Commission believes that for the regulation of next generation fixed telecommunications networks the continuity approach is preferable to the equality of access approach and the no-regulation approach. According to the European Commission, (i) functional separation eliminates discrimination and promotes competition, but should only be used as a measure of last resort because it involves various complex trade-offs, whereas (ii) the no-regulation approach fosters investment, at the cost of sacrificing competition. The article agrees that functional separation involves complex trade-offs but disputes the assertion that functional separation necessarily eliminates discrimination and promotes competition. In addition, the article also establishes conditions under which the no-regulation approach does not reduce competition.  相似文献

The “ladder of investment” is a regulatory approach proposed by Cave (2006), which has been widely embraced by national regulatory authorities in the European telecommunications sector. The approach entails providing entrants, successively, with different levels of access—the “rungs” of the investment ladder, while inducing them to climb the ladder by setting an access charge that increases over time or by withdrawing access obligations after some pre-determined date (i.e., by setting sunset clauses). Proponents of the ladder of investment approach claim that such regulatory measures would make service-based entry and facility-based entry complements—albeit they have been traditionally viewed as substitutes—in promoting competition. The regulators, thus, have shown a strong interest in this approach. The paper provides a critical review of the ladder of investment approach by setting out its two underlying assumptions and discussing their validity with references to the related industrial organization literature.  相似文献

This article summarises results a study undertaken by Frontier Economics and the EWI for the German Ministry of Economics. The study makes progress in creating transparency of energy supply prices and cost (for electricity, gas and oil products) in Germany in an international context. In Germany most retail prices have increased significantly since 1998 and are at the highest level for most customer groups and products in international comparison. Main drivers that differentiate prices internationally are, duties and taxes, network tariffs, political interference with retail prices and the degree of end customer competition. Based on this analysis the authors recommend a review of the consistency of policy measures (especially taxes, duties, levies and subsidies) with the energy policy goals of price competitiveness, security of supply and environmental sustainability. Furthermore, the authors suggest further refining network regulation, enhancing competition in the retail sector and improving transparency of price information.  相似文献

The existing empirical evidence on the relationship between economy size and performance has been inconclusive. This paper employs stochastic frontier analysis to estimate economic measures of efficiency for the telecommunications sectors of 139 economies and examine their relationship with economy size. Simultaneously, it controls for the effects of competition in telecommunications, privatization of state-owned providers, independent regulators, and the quality of political institutions on sector performance. The findings suggest that economy size has a positive but decreasing impact on sector performance. Small economies have an incentive to grow to improve sector performance, though larger size is not a sufficient condition for efficiency. Sector policy and the quality of polity may contribute significantly to sector performance.  相似文献

The European Electronic Communications Code (EECC) is a major milestone in the EU's telecommunications policy. But is it such a step forward and are the technical and market developments such that the EECC is the endgame? An endgame would mean that sustainable competition is reached in all telecommunications markets. The current paper argues that the EECC's new policy goal of investment in very high capacity connectivity could actually lead to policies that end in sustainable infrastructure competition. The EECC's policies, however, are not courageous enough to reach this goal. This lack of courage also characterizes the EU's gatekeeper policies on call terminations and net neutrality. In both these areas an endgame with sustainable competition is possible.  相似文献

Numerous studies document the relationship between telecommunications and economic development. The main types and relative merits of these are summarized. The paper argues that more of the same will do little to help promote accelerated telecommunications investment in developing countries as needed. Rather, the efforts should now mainly concentrate on conveying existing sector knowledge to governments and international agencies. The paper focuses on examples of simple, proven tools which can be used to supplement telecommunications project analysis for this purpose.  相似文献

Assessing the changes over time in the efficiency of firms participating in competitive markets has always been a major concern to researchers and experts alike. With respect to the US wireline telecommunications sector, recent changes in unbundling regulations, as well as intermodal competition and mergers, have just increased uncertainty in a sector still marked by the Telecommunications Act of 1996. Although Data Envelopment Analysis (DEA) has become a methodology commonly used in many efficiency assessment applications, in the telecommunications context there is a need to implement an approach that takes into account carry-over activities between consecutive years; because of a wide customer base, financial long-term planning and investments in network elements and facilities are crucial for Local Exchange Carriers (LECs) to succeed. To that end, a Dynamic DEA application is formulated in this paper to evaluate the Incumbent LECs' (ILECs) performance from 1997 to 2007. Finally, a regression analysis has been carried out to establish the impact of competition and regulatory schemes upon carriers' efficiency. The results show that local competition has worsened efficiency, whereas neither intermodal competition nor incentive regulation has such a clear influence.  相似文献

This paper applies the data envelopment analysis (DEA) approach to measure the productivity performance of China's telecommunications sector at the provincial level. The results indicate that the efficiency scores for different provinces and regions are diverse: the efficiency scores of the provinces in the eastern region are significantly higher than those in the central and western regions. The differences in efficiency scores are mainly due to the differences in the operating environments of different provinces, rather than the efficiency performance of telecommunications enterprises. The results also suggest that labour redundancy and excess capacity of long-distance optical cable lines are major problems in China's telecommunications sector. After a period of rapid growth in investment and number of subscribers, it is time for the telecommunications sector to consolidate and to put more emphasis on productivity growth in order to meet the challenges posed by the World Trade Organization (WTO) commitments.  相似文献

Co-opetition is filled with tension due to inherent contradictory and opposing forces. In this research, we develop a multi-level conceptual framework that helps to understand key drivers of tension in co-opetition and key approaches to managing the tension. We combine literature-based conceptual arguments and insights from in-depth study of one exemplar case of co-opetition between Astrium (EADS group) and Thales Alenia Space (Thales group) within the sector of telecommunications satellites manufacturing in Europe. Our findings highlight multiple sources of co-opetitive tension at different levels. Further, our research shows that a mixed organization based on both separation and integration of competition and cooperation is helpful to understand and effectively manage tension in co-opetition. This paper offers case-based rich insights on the sources and management of tension and has important implications for the design and conduct of future empirical research.  相似文献

This article presents the current market definition in the electricity sector as applied by the Bundeskartellamt (Federal Cartel Office). The main focus is on the definition of the relevant product and geographic markets at the end consumer level. Moreover, it considers implications of the market definition for competition policy. A central aspect of the electricity sector is the interdependence between the generation, distribution and end consumer levels. It follows that the generation level has a deterministic impact on the electricity sector in general and especially at the consumer level.  相似文献

Within the framework of increasing US and Japanese competition, an interpretation is given of the future development lines of European telecommunications. Europe is lagging behind in this sector; this is explained in terms of the subdivision of services at the national level and the fragmentation of industrial areas within the respective countries. The minimum basis for recovery should be the establishment of a common European base in the telecommunications sector. A European scenario is proposed with particular attention devoted to the Italian problems in restructuring and development.  相似文献

This paper analyzes the relationship between governmental regulatory policies and competitive dynamics amongst private operators and the national monopolist, TP SA, in three network segments of the Polish telecommunications sector. Special attention is paid to the evolution of organizational strategies in a regulatory environment characterized by constant strategic indecision and reorientations of national policy makers. The paper finds that regulatory/competition coevolution has taken diverse forms in the three network subsegments, with asymmetric duopoly operating in the local fixed network, hidden competition at work in the long-distance fixed network, and oligopolistic technology-driven competition characterizing the high-growth cellular network. The conclusion reached is that Polish telecommunications to date has been stuck in a broad stage of pre-competitive market maneuverings by domestic and international capital, in preparation for privatization of the national operator and for full liberalization as part of EU integration.  相似文献

Changes in the state of telephony markets paved the way for significant regulatory and legislative reforms in the telecommunications sector in the 1990s. In Canada, the 1993 Telecommunications Act was enacted to promote the emergence of competitors in a market that had until then been dominated by regional monopolies. This paper examines the Canadian telecommunications regulatory framework and analyzes the regulatory privileges given to new entrants at the expense of former telecommunications monopolies. Such regulations, which were meant to induce competition, ended up hurting consumers and distorting the market process. This paper also shows how the Canadian government recently eliminated many of those regulations by seizing control of the policy agenda from the telecommunications regulator.  相似文献

The contention that there is significant underinvestment in telecommunications services in developing nations is supported by cross country data. The accepted approach to determining whether investment should take place involves: identifying unsatisfied demand; determining the least cost solution; and assessing whether benefits will exceed costs. The author draws upon the experience of World Bank involvement in telecommunications projects in developing nations and concludes that the trend in some developing countries toward increased investment in the sector will continue, furthering the goals of increased economic efficiency and improved social equity.  相似文献
