论文通过建立全球生产网络的中间投入品模型,实证分析中间品贸易对一国技术劳动力和非技术劳动力工资差异的影响。研究发现:加工贸易是中国融入全球生产网络的典型形态;其出口会扩大对技术和非技术劳动力的需求。但技术劳动力的工资上涨幅度要高于非技术劳动力的工资涨幅,从而使相对工资差距扩大。短期内,中间品的进口减少了技术劳动力的需求和就业,但长期来看中间品进口会扩大对技术劳动力的需求,相对工资差距拉大。人力资本投资的供给增长由于未能满足劳动力市场的需求,从而在一定程度上表现为工资差距拉大;但长期来看,人力资本积累机制的完善使得相对工资差距会逐渐缓和。  相似文献

This paper examines the impact of offshoring on labour demand and labour demand elasticities for a sample of 40 countries over the period 1995–2009 using the World Input–output Database (WIOD). Estimating the conditional labour demand model we find that offshoring impacts negatively labour demand, and in particular the demand for low- and medium-educated labour, with some evidence indicating that offshoring has tended to increase labour demand elasticities. Of particular interest are results for the subsamples of developed and developing countries. Most notably, we find that the negative effects of offshoring in developed countries are largest for high-educated labour, an outcome which we show is due to the offshoring of developed countries with other developed countries.  相似文献

In making use of the panel data in 27 manufacturing industries, this paper examines the recent increase in skill premium in China's manufacturing. The paper argues that the recent increase in skill premium in Chinese manufacturing can be partly attributed to the decline in intra-industry trade. A reasonable explanation on this is that the decline in intra-industry trade occurred in the period studied is associated with a decrease in output. This led to a reduction in relative demand of low-skilled workers, which supports the hypothesis of the output-skill substitutability, and finally an increase in skill premium. Further, this paper finds that the negative effect of intra-industry trade on skill premium is larger for high-skilled manufacturing than low-skilled manufacturing. One more result in this paper is that the increase in capital input reduced the skill premium in Chinese manufacturing. The empirical evidence is consistent with a modified model of intra-industry trade with differentiated products and three factor inputs: high-skilled labor, low-skilled labor and capital.  相似文献

We observe a substantial increase in foreign ownership in Sweden in the 1990s. Did that have any effect on relative demand for skilled labor? Has technology transfers—often associated with inward FDI—led to an increased demand for skills due to skilled-biased technical change? Are there any grounds for the concerns in the public Swedish debate that more skilled activities have been moved to other countries where the headquarters are located? Estimating relative labor demand at the firm level and using propensity score matching with difference-in-difference estimation, we obtain support for that relative demand for skilled labor tend to rise in non-multinationals (non-MNEs)—but not in multinationals (MNEs)—that become foreign-owned. Other interesting findings are that larger presence of foreign MNEs in an industry appears to have a positive impact on the relative demand for skills in Swedish MNEs within the same industry and that the elasticity of substitution between skilled and less-skilled labor seems to be lower in MNEs than in non-MNEs.  相似文献

In the case of Japan, the studies conducted so far focus alone on firm‐level data and delve into the productivity effects and the skill upgrading between skilled and unskilled workers. Here, we carry out an empirical analysis of the employment effects of offshoring for Japanese industries on a broader classification of skills or occupations, while considering the three major sectors of the economy and taking account of both services and materials offshoring. The results suggest that various types of offshoring affect occupations differently. In particular, services offshoring tends to benefit highly skilled occupations more, while materials offshoring tends to benefit production workers instead.  相似文献

This paper investigates why labor demand has shifted away from low-skilled toward high-skilled labor in The Netherlands. We focus on the role of changes in relative wages and technological progress. A flexible functional form, proposed by Diewert and Wales, the Symmetric Generalized McFadden cost function, is estimated for the exposed and sheltered sectors. The estimates are based on time-series data for the period 1972–1993, which recently became available. Labor-saving technological change explains most of the displacement of low-skilled workers. The computed elasticities suggest that substitution between labor as a whole and capital is small. However, substitution plays a modest role in the shift from low-skilled toward high-skilled labor, especially in the sheltered sector. Skill-capital complementarity seems relevant in both sectors.  相似文献

文章在异质性模型基础上,引入出口产品质量,通过构建理论模型考察了政府与企业间人才配置对企业出口质量决策的影响。人力资本在政府与企业间的配置是决定企业出口质量的重要因素,政府对人才的过度占用将导致其对高技能劳动的"竞争效应"高于生产率"溢出效应",从而抑制企业的出口质量的提升。基于此,文章采用2005年全国1%人口抽样调查数据、中国工业企业数据、中国海关数据及其匹配数据,通过构建计量模型检验了政府与企业间人才配置对中国企业出口产品质量的影响。研究发现:虽然公务员人力资本水平的提高有助于政府公共物品提供,但是却挤占了企业生产中对高技能劳动力的使用,政府、企业间人才配置所带来的高技能劳动力"竞争效应"显著高于公共物品"溢出效应",从而通过提升高技能劳动力的工资水平,抑制了中国企业出口产品质量的提升,这一结论在考虑了变量的度量、模型形式设定与内生性问题之后仍然稳健;进一步检验发现政府部门对企业人力资本的"竞争效应"在不同行业间存在显著地差异性,对与政府人力资本结构更为相似行业的出口质量压抑效应更大;在对出口产品质量进行动态分解后,文章研究发现政府与企业间人才配置对出口质量的负面影响主要源自于在位企业的企业内与企业间效应,而非进入与退出效应。  相似文献

A major concern regarding the consequences of offshoring is the worsening of the labour market position of low-skilled workers. This paper addresses this issue by providing evidence on the impact of offshoring on the skill structure of manufacturing employment in Belgium between 1995 and 2007. Offshoring is found to significantly lower the employment share of low-skilled workers. Its contribution to the fall in the employment share of low-skilled workers amounts to 35 %. This is mainly driven by offshoring to Central and Eastern European countries. While most of the previous papers on this subject focus on materials offshoring, we show that offshoring of business services also contributes significantly to the fall in the low-skilled employment share. As a complement to the existing literature, we compare the widely used current price measure of offshoring with a constant price measure that is based on a deflation with separate price indices for domestic output and imports. This reveals that the former underestimate the extent of offshoring and its impact on low-skilled employment. Finally, we also find that the impact of offshoring on low-skilled employment is significantly smaller in industries with a higher ICT capital intensity.  相似文献

China and India are two demographic giants that have become big developing economic powers. They have maintained their specialization in textiles and developed outward-oriented sectors linked to new technologies, taking advantage of offshoring and outsourcing. Their increasing contribution to international trade is changing the world supply and demand of manufactured goods, primary goods and services. They are new leaders in the international division of labor, but beyond technological catch-up, their challenge is quality upgrading. Both countries are increasingly contributing to global economic growth, but they cannot yet trigger the growth of the rest of the world by themselves.  相似文献

This paper reviews the implications of outsourcing and offshoringfor the productivity of business services in the UK. Officialstatistics indicate that business-service productivity has grownby over 20 per cent in the last 7 years at the same time asemployment grew by 20 per cent. The paper considers possiblefactors that account for the simultaneous growth of employmentand productivity. First, we discuss outsourcing and offshoring,and their role in enhancing productivity through greater specialization,standardization, and consolidation of business processes, anda shift to higher value-added services. Outsourcing of businessservices is interpreted as part of corporate restructuring,namely as the unbundling of corporate functions as well as verticaldisintegration. Second, as some services become more like products,both low-skilled and high-skilled jobs are subjected to productivitygrowth through standardization and digitization. It is argued,however, that the future of business-service productivity ison a knife-edge, depending on the mix of two sources of productivityenhancement—namely greater standardization and capturingvalue from customized solutions. Considering heterogeneous responses by skill group to material and service offshoring, we examine the relationship between offshoring and the individual wages of workers in the U.S. labor market. We find that offshoring has been beneficial for high-skill workers but detrimental for middle- and low-skill workers. In particular, service offshoring, which has been widespread since 2000, has severely affected the labor market, compared to material offshoring.  相似文献

This paper analyses the repercussions of region-specific shocksto labor demand. Active labor market programs have been targetedat high unemployment regions in Sweden, a fact that should influencethe regional adjustment process. Fears have been expressed thatsome of the programs may have adverse effects on adjustmentby, for instance, locking-in displaced workers in depressedregions. The empirical results indicate that Swedish regionaladjustment has been comparatively rapid; labor mobility in responseto shocks, for instance, appears to be high by European standards.On the whole, labor market programs do not seem to have impededregional adjustment substantially.  相似文献

This paper investigates the effect of inward foreign investment on the relative employment of skilled labour. The extensive review of the empirical evidence shows that the results seem to be country-specific. Using Canadian industry-level panel data, the paper shows that most Canadian industries have experienced skill upgrading, and that foreign investment, as measured by FDI or majority ownership, has contributed to this development. Moreover, notwithstanding higher regulatory restrictions on foreign investment into Canadian services industries, foreign investment has had a similar impact on skill upgrading across both the services and non-services sectors. Finally, offshoring is found to only have a positive significant impact on skill upgrading in the services sector.  相似文献

This paper examines the effects of information and communication technology (ICT) and offshoring on the skill demand in Japanese manufacturing. One of the contributions of this paper is that we focus explicitly on the demand for low-wage part-time workers, which we call low skilled workers. Estimating a system of variable factor demands for the period 1980–2011, we find that industries with higher ICT stock shifted demand from middle-low to middle-high and low skilled workers. Offshoring is associated with the increasing demand for high skilled workers but it has insignificant effects on the demand for middle-high, middle-low, and low skilled workers. The results together suggest that the increasing demand for low-wage part-time workers can be attributable to ICT in Japan.  相似文献

In cities, complementarity between a low-skilled and a high-skilled workforce can promote each other to improve labor productivity. In this study, we used earlier census data and 1% population survey data to examine the distribution of the skilled workforce in cities in the People's Republic of China (PRC) along with its changes, and drew the following three conclusions. First, a highly skilled workforce is the engine of urban development, increasing urban wages and population. Second, big cities can promote complementarity between skill sets so that there are greater numbers of high-skilled and low-skilled workers in those cities. This explains why both low-skilled and high-skilled workforces agglomerate in big cities. Last, complementarity between the low-skilled and high-skilled workforce is inhibited in the PRC's cities because of the biased household registration system (HRS) toward the high-skilled workforce, resulting in limited supply of low-skilled labor. This policy is not conducive to enhance labor productivity in big cities and to carry out its leading role of economic growth.  相似文献

In this paper we examine the link between international outsourcing—or offshoring—and the skill structure of labour demand for a sample of 40 countries over the period 1995–2009. The paper uses data from the recently compiled World Input–Output Database to estimate a system of variable factor demand equations. These data allow us to exploit both a cross-country and cross-industry dimension and split employment into three skill categories. Our results indicate that while offshoring has impacted negatively upon all skill levels within industries, the largest impacts have been observed for medium-skilled workers. Such results are consistent with recent evidence indicating that medium-skilled workers have suffered to a greater extent than other skill types in recent years.  相似文献

This paper develops a formal model for examining the impact of free trade on the wage inequality in the Northern economy and the sensitivity of wage inequality indices to changes in causal factors within a general equilibrium setting.The model has three types of labor: sector-specific high-skilled, mobile unskilled and immobile unskilled labor. Thus, three types of wage inequality indices are derived. Using China's 2005 1% population survey, this paper examines the wage impact on urban workers of rural to urban migration. We find that, on average, migrants increase the wages of urban workers, with the effect being magnified for more skilled urban workers. This suggests that migrants with skills similar to those of urban workers may complement them. We explore the possible channels of these effects. From the supply perspective, we find that migration inflows accelerate the occupational upgrading of urban workers, especially for low- and medium-skilled workers. From a demand perspective, as the share of migrants in the urban labor force increases, the number and output of industrial firms also increase, and firms become more reliant on low-skilled workers. The more migrants in a city, the greater the available employees for industrial firms, particularly for low-skilled employees. However, the effects on high-skilled firms are much smaller or insignificant. In addition, we find that migrants have little impact on firms' capital-labor and capital-output ratios. This suggests that firms can expand through capital adjustments to absorb inexpensive migrants, which alleviates the possible negative impact of migrants on the urban labor market.  相似文献

The purpose of this paper is to study the role of social insurance design in a comparative-advantage model of offshoring and trade. To do so, we incorporate social insurance into a modified version of the Grossman and Rossi-Hansberg (Am Econ Rev 98(5):1978–1997, 2008) model by formalizing its administrative, compensation, cost, labor-supply and productivity effects. The compensation and productivity effects, which are novel, give rise to important offshoring and trade implications that can contribute to explain how social insurance provision can be sustained under globalization pressure and why similar globalization pressure can lead to different skill premia developments in Western economies.  相似文献

本文首先运用理论模型推导出垄断竞争市场条件下产业内贸易与行业相对工资差距之间的关系。理论结果显示,当产品的产出技能替代弹性(高技术工人相对雇佣量的变化率/产出的变化率)为正时,产业内贸易将会扩大相对工资差距;当产品的产出技能替代弹性为负时,产业内贸易将会缩小相对工资差距。然后以中美工业制成品产业内贸易为例对该结论进行验证,计量检验结果表明,我国制成品的产出技能替代弹性为正,中美工业制成品产业内贸易扩大了相对工资差距。  相似文献
