一、出口买方信贷概述 出口信贷是各国政府普遍采用的,通过给予利息补贴与提供出口信用保险或出口信贷担保,鼓励本国银行对本国出口商提供融资支持,以促进本国对外贸易发展的政策性金融工具.出口信贷分为卖方信贷和买方信贷两种方式.买方信贷就是由贷款银行直接向买方(进口商、进口国政府机构或银行)提供贷款,使国外进口商得以即期支付本国出口商货款的一种融资方式.

完善金融服务发展对外贸易的若干思考

与西方发达国家相比，目前我国对外贸易中的金融服务还有许多不完善之处。本文认为，为建立其完善的金融服务体系，应由中国银行和中国人民保险公司代办包括出口信贷、信贷担保和出口信用保险的金融服务；在做好传统服务品种外，不断创新新的服务品种。同时，银行还应协助出口企业解决一些实际问题，如补充外贸企业自有资金、催收逾期外汇、建立银企集团、加快出口生产企业技术改造等。     

谈WTO的出口信贷担保纪律--兼评巴西诉美国棉花补贴措施案

出口信贷担保是否具有出口补贴的性质和作用？或者说出口信贷担保是否要受到出口补贴纪律的约束？一直以来争议甚大。巴西诉美国棉花补贴措施案，巴西首次将美国针对农产品的出口信贷担保措施诉簿公堂，DSB通过对该案的专家组报告和上诉机构报告，对出口信贷担保纪律终于有了明确的说法。     

农产品出口信贷及新框架协议下的影响与对策

W TO框架内,出口信贷、出口信贷担保及出口信用保险对国民经济与国际贸易,尤其是农产品国际贸易具有重要的意义和作用。2004年8月“多哈谈判”达成的框架协议也对此产生了深远影响。作为W TO新成员,我国对此领域的研究与实践还是空白,本文在回顾出口信贷、出口信贷担保与保险规则发展历程基础上,着力探讨W TO各主要成员国的立场与做法及面对新框架协议的应对措施。

出口信贷担保作为各国出口信用机构经办的主要业务,对引导商业银行资金流向,扩大对外出口和对外投资活动的资金供应,具有积极作用。随着我国入世日期的临近,我们亟需开展出口信贷担保业务,借鉴国际经验,强化出口信用机构及信贷担保业务对外经贸的促进作用。     

论我国外贸政策性金融体系的构建与完善

加入WTO,我国加大国家金融信用政策,如出口信贷及其担保和出口信用保险等手段支持对外贸易,是较重要的战略选择。它充分体现了国家政策性金融补充和完善商业性金融的特殊职能,它将政府信用保障与市场机制有效地结合起来,从而达到政策性目标和商业性目标的同时实现,它将构建和完善我国外贸政策性的金融体系。     

对西方国家出口信贷政策调整的分析和思考

80年代初期和中期,西方工业国家所提供的出口信贷曾大幅度地缩减,到1988年才有了转机.西方工业国特别注意对出口信贷国家担保政策进行调整,各工业国的出口信贷专门机构重视提高出口信贷及其担保业务的质量,经济合作与发展组织的"君子协定"作了一些修改,以便充分地发挥协凋和约束作用.为了更好地利用西方工业国的出口信贷,我国应做到:保持政局稳定和国民经济持续稳定地增长、避免出现债务重议、保持良好的偿债信誉、优先安排经济效益良好的项目利用出口信贷.
