Rural tourism in South Africa has undergone fundamental change since the advent of political democracy in 1995. Previously perceived as a ‘white man's thing’, rural tourism is increasingly finding a home amongst South Africa's formerly marginalised rural communities. The country has considerable potential in attracting tourists in search of new, exciting experiences in areas of unexploited natural beauty and rich cultural resources. The concept of rural tourism has mushroomed to include adventure tourism activities, cultural tourism and, lately, a new phenomenon in rural communities known as ‘township tourism’. There are, however, substantial challenges to be overcome if the rural tourism sector is to achieve its goals. These include a lack of capacity at local government level, the difficulties involved in operationalising community‐based rural tourism and the dearth of entrepreneurial expertise, management skills and capital with which to expand the rural tourism infrastructure. In the first decade of democratic rule in South Africa scheduled commercial passenger flights across the country’s borders more than doubled. Additional flights served new African air passenger markets and secondary airports in established markets. Overseas flights increased more slowly, serving a diminishing number of overseas countries and cities. In 1994 the Republic was linked directly by air with more overseas than African countries and cities; within a decade the pattern reversed. The changing geography of South Africa’s international air links reflects developments in the international airline industry, and South Africa’s increasingly prominent political and commercial role in Africa.  相似文献

This paper investigates the changes and current patterns of domestic passenger airline networks in South Africa, considering routes operated and volumes of seats supplied by carriers. This market was liberalised in 1991 and the new market-oriented policy was not challenged by the post-apartheid regime. Flag-carrier South African Airways (SAA) has lost its virtual monopoly, and thus significant volumes and market share, although its decrease is smaller if one considers its regional affiliates and subsidiary. Conversely, low-cost airlines have literally boomed, while British Airways has penetrated the market through a franchise agreement with Comair. Route networks by airline show various patterns. The low-cost carriers tend to concentrate on South Africa's Golden Triangle, while SAA regional affiliates mostly serve thin routes without competitors. Furthermore, the rise of low-cost airlines has led to the utilisation of a secondary airport in Johannesburg, the only African city with a multiple-airport system. Finally, our results are interpreted in light of South Africa's geography, intermodal options and social-political issues.  相似文献

In Africa, the Yamoussoukro Decision (YD) to date remains the single most important air transport reform policy, the continent-wide implementation of which remains pending. This study employs the Air Liberalisation Index (ALI), developed by the Word Trade Organisation (WTO) Secretariat, to measure the impact of each of the seven quantifiable market access features of South Africa's aviation policy in Africa on air passenger traffic flows. A fixed one-way panel regression technique was applied to panel data, representing five air transport markets: intra-African, the SADC, East African, West African and North African over two time periods (2000–2010; 2006–2010). The results proved to be significant in three markets, intra-African, the SADC and East African and provide new insights into the relationship between air passenger traffic flows and aviation policy in the South African – intra-African and regional contexts.  相似文献

Despite efforts to enhance the efficiency of the African air transportation sector through such actions the Yamoussoukro Decision, African represents less than 2% of the world’s air passenger kilometers. This is despite the fact that air transportation can act as a means of transporting traded goods directly (including the individuals that are the “product” of tourism) and provide complementary services of labor mobility for those engaged in the production of more bulky goods that are shipped by land and maritime modes. We examine the network of intra-Sub-Saharan African airline connections to highlight the differential access enjoyed by the region’s largest cities. Second, we develop a quantitative framework linking the availability of air connections to the main international trade flows in sub-Sahara Africa. Our findings suggest that, although there is a positive link between air transportation and economic development in Africa, the multilateral efforts at reducing institutional impediments to more open aviation markets have not produced significant results.  相似文献

This article explores how picture postcards contribute to the cultural production, performance and consumption of landscapes, places and identities. Drawing on cultural and critical studies, it scrutinises the postcard as a cultural text and as a site of cultural production. It begins by briefly reviewing the concepts of ethnicity and identity in relation to its case study country of Wales and suggests how its imagined communities and landscapes have a broad mythical structure that can be mapped across a series of discourses. It then outlines the study's approach to postcard analysis and locates the visual in social science research, confronting issues of interpretation, validity, sampling and reflexivity. The article subsequently presents a discourse analysis of a dozen contemporary Welsh-produced postcards from the archives of the National Library of Wales. In particular, it navigates the visual narratives that are privileging particular stories of place, culture and nationhood and analyses what is being invoked to epitomise contemporary Wales and what is being set aside in these postcard representations. It suggests these visual texts reflect an internal re-mapping of Wales that is celebrating the capital city of Cardiff as its metropolitan cultural core and marginalising alternative imagined communities of Wales, redefining them through spectacle and theatricality. Finally, the article concludes by suggesting how further analysis of such visual touristic texts could offer insights into the cultural production and consumption of identities, landscapes, and places.  相似文献

This article considers the picturesque spectacle of knitting women dressed in attire, set against the background of the dunes in the Dutch province of Zeeland. Images of the knitting women at the beach were incorporated in the current visual repertory of the tourist press, including picture postcards. Taking its cue from a picture on knitters at the beach by the well-known modernist photographer Eva Besnyö, this article aims to show a pictorial tradition in which nationalist and tourist representations are linked to convey a Dutch Heimat idyll.  相似文献

Public transport investment is normally targeted at increasing accessibility which land rent theory identifies and will in turn increase land values. There is a clear policy interest in how much land values increase following a new transport investment so as to establish if there is sufficient land value uplift to capture and to help pay or contribute to investment plans. Identifying an uplift for residential land has been well studied in the context of new light rail systems and bus rapid transit (BRT) systems in developing countries but there is little evidence for BRT in developed countries.This paper has two objectives. First, to examine long term impact of BRT in a developed world context in Brisbane, Australia. Brisbane's BRT uses an open system design which contrasts with the closed system design of the successful BRT systems in South America and elsewhere, including the BRT in the suburbs of Sydney, Australia. Second, BRT in Brisbane was introduced to a network already dominated by a radial heavy rail network and this investigation recognises that the uplift from BRT introduction may therefore be different to a BRT in a single mode city. A third motivation is to consider the spatial distribution of uplift which is an essential pre-requisite to understanding the distributional impact if uplift is used to contribute to infrastructure provision.Spatial modelling is used to examine the accessibility impacts of the BRT at a global level. This is followed by Geographical Weighted Regression, used to examine the spatial distribution of accessibility using a local model.The results show that there is greater uplift in Brisbane, as compared to that identified by studies of Sydney's BRT which is likely due to the greater network coverage of BRT in Brisbane and less strong competition of rail. Land value uplift is also spatially distributed over the network giving higher uplift in some areas than others and lower values than typically found with rail based systems in developed countries. However, the degree of uplift is relatively low, with proximity to BRT stations attracting more uplift than proximity to train stations.  相似文献

Local and regional food holds great potential to contribute to sustainable competitiveness in a destination. An analysis of the literature and promotional material of South African and key international destinations, however, indicate that the contribution of food to sustainable tourism and the marketing of destinations has received very little attention globally, as well as in South Africa. A framework and guidelines for developing and implementing food tourism could enable destination marketers and entrepreneurs to optimise the tourism potential of local and regional food. To this end a food tourism destination-marketing framework was conceptualised, which was based on the findings of a South African situation analysis and international trends and best practices. The South African situation analysis entailed an empirical investigation among regional and provincial destination marketing organisations to determine the current status and future potential and food tourism initiatives as a key component of destination marketing in South Africa. To support the food tourism destination marketing framework, two key tools were developed, namely TOURPAT (a tourism and culinary atlas linked to a geospatial database) and PAT (a product potential and attractiveness tool). The framework and tools were tested in a South African destination and provided the stakeholders with mechanisms to develop and implement food tourism. This paper outlines the key components and an evaluation of the framework and tools that have been developed. Guidelines and recommendations for the development, packaging and marketing of local and regional foods are postulated. Proposals for future research are also outlined.  相似文献

This study observed tourism development in the popular South African destination of Dullstroom, Mpumalanga, and sought to identify the significant social benefits that have been fostered as a result. Dullstroom is synonymous with fly-fishing and is well-known throughout the country for its unique natural environment that is host to diverse flora and fauna. In the South African context, the impacts generated by tourism development on local communities have remained preoccupied with the economic benefits they deliver and rarely the important social gains that may also be developed. Between October 2012 and March 2013, a qualitative research methodology was developed to capture the views and experiences of 46 local employees (predominantly Non-white, South African females) and 16 owners or managers of local tourism-focused businesses. The findings reveal that tourism development has provided a number of positive impacts and that local community members encountered a number of benefits that ventured beyond economic factors. These benefits included empowerment through capacity building and the acquisition of positions that involved a high degree of responsibility, many of which would have been otherwise unobtainable but for the support of local tourism businesses. Others were afforded opportunities to pursue formal qualifications that enabled them to pursue dreams of senior positions or even new career paths beyond Dullstroom. The platforms that enabled these outcomes are discussed from the perspectives of both employers and employees in the local tourism economy.  相似文献

International programmes and national policies around the world have identified tourism as an appropriate mechanism for sustainable development, poverty alleviation and biodiversity conservation. To evaluate the impact of nature-based tourism on the poor, socio-economic assessments were undertaken at enterprises based within South African protected areas. Comparisons were made between local economic interventions reported by enterprises and neighbouring community member's perceptions of their initiatives. Socioeconomic impacts evaluated included employment, gender equality, procurement, corporate social responsibility, dependency on tourism and access to markets. The studies demonstrate that isolated efforts from individual tourism companies have little tangible impact on the majority of people living in highly populated rural communities but impacts are substantial for the few people who directly benefit. Implications of these findings for future socio-economic initiatives through tourism, and options to increase net benefits to the poor are explored.  相似文献

As part of the political restructuring process in South Africa, transport legislation was approved during 2000 allocating new transport functions to new independent transport authorities, thus providing local sphere of government with a new range of powers and responsibilities. This article focuses on some international models for transport authorities, a brief historical perspective on the background to the South African situation, a summary of the legislated provisions that are relevant to transport authorities, followed by a few local case studies to illustrate the initial concepts that have emerged during preliminary investigations in South Africa. To date, the majority of studies which consider transport from a social exclusion perspective have been conducted in the context of the developed world where both income poverty and lack of transport are relative rather absolute states. In a unique departure from these previous studies, this paper explores the relationship between transport and social disadvantage in the development context, the key difference being that income poverty is absolute and where there is much lower access to both private and public transportation generally. Thus, it seeks to explore whether the concept of social exclusion remains valid, when it is the majority of the population that is experiencing transport and income poverty compared with the minority who do so in advanced economies.The paper is based on a scoping study for the Republic of South Africa Department of Transport (RSA DOT), which primarily involved focus group discussions with a range of socially deprived urban and peri-urban population groups living in the Tshwane region of South Africa. In a second departure from previous studies which consider transport and social disadvantage in the development context, the study takes a primarily urban focus. The rationale for this is that theoretically low income urban settlements do not suffer from the lack of transport infrastructure and motorised transport services in the way that more remote rural areas do. The policy issue is therefore less a question of addressing a deficit in supply and more one of addressing particular aspects of public transit service failure, which are more readily amenable to relatively low cost, manageable, small-scale national and local policy interventions.A primary aim for the study was to reinvigorate cross-government debate of these issues in the hope of breaking South African government’s long-standing and persistent policy inertia in the delivery of equitable and socially sustainable urban transport systems.  相似文献

The aim of this investigation is to make a contribution towards addressing the paucity of academic reflection on second home development in South Africa. More specifically, the paper aims to provide some preliminary insights into the question of what types of second homes there are in South Africa and what impacts second home development holds for different types of urban settlements. The examples drawn upon in this investigation cover diverse urban settings. These case studies include (1) a small rural town in the eastern Free State province – Clarens; (2) a small coastal village in KwaZulu-Natal – Zinkwazi; and (3) a neighbourhood in the Cape Town Metropolitan area – De Waterkant. While the case studies elucidate unique development characteristics and impacts, the investigations also highlight some commonalities. In particular, it is firstly argued that second home development in South Africa demonstrates similarities to developments found internationally; and secondly, that the near-generic impacts of second homes found elsewhere are echoed in the South African context too. Here, in particular, the generation of employment and property price appreciation stand out as key similarities.  相似文献

Cultural tourism has established a market share of approximately 20% in the tourism sector globally. In addition, it fosters socio-economic benefits for a destination and its residents. This study explores residents’ attitudes towards cultural events in Nelson Mandela Bay (NMB), South Africa, to enhance the destination image and induce stakeholder engagement. In this study, 3659 residents of NMB either completed an online questionnaire or a face-to-face interview. The results indicate that the residents of NMB have a positive attitude to cultural events. Notably, the demographic profile of the respondents is representative of the country and may be transferred to a national level to assist the South African tourism industry. The findings clarify insights to the market needs and cultural differences that may be used to tailor unique selling propositions in culturally diverse destinations.  相似文献

This paper sets out a demand modelling framework for the development of a regional transport and land use model system (R-Tresis), to be implemented for New South Wales (Australia). Traditionally, the focus of such a model system has been major metropolitan areas such as Sydney, where we have developed Tresis (Hensher, 2002). Given the growing concern about regional accessibility to many service classes, there is a need for a modelling capability that can be used to prioritize and guide policy decisions in regions that are often described as remote, rural, low density and small town. In developing a framework that is capable of integrating both demand and supply elements of transportation and land use activity, we recognized the challenges in developing primary data sources, and the high likelihood of a reliance on secondary data sources. This suggested an alternative approach to demand modelling that was not dependent on choice models; namely a suite of continuous choice models in which we capture the actual activities undertaken by each mode on both the demand and supply side at high spatial resolution.  相似文献

Global shipping is a backbone of the global economy, and as such, it evolves alongside the development of trade and the elaboration of commodity chains. This paper investigates the evolution of regional inequality in the global shipping network by analyzing the changing positions of world regions during the period from 2001 to 2012. This was a period of both prosperity and recession in maritime shipping. Using data on inter-regional flow connections, the positions of seventeen regions in the global shipping network are analyzed in terms of their traffic development, centrality, dominance and vulnerability. The East Asian, Northwest European and Europe Mediterranean regions have consistently held the highest positions, while East African and North African regions have held the lowest positions. By commanding the largest flows in the network, East Asia assumes a dominant position. The Australasian, North American West Coast, Northwest European and Southern African regions show an increasing dependency on East Asia. The analysis also identifies a few emerging regions that have had the highest growth rates in total traffic volume and connectivity for the studied period, namely South American North Coast, South American East Coast, West Africa, Southern Africa and West Asia. The empirical results of this paper supplement existing research on global shipping network evolution. One implication of the analysis is that the traffic growth of East Asia does not imply that, there is an equivalent improvement in its position in the global shipping network. The paper also shows that indicators from network analysis may be used to provide a more nuanced understanding of port-regional development than existing measures based solely on total traffic volume.  相似文献

The intersection of tourism and climate change has seen significant research over the past two decades, focusing particularly on issues of mitigation and adaptation in the global North. Research output has predominantly been centred on the Mediterranean and Nordic countries and number of localities in North America. The global South has seen significantly less investigation, despite having significantly lower adaptive capacity to the impacts of climate change, and numerous countries with rapidly growing tourism sectors. The African continent specifically has seen appreciably less research than other countries in the global South, despite arguably having the lowest adaptive capacity and projections of severe impacts of climate change to the tourism sector from temperature increases, changes in precipitation volume and sea level rise. This paper therefore presents a review of the existing literature on adaptation strategies of tourism sectors and participants in African countries. The crucial argument of this paper is in highlighting the need for an increase in research into the threats of climate change to tourism in African countries, identifying future research trajectories. The development of such knowledge would assist in the development of adaptation and mitigation strategies for these most vulnerable tourism economies.  相似文献

The United States is experiencing a shift in racial demographics. Recent projections suggest that minority groups will make up over 40% of the country’s population by 2050. Such increases have made the topics of race, ethnicity, and culture an important area of study for researchers and tourism professionals alike. Existing explanations of differences in African American travel suggest that decisions are made due to marginality or ethnicity. Because travel preferences may be a byproduct of learned behaviors passed down through generations, it is imperative to understand both current and historical aspects of leisure behavior. In this qualitative study, the narratives of 12 African American tourists provided information which suggests that marginality, ethnicity, and issues related to discrimination impact their tourism-related attitudes and behaviors. Capturing the voices of African American travelers offers a more inclusive understanding of their travel experiences and insights into the relationship between race and tourism.  相似文献
