Abstract

While public organizations have focused on structural empowerment as a strategy to reform public bureaucracies, there is no consensus on the conceptualization or dimensionality of this construct. In addition, public organizations have paid little attention to the importance of psychological empowerment in their reform efforts. This article examines the construct validity of multidimensional measures of structural empowerment – consisting of participative decision making, feedback, and delegation – and psychological empowerment – consisting of meaning, competence, self-determination, and impact – and develops an integrative model of empowerment. A confirmatory factor analysis (CFA), conducted with the data from a sample of 191 public employees, showed support for a multifactor model that integrates the two types of empowerment.  相似文献

Abstract

This study identified patterns of psychological contract (PC) and examined how these patterns were related to employee well-being and in-role performance over time (T1–T3). PC was measured at T1 based on cross-sectional data and well-being and performance longitudinally in two consecutive years (T1?T3) among university employees. Latent profile analysis revealed six different patterns of PC at T1. These were labelled (1) strong and balanced (n = 131), (2) average and balanced (n = 382), (3) employer-focused (n = 79), (4) employee-focused (n = 59), (5) balanced transactional (n = 224) and (6) employee-focused relational (n = 322). The longitudinal findings showed that the employees in PC patterns 1 and 2 experienced more vigour at T1–T3 than those in pattern 5, while the employees in pattern 2 reported higher proficiency at work at T1–T2 than those in pattern 6. Employee job satisfaction did not vary between patterns. Altogether, the PC pattern that included many different obligations on the part of both employee and employer seemed to result in better employee well-being and in-role performance.  相似文献

Abstract

This paper examines the relationship between the breadth and depth of cultural exposure (CE), intercultural sensitivity and intercultural competence to draw implications that can improve recruitment and staff development practices in organizations with a culturally diverse workforce. Findings from a survey (N = 214) in Australia support the notion that intercultural competence is a broader concept that requires a deep exposure to other cultures as compared to intercultural sensitivity. The findings suggest that breadth of CE has limited potential whereas depth of CE is more beneficial in improving an individual’s intercultural abilities. Implications are drawn based on the findings of the study such that organizations are able to recruit and develop employees who are truly interculturally inclined and can effectively navigate the challenges of working in today’s multicultural organizations.  相似文献

Abstract

Whilst health consequences of being locked-in at the workplace have been documented in several research studies, it is largely unknown how work characteristics and their changes over time relate to risks for becoming locked-in at a certain workplace. Accordingly, this paper studied how perceived control, learning opportunities and quantitative demands at work associate with workplace-locked-in (WPLI). The study included permanent employees who participated in the Swedish Longitudinal Occupational Survey of Health (SLOSH) study in wave 3 through 5 (n = 2918 individuals; n = 7460 observations). Results from multi-level analysis show that there was significant individual variation in WPLI changes over time, even though on average, WPLI decreased slightly. Differences in work characteristics between individuals (L2) and across time (L1) associated significantly with WPLI: higher levels of job control and learning opportunities related to lower odds ratios for WPLI, whereas higher quantitative job demands associated with higher odds ratios of WPLI. Moreover, differences in quantitative job demands, number of job changes and educational achievements explained the individual variations of WPLI developments over time. The result shows that WPLI can – to some extent – be prevented or reduced through good work design, and implications for HR managers and organizations are discussed.  相似文献

Abstract

This article aims at contributing to the study of arm's length agencies by focusing on what are considered to be core concepts of agencification: autonomy and control of public agencies. The balance between autonomy and control is studied for a set of Flemish public agencies, from three angles: (1) To what extent can we observe the practitioner model of disaggregation, managerial freedom and results based control in Flanders?; (2) Which autonomy-control balances do we find empirically? Departing from two extreme cases – control loss and false autonomy – I conclude that there is a lot of variation amongst Flemish public agencies as to their autonomy-control balances; and (3) Based on a third set of empirical conclusions, I try to broaden the normative discussion on the accountability debate that surrounds arm's length agencies, by proposing a broader concept of steering and control. I conclude the article by proposing four directions for future research on this specific topic of agency research.  相似文献

Abstract

In the critical arena of public management and policy debates several schools currently try to make sense of governance structures and processes, although one has so far had the strongest impact in terms of academic and policy influence in particular in the United Kingdom: network governance.

Network governance has been associated with Stakeholder Capitalism – as represented for instance by the European (usually German) social-democratic settlement – and as the direct opposite of the New Public Management (as the epitome instead of Shareholder Capitalism). In this essay it will be argued that the alleged novelty of the reforms being currently implemented under the aegis of the ‘modernization’ or (network) governance rhetoric (by the Blair government, for instance) must be questioned, since they are the direct inheritors of the NPM tradition. Through the development of a multiparadigmatic model of ethical and organization theories it will be shown that alternatives to network governance are not only thinkable but also (institutionally) practicable.  相似文献

Abstract

Previous research on performance appraisal in Human Resource Management has found that frame-of-reference (FOR) training can improve rating accuracy. However, both the time-consuming development of training materials and the almost exclusive use of experimental evaluation designs limit the dissemination of FOR training as well as a better understanding of how and when it works. Therefore, unlike past research, the present studies used more general rater training materials and examined improvements in rater accuracy by means of a double-pretest one-posttest design. Study 1, using a student sample (the majority being part-time employees; N = 58), demonstrated the effectiveness of the rater training over and above a testing effect. Study 2 with participants from the workforce population (N = 45) replicated these results. In addition, in Study 2, pre-training rater self-efficacy moderated rater training effectiveness such that the rating accuracy of trainees with low self-efficacy improved more than did accuracy scores of trainees high in rater self-efficacy. We conclude that an effective FOR training can be conducted with less organization-specific materials, though both testing effects must be controlled for and individual differences (i.e. rater self-efficacy) between trainees have to be taken into account.  相似文献

Abstract

Using survey data of respondents involved in spatial planning projects in Taiwan, Spain and the Netherlands (n = 678), this article examines the influence of network management strategies and complexities (examined with regard to differences in perception of problems and solutions, and unexpected events) on perceived network performance. This theory-driven, empirical research shows that the effect of network management strategies on perceived performance is stronger than the impact of unexpected events or actors’ differences in perceptions of problems and solutions. We find this result in all the three countries. Our model explains 19.1 per cent of the variance in the perceived network performance.  相似文献

Abstract

Coordinating organizational activity across different sectors is crucial in disaster management. We analysed the response of 291 aid workers to the Haiti earthquake in 2010 and found that common incentives and a high degree of equality among aid organizations positively affected perceived network coordination. Large and public organizations were more likely to take leadership roles and high numbers of public organizations involved in the disaster response network led to improved network coordination. These results indicate the need for mechanisms that enable smaller and non-profit organizations to participate in network coordination and leadership.  相似文献

Abstract

Recent literature on lesbian, gay, bisexual and transgender (LGBT) expatriates has largely taken an employee perspective. Less attention has been devoted to organizational mechanisms supporting LGBT voice opportunities for global mobility. In this study, we use respondent data from 15 LGBT employees in combination with data from five global mobility managers to examine the role of Employee Resource Groups. Using the depth, scope and level of voice to frame the study in relation to stereotype threat theory, the findings show that discrimination and stigmatization are prevalent features affecting voice. The findings advance three distinct contributions concerning marginalized (LGBT) employee voices about expatriation: the importance of ‘informal’ social dialogue, the shallow ‘depth’ to voice decision-making roles about LGBT expatriation, and a consideration of ‘silence’ in voice literatures.  相似文献

Abstract

The literature highlights that social enterprises (SEs) attract workers who are motivated to help others and to meet the social aims in which they believe. However, this assumption is challenged in the case of low-skilled jobs. Therefore, we have performed an empirical study in the quasi-market of service vouchers in Belgium to know if SEs attract workers who have a different motivational profile than their counterparts in for-profit organizations (FPOs) to perform low skilled jobs (N = 217). No significant differences were found. Next, we have compared FPOs with two types of social enterprises, Home Care Services Organizations (HCSOs) and Work Integration Social enterprises (WISEs), and again no significant differences were found for the whole sample. However, it seems that a selection effect exists in WISEs when the sample is reduced to people who were not previously unemployed. In others words, when WISEs deviate from their initial mission of ‘hiring the most vulnerable people on the labor market’, it is only to hire workers whose are highly motivated to achieve the organization’s mission and who fit with the values defended by the organization.  相似文献

Abstract

Effective implementation of human resource (HR) policies appears to depend on supervisors’ active involvement in the intervention process. Following recommendations of a recent intervention evaluation framework, we examine how perceived supervisor support during the implementation of a work-life intervention helps to change participants’ perceptions of organizational family supportiveness, and how this ultimately changes participants’ engagement and turnover intentions. A three-wave longitudinal study in a professional services firm (N = 434) that has formally involved supervisors in the process of a work-life intervention showed support for our study hypotheses. Supervisor support for policy use influenced employees’ positive work–home culture perceptions, which in turn strengthened employees’ work engagement and diminished their turnover intentions over time. We discuss practical implications and give recommendations on the future design of HR interventions and related policies.  相似文献

ABSTRACT

In this study, we examined the relationship between organizational complexity and the adoption of participatory innovation in German municipal government. We proposed that organizations with more complex organizational structures are more likely to adopt participatory innovation. We investigated municipalities (N = 394) of the German state of North Rhine-Westphalia and used participatory budgeting as an indicator for innovation. Our results indicate that organizational complexity expressed by functional differentiation has a positive relationship with the occurrence of participatory innovation. The results inform a debate about the value trade-offs that are inherent to the structural design of public organizations.  相似文献

Abstract

Teams of teachers are increasingly held accountable for the quality of education and educational reforms in vocational education and training institutions. However, historically teachers have not been required to engage in deep-level collaboration, thus team-oriented HR practices are being used to promote teamworking in the sector. This paper examines the relationship between team-oriented HR practices and team performance in terms of innovation and efficiency via teachers’ affective team commitment and engagement in information processing. To examine these associations, a team-oriented HRM research instrument was developed and validated based on the ability-motivation-opportunity model (N = 970, 130 teams) and hypothesised associations were examined using multilevel structural equation modelling (N = 704, 70 teams). The results show positive relationships between the team-oriented HR practices of recruitment, team development, team evaluation and teamwork facilitation, and team innovation. Additionally, all practices except team development were positively related to team efficiency. The relationships between team-oriented HR practices and these team performance indicators were often partially or fully mediated by affective team commitment and information processing. Because affective team commitment and information processing sometimes only partially mediated the links between team-oriented HR practices and team performance, other underlying mechanisms await identification.  相似文献

Abstract

The management of cities has to address new risks, insecurities and emergencies. In this article we analyse the management of the aftermath of two crises – a tornado that hit a part of Birmingham in the UK, and a fireworks explosion that hit a part of the city of Enschede in The Netherlands – in order to understand how local institutions and communities deal with (sudden) disorder and how they restore social order. We do not see this as ‘crisis management’, however, as the management of disorder and renewal will be related to the capacity of public management in everyday and orderly circumstances. Cities have to manage dispersed public and private acts, and these may be the sources of both problems and solutions in the face of disorder, depending on how they are inflected. We therefore wonder whether and how cities help constitute public spaces through which publics can be effectively engaged in the process of restoration and renewal. Managerial templates must be made meaningful not only after, but also before, emergencies. This can be done, the case studies show, by investing in local cultures, and by using ‘political’ intermediaries.  相似文献

Abstract

The setting of clear goals and strategic planning are characterized as critical roles of public managers that are closely related to the measurement and enhancement of organizational performance. This study investigates the effects of goal properties and strategic planning capacity and their interacting effects on government agency performance, an aspect which has rarely been explored in the public administration field. For this analysis, we use the hierarchical linear modelling method with data from the 2005 Merit Principle Survey and the 2005 Program Assessment Rating Tool. The dependent variable is perceived organizational performance at the individual level. The main independent variables are three types of goal properties – job-goal commitment, job-goal specificity, and mission specificity, measured at the individual level – and strategic planning capacity, measured at the agency level. The results suggest that in the data these goal-related attitudes and activities can make crucial contributions to the enhancement of organizational performance with no interacting effect.  相似文献

Abstract

Research on managerial networking in the public sector reports positive effects of network activity on performance. However, little is known about which network relations influence different aspects of performance. We argue that for specific organizational goals, organizations should direct their networking activities towards specific types of organizations. We explore how different types of network relations of Dutch colleges for nursing studies affect the performance of these colleges. We analyse the effect of ties with professional organizations on: (1) graduates’ program satisfaction, (2) graduates’ wages and (3) graduates’ employment (n = 1,484 graduates). Multilevel analyses show that colleges’ ties with professional organizations positively affect graduates’ wages and employment.  相似文献

Abstract

This article critically discusses the almost mythical conception of voluntary and ‘grass-roots’ organizations as problem solvers in current welfare policy – a myth, which over the last twenty years has become increasingly dominant in social policy programmes in advanced liberal welfare states. In particular, the article examines the assumption that voluntary and local organizations are permeated by a different rationality that enables human beings to act as ‘real humans’ rather than as professionals and clients – a rationality which is, however, permanently at risk of being contaminated by bureaucratic influence. It is demonstrated that among the conditions of possibility for this discourse are explanatory models and concepts in modern organizational theory and in voluntary sector studies. The article argues that the conceptualizations of power, rationality and social change dominant in these studies are unsatisfactory. Instead, it applies a Foucauldian approach to the domain of drug addiction treatment, analysing a social work ‘regime’ that transgresses the traditional boundaries between state and voluntary sector.  相似文献

ABSTRACT

Although age and gender are among the most analysed determinants of public service motivation (PSM), their effects on PSM development remain unclear due to contradictory findings among studies. To address this issue, we carried out a meta-analysis of PSM-age and -gender correlations, synthesizing findings from 30 independent samples, with pooled sample sizes as large as = 86,958. Moreover, we considered the role of cultural context as a moderator of these relationships. Overall, we found that age and gender are indeed antecedents of PSM, but importantly, that these effects differ across cultural contexts.
