Many commentators have argued that a shift towards post‐industrial modes of production and employment has progressively undermined the conditions for collective labour organisation and regulation. The capacity of trade unions to respond to these changes and represent the interests of contingent workers has become a key issue in many industries in which employment has become increasingly fragmented. This article examines patterns of interest representation pursued by freelance workers in the UK audio‐visual sector. In particular, it examines three critical cases to explore the potential of networks of freelance workers for representing their interests and to consider the implications for trade unions as traditional collective actors. We conclude that networks can provide forums through which interests can be articulated, but their limitations in representing freelance workers offer trade unions a crucial opportunity to extend collective regulation.  相似文献

This article analyses workers’ attitudes to trade unions by comparing the survey responses of Unison members with public sector workers who have left or never joined a union. It examines whether differences between these groups can help to explain union‐joining behaviour and membership patterns. The findings demonstrate that there are few differences in attitudes between Unison members, ex‐unionists and never‐members on the issue of ‘union effectiveness’. However, ex‐unionists were more reluctant to re‐join unions than never‐members. The evidence concludes that if public service unions are to recruit new members, they need to adopt differentiated strategies and representatives have to target ex‐unionists and never‐members in the workplace.  相似文献

In this article, I explore the development of women‐only unions in Japan and Korea. Women‐only unions, which organise women workers across enterprises and employment status boundaries in both countries, have appeared only recently and are new areas of research. While the strategy to form autonomous women‐only unions in Japan and Korea is a recent phenomenon, women workers in both countries are continuing a tradition of women's activism that has challenged both management and the male domination of the union movement. By taking a broad scope and by organising the growing non‐full‐time workforce and women employed in small workplaces, the formation of women‐only unions in Japan and Korea is a positive development for both non‐unionised women workers and for the broader workers' movement in general.  相似文献

The growth of agency work in recent years has posed a challenge to trade unions, which must decide if they will accept agency workers as part of their constituency and accept employment agencies as legitimate labour‐market actors. This article analyses the reaction of British unions to agency work and identifies four main responses: exclusion, replacement, regulation and engagement. It concludes with an evaluation of union policies, which stresses the need for unions to secure broad regulation of the agency labour market either through multi‐employer bargaining or employment law.  相似文献

Using data from Spanish Social Security records, we investigate the returns to experience for female workers in different flexible work arrangements. Our model consists of four random‐effects equations simultaneously estimated using Markov Chain Monte Carlo techniques. We find a large negative wage effect of working part‐time (PT), which differs by motherhood status and contract type. We also find that working PT involves lower returns to experience than standard full‐time employment and thus a substantial negative wage effect accumulates over time for those employed PT. Finally, our simulations reveal that working PT also raises the probability of working under a fixed‐term contract.  相似文献

Part‐time employment is widely considered functional for the economy, with both benign and detrimental implications for employees. However, specific analyses of involuntary part‐time work in Britain are surprisingly absent from the flexibility debate, and workers in such positions remain largely under‐researched. This article explores involuntary part‐time employment in relation to socio‐economic circumstances. We analyse Labour Force Survey data, using logistic regression modelling to identify the segments of workers filling part‐time jobs involuntarily. The results suggest that involuntariness for part‐time jobs is affected by a range of demographic and work‐related characteristics considered. Being a couple with dependent children, for example, reduces the likelihood of involuntariness among female part‐time employees whereas lower educational and occupational levels imply a higher involuntariness across both sexes.  相似文献

The increase in ‘atypical’ or precarious forms of work, including part‐time, temporary or agency, contracted‐out, posted, dependent self‐employed and undocumented work, has created one of the major challenges facing trade unions in Europe today. Indeed, the ‘atypical’ has become more and more ‘typical’ in a number of European countries, particularly among women and younger workers. The rise in atypical forms of work calls for changes in the way trade unions develop strategies, policies and structures and presents a challenge to their traditional ways of thinking and organising. This article begins with the definition of atypical work and a general overview of the literature on the subject before moving on to the nature of the challenge it creates for trade unions in Europe and an overview of their responses, drawing on preliminary findings from a three‐year research project in unions in 10 European countries. The article concludes that while unions have made a great deal of progress in addressing the concerns of atypical workers, they will have to make substantial changes to their structures, thinking and way of operating in order to be fully able to respond to the challenge of this growing form of work.  相似文献

The massive rise in UK call centre employment in recent years has been closely related to developments in the finance sector. This paper analyses these developments in order to contextualise the organisational experiences of unions in the sector. Recruitment activity in both hostile and compliant employer environments, and findings from the first national survey of call centre employees’ attitudes towards trade unionism, are discussed, and the prospects for union recruitment and organisation are assessed.  相似文献

The work situation of female part‐time workers has been a central focus of diverse interpretations of labour market disadvantage. While providing rather different accounts of why this should be the case, these share a view that part‐timers are largely confined to jobs with lower levels of skill than full‐timers. This article, drawing on nationally representative surveys, shows that the skill requirements of female part‐time jobs have improved significantly since the early 1990s relative to male full‐timers. While some sectors of part‐time work have benefited more than others, there is evidence of polarisation only with respect to part‐timers with different working hours. The overall rise in the relative skills of part‐timers poses significant issues about employer practice with respect to the wider involvement of part‐timers in the organisations for which they work.  相似文献

Most research on the phenomenon of public service restructuring/outsourcing focuses on lower skilled work in peripheral activities and typically provides an overview of effects on work, employment and employment relations. Through an in‐depth case study of probation, the intention of this article is to explore professional worker experiences of the restructuring/outsourcing of a core public service activity where the workforce is female dominated. The article highlights three dimensions of job quality that all suffered deterioration—work, employment and engagement. The case of probation adds to evidence demonstrating that employees experience adverse effects even though transfer regulations and union agreements supposedly protect workers. Probation also stands as an exemplar of impoverishment processes in a female‐dominated occupation which reinforces the view that public services can no longer be relied upon to provide high‐quality jobs for highly qualified women.  相似文献

Small monopoly trade unions decide upon the wage rate per hour and the hours of work subject to firm's demand for union members. Since the resulting Nash equilibrium is characterized by excess unemployment, we study the employment and welfare effects when trade unions try to coordinate their policies. Firstly, we consider a joint agreement about marginal wage moderation, where trade unions remain free to choose the hours of work non-cooperatively. Secondly, we analyze in which way a joint change in the hours of work affects employment and welfare if trade unions are free to choose the wage rate.  相似文献

This paper identifies the constraints and opportunities facing trade unions in post‐socialist societies through a comparison of the Russian and Chinese cases. The paper charts the changing role of trade unions in the integration of state‐socialist economies into global capitalism and argues that this presents the trade unions with a dilemma: whether to reconstitute their traditional role through collaboration with management and the state apparatus, or whether to develop their ability to defend the rights and interests of workers. While the former offers the line of least resistance, there are progressive elements pushing for change in both trade union movements.  相似文献

The ways unions have responded so far to the emergence of precarious employment among young people in Greece are critically analysed in this article. The analysis considers that traditional forms of regulation and union representation are not effective in protecting young workers from the risk of vulnerability at work. It further makes the case for a radical strategic reorientation of the Greek trade unions placing greater emphasis on organising and attracting young precarious workers through more appropriate representation structures and engagement strategies at the workplace level.  相似文献

During the past 15 years, membership rates in many unions have been declining in Denmark, Finland and Sweden. Reasons for this decline may be similar to what has happened in other countries—occupational change and neoliberal ideology and policies—but in the three Ghent countries, changes in the unemployment insurance system may also have affected trade union membership losses. The major part of the decline has taken place in a period of low unemployment, which may have reduced the employee incentive to take unemployment insurance, but will increasing unemployment rates mean more trade union members? At least for the LO‐ and SAK‐affiliated trade unions, it seems that trade union independent unemployment funds may be alternatives for workers who take unemployment insurance.  相似文献

We examine employees' experiences of exercising voice in a large non‐union US multinational plant. We find that a majority of those who took action to address a problem reported an unsatisfactory outcome and that experiencing problems at work and taking action are associated with more positive employee attitudes to unions.  相似文献

This article draws on mobilisation theory to explain the presence and absence of collective organisation in small‐ and medium‐sized enterprises (SMEs). The analysis is based upon case studies of 11 UK SMEs reflecting variation in respect of employment size, industry sector, workforce composition, ownership and product/service market characteristics. It suggests that recently introduced statutory trade union recognition legislation and increased formalisation within some larger SMEs may provide the conditions for unionisation, although the presence and role of ‘key activists’ with union histories is critical to the process of gaining recognition and sustaining organisation. The nature of social relations in micro and small firms, however, inhibits the articulation of injustice. This is not least because the framing of grievances is a high‐risk strategy with a potential to shatter the informal social relationships upon which work is based, and this inhibits the identification of collective interests.  相似文献

This study contributes to research on the impact of different kinds of employment contract on worker attitudes in the context of debates about the changing nature of employment in the 21st century and in particular the emergence of what have been described as either free or precarious workers. Work experiences and attitudes associated with part-time, temporary and multiple contracts are compared with those of workers in single, permanent, full-time jobs. Among a sample of UK pharmacists, few significant differences are found between workers on any of these contracts, either singly or in combination, and those in traditional employment contracts. The role of contract of choice and work orientations as potential mediators was explored. Although both were associated with attitudes, they had only a very minor role as either mediators or moderators. It is concluded that among this sample of professional workers, those on atypical employment contracts report experiences and attitudes that are at least as positive as those of workers in traditional employment contracts.  相似文献

This paper is concerned with exploring the barriers to cross‐border trade union cooperation among graphical workers in Europe. Highlighting the increasing globalisation of graphical multinationals, the paper illustrates that graphical unions cannot restrict their activities to developments within national boundaries. As such it highlights some of the obstacles that unions face in attempting to instigate transnational cooperation strategies. These obstacles include: the role of employers, the prevailing practices of the unions, employee reticence, the role of the law and resource constraints. It concludes by stressing the continuing need to strengthen cross‐border trade union networks with the ability to impose effective sanctions against the unbridled growth of multinational power.  相似文献

Health‐care institutions face a strategic HR dilemma. They need to attract female doctors from a tight, feminised labour market by offering family‐friendly HR practices (e.g. part‐time employment), often based on collective labour agreements, while trying to contain their labour costs by employing as many full‐timers as possible. In this study, we investigate which family‐friendly arrangements serve health‐care institutions' HR strategies best in terms of retaining female doctors' working hours. Data collected in 2008 from 1,070 Dutch female doctors indicate that offering family‐friendly HR practices such as flexible working hours (in contrast to part‐time working) minimise the strategic HR dilemma, since it offers scope for improving the work–life balance without encouraging female doctors to work less hours. However, the effect of family‐friendly arrangements on working hours is dependent on the family‐friendly workforce philosophy: only with proper support for career goals do women using family‐friendly arrangements work more hours.  相似文献
