This article develops a framework for analysing region‐building processes as spatiotemporal constructs, involving competing spatial imaginaries and attempts at consolidating these through institution building. Central here is the performative role of what we refer to as ‘soft space imaginaries’ in the ‘phased’ building of regions for planning and economic development over time. We demonstrate how this understanding can be used to examine the phased enactment of successive waves of region‐building by tracing the evolution of multiple soft spatial imaginaries in north‐west England. The analysis exposes the variable logics, alliances of actors, and tactics used to build momentum and secure legitimacy around preferred imaginaries which advocates often promoted on the grounds that they somehow reflected ‘real geographies’ or ‘real economies’. In this context, soft space imaginaries are seen to play an integral role in intellectual case making about the contemporaneous form and purpose of subnational governance. Yet our analysis also exposes the durability of past soft space imaginaries and their continued impact on efforts to build new soft spaces. What emerges is an understanding of soft space imaginaries as more than just superficial representations. They can help determine where government investment is channelled and into what kinds of policies.  相似文献

Parallel to the proliferation of cross‐border regional cooperation initiatives in the European Union, increasing scholarly attention has been given to conceptualizing cross‐border governance in recent decades. In line with the recognition that cross‐border regions have not undermined the significance of nation‐state spaces but have added to their complexity, conceptual frameworks of analysis have become more and more refined. However, studies still tend to be framed in one spatial grammar, that of territory, scale or network, and fail to consider the ways in which these different dimensions become interlocked. The aim of this article is to address this lack by developing a multidimensional perspective, in order to finally circumvent state‐centric thinking on cross‐border regions and to offer a more nuanced account of whether and how new imaginaries of spatial governance institutionalize. These arguments are demonstrated by means of a case study of cross‐border regional governance in the Dutch–German–Belgian borderlands.  相似文献

This article critically examines the expression of global spatial imaginaries in urban policy and planning. Following recent calls to understand how the global is ‘made up' in and through cities, we argue for the usefulness of Roy and Ong's concept of ‘worlding’. By analysing how strategic spatial plans envisage ‘Global Sydney’, the article reveals a constitutive spatial imaginary informed by the articulation of three interrelated elements: global city standards, comparative techniques and extra‐local policy models. Unpacking how cities are selectively worlded through spatial imaginaries, the article advances an approach to urban globality as actively cultivated and differentially produced.  相似文献

The article offers a fresh, empirically grounded look at the spatialities of crisis‐triggered employment forms—a largely overlooked issue in contemporary critical geography literature. Specifically, it discusses the interconnection between investment flows from manufacturing to the built environment (capital switching) and underemployment in urban metropolitan regions to substantiate its impact on emerging spatial fixities. The article, which is based on an empirical analysis informed by a radical political economy, investigates changing fixed capital formations in Greece over an extended period prior to and during the recession, from 1995 to 2012. It traces the evolution of part‐time waged work in the capital metropolitan region of Attica (Athens) vis‐à‐vis the rest of the country's regional labour markets, focusing on the polarized 2005–2012 period and the demise of the construction industry. The article highlights that ‘disrupted’ capital switching that occurred in Greece, closely associated with recalibrated sectoral priorities and institutional interventions, resulted in the uneven sprawling of underemployment. Our findings offer insight into how the dismantling of spatial fixes within core metropolitan regions of the southern European Union (and beyond) are connected to labour surplus and successive slumps in manufacturing and construction. The article closes by calling for new theorizations of contemporary urban regional unevenness and its spatiotemporal fixities, which account for the role of changes in labour turnover time.  相似文献

Two decades ago, the rules governing the provision of piped municipal water supply in Mumbai became linked to the policy frameworks governing eligibility for a property titling scheme. This article outlines the ideological basis and practical implications of the shift, as well as the contradictions of the new regulatory regime. The article demonstrates how these contradictions have been mediated by the material and practical knowledge, embodied expertise, local authority and wide‐ranging socio‐political work of two sets of actors: municipal water engineers and a cast of characters known locally as ‘plumbers’. The social, political and hydraulic imaginaries animating the work of ‘plumbing’ are bound up with a temporal and spatial imaginary distinctly at odds with the network‐flow conception of hydraulic engineering within which the work of water supply planning and distribution in Mumbai is conceptualized, materialized and institutionalized. The hydraulic and legal contradictions of these clashing infrastructural idioms––of flow and event––have rendered the regulatory framework highly unstable. These contradictions eventually erupted in Mumbai's waterscape, leaving the city's water infrastructures suspended in a highly politicized state of limbo between dueling infrastructural imaginaries.  相似文献

Urban and suburban politics are increasingly intertwined in regions that aspire to be global. Powerful actors in the Chicago and Toronto regions have mobilized regional space to brand rescaled images of the urban experience, but questions remain as to who constructs and who can access the benefits of these revised spatial identities. Local political interests have tended to be obfuscated in the regional milieu, most problematically in the spaces between the gentrified inner cities, privileged growth nodes, and the glamorized suburban subdivisions and exurban spaces beyond the city limits. This article analyses how socio‐spatial changes in post‐suburbanizing urban fringes contribute to the way regions are being reconfigured and reimagined. Guided by current debates at the intersection of assemblage theory and critical urban political economy, our analysis demonstrates how socio‐technical infrastructures, policy mobilities and political economic relations are spatially aligned, sustained and dissolved in splintering North American agglomerations. Particular attention is paid to issues of urban transportation and connectivity in uncovering multifaceted modes of suburbanism that now underlie the monistic imagery of the globalized region. Emergent regionalized topologies and territoriality blur conventional understandings of city–suburban dichotomies in extended urban areas that are now characterized by polycentric post‐suburban constellations. In terms of their substance and functionality, ‘real existing' regions are currently re‐territorialized as complex assemblages that are embedded in a neoliberalizing political economy whose politics and identities are only beginning to be revealed.  相似文献

In recent studies on the role of architecture in urban restructuring, city marketing and the related struggles for meaning, there has been a focus on high‐profile architects and iconic architecture. In this article I wish to examine architecture and building types as ‘socially signifying devices’, in order to take more everyday buildings and their images into account as well. Using Vienna as a case study, I explore how the commercial office tower is utilized to represent the internationalization of the local economy and render new urban political‐economic strategies socially meaningful. This is done by examining recent shifts in urban policy, and the means, channels and practices of discursive and visual representation of the local office architecture. Connecting the concept of economic imaginaries from cultural political economy (CPE) with a sociological approach to building types, I argue that economic imaginaries gain in plausibility if they are discursively and visually anchored in urban space. However, it is also shown that this kind of spatialization of new economic imaginaries is constructed on a selective visual representation of buildings: the assignment of international economic activities to local office towers is revealed to be only partially true in the case of Vienna.  相似文献

Drawing on recent theoretical tenets regarding cross‐border regions, this article analyzes China's state spatial policies that aim to transform Yunnan from a peripheral frontier into an economic bridgehead. The purposes of the present study are threefold: to contextualize the formation of Yunnan as China's frontier; to examine why Yunnan has been strategically selected as a bridgehead to promote China's transnational economies; and to explore the central–provincial alliance as an innovative institutional arrangement and look at how this alliance can convert Yunnan into a space of exception or new state space of development. This study finds that in order to convert regional assets into real competitiveness, the Chinese state (national, provincial and local) emphasizes transnational cooperation, endeavors to maximize Yunnan's place‐specific locational advantages and promotes the differentiation of regional developmental trajectories across China's national territory. The article contributes to studies of institutional arrangements for cross‐border cooperation in a non‐Western context and sheds light on China's regional development policies in its hinterland.  相似文献

This article examines the emergence of city‐region governance as a specific state spatial selectivity in post‐reform China. The process has been driven by the state in response to the crisis of economic decentralization, and to vicious inter‐city competition and uncoordinated development. As part of the recentralization of state power, the development of urban clusters (chengshiqun) as interconnected city‐regions is now a salient feature of ‘new urbanization' policy. I argue in this article that the Chinese city‐region corresponds to specific logics of scale production. Economic globalization has led to the development of local economies and further created the need to foster ‘regional competitiveness'. To cope with regulatory deficit at the regional level, three mechanisms have been orchestrated by the state: administrative annexation, spatial plan preparation and regional institution building, which reflect recent upscaling in post‐reform governance.  相似文献

In a globalized urban world, cross‐border metropolises represent a spatial configuration emblematic of the interplay between the space of flows and the space of places. The multiplicity of contexts and processes at work can complicate the identification of what constitutes the singularity of the concept. In order to contribute to these reflections the present article hypothesizes that the specificity of cross‐border metropolises does not fundamentally stem from the form they take or the nature of the cross‐border integration at work, but rather from the particular role played by national borders in their formation. Opening up borders offers new opportunities for border cities and urban border regions to reinforce their positions at the heart of global economic networks, and to affirm their autonomy as cross‐border regional entities. Without minimizing the possible obstructive effects of borders, it is helpful to recognize that they might also represent a resource in the composition of cross‐border metropolitan regions.  相似文献

Through reflection on the practical post‐apartheid (re)alignment of competing rationalities across the Greater Durban urban region, this essay teases out the interface between traditional and modern settlement management systems, and explores how governance cleavages are being renegotiated and mediated. It is suggested that, in building an integrated method of operating across the fragmented city‐regional scale and navigating the competing interests involved, the practice of African urbanism is being defined. Without making any claims for what may or may not be uniquely African city‐regional dynamics at the boundaries of tradition and modernity, what is clear from the Durban case is that both conventional city‐regional literature and new city‐regional ideas have glossed over the complexity of finding solutions to tensions between poor communities, urban managers, elected local authorities and the traditional rural elites of the functional city‐regions of Africa.  相似文献

Abstract

Spatial variations in entrepreneurial activity have been shown to be a time persistent phenomenon in many countries. This paper analyses how these spatial variations have been affected by the recent financial crisis within the context of theories of regional resilience and adaptability. The analysis applies Exploratory Spatial Data Analysis techniques to data on firm births across Local Authority Districts of Great Britain during the period 2004–2012. The results demonstrate that, whilst the overall shape of the spatial distribution of firm births remained persistent, there is evidence of an increase in regional inequality. This is primarily associated with a divergence between London and the rest of the distribution. London, together with part of its surrounding area, appears to constitute a resilient entrepreneurial regime that has generated a dynamic, adaptive response to the crisis with high rates of new firm formation in contrast to other regions which have remained locked into lower rates of entrepreneurship. This supports the view that regional entrepreneurship is a path dependent process: entrepreneurial regions are more adaptable to the effects of an exogenous shock than less entrepreneurial regions. Accordingly, entrepreneurship is a critical factor influencing the resilience of regions in responding to an economic crisis.  相似文献

ABSTRACT

Given that added knowledge and deeper understanding are needed with regard to regional variations in the creation of new firms, this study seeks to answer the following two research questions: What are the variables that explain entrepreneurial dynamism and how may they be apprehended under the four necessary and complementary dimensions of this phenomenon, namely the demand, supply, institutional and spatial dimensions? And how should the nature and interrelatedness of these dimensions and their associated variables influence regional policymakers and other regional stakeholders in their efforts to stimulate entrepreneurship in their region? In order to do so, we used mixed methods to collect and analyze regional data, first doing a regression analysis of quantitative data on 97 small regions in Canada’s province of Québec, followed by a qualitative survey of regional stakeholders on eight matched pairs of regions. A phenomenological qualitative analysis was then effectuated in order to gain a deeper understanding of the research variables’ effects and thus grasp the complex socio-economic reality of entrepreneurial dynamism in a region. The results of the study confirm the importance and interrelatedness of the four dimensions of entrepreneurial dynamism in providing new insights into these questions. Moreover, the findings that results from these quantitative, qualitative and holistic analyses have implications for the policies of regional authorities and for the actions of other regional stakeholders.  相似文献

The purpose of this article is to investigate whether place is emerging in practice as a critical dimension in the development of Canadian rural regions. Recently, Jones and Paasi set regional researchers the task of better understanding how regions ‘become'. In researching this question, we are particularly interested in the definition and expression of place‐based identity as a mobilizing force for regionalism. Our findings suggest that, while identity plays a critical role in fostering regional development processes, it is either too emergent or actively resisted within our research sites to be a significant force for place‐based regional development.  相似文献

The purpose of this article is to contribute to the understanding of how spatial entities in general — and those spatial entities that are defined as ‘regions’ in particular — form, evolve and sometimes stabilize. Inspired by the scholarship of Noortje Marres, the article explores how regions‐in‐becoming may be gainfully conceptualized as publics‐in‐stabilization. In the article it is argued that some of the mechanisms involved in such processes pertain to how territorially framed issues sometimes become formulated as loosely articulated propositions for regionalization. These can, with time, generate emergent stakeholder communities, which in turn may become stabilized and delegated to more durable forms and materials which can eventually become naturalized as recognized regions. A suggested conceptual model is utilized to perform an analysis of empirical material from three contemporary processes of regionalization in Northern Europe with the purpose of examining and discussing some of the potential merits and shortcomings of the conceptual model. It is concluded that adopting the proposed perspective can enable scholars to highlight some of the mechanisms whereby vague and non‐coherent propositions for regionalization within time may be singularized and stabilized to such a degree that they become taken for granted as naturalized spatialities.  相似文献

The focus of this article is on the importance of collective imaginaries for urban policy mobility, and on the agents and modes of power through which imaginaries are translated, mobilized and become materialized in specific places. Through the case study of the monumental complex of the City of Arts and Sciences in Valencia, designed by Valencian global architect Santiago Calatrava, I discuss Calatrava's mobilization of ideas of modernity, tradition, democratization and self‐esteem already present in the collective imaginary of the people and the politicians of post‐Franco's Spain to promote his global architecture. In this process, I argue, global imaginaries were translated into local imaginaries and vice versa as they became embodied in persons and objects, represented in this case by Calatrava's figure as a local/global architect and by the architecture of the City of Arts and Sciences. Particularly, I analyse Calatrava's use of the power of seduction, persuasion and coercion to mobilize such imaginaries in order to build his ubiquitous signature architecture in Valencia.  相似文献

Past literature has used conventional spatial autoregressive panel data models to relate patent production output to knowledge production inputs. However, research conducted on regional innovation systems points to regional disparities in both regions’ ability to turn their knowledge inputs into innovation and to access external knowledge. Applying a heterogeneous coefficients spatial autoregressive panel model, we estimate region-specific knowledge production functions (KPFs) for 94 NUTS-3 regions in France using a panel covering 21 years from 1988 to 2008 and four high-technology industries. A great deal of regional heterogeneity in the KPF relationship exists across regions, providing new insights regarding spatial spillin and spillout effects between regions.  相似文献

This article deals with heterogeneity and spatial dependence in economic growth analysis by developing a two‐stage strategy that identifies clubs by a mapping analysis and estimates a club convergence model with spatial dependence. Since estimation of this class of convergence models in the presence of regional heterogeneity poses both identification and collinearity problems, we develop an entropy‐based estimation procedure that simultaneously takes account of ill‐posed and ill‐conditioned inference problems. The two‐step strategy is applied to assess the existence of club convergence and to estimate a two‐club spatial convergence model across Italian regions over the period 1970 to 2000.  相似文献

While earlier research has shown that regional restructuring after reunification has led to broad de‐industrialization processes in eastern Germany's chemical industry, this article focuses on how re‐bundling processes at the corporate level have stimulated adjustments to the changing economic and political environment leading to a renewed regional development trajectory. The analysis is based on a conceptualization that assesses diachronic processes of rupture and re‐bundling by applying a bottom‐up perspective of how corporate adjustments and restructuring processes generate re‐bundling types that manifest themselves in broader regional re‐bundling scenarios. The empirical analysis focuses on a qualitative case study of Bitterfeld‐Wolfen, the eastern region with the largest chemical industry. The research provides evidence that, although new firm formation has remained weak and acquisitions of chemical multinationals have generated structures only tenuously embedded in the regional economy, modernization and re‐bundling process have contributed to a renewed, smaller yet stable, regional chemical industry. The analysis further shows that the associated processes depended on the roles of individual industrial leaders in the region, who acted as network builders, mobilized joint action and stimulated the development of a collective regional spirit.  相似文献
