Academic and policy literatures on urban climate resilience tend to emphasize ‘good planning’ as the primary means for addressing the growing risk of flooding in Asia's coastal megacities. Cities have come to rely on disaster and climate resilience plans to future‐proof their landscapes and protect vulnerable populations. Yet while data is collected, models are built and plans are drafted, environmentally destructive development practices continue unabated and often unchallenged. This article examines and seeks to explain the contradictions between a growing awareness of the risks of climate‐induced flooding in resilience plans and the continuation of development practices widely acknowledged to exacerbate those risks. It analyzes these contradictions in the context of Mumbai and Kolkata, India's largest coastal cities, which are facing the severest threats from climate‐induced flooding. Based on analyses of key resilience planning documents and both planned and unplanned developments in some of Mumbai's and Kolkata's most ecologically sensitive areas, our analysis reveals that resilience planning, promoted by the central government and international consultants, and presented in locally produced ‘fantasy plans’, fails to address the risks of climate‐change‐related flooding owing to tendencies to sidestep questions of politics, power and the distributional conflicts that shape urban development. We conclude that efforts to reduce urban flood risk would benefit from the research, methods and analytic concepts used to critically study cities, but significant gaps remain between these fields.  相似文献

The ability to resist and respond to an external shock and recover once it has occurred is called resilience. The present paper discusses mechanisms of organizations' resilience to weather extremes. The objective of the study was to determine factors influencing the application of resilience mechanisms by European organizations. The paper presents the frequency particular mechanisms are applied in and determinants of their employment. We tested a model in which individual, organizational, community‐specific, and extreme‐related factors influence application of resilience mechanisms, which in turn influence adaptive resilience. The present study revealed that some of the selected resilience mechanisms are applied more frequently than others. The mechanisms include disposition and administration of resources, self‐organization, intraorganizational communication, damage assessment, review of previous events, and the acquisition of external information. The significance of 10 factors impacting the using of resilience mechanisms was verified in the course of the study. Findings are intended to facilitate a better understanding of resilience to weather extremes in organizations.  相似文献

Extreme weather events (EWEs) pose unprecedented threats to modern societies and represent a much‐debated issue strongly interlinked with current development policies. Small and medium‐sized enterprises (SMEs), which constitute a driving force of economic growth, employment and total value added, remain highly vulnerable to and ill prepared for such environmental perturbations. This study investigates barriers to SMEs’ resilience to EWEs in an attempt to shed light on enabling factors that can define effective organizational responses to non‐linear environmental stimuli. Relying on structural equation modeling and data gathered from 109 SMEs that recently experienced EWE impacts, we link the general concept of SMEs’ resilience barriers to EWEs with a series of elements to determine specific internal and external factors that contribute the most to EWE resilience. In particular, external barriers of institutional conditions and mechanisms of support and guidance as well as internal barriers of resources and managerial perceptions are found to be the most critical ones in determining resilience. The assessment offers essential research evidence for practitioners on SME management and sets forth linkages with current mechanisms for policy interventions towards an appropriate resilience agenda for SMEs. ABSTRACT

Building on work that associates organizational resilience with crisis recovery and strategic renewal, I examine how small- and medium-sized enterprises (SMEs) vary in the formalisation of activities intended to achieve strategic growth and activities to enhance resilience against acute operational interruptions. Drawing on data from 265 SMEs in the United Kingdom, the main argument of this paper is that variations in formalisation activities reflect differences in firm location, personal networks, the influence of external crisis events, and entrepreneurs’ attitudes towards the prevention of crises. The resulting typology identifies four clusters: Attentive Interventionists, Light Planners, Rooted Strategists and Reliant Neighbours. These findings contrast with prior theorizations of firms as either resilient or vulnerable and further illuminate our understanding of SME resilience and how this is shaped by historical, developmental and strategic factors. The study further develops associations between resilience and social capital, examines how locational choices generate a proximity premium, and develops a growth-survival-maturity perspective on SME resilience. Data reveals an interplay between an ensemble of entrepreneurial activities and decisions about planning, networks, learning, and location. Thus, the study offers a rethinking of prior theorizations about organizational resilience and strategic renewal.  相似文献

Based on calculating the urban resilience index from five aspects of economy, society, institutions, infrastructure, and ecology by adopting the entropy method, this study applies the time-varying DID model to systematically examine HSR's impact on China's urban resilience, on basis of which its heterogeneities and the mediating effect of urban innovation are also quantified. The findings reveal that: (1) HSR can significantly promote China's urban resilience, as supported by various robustness tests. (2) HSR can significantly improve economic and institution resilience of cities, but does not play a significant role on social resilience and infrastructure resilience, and has a negative effect on ecological resilience. (3) The driving effects of HSR on the resilience of core cities, large cities, and non-resource-based cities are more significant. (4) Urban innovation is an important channel through which HSR impacts urban resilience. The conclusions of this study can offer useful insights for China's future HSR planning and resilient cities construction.  相似文献

Supply chain (SC) resilience is an increasingly important topic for practitioners and academics because it is a competitive weapon for firms to cope with SC disruptive risks. This study examines the impact of high-involvement human resource management practices on SC resilience from the ability-motivation-opportunity perspective. It also examines the relationship between the dimensions of SC resilience and operational performance. Based on data collected from 206 Chinese manufacturers, the proposed hypotheses were tested using structural equation modeling. The results indicated that employee participation played the most powerful role in improving supplier, customer, and internal resilience. Moreover, employee skills only facilitate internal and customer resilience but have no significant impact on supplier resilience. By contrast, employee incentives do not influence the dimension of SC resilience. It was also found that both internal and customer resilience have positive effects on operational performance, while supplier resilience has no significant effect. The findings contribute to literature and practice.  相似文献

This paper describes and explains how balancing organizational structures can build traits for organizational resilience. Organizational resilience is a holistic and complex concept. In this paper, we move beyond focusing on sudden and disruptive events in favour of anticipating the unexpected in daily organizing. Organizational resilience is understood here as building traits of risk awareness, preference for cooperation, agility and improvisation and is analysed by means of a longitudinal qualitative case study. The paper contributes to the field by showing how balancing organizational structures can foster organizational resilience traits. We show that power distribution and normative control can create preparedness for unexpected events and foster action orientation at the same time as supporting organizational alignment.  相似文献

Since the planning interval for which decisions are made is unknown, a likely specification error in dynamic models is that the period for which data are available is longer than the planning interval. Resilience has become a crucial topic in the field of strategic management as it requires companies to design resilient business models to tackle managerial and environmental disruptions of individual firms and supply chains. However, extant research still lacks deep insights into how companies design and manage supply chains according to the resilience principles. With this premise, this paper aims at conducting a state of the art review on supply chain resilience (SCR) considering 125 relevant papers collected from Scopus and Web of Science academic search engine. Starting from the results of the literature review, this study proposes a systemic framework of SCR assessment and contributes to improve the understanding of the impact of different empirically tested constructs on the development of the resilience concept. Further, the findings are summarized in several areas including barriers in developing resilience, metrics to measure the resilience performance, and effective strategies to foster the SCR. Finally, this study outlines promising future research directions for scholars and practitioners.  相似文献

This symposium creates and stimulates new dialogue and cross‐disciplinary exchange between planning theorists and geographers in researching the transfer of urban policy and planning models, ideas and techniques. The symposium challenges a restricted historical focus in much of the emerging geographical literature on urban policy mobilities by drawing on a rich tradition within planning history of exploring and documenting the trans‐urban travel of planning ideas and models over the last 150 years. It is argued that this longer‐term perspective is required to highlight important historical continuities and institutional legacies to contemporary urban policy circuits and pathways and to question what is particularly new, distinct and innovative about an intensification in the travel of urban ideas, plans and policies over the past decade — and the accompanying scholarly interest in them. The symposium also uses the emphasis on particular details and specific experiences within planning histories to foreground and develop approaches, particularly from recent geographical scholarship, that investigate the contingent and embodied practices and wider epistemic contexts that enable — or hinder — contemporary policy transfer.  相似文献

Growing scientific evidence suggests that more frequent and severe weather extremes such as heat waves, hurricanes, flooding and droughts will have an increasing impact on organizations, industries and entire economies. These findings call for the development of theoretical and practical frameworks to strengthen the capacity of organizations to respond to such impacts. Yet despite the need to understand what is required to build anticipatory adaptation and organizational resilience to expected impacts, the organizational theory literature offers only limited insights. This paper proposes a comprehensive conceptual framework of organizational adaptation and resilience to extreme weather events for addressing the effects of ecological discontinuities in organizational research and strategic decision‐making. This article explores the potential to mobilize in an urban context the key insights of the burgeoning literature on the performativity of economics. It argues that our understanding of contemporary urban political‐economic transformation needs to explicitly recognize the active role of economics in making and remaking the urban world, as opposed to merely describing and analysing it in some kind of passive, detached fashion. It develops this argument through the elaboration of a case study of just such world‐making in action: the growing use in the United Kingdom, since the early 2000s, of economic models for assessing the viability of affordable housing provision in new residential developments. The world of urban redevelopment that such models attempt to describe formulaically has, the article submits, increasingly come to act according to the model and the assumptions it contains; the model, in this sense, has been progressively actualized in the urban landscape. The article conceptualizes such performative economic models as examples of what Michel Callon calls economics ‘in the wild’, and it focuses on the work of the leading commercial developer and marketer of such models in the affordable housing planning environment over the last decade — a consulting company called Three Dragons.  相似文献

This article reports on the results from an ongoing research program to study the role mental models play in project decision making. Project management belongs to the class of multiloop nonlinear feedback systems, but most managers do not see it that way. Our experimental results suggest that managers adopt simplistic single‐loop views of causality, ignore multiple feedback interactions, and are insensitive to nonlinearities. Specifically, the article examines single‐loop models of project planning and control, discusses their limitations, and proposes tools to address them.  相似文献

Drawing upon the Irish case, this article explores the interaction between the financialized economy and the urban planning system. While considerable scholarship has examined the financialization of real estate, it remains unclear how planning systems are being repurposed to facilitate a finance‐led regime of urban growth or how the ‘real estate–financial complex’ seeks to enact planning policy transformations that support its interests. This article explores how such actors have advanced the concept of ‘financial viability of development’ as a means of influencing the post‐crisis re‐regulation of Irish planning policy. This group has argued that housing construction in post‐crash Ireland is unviable given the high development finance costs, onerous planning gain contributions and the lack of development certainty in the planning process. As such, housing construction has been at an all‐time‐low, leading to a new crisis in affordable housing provision. In response, a complicit state has further liberalized the planning system, introducing an array of policies that are evermore facilitative of development interests. Empirical findings, based on interviews with developers, lobbyists and planners, emphasize the importance of informal access to policymakers, the wielding of ‘expert knowledge’ and media management to co‐opt the state into adopting financial viability within planning policymaking.  相似文献

Drawing upon positive psychology and a social relational perspective, this article examines the relationship between well‐being‐oriented human resource management (HRM) practices and employee performance. Our multilevel model examines relationships among collectively experienced well‐being‐oriented HRM practices, social climate (characterized by trust, cooperation, and shared codes and language that exist among individuals within the organization), employee resilience, and employee (in‐role) performance. Based on the two‐wave data obtained from 561 employees and their managers within 62 bank branches in 16 Chinese banks, our multilevel analyses provide support for our four hypotheses. First, we found a positive relationship between well‐being‐oriented HRM practices and social climate. Second, social climate mediated the relationship between well‐being‐oriented HRM practices and employee resilience. Third, we found a positive relationship between resilience and employee performance. Finally, employee resilience mediated the relationship between social climate and employee performance. This study is one of the first to unpack the social mechanisms through which well‐being‐oriented HRM practices increase development of resilience and subsequent employee performance at the workplace, namely through influencing group feelings of social climate.  相似文献

The research theorizes that environmental vulnerability can be minimized through mindfulness‐based strategies, and redesigning organizing processes, so that richer thinking is activated more quickly among greater number of people all of whom try to update their knowledge regardless of the knowledge source. It empirically evaluates the effects of organizational mindfulness and mindful organizing on resources and environmental sustainability. The model was tested in a very appropriate setting—Saudi Arabia, where increasing demand for and supply of energy culminates in unsustainable resources utilization and rise in greenhouse gas emissions and other environmental vulnerabilities. Data were collected from Saudi firms operating in the oil and gas sector and analyzed using SmartPLS software. The measurement and structural models were evaluated. The measurement model exhibits adequate model fit. The tests for the structural models show that four (of five) dimensions of organizational mindfulness (viz., commitment to resilience, deference to expertise, preoccupation with failure, and reluctance to simplify interpretations) and mindful organizing are significantly related at 5% significance level. Sensitivity to operations has no significant relationship with mindful organizing. Mindful organizing is significantly related to environmental and resources sustainability. Moreover, mindful organizing fully or partially mediates in the relationship between some of the dimensions of organizational mindfulness and environmental and resources sustainability. The study is one of the first to integrate mindfulness‐based approaches to sustainability and environmental research.  相似文献

Abstract

Prior resilience research typically focuses on either the individual or the organisational level of analysis, emphasises resilience in relation to day-to-day stressors rather than extreme events and is empirically under-developed. In response, our study inductively theorises about the relationships between individual and organisational resilience, drawing upon a large-scale study of resilience work in UK and French organisations. Our first-hand accounts of resilience work reveal the micro-processes involved in producing resilient organisations, and highlight the challenges experienced in doing resilience work in large organisations. We show that these micro-processes have significant implications for resilience at both individual and organisational levels, and draw implications for how HRM interventions can help to promote individual, and thus organisational, resilience.  相似文献

In recent decades, in most western countries, conventional transport planning has encountered growing social opposition from environmentalists and increasing scientific criticism on the grounds of its unsustainability. In some places, including the United Kingdom, the assumptions, beliefs and values (‘storylines’) about transport have shifted to some degree away from the car in favour of public and slow forms of transport. The article elaborates a concept of ‘ecosocialization’ to describe and explain the various reform pressures that have sought to reorient transport planning away from car‐dominated approaches. We use this concept in preference to the more familiar one of ‘ecological modernization’ in order to foreground the influence of embedded value systems and habits, as well as institutions and rules, on key pathways of social development. Whilst these reformist pressures and their consequences have been evident for decades, it is also apparent that in other contexts, after moments of subordination to alternative policy settings, conventional car‐dominated transport planning has reasserted its pre‐eminence. Our article explores the shifting discourses and practices of transport planning in three national policy settings, charting the contest between critiques of car‐dominated approaches and those ‘countermodernizing’ forces, especially road building institutions, that have resisted this ‘ecosocialization’.  相似文献

This paper identifies the globally stable conditions under which an individual facing the same choice in many subsequent times learns to behave as prescribed by the expected‐utility model. The analysis moves from the relevant behavioural models suggested by psychology, by updating probability estimations and outcome preferences according to the learning models suggested by neuroscience, in a manner analogous to Bayesian updating. The search context is derived from experimental economics, whereas the learning framework is borrowed from theoretical economics. Analytical results show that the expected‐utility model explains real behaviours in the long run whenever bad events are more likely than good events.  相似文献
