I agree with Bruce Kaufman's evaluation of the HRM field and the danger to its relevance if change does not take place in the field's almost exclusive use of normal science, lack of focus on organizational change and development and indifference to the development of useful and usable knowledge. I use the development of the Harvard Business School's first‐ever required course in HRM and Managing Human Assets, the book that grew from the course, to illustrate why and how the strategic HRM perspective of the book emerged. I go on to argue that we do not need more proof that HRM practices are associated with financial performance. The best CEOs already believe this, though they need knowledge and practices that will enable them to develop a positive sustainable HRM system. HRM research, both normal and action science, must answer the question of how a “great” HRM system—practices, leadership, organization design, culture, and change processes—might be developed over time (its takes years) and how great companies can avoid the liquidation of intangible assets in the face of pressures for short‐term performance. I describe my own work to illustrate the future direction HRM should take methodologically and conceptually. © 2015 Wiley Periodicals, Inc.  相似文献

Some labels have dire consequences. This article takes issue with the labels commonly used to describe the physical and social location of communities living on the edge of Port Vila, Vanuatu—labels that position communities for eviction by entrenching tropes of informality and peripherality into how they are seen and represented. Such terms include informal, settlement, informal settlement, squatter and peri-urban. Based on interviews with around 100 people and two years of ethnographic engagement with urban communities in Port Vila, Vanuatu, I critique the language of policy against the lived experience of those at the urban edge. I use Bourdieu's articulation of power as an accumulation of symbolic capital that enables one to speak the world into being. I conclude that the language of policies and plans is reflective of a dominant discourse in urban studies and international aid, and non-reflective of the experience and identities of people living at the urban edge. My interviewees and interlocutors maintain their identities as sister communities—as places grounded in the formality of customary tenure, and as part of the city rather than outside it.  相似文献

This article seeks to contribute to the debate on the proposal to decentre urban theory and to develop postcolonial urban studies, and on the related issue of the geography of the production and circulation of knowledge. It focuses on how scholars writing about post‐socialist cities explain why their sub‐field has so far contributed little to urban theory, and it proposes an alternativehistorically informed—perspective on the issue. Based on an analysis of the ties and exchanges that existed between urban studies in Central and Eastern Europe and ‘West‐based' urban theory and research during the state‐socialist period, this article argues that the recognized current position of research on post‐socialist cities in relation to international urban scholarship has important historical parallels with the period prior to 1989. The article thus underlines the need to include a historically informed analysis of geography of knowledge production in critical thinking about urban theory and in the project of cosmopolitan urban studies. The capacities of researchers in different localities to contribute to this project are various and shaped by the history of the discipline. The conditions and perspectives in and from which researchers contribute to urban theory should therefore be taken into account if the project of cosmopolitan urban studies is to succeed.  相似文献

While there is general acceptance that urban governance in China is entrepreneurial in nature, little has been written about the precise ways in which Chinese cities implement entrepreneurial policies. In this article we argue that the primary agents of urban entrepreneurialism in China are urban investment and development companies (UIDCs), known in Chinese as chengtou for short. We start by defining UIDCs as a category of state-owned enterprise, but one that is wholly owned by local (often city) governments. We note that in the literature UIDCs are generally recognized for their involvement in raising funds for projects and piling up hidden debts, but their multiple roles in urban development tend to be neglected. We introduce here four UIDCs that have been largely responsible for the transformation of Shanghai into a modern city spearheading Chinese state entrepreneurialism, and in doing so we delineate the full range of the activities of these urban business empires. We argue in particular that they represent a corporate involvement by the state in urban development—the state presenting itself in the guise of a market player, a corporate entity able to raise funds and act as if it were a private company. UIDCs are the driving force behind China's urban entrepreneurialism and are without a clear parallel elsewhere.  相似文献

Innovation is perhaps the buzzword in local economic development policy. Associated narrowly with neoliberal ideas, conventional notions of innovation—like its capitalocentric counterparts, enterprise and entrepreneurialism—may promise higher productivity, global competitiveness and technological progress but do not fundamentally change the ‘rules of the game’. In contrast, an emerging field reimagines social innovation as disruptive change in social relations and institutional configurations. This article explores the conceptual and political differences within this pre‐paradigmatic field, and argues for a more transformative understanding of social innovation. Building on the work of David Graeber, I mobilize the novel constructs of ‘play’ and ‘games’ to advance our understanding of the contradictory process of institutionalizing social innovation for urban transformation. This is illustrated through a case study of Liverpool, where diverse approaches to innovation are employed in attempts to resolve longstanding socio‐economic problems. Dominant market‐ and state‐led economic development policies—likened to a ‘regeneration game’—are contrasted with more experimental, creative, democratic and potentially more effective forms of social innovation, seeking urban change through playing with the rules of the game. I conclude by considering how the play–game dialectic illuminates and reframes the way transformative social innovation might be cultivated by urban policy, the contradictions this entails, and possible ways forward.  相似文献

In this essay, I undertake a critical analysis of the UN-Habitat publication, The Quito Papers. I begin by unpacking the representation within The Quito Papers of the Charter of Athens of 1941 as an outcome of CIAM IV in 1933. Here, the ways in which the authors centralize the Charter of Athens within their critique of contemporary urbanization is critically analysed. Ultimately, I argue that what emerges is a simplification of the complex intertwining of urbanization and urbanist ideals. Based on this, I situate what is presented in The Quito Papers as alternative imaginaries—centred largely on European ideals of urbanism—within the context of urban change since the 1970s. This includes a discussion of the manner in which these ideals are promoted within urbanist discourse, including the role of the authors themselves in their engagement with UN-Habitat. Finally, I situate some of the arguments contained in The Quito Papers within current debates in urban theory. I contend that the relationship between processes of urbanization and the ideals of modernist urbanism are more genealogical than direct. Furthermore, I argue that it is through this relationship that broader power dynamics and their resultant inequalities can be further examined and challenged.  相似文献

This article analyses the creation of a normative framework for the democratic city during the regime change in Portugal in 1975—the answers that were given to the question, ‘What should a city be like in a democratic regime?’ While I critically discuss post‐democracy and its use of post‐foundational contributions, I review the post‐revolution Portuguese constitutional debate, contending that the call for democratization brought by urban popular organizations was answered with a political compromise that exchanged expectations of a participatory city for a commitment to a social rights city, enhanced with a promise of homeownership for urban popular segments. In light of this, in this article I question post‐democratic proposals, arguing that when this approach implicitly establishes equivalence between democracy and ‘the political’, it has difficulties in interpreting how the grammar of democracy is ‘organized’ in conflictual and contingent processes of democratic institutionalization. As an alternative, I contend that a critical debate concerning democracy and the urban must address how democratic expectations of emancipation have been translated into institutions and rights through interwoven and situated processes of politicization and depoliticization that allow both politicization of the urban and the production of consent .  相似文献

Ibadan, Nigeria, has been an outlier in the ranking of world‐class cities. But in the past seven years, amidst the circulating Africa Rising narrative, Ibadan has embarked on what I call an Afropolitan Imagineering project of owambe urbanism. Afropolitan Imagineering refers to the production of new images/narratives of Africa and Africans as world‐class and cosmopolitan. Owambe urbanism is a spatio‐temporal neoliberal project concerning destination, arrival and place‐making, which promises a shared and happy future for all urban dwellers. I argue that this promise of happiness is challenged by low‐income women who are cognizant that a shared and happy future is impossible when little effort is made to address social inequality in the present. They thus refuse to be ‘good’ citizens and invoke an alternative urban futurity through their embodied and imagined resistance.  相似文献

Our purpose is to explore the concept of “sustainability” when understood from a performative perspective, i.e. as a concept that is filled with meaning across time. Drawing on a 10 year-long study of the digital footprint of Stockholm Royal Seaport, claimed to be northern Europe's largest sustainable urban development district, we show that “sustainability” emerged as the project became associated with particular places, projects, histories, and technologies. This means that “sustainability” was local in that it was situated in the particular spatial context of the project; temporal in that it was situated in a particular time; and political in that it expressed particular values and perspectives. The study contributes to explaining why “sustainability” remains—and always will remain—a contested concept, which is why sustainability transitions are complex. Consequently, we suggest that the transition towards sustainability always involves the transition of sustainability, something that needs to be acknowledged in order for a transition to actually become sustainable.  相似文献

In this paper we investigate the demand for gasoline in Canada using recent annual expenditure data from the Canadian Survey of Household Spending, over a 13‐year period from 1997 to 2009, on three expenditure categories in the transportation sector: gasoline, local transportation, and intercity transportation. In doing so, we use three of the most widely used locally flexible functional forms, the Almost Ideal Demand System (AIDS) of Deaton and Muellbauer (1980), the quadratic AIDS (QUAIDS) of Banks et al. (1997)—an extension of the simple AIDS model that can generate quadratic Engel curves—and the Minflex Laurent model of Barnett (1983), which can also generate quadratic Engel curves. We pay explicit attention to economic regularity, argue that unless regularity is attained by luck, flexible functional forms should always be estimated subject to regularity as suggested by Barnett (2002), and impose local curvature to produce inference consistent with neoclassical microeconomic theory. Our findings indicate that the curvature‐constrained Minflex Laurent model is the only model that is able to provide theoretically consistent estimates of the Canadian demand for gasoline. Our estimates show that the own‐price elasticity for gasoline demand in Canada is between ? 0.738 and ? 0.570 —less elastic than previously reported in the literature. In this article, we discuss the concept of territory from a decolonized perspective. We engage with the ongoing debate on decentralizing urban studies to outline the potential drawbacks of essentializing, generalizing or objectifying the urban. Through the socio‐territorial approach utilized here we seek to address these issues by shifting attention, first, to the social production of territory, and secondly, from an analysis of state strategies to the urban scale. We understand territory as being produced when subjects struggle over the practices, meanings and tenures of urban space. An example from Mexico City is employed to illustrate how territory becomes both the site and stake of social struggle. By focusing on the subjects involved in the production of territory, and on the way different subjects produce and reproduce hegemonic spaces and counter‐spaces, we emphasize three aspects in particular: first, a territory's specific material conditions; secondly, the imaginarios (social imaginaries) various actors inscribe into it; and thirdly, the communal land use form of the ejido as a unique territorial regulation. Finally, we argue for the empirical groundedness of the concept of territory with the aim of further pluralizing the field of urban studies. The socio‐territorial approach we propose explicitly focuses on power relations in the production of both urban space and knowledge.  相似文献

Cities in Latin America in particular have been investing in new transportation networks such as bicycle systems, metros and bus rapid transit (BRT) technologies in recent years. These infrastructures are promoted as cures for trenchant social and spatial divisions as much as for traffic gridlock and vehicular pollution. This article unpacks the theory that infrastructures might mend cities that have been fragmented into disparate parts by uneven capitalist development. I argue that this ‘infrastructural solidarity' thesis relies on a troubled imaginationshared across urban design and strands of urban theorythat infrastructures are static, formal arrangements that concretize relations and enforce social cohesion or fragmentation. This article draws on qualitative research on the TransMilenio BRT system in Bogotá, Colombia, as well as on the work of Bruno Latour, suggesting that the political life of infrastructure is better revealed when such systems are understood as dense knots of shifting relations with complex temporalities. Arguments for the value of this type of actor‐network theory (ANT) reading often skew towards the esoteric, but the TransMilenio case shows how sorting through infrastructural ontologies actually matters in terms of how urbanists—academic and practicing—conceive of and work towards just and functional cities.  相似文献

This article introduces a new mode of urban entrepreneurialism in London through a study of the state‐executed, speculative development and financialization of public land. In response to an intensifying housing crisis and austerity‐imposed fiscal constraints, municipalities in London are devising entrepreneurial solutions to deliver more housing. Among these ‘solutions’ can be found the early signs of the state‐executed financialization of public housing in the UK with the use of speculative council‐owned special purpose vehicles (SPVs) that replace existing public housing stock with mixed‐tenure developments, creating ambiguous public/private tenancies that function as homes and the basis for liquid financial assets. Drawing together parallel literatures on the financialization of urban governance and housing, and combining these with original empirical research, we situate these developments in contrast to earlier modes of governance, identifying a distinct mode of entrepreneurial governance in London: financialized municipal entrepreneurialism. The local state is no longer merely the enabler—limited to providing strategic oversight of the private sector—but financializes its practice in a reimagined commercialized interventionism, as property speculator. This article concludes that while the architects of this new mode of entrepreneurialism extol the increased capacity and control it provides, any such gains must be set against longer‐term financial, democratic and political risks.  相似文献

In recent years, a growing number of citizen-led gardens have appeared in the urban public spaces of large cities across the world. While many of these projects are initially launched informally without any support from the state, they gradually become integrated into the social fabric of the city. To understand the evolution of the formal–informal boundaries of the practice, we argue that we should be paying attention to the specific institutional contexts that frame gardeners’ interactions with public authorities. Drawing from a study of citizen-led gardens in Mexico City, we show that informal urban gardening becomes a disconnected-from-the-state practice. On the one hand, the Mexico City government has shown a growing interest in regulating urban agriculture. On the other hand, gardeners are increasingly trying to find their own ways to formalize and perennate their practice. We suggest that this disconnection between gardeners and the state is best explained by the weakness of the institutional context in which their interactions take place. A top-down policymaking process, along with the incapacity and unwillingness of the multi-leveled city government to implement policies effectively, reinforces norms of mistrust and generates low expectations among gardeners as they interact with local authorities.  相似文献

The rapid urbanization of China since the mid‐1980s has led to the development of a new spatial category, the urban village (chengzhongcun). The dominant neoliberal urban development regime approaches urban villages as a social, spatial, economic and political problem, and as targets for aggressive redevelopment and eradication policies. In this article, I propose a spatial perspective that makes use of several theoretical ‘anchors' to analyze the influence of urban village spatiality on its development process and to explore alternatives to the dominant redevelopment model. I begin by examining the spatial conceptualization of the urban village as a non‐place, arguing that this spatial reading undergirds the redevelopment‐by‐demolition model and tends to obscure alternative conceptualizations. I then move on to propose three alternative readings of urban village space, examining it as an everyday space, a liminal space and a neighborhood. Combining these three readings with the ‘non‐place' conceptualization provides a nuanced understanding of urban villages' unique spatial attributes and social roles, by evoking spatial and social processes that take place in most urban villages across China. Taken together, these spatial readings challenge the social and spatial rigidity of dominant representations of urban villages and supply a much‐needed spatially based conceptual framework that can be used to develop new urban planning models.  相似文献

China's massive transformation in urban governance, which is characterized by breaking the link between workplace and residence and consolidating state territorial agencies at the grassroots level, has profound implications for urban residents. While community building is employed as a deliberate (top‐down) approach to restore a governable urban society, the establishment, development and problems of bottom‐up civic territorial organizations — homeowners associations — are garnering increased attention from academia. Based on field research conducted in Guangzhou, Shenzhen and Meizhou in Guangdong Province from 2009 to 2011, we show that civic engagement, a necessary condition for the development of homeowners associations, is inadequate across urban communities. To understand why, we identified and analyzed three elements — lack of awareness of partitioned property ownership, the hidden costs of civic engagement and deficiency in social capital — as factors that impede civic engagement across urban communities. These elements also provide yardsticks for scholars to evaluate why, whether and how homeowners (dis‐)engage from neighborhood affairs.  相似文献

This article considers processes of urban development within the context of mega‐event preparations in Rio de Janeiro. We begin with a brief overview of these development processes, highlighting their connections to political and economic change in recent years. Proponents of these mega‐event‐led initiatives argue that Rio is undergoing a period of inclusive growth and integration: a perspective we call here a ‘post‐Third‐World city' narrative of urban renewal. Critics, however, contend that urban officials are harnessing mega‐events (e.g. the 2014 World Cup and the 2016 Olympic Games) to push forward a neoliberal agenda of socially unjust policies benefiting the interests of capital and marginalizing the city's poor and especially its favelas (i.e. the ‘city‐of‐exception' thesis). In this article we explore the insights of these two perspectives and consider why they have grown popular in recent years. Though we side generally with the city‐of‐exception thesis, we argue that important geographic and historical particularities must also be accounted for. Without carefully situating analytical perspectives empirically—in particular, cases in which theoretical models are drawn from European and North American contexts—urban researchers risk concealing more than they reveal in analyses of rapidly developing countries like Brazil.  相似文献

Across contemporary China, city governments are unevenly territorializing peri-urban villagers’ land and housing by creating new urban ecological conservation sites. I analyze this emerging form of what I call ‘ecological territorialization’ through three interrelated spatial practices: comprehensive urban–rural planning, peri-urban ‘ecological migration’, and the distribution of institutional responsibility for conservation site financing, construction and management. Detailing this triad of territorializing practices renews attention to the relationship between conservation classifications that justify state intervention, uneven displacements of people from rural land and housing, and site-specific capitalizations that collectively consolidate urban government control over rural spaces. These practices emerge stochastically as state, private, and semi-state institutions capitalize on conservation projects in the context of legally and constitutionally underdefined land use rights and ecological land designations. In the current post-socialist moment of urban ‘greening’, these practices are key to producing frontiers of land-based accumulation and extending local state control across the peri-urban fringe. Urban ecological enclosures not only remake city-level state power but also shape rural people's relationships to land, labor and housing.  相似文献
