We summarize the literature that uses the vector error-correction model approach to analyze the dynamics of the municipal fiscal adjustment. The international comparison between samples collected from entire countries and specific regions reveals interesting similarities, but also remarkable differences. The main similarities are the fulfillment of the intertemporal budget constraint, the volatility of the budgetary components, and the importance of the intergovernmental transfers as an adjustment instrument. The most remarkable difference is the preponderant role of the own revenues in the USA, probably reflecting the larger fiscal autonomy of US municipalities. In most cases, the large municipalities seem to be more dependent on grants than their small counterparts, although this pattern is broken in Japan. Finally, partial evidence supporting the existence of moral hazard problems and the flypaper effect is provided.  相似文献

Simple models of local government behavior predict equal effects of private income and unconditional federal grants on local government expenditures. Numerous empirical analyses, however, find that the effect of grants is larger than the income effect. We argue that this flypaper effect may be a result of weak political leaderships in multi–issue and multi–party decision–making environments. In multi–issue institutions, a strong political leadership may reduce inefficiency due to interest group influence and inter–party bargaining in the local council. Utilizing data for Norwegian local governments in the 1930s, we find that political strength reduces the size of the flypaper effect. When the local council consists of only one political party, we cannot reject absence of a flypaper effect, while the flypaper effect is large in fragmented local councils. In this paper we will investigate the effects of direct grants and tax incentives on recipient small and medium enterprises (SMEs). Direct grants and tax incentives are two different public instruments used to correct market failure and facilitate innovation through lowering the cost of R&D. Although large and small firms innovate in different ways, so far limited empirical evidence has been reported with respect to the effectiveness of public R&D instruments for SMEs. Our data suggests that direct subsidies used alone or with tax incentives strengthen the R&D orientation of the SME as well as some aspects of innovation output and absorptive capacity. Although the effects of policy measures are significant when comparison is made to firms that did not use any of the two instruments, not much difference is found when users of direct grants are compared to those who used both the grants and the tax incentives. This result indicates the existence of limitations in the use of tax incentives by SMEs, and thus suggests that subsidies may be the primary instrument in SMEs.  相似文献

Abstract

This study examines whether political factors and mayors' demographics influence municipal success in expanding revenue. Data from forty Colombian municipalities over a 7-year period (1999–2005) are used to explore the relationship between mayoral demographics (age, sectorial experience and education level and type) and revenue expansion through state and national grants. Results reveal that the factors affecting approval of state grants differ from those influencing approval of national grants. When a mayor's political party is aligned with that of the governor, municipalities tend to secure more state, but not national, grants. Municipal features, such as population, local revenues and divided government, positively influence national, but not state grants. Not surprisingly, the stressful municipal context (presence of illegally armed guerrillas) negatively moderates the impact of mayors' demographics on approval of grants. If obtaining greater revenues implies greater social investment, this study suggests the importance of candidates' backgrounds when electing mayors, at least in the Colombian context.  相似文献

The flypaper effect is the common empirical result that lump-sum intergovernmental grants stimulate more local government spending than increases in private income which are theoretically equivalent. In this paper, four of the best-known explanations of the flypaper effect are tested, using data from Michigan school districts. None of these explanations are confirmed by the data. The cause of the flypaper effect is likely to be much more deeply rooted in the nature of local decision-making than is currently recognized.  相似文献

This paper examines the decentralization process in the state of Maharashtra. Among the states in India, Maharashtra's efforts at decentralization are regarded as a success story. Using cross‐section data for 243 urban local governments, the paper examines the flypaper effect, that is, the expenditure stimulus of grants from the state government to the urban governments. The significance of spatial factors has been highlighted in the study. The models have been estimated using spatial econometric techniques. Most of the estimated models show the presence of the flypaper effect.  相似文献

We investigate the timing of local economic development incentive offers by estimating duration models of the time to adoption of the first manufacturing property tax abatement offered by a municipal government. The effects of municipal characteristics, incentive prevalence measures, and fiscal stress indicators on the duration of non-abatement regimes are investigated using data for 112 municipalities in metropolitan Detroit during 1974–1992. Median household income and the local property tax price of local public services are found to affect the hazard rates. Most importantly, there is evidence of positive duration dependence, or an emulation effect, with first-time abatement offers.  相似文献

We explore how spatial interaction affects the strategic use of municipal income when deciding between 1) an optimal long-run expenditure strategy versus 2) using the current income to finance current activities, a phenomenon known as the permanent income hypothesis. Even when this hypothesis is grounded in temporal logic, insufficient attention has been given to the impact of spatial dependence on this type of budget decision. Therefore, we present two reasons why spatial interaction adds new insight to this discussion. First, subnational governments located inside larger functional areas have lower average costs due to the population concentration, allowing for coordination between jurisdictions to achieve more power of negotiation and to potentially exploit economies of scale. Second, local government decision-making is not independent of other jurisdictions as municipalities would constantly evaluate the others’ actions regarding local tax effort, spending, and debt. While this spatial consideration remains a challenge for theoretical modeling, we offer empirical evidence to evaluate how robust the permanent income hypothesis is when geography is incorporated. Our empirical approach uses dynamic panel data with spatial dependence on debt, expenditure, and the error term. To evaluate our hypothesis, we exploit panel data from 320 Chilean municipalities between 2008 and 2020 and use two sources of income: non-matched grants via mining windfalls and horizontal fiscal transfers among cities. The evidence indicates that jurisdictions make backward-looking decisions regarding spending; that is, there are no significant differences between the short and long run. The results for debt, however, are not robust. Policy pertaining to the use of public resources should consider the spatial dependence between municipalities which should be a crucial factor in budgetary decision-making.  相似文献

Many OECD countries have amalgamated their municipalities during the last couple of decades. For decisions concerning future territorial rescaling, it is crucial to augment the previously inconclusive evaluative knowledge of the effects of mergers. This paper examines the effects of amalgamations conducted between 1998 and 2009 in the areas of public service delivery, local finance, administrative staff, municipal autonomy and local democracy. The data are obtained from two comprehensive surveys of all local secretaries (top civil servants) in Switzerland in 1998 and 2009. The analysis – based upon a comparison between a quasi-experimental and a control group – (partially) supports the hypothesis of a positive effect on public service delivery, the professionalization of staff and municipal autonomy. The effect on local finance is inconclusive, and negative effects on local democracy are not discovered in the framework of this study.  相似文献

This article attempts to clarify the relationships between the politico-administrative system and responses to austerity by comparing municipal austerity plans in the Netherlands and North Rhine-Westphalia (NRW). Although austerity is a major topic in both states, the approaches differ. In our sample, Dutch municipalities have used the crisis as an opportunity to realize reforms, whereas NRW municipalities have regarded the challenge as a temporary issue and chosen fiscal discipline and stability. Although municipalities seem to deploy similar measures, an in-depth analysis of austerity plans illustrates a wider variety in chosen responses. This variety is shaped by financial autonomy and administrative culture.  相似文献

This paper studied the role of municipal quality of life as a driver of strategic tax interactions among local governments. A number of studies point out the existence of strategic interactions using spatial econometric models in which the spatial weights are mostly based on non-economic criteria or basic economic variables such as per capita gross domestic product (GDP). We propose the more sophisticated well-being indicator of municipal quality of life as the driver for these interactions. To deal with the potential endogeneity, we rely on instrumental variable estimators. The empirical analysis focuses on the main local tax in Spain (property) and on municipalities with more than 50,000 inhabitants, and it confirms the relevance of differentials in quality of life for the understanding of tax choices.  相似文献

This study explores the impact of chief executives’ intangible assets – motives, capacity and networks – on government performance. Three main hypotheses suggesting a direct relationship between these assets and performance are tested using data from municipalities in El Salvador, where the chief executive is the elected mayor. The research involved an in-field survey of 135 Salvadorian mayors (out of 262) and data collected from national agencies, focusing on two dimensions of municipal performance: service delivery (electricity and running water) and expansion of revenue (with national grants). After controlling for municipal and constituent-level factors, findings indicate that the chief executive’s capacity (specifically mayoral expertise) is positively correlated to municipal delivery of electricity and running water; intrinsic motivation is linked to expansion of water services; and municipalities whose chief executives are nationally networked tend to receive more grant monies. This study contributes to the literature on government performance by assessing the role of chief executives’ intangible assets in the developing context of a relatively newly established democracy in Latin America.  相似文献

Tax policies of two levels of government (state and federal) with overlapping tax bases are considered. This overlap leads to “vertical” fiscal externalities are considered when several different commodities are in the tax base and the tax bases of the two levels of government may not be identical. When the governments share a tax base, the mix of combined taxes is optimal. With different tax bases, combined taxes are no longer optimal as federal tax rates are adjusted to reflect state public service levels. When grants are available, a welfare-maximizing mix of taxes and public services is obtained.  相似文献

This paper examines the effect of property taxation on housing construction. In 2001, Finnish municipalities were allowed to levy an extra property tax on undeveloped land zoned for housing. Municipalities that adopted the new tax instrument have a three-rate tax property tax system with different tax rates on land before development, land after development and buildings. The remaining municipalities have a two-rate system with a uniform land tax and a building tax. A theoretical model of decisions by landowners suggests that the pre-development land tax ought to lead to faster development, but also the density of development may be affected. In the two-rate system land tax is neutral. The empirical results suggest that landowners respond to the tax incentives. Municipalities that adopted the three-rate property tax system saw an increase in single-family housing starts of roughly 12 percent.  相似文献

The empirical literature investigating the role of key features of local governments regarding decisions on consolidation tends to use a dummy dependent variable that takes 1 if both adjacent local governments decide to merge and 0 if one of them does not approve consolidation. Under this estimation method, however, it is difficult to know which governments refused to consolidate, as consolidation was not realized. The current study empirically tests the effects of economies of scale, population size, heterogeneity of preferences, and financial factors on municipal preferences for consolidation. It uses voting data from Japanese local referenda to identify preferences of specific individual municipalities, thus allowing a richer examination of local government behavior. The results obtained herein are as follows. Municipalities that could enjoy large economies of scale from consolidation prefer consolidation, while large and small municipalities are likely to merge. Moreover, municipalities receiving large unconditional grants from the central government are unlikely to merge.  相似文献

In this paper we estimate the DEA technical efficiency for 4796 Brazilian municipalities, by applying a recently proposed “Jackstrap” method, which combines Bootstrap and Jackknife resampling techniques, to reduce the effect of outliers and possible errors in the data set. We perform calculations to identify and eliminate high leverage municipalities, using different variants of Data Envelopment Analysis (DEA), as well as Free Disposal Hull (FDH). Corroborating previous results, efficiency results for the Brazilian municipalities show a clear relationship between the size of the municipality and its efficiency scores. Indeed, under both DEA variants, smaller cities tend to be less efficient than larger ones hence indicating that the quality of the frontier adjustment improves significantly as the size of the municipality increases. We present arguments that may explain to some extent these findings, such as economies of scale and the excess spending due to revenue from royalties. However, such effects require further, more careful examination.  相似文献

In this paper we investigate the determinants of municipal labour demand in Sweden 1988–1995. Utilising a major grant reform in 1993, through which a switch from mainly targeted to mainly general central government grants occurred, we are able to identify which type of grants that have the largest effects on municipal employment. We find a larger municipal employment elasticity with respect to grants before the reform, which we interpret as evidence that general grants have less employment effects than specific ones. We further find a short run wage elasticity of approximately −0.5 and a long run ditto of approximately −0.9, and a quite sluggish adjustment process: only 60% of the desired change in municipal employment is implemented in the first year.  相似文献

This paper proposes a directional distance model for efficient resource allocation when there is a centralized decision maker who oversees all units. The model is designed to allocate grants from an upper-tier government to the municipalities under its jurisdiction. Local governments employ the grants together with levied local taxes to provide services to their citizens. The objective of our formulation is to optimize grants allocation across municipalities taking into account efficiency, effectiveness and horizontal fiscal equity criteria. The model easily allows the setting of alternative priorities of the central decision maker, thus permitting quantification of the trade-off between the potential increase in the provision of local services and its associated cost. The model is applied to the allocation of current grants in the autonomous community of Navarre in northern Spain.  相似文献

以我国2004—2012年A股非金融类地方国有上市公司为研究样本,在区分了省级政府与市级政府控制的基础上,实证检验了各级地方政府不同的政绩诉求对国有企业控制程度是否存在差异及该控制程度对国有企业税负的影响。研究发现:地方政府的政绩诉求(包括财政盈余、相对经济增长率、失业率等)显著影响地方政府对国有企业的控制程度,且省级政府更注重相对经济增长率及失业率,市级政府更关注财政盈余水平;三个政绩诉求中相对经济增长率对政府控制的影响最为显著;地方政府对国有企业的控制程度与企业税负显著正相关;与省级政府相比,市级政府控制的国有企业税负更重。这表明,增加地方国有企业税负是市级地方政府实现其政绩诉求的重要途径。  相似文献

This paper employs Network Data Envelopment Analysis (NDEA) to measure the municipality performance. The NDEA approach allows to have a more comprehensive evaluation of the municipality performance if compared to traditional DEA. The proposed NDEA model aims at shedding new light on the efficiency-effectiveness relationship in the provision of social services by municipalities. Municipal efficiency and effectiveness are combined to generate a single performance measure which can be considered as a proxy measure of the value for money of municipality services. A sample including 103 major Italian municipalities is used as a case to implement the proposed model. Findings indicate that there is no trade-off between the efficiency and effectiveness components of the overall municipal performance score, but rather they appear to be preconditions of each other. Therefore, higher level of performance can be achieved without conflicting one against the other. Furthermore, only 6 municipalities achieve the highest performance level, suggesting that there is still room for improving the performance of a great number of municipalities.  相似文献
