International benchmarking has played a key role in the reform of Australia's infrastructure industries by promoting indirect or yardstick competition, in highlighting the need for further reform and building a consensus for implementing necessary changes. The international benchmarking of infrastructure performance by the Bureau of Industry Economics (BIE) between 1991 and 1996 did much to focus attention on the need for change. The BIE examined the performance of eight infrastructure industries relative to international best practice: electricity, rail freight, telecommunications, the waterfront, road freight, coastal shipping, aviation and gas supply. Performance comparisons concentrated on indicators of price, service quality, labour productivity and capital productivity. This paper reviews and summarises the performance comparisons the BIE undertook over the last three years of its infrastructure benchmarking program. The BIE international benchmarking program provides a useful role model for other countries wanting to seriously pursue reform of their infrastructure industries.  相似文献

We use an input–output model to examine the effect of trade integration on productivity growth and the demand for skilled workers in Canada for the period 1981–1997. We find that trade integration has a positive effect on both labour productivity and total factor productivity. Labour productivity and total factor productivity grew faster in export and import industries than in the total business sector over this period, and this productivity growth gap has widened over time. Canada is found to have a comparative advantage in capital- and natural-resource-intensive industries, although it has declined over time. We find that trade integration has little effect on the demand for skilled and unskilled workers in Canada.  相似文献

International comparisons of productivity have used exchange rates or purchasing power parity (PPP) to make output comparable across countries. While aggregate PPP holds well in the long run, sectoral deviations are persistent. It raises the need for a currency conversion factor at the same level of aggregation as the output that is compared. Mapping prices from household expenditure surveys into the industrial classification of sectors and adjusting for taxes and international trade, I obtain an expenditure-based sector-specific PPP. Using detailed price data for up to 8 years between 1970 and 1999, I test whether the sectoral PPPs adequately capture differential changes in relative prices between countries. They work well for agriculture and the majority of industrial sectors, but not for most service sectors and for manufacturing sectors that produce differentiated products. Using the most appropriate conversion factor for each industry, productivity convergence is found to be taking place in all but a few industries for a group of 14 OECD countries. The latter results are robust to the base year used for the currency conversion.  相似文献

This paper estimates a factor model for 7 equity markets and 22 industrial group returns indexes from January 1990 to February 2001 to measure the relative importance of industry and country effects. Our results indicate that industry effects have significantly dominated country effects since 1999 and that country effects tend to exhibit a cyclical trend.In addition, we investigate the impact of the U.S. and Japan on the other Asian countries under study. Significant evidence indicates that Japan has had a greater impact than the U.S. on these countries. From the viewpoint of industries, the industry effects of current mainstream industries such as computer software, electronics, semiconductors, telecommunications-wireless and telecommunications equipment have apparently dominated those of traditional industries such as textiles and leather and steel.  相似文献

Economists have managed to find a positive impact of R&D efforts on productivity. However, the empirical results of their studies have not explained the observed sectoral differences in this important impact. With due reference to three global industries, namely, chemical, computer, and electrical/electronic, the objective of this study is to evaluate the impact of technological opportunity on the productivity of R&D activities. Technological opportunity refers to the ease of achievement of innovations and technical improvements, which could be jointly represented by the intensities of knowledge spillovers, inter-firm research overlap and scope of research. In this study, the degree of technological opportunity is quantified by patent statistics. The empirical findings confirm a positive relationship between technological opportunity and the productivity of R&D effort, and the estimated rate of return falls within the range as reported by past studies.  相似文献

基于国家级大数据综合试验区的准自然实验,运用2014—2019年280个地级市的面板数据,采用多期双重差分法实证检验数字经济对全要素生产率的影响。研究结果表明:数字经济显著提升了全要素生产率,这一结论在经过多种稳健性检验后仍然成立;中介效应检验表明,数字经济通过提高资源配置效率和促进技术创新来提升全要素生产率;异质性分析表明,数字经济对低资源禀赋城市、低数字经济发展水平城市以及智慧城市的全要素生产率具有促进作用,抑制高资源禀赋、高数字经济城市的全要素生产率,而对非智慧城市的作用则不明显。因此,应基于大数据综合试验区深度挖掘数字经济的直接作用与间接作用,同时采取差异化发展战略,培育壮大全要素生产率增长新动能。  相似文献

Previous studies on the impact of immigration on productivity in developed countries remain inconclusive, and most analyses are abstracted from firms where production actually takes place. This study examines the empirical relationship between immigration and firm-level productivity in Canada. It uses the Canadian Employer-Employee Dynamics Database that tracks firms over time and matches firms with their employees. The study finds that there is a positive association between changes in the share of immigrants in a firm and changes in firm productivity. This positive effect of immigration on firm productivity is small, but it is stronger over a longer period. The effect tends to be larger for low-skilled immigrants as compared with highly-skilled workers, as firm productivity growth is more strongly associated with changes in the share of recent immigrants (relative to established immigrants), and immigrants who intended to work in non-high skilled occupations (relative to immigrants who intended to work in high-skilled occupations). Those differences are more pronounced in technology-intensive and knowledge-based industries. Immigration is found to have little estimated effects on capital intensity in a firm. Finally, this study finds that high skill and lower skill immigrants have similar effects on average worker earnings arising from the positive productivity effect of immigration, but only skilled immigrants are associated with higher firm profits.

This paper analyzes trade-related knowledge flows from an innovating country to other countries. It is assumed that knowledge is embodied in commodities traded between countries and that the potential productivity of this knowledge is determined by the local usability of foreign technologies. The usability of foreign knowledge is dependent on the local absorption capacity (such as knowledge infrastructure and human capital) and on structural differences (factor endowments or climate) between countries. In agriculture, a large portion of the knowledge is embodied in inputs which cause factor-biased technical change in the receiving sectors. Trade-related knowledge transmission is introduced in an applied multi-region general equilibrium model (GTAP) to study the macro-economic and sectoral impacts of knowledge spillovers and of trade policies. Endogenous embodied technology spillovers bear some important implications for trade policy, because protective measures preclude countries not only from cheaper imports but also from foreign technologies.  相似文献

This paper reviews the Nigerian situation regarding the private provision of infrastructure services by manufacturers with a focus on electrical power generation. While private provision occurs also in water supply, intraurban freight and worker transport, telecommunications, and waste disposal, the degree of its occurence in electrical power generation, a relatively expensive manufacturing input, has the largest economic implications for the firms and the country. The policy framework developed in this paper, however, is applicable to these other subsectors. Manufacturing firms' private provision responses are identified, analyzed, and grouped into seven regimes, four of which are currently observed to occur, and three are precluded from occuring due to existing regulations. A model of public infrastructure supply that is pertinent for developing countries is proposed and discussed. Policy options which could improve the current situation are also examined and discussed. It is argued that the most promising options are likely to be those which encourage new modes of cooperative private provision among manufacturers, accompanied by deregulation, privatization, contestability, modern pricing, and selective maintenance in the public agencies.  相似文献

INFRASTRUCTURE AND REGIONAL DEVELOPMENT IN PAKISTAN   总被引:1,自引:0,他引:1  
Despite considerable concern by the government, deep regional disparities remain a persistent and troubling feature of Pakistan's economy. Although stark inter-provincial differences have received the most attention, both policy-makers and research scholars also need to address profound intra-provincial inequalities. Using factor analysis, this paper examines the relationship between investments in "hard" infrastructural development and inter-provincial and intra-provincial disparities in Pakistan. Overall, the paper argues that a very close association exists in Pakistan between regional infrastructure endowment and broad levels of socio-economic development. Specifically, data indicate the striking importance of transport within and across regions. The analysis investigates the importance of differing types of transport infrastructure for regional development. The paper concludes with policy recommendations concerning levels, types and mix of hard infrastructural investments that might provide policy-makers with the best opportunity for alleviating income disparities.  相似文献

Carlino argues that population scale has a negative effect on productivity because it is a diseconomy rather than an economy of agglomeration. This study arrives at different conclusions. After critiquing Carlino's arguments, empirical cross-sectional productivity equations show that capital intensity accounts for much of the urban productivity advantage. Measures of business services, localization effects, congestion, infrastructure, and labor quality are then included in the equations. These variables generally have the expected effect on productivity and are frequently significant. Nevertheless, population scale continues to have a positive effect in five industries; it develops a negative effect in only one.  相似文献

This paper examines the empirical evidence on the impact of performed R&D and of R&D embodied in intermediate and capital goods on productivity performance in 10 major OECD countries over the last two decades. To quantify intersectoral and international technology flows, industry-level embodied R&D variables were constructed from an input–output (IO) R&D embodiment model. The productivity variables used are discrete Divisia growth indexes of total factor productivity (TFP), which were estimated from an IO growth accounting model. The results from pooled regressions indicate that the rates of return of the R&D variables were positively significant and increasing in the 1980s. In particular, embodied R&D is an important source for TFP growth in services, indicating very high social returns of the flows of capital-embodied technology into this sector. Moreover, the information and communi-cation technology (ICT) cluster of industries played a major role in the generation and cquisition of new technologies at the international level.  相似文献

Abstract  This paper provides an empirical analysis of the relationship between the stringency of environmental regulation and total factor productivity (TFP) growth in the Quebec manufacturing sector. This allows us to investigate more fully the Porter hypothesis in three directions. First, the dynamic aspect of the hypothesis is captured through the use of lagged regulatory variables. Second, we argue that the hypothesis is more relevant for more polluting sectors. Third, we argue that the hypothesis is more relevant for sectors which are more exposed to international competition. Our empirical results suggest that: (1) the contemporaneous impact of environmental regulation on productivity is negative; (2) the opposite result is observed with lagged regulatory variables, which is consistent with Michel Porter’s conjecture; and (3) this effect is stronger in a subgroup of industries which are more exposed to international competition.

This paper's novelty is based on the theoretical and empirical interconnections it traces between competitive advantage, innovation, tourism and spatial development. The tourism sector plays an important role in many regional and national economies, as well as in the global economy. It is a dynamic sector with a high potential for creating new jobs and enterprises, and for making a significant contribution to spatial development.Both Slovakia and many other countries have the potential to become attractive tourist destinations. Realising this potential is a real challenge, but innovation, smart specialization and building ʽsmartʼ competitive advantage provide opportunities to create new tourist destinations. This paper synthesizes theoretical and empirical research focused on competitive advantage, innovation and tourism and highlights their positive impact on smart and sustainable spatial development. This paper analyses trends in labour productivity and its underlying determinants in a panel of OECD countries from 1979 to 2002. Data Envelopment Analysis (DEA) is used to estimate a Malmquist measure of multifactor productivity (MFP) change. We decompose the growth in labour productivity into (i) net technological change (ii) input biased technical change (IBTC) (iii) efficiency change and (iv) capital accumulation. We analyse the effect of each of these factors in the transition towards the equilibrium growth paths of both labour productivity and per capita GDP for the OECD countries, controlling for the effects of different policies and institutions. The results indicate that on average gaps in productivity or income levels are narrowing down although there is no evidence to suggest that the entire OECD area comprises a single convergence “club”. Using kernel estimation methods we find that that labour productivity and per capita GDP are settling toward a twin peak (bimodal) distribution. Panel unit root tests over an extended (1960–2001) period provide general support for the convergence hypothesis. Analysis of the contributions of productivity growth within industries and sectoral composition changes show that aggregate productivity change is predominantly driven by ‘net’ within sector effects with very little contribution emerging from sectoral shifts (the ‘in-between’ static or dynamic effects resulting from higher or above average productivity industries gaining employment shares or low productivity industries losing shares).  相似文献

This study analyzes the impact of increased protection of intellectual property rights (IPRs) in importing countries on the inventing countries’ exports in the presence of “third countries.” In this study, “third countries” include all countries that compete with the inventing countries in exporting similar products to the importing countries. The most significant contribution of this study is to develop an alternative empirical approach for analyzing the impact of IPRs on trade flows. This approach considers three players (the inventing/exporting country, the importing country, and “third countries”) and thus is tentatively called the “three-country model.” The findings confirm that our “three-country model” provides important insights into the impact of IPR protection on international trade, especially in the context of increasingly fierce competition in international trade. We found that the emergence of a third country restrains the market power effects and stimulates market expansion effects. Specifically, when a third country appears, the increased protection of IPRs in the importing countries encourages the inventing countries to increase their exports. However, the export elasticity of IPR protection is highest for primary products and lowest for technology-intensive and human capital–intensive products.  相似文献

Facing uncertain environments, firms have strived to achieve greater supply chain collaboration to leverage the resources and knowledge of their suppliers and customers. The objective of the study is to uncover the nature of supply chain collaboration and explore its impact on firm performance based on a paradigm of collaborative advantage. Reliable and valid instruments of these constructs were developed through rigorous empirical analysis. Data were collected through a Web survey of U.S. manufacturing firms in various industries. The statistical methods used include confirmatory factor analysis and structural equation modeling (i.e., LISREL). The results indicate that supply chain collaboration improves collaborative advantage and indeed has a bottom-line influence on firm performance, and collaborative advantage is an intermediate variable that enables supply chain partners to achieve synergies and create superior performance. A further analysis of the moderation effect of firm size reveals that collaborative advantage completely mediates the relationship between supply chain collaboration and firm performance for small firms while it partially mediates the relationship for medium and large firms.  相似文献

Infrastructure — broadly defined to include road and rail networks, telecommunications, electricity and other utilities — offers both direct and indirect benefits to economic growth. The direct effects include employment and contracts for local firms, while its role as an enabling technology means that a multiplier effect is provided for the economy as a whole. Infrastructure also has a role to play in promoting the efficiency of governance and social cohesion. The relative importance of these factors varies according to the specific conditions applying within a geographical location. The Burmese capital, Naypyidaw, for example, has a symbolic status as the seat of postcolonial Burmese power, while also offering a strategic location from which to govern the country. The role of infrastructure in this case is to promote efficiency of rule and create a network in which the city can form a node connected with economically important locations. In Phnom Penh and Vientiane, by contrast, infrastructure is being used to both promote economic activities and link up with cross‐border markets. In all cases, albeit in different ways, capital cities are being repositioned within actual and emerging power networks in order to control and take advantage of processes of international capital accumulation.  相似文献

This study first explores why the shares of factor inputs have not been measured correctly and concludes that the earlier findings are biased due to the miscalculation of factor shares which have produced low estimated total factor productivity (TFP) growth in the East Asian countries. Second, three approaches are proposed to empirically illustrate the impact of capital and labor shares on the estimates of TFP growth. It is suggested that TFP growth in the East Asian economies will be understated if net indirect taxes and imperfect competition profit are ignored. Finally, by taking the net indirect taxes and imperfect competition profits into account, the result of this paper indicates that Taiwan's economy has enjoyed an average annual TFP growth rate of 3.6% over the period 1980–1999.  相似文献

This study reports the results of a factor content analysis of the sources of West Germany's comparative advantage in 1976, 1980 and 1984, using highly disaggregated skill variables. The county is found to be most abundant in certain skilled manual occupations and a very limited number of professional and technical occupations. The results differ markedly from those reported in similar studies for the UK and the US. The importance of intercounty productivity diferences and the implications of using only a subset of the economy, i.e. manufacturing, in the calculations are assessed. While using only a subset of the economy might have been appropriate in the past when services trade was relatively unimportant, this is no longer the case, especially for Germany with its diferent performance in goods and services trade. It is argued that the explanatory power of comparative advantage as a basis for trade among similarly developed countries is much higher than is commonly perceived when human capital is disaggregated into detailed skill categories that allow the recognition of different skill mixes between countries. The use of a disaggregated ‘labour-based’ neoclassical trade theory is advocated.  相似文献
