Abstract.  This paper studies the links between macroeconomic adjustment and poverty. The first part summarizes some of the recent evidence on poverty in the developing world. The second reviews the various channels through which macroeconomic policies affect the poor, whereas the third is devoted to the specific role of the labor market. It presents an analytical framework that captures some of the main features of the urban labor market in developing countries and studies the effects of fiscal adjustment on wages, employment, and poverty. The fourth part presents cross‐country regressions linking various macroeconomic and structural variables to poverty. Higher levels and growth rates of per capita income, higher rates of real exchange rate depreciation, better health conditions, and a greater degree of commercial openness lower poverty, whereas inflation, greater income inequality, and macroeconomic volatility tend to increase it. Moreover, the impact of growth on poverty appears to be asymmetric; it seems to result from a significant relationship between episodes of increasing poverty and negative growth rates.  相似文献

The recent empirical literature on household income dynamics in developing countries has tended to find considerable intertemporal economic mobility and thus inferred that a large proportion of poverty is transitory. This article introduces a statistical test which shows that these findings are partially driven by stochastic changes in transitory income. Estimates of total economic mobility are inversely correlated with the panel spell length. For short data spells, estimated total economic mobility is significantly greater than the underlying structural economic mobility because of short‐lived movements across the poverty line that cancel out over periods of multiple years.  相似文献

This paper analyzes changes in poverty and inequality in the Middle East and North Africa. It finds that the structural relationship between poverty reduction, income growth and distribution is the same for MENA and other developing economies. Prior to 1985 rapid growth sharply reduced poverty. After 1985, despite very low income growth, a rising share of income accruing to the lowest quintile meant that the average income of the poor rose more rapidly than that of the non-poor. These unusual poverty dynamics were primarily due to international migration. Remittances both increased per capita incomes in labor exporting countries and increased the share of income accruing to the poor.  相似文献

Generous social assistance has been held responsible for inactivity traps and social exclusion in several European countries, hence the recent trend of promoting employment through in-work transfers. Yet, the relative consensus on the need for ‘making work pay’ policies is muddied by a number of concerns relative to the design of the reforms and the treatment of the family dimension. Relying on EUROMOD, a EU-15 integrated tax-benefit microsimulation software, we simulate two types of in-work benefits. The first one is means-tested on family income, in the fashion of the British Working Family Tax Credit, while the second is a purely individualized policy. Both reforms are built on the same cost basis (after behavioral responses) and simulated in three European countries suspected to experience large poverty traps, namely Finland, France and Germany. The potential labor supply responses to the reforms and the subsequent redistributive impacts are assessed for each country using a structural discrete-choice model. We compare how both reforms achieve poverty reduction and social inclusion (measured as the number of transitions into activity). All three countries present different initial conditions, including existing tax-benefit systems and distribution of incomes and wages. These sources of heterogeneity are exploited together with different labor supply elasticities to explain the cross-country differences in the impact of the reforms.  相似文献

The political economy literature has put forward a multitude of hypotheses regarding the drivers of structural reforms, but few, if any, empirically robust findings have emerged thus far. To make progress, we draw a parallel with model uncertainty in the growth literature and provide a new version of the Bayesian averaging of maximum likelihood estimates (BAMLE) technique tailored to binary logit models. Relying on a new database of major past labor and product market reforms in advanced countries, we test a large set of variables for robust correlation with reform in each area. We find widespread support for the crisis‐induces‐reform hypothesis, as high unemployment and economic crises are robustly correlated to structural reforms. We also find evidence of reform convergence—that is, countries with tighter regulation are more prone to liberalize. Reforms are more likely when other countries also undertake them and when there is formal pressure to implement them. Other robust correlates are more specific to certain areas—for example, international pressure and political factors are most relevant for product market and job protection reforms, respectively.  相似文献

To date, a well‐developed business perspective on how to promote sustainability for those in poverty is sorely lacking. For sustainability enhancing innovations in developing countries, poverty presents unique challenges. In this paper, we argue that if sustainability enhancing innovations introduced in developing countries are to stick, they need to be designed with local customers, networks, and business ecosystems in mind. We illustrate this view using case examples from mobile telephony, fuel efficient stoves, clean drinking water, and household electrification. Our paper underscores the need for today's managers to understand poverty as an integral part of the sustainability nexus and the new international business equation.  相似文献

This study extended the concept of ‘growth–inequality–poverty (GIP) triangle’ by using the principle component approach which allows us to composite different poverty and inequality indicators into one single index that contains most of the useful information from the original dataset. Using the idea of GIP triangle, this study examines the long-run relationship among weighted poverty index (which comprises headcount ratio, poverty gap and squared poverty gap); weighted inequality index (i.e., Watts Index, Gini Index and MLD Index) and average monthly per capita income in the designated 138 countries according to World Bank’s classification over a period of 2005–2010. The data set mainly contain countries’ unit record household survey at least one which is conducted between the countries during the sample period. The regression model encompassing the impact of economic growth and income inequality on poverty reflects that income inequality increases poverty while economic growth decreases poverty. It indicates that the impact of inequality in increasing poverty is a somewhat greater than that of growth in average income in reducing overall poverty in a sample countries. The other regression model encompassing the impact of economic growth and poverty on income inequality showed that the poverty itself is also likely to be a barrier for poverty reduction; and inequality seems to predict lower future growth rates. The final regression model depicting the impact of poverty and income inequality on mean income of the household suggests that poverty itself reduces mean income of the household while income inequality increases economic growth. The results are interesting and simply suggest that whenever social institutions malfunction, the incidence of damage would usually be distributed unevenly over the society’s members.  相似文献

Since the 1970s, there have been substantial financial reforms across the world, however little research has been devoted to studying the convergence path of these reforms. While Abiad and Mody (Am Econ Rev 95:66–88, 2005) find that there is movement towards a global ‘norm’ of financial reform, their findings are based upon a cross-sectional approach that has been widely criticized in the literature. In this paper we offer new time-series evidence on the convergence of financial reforms both across and within regions, which can also act as a metric to measure the degree of globalization among countries’ financial systems. We find that some regions of the world have fully converged, but the advanced economies and Sub-Saharan Africa are not converging. In addition, while most countries have fully converged within their own region, notable exceptions are also identified. These results suggest that while financial reforms have largely become homogenized, important distinctions still remain.  相似文献

I revisit the distributional effects of tax‐benefit policy reforms under New Labour using counterfactual microsimulations embedded in a Shapley decomposition of time change in inequality and poverty indices. This makes it possible to quantify the relative effect of policy changes compared to all other changes, and to check the sensitivity of this policy effect to the use of (i) income vs. price indexation, and (ii) base vs. end period data. Inequality and poverty depth would have increased, and the sharp fall in child poverty would not have occurred, had the reforms of income support and tax credits not been implemented.  相似文献

This paper demonstrates how economic reform undertaken in a developing country will impact not only macroeconomic variables but also income distribution between different household groups, particularly between rural and urban households. Unlike the well-known link to macroeconomic variables, the path connecting economic reform with income of rural-urban households is more equivocal and thus demands an inquisition. The CGE model constructed in this study is designed to serve such a purpose. When applied to the Indonesian case, both the static and dynamic simulations indicate that the post-reform progress in the country's macroeconomic condition is likely accompanied by worsening—albeit slightly—household income distribution between income groups. The non agricultural sector appears to be the major beneficiary of the reform. From the dynamic simulation, a worsening distribution is also found between rural and urban areas. However, results of both simulations also show that improved poverty conditions are likely achieved following the reform.  相似文献

This paper studies the role of institutional reforms in affecting bank valuation in new European Union (EU) member countries. It takes advantage of the dynamic nature of institutional reforms in transition economies and explores the causal effects of those reforms on banks’ Tobin's Q over the period of 1997–2008. Using a difference-in-difference approach, the paper shows that Tobin's Q increases substantially after these countries reform their legal institutions and liberalize banking. However, it decreases after stock market reforms. After further examination of the interactive relationships between different reforms and bank valuation, it is observed that when the banking reform is well implemented, legal reform can have a stronger impact on banks’ Tobin's Q. On the other hand, banking reform and security market reform has a substitutive relationship. The analysis also suggests that foreign ownership, market power, and asset diversification significantly affect Tobin's Q. These results are robust even after simultaneously controlling for equity risk.  相似文献

This study empirically examines whether increasing income inequality results in banking crises using panel data for 68 countries covering the years 1973 to 2010. The results show that developing countries with high inequality tend to have higher levels of domestic credit and that domestic credit booms increase the probability of banking crises. We also find that developing economies display direct channels from inequality to banking crises without an association with credit booms. We find no consistent evidence that income inequality contributes to banking crises in advanced economies. In developing countries, the probability of banking crises increases dramatically as income inequality levels increase: The probability of a systemic banking crisis within three years is 9.5% when the Gini is as low as 0.2 in developing countries and increases to 57.4% when the Gini is 0.4. 研究目标:分析收入差距与社会资本及其交互作用对居民贫困的影响,并探讨两者的影响机制。研究方法:构建Logit等计量模型,并采用三阶段最小二乘法(3SLS)与工具变量法(IV Probit)进行稳健性检验。研究发现:在社区层面上,收入差距导致了教育与财政资源在区县间的配置不均等,阻碍了医疗保险制度的发展以及产业结构的提升,进而提高了居民的贫困发生率;在个体层面上,收入差距降低了居民对教育资源的可及性,恶化了居民的健康水平,从而导致居民进入贫困状态。社会资本能够降低居民发生贫困的概率,同时也能够缓解收入差距对居民贫困的不利影响;提升就业能力与收入水平、增加教育与医疗投资、改善社会经济地位、强化融资能力等是社会资本缓解贫困的主要渠道与机制。研究创新:采用具有代表性的中国家庭追踪调查数据,研究收入差距与社会资本对居民贫困的作用机制,指出社会资本是缓冲收入差距对居民贫困不利影响的重要保障。研究价值:为相关理论研究提供更多的经验证据和路径解释;在实践中,对减贫、防贫具有指导意义。  相似文献

Apart from fuel subsidies failing to provide the greatest benefits to the poor, they create overconsumption, market inefficiencies and negative environmental and social externalities. This study extended the comprehensive Harberger formula for deadweight loss (DWL) to account for the cross-price substitution effects between the gasoline and diesel markets, estimated the own-price and cross-price elasticities for gasoline and diesel in Africa, and predicted the DWL or economic cost created by gasoline and diesel subsidies in Ghana. Using the simple Harberger formula yields DWL estimates ranging from GHS 2.03 to 8.58 million per year from 2009 to 2014, but accounting for cross-price effects reduces the DWL estimates, from GHS 1.53 to 7.55 million per year, over the same period. However, because fuel demand is highly price inelastic, the DWL created for every GHS 1 million spent on gasoline and diesel subsidies only represents between 0.5% and 2% of subsidy expenditures. These findings suggest that fuel subsidy reforms would be better motivated by other social problems associated with fuel subsidies, such as the ineffective targeting of such subsidies to poorer consumers and the negative externalities of overconsumption, rather than the economic inefficiencies that fuel subsidies generate.  相似文献

Since the early 1980s, dramatic changes in export commodity markets, shocks associated with resulting price declines and changing views on the role of the state have ushered in widespread reforms to agricultural commodity markets in Africa. The reforms significantly reduced government participation in the marketing and pricing of commodities. This paper examines the background, causes, process and consequences of these reforms and derives lessons for successful reforms from experiences in markets for four commodities important to Africa—cocoa, coffee, cotton, and sugar. The commodity focus of the paper highlights the special features associated with these markets that affect the reform process. The paper complements the current literature on market reforms in Africa, where grain market studies are more common. We suggest that the types of market interventions prior to reform are more easily classified by crop than by country. Consequently, there are significant commodity-specific differences in the initial conditions and in the outcomes of reforms related to these markets. However, there are general lessons as well. We find that the key consequences of reform have been significant changes in or emergence of marketing institutions, and a significant shift of political and economic power from public to private sector. In cases where interventions were greatest and reforms most complete, producers have benefited from receiving a larger share of export prices. Additionally, we conclude that the adjustment costs of reform can be reduced in most cases by better understanding the detailed and idiosyncratic relationships between the commodity subsector, private markets, and public services. Finally, while there are significant costs to market-dependent reforms, experiences suggest that they are a necessary step toward a dynamic commodity sector based on private initiative. Indeed, this is particularly true in countries and sectors where interventions were greatest and market-supporting institutions the weakest.  相似文献

This paper studies the association between trade reform, growth, and trade adjustment assistance in a sample of developing countries that underwent trade reforms during 1987–2004. Our analysis explicitly differentiates between a group of countries that received trade adjustment loans from the World Bank and a non-recipient group. The results suggest that trade adjustment assistance is positively associated with economic growth after trade reform in the medium to long run. In comparison to a pre-reform period and to the non-recipient group, the recipient countries registered 0.2 percent higher growth of real GDP per capita, 5.0 percent higher import growth, and 2.5 percent higher export growth over a period of three to five years after trade reform.  相似文献

Abstract. Recent years saw the outpouring of a theoretical and empirical literature, exploring the nexus between gender and poverty in developing countries. This paper, which provides a critical review of the literature, examines the conceptual basis for a gender-focused approach to poverty alleviation; reviews the relevant empirical studies and data, drawn principally, but not exclusively, from Asian developing countries; and explores the role of public policies to redress gender disparity. The present review argues that the conceptual basis for many gender-focused policies is far from well-established. The empirical foundations of many conventional wisdoms as well as of popular policies remain fragile due to the dearth of reliable gender-segregated data and rigorous empirical studies. The paper underscores the need for more careful empirical analyses as an input to formulating sound public policy with regard to gender and poverty.  相似文献

The effects of financial reforms on money demand (M1) are analysed with estimates for two sets of sub-samples and two break dates for twenty developing Asian and African countries. In all cases, the magnitude of income elasticity does not change significantly when compared with sub-samples and whole sample periods. Using CUSUM and CUSUMSQ tests, we find that the demand for money functions in our selected countries are temporally stable and therefore the respective monetary authorities may target money supply as the conduct of monetary policy.  相似文献

A method is described for constructing spatial indices of the cost of a basket of basic “requirements” of food and nonfood categories. The proposed index for nonfood items is built up from household expenditure, since their prices are unavailable in most developing countries. Using Peru as a case study, it is shown that the cost differences have significant implications for measures of real income and poverty across regions and between urban and rural areas.  相似文献
