Japan faces significant challenges in encouraging innovation and entrepreneurship. Attempts to formally model past industrial policy interventions uniformly uncover little, if any, positive impact on productivity, growth, or welfare. The evidence indicates that most resource flows went to large, politically influential “backwards” sectors, suggesting that political economy considerations may be central to the apparent ineffectiveness of Japanese industrial policy. Rather than traditional industrial or science and technology policy, financial and labor market reforms appear more promising. As a group, Japan's industrial firms are competitive relative to their foreign counterparts. Where Japan falls behind is in the heavily regulated service sector. The problems appear to be due less to a lack of industrial policy than to an excess of regulation. Japan may have more to gain through restructuring the lagging service sector than by expending resources in pursuit of marginal gains in the industrial sector.  相似文献

Debates on industrial policy have typically focused on interventions in the ‘real’ sector to facilitate the transformation of a resources-based economy to one that is based on manufacturing. Although the financial sector has always figured strongly in these discussions, its development, or rather repression, is almost always considered in the context of serving the ‘real’ sector. In contrast, this paper contributes to the emerging literature on government policies to develop financial sectors into independent and internationally competitive sources of economic growth on their own right through an analysis of the development of Islamic finance in Malaysia. The paper argues that the emergence of Islamic finance in Malaysia, and the country's evolution into a key player of the sector in the global market, can be attributed to developmental efforts or industrial policies adopted by the government. The case of Islamic finance in Malaysia suggests the continuing relevance of industrial policy for developmental purposes. More importantly, it demonstrates that developing countries can chart a path towards services-led growth, the next frontier in economic development.  相似文献

While different conceptions of the digital economy exist, there is a common ground where discussion on digital economy can be fostered. Taking the notion that digital economy as a continuum from the existing old economy, this paper regards the manufacturing sector of the digital equipment as the digital infrastructure. Upon this, this research attempts to analyze the supply and demand side development patterns of the infrastructure of the digital economy in Korea between 1989 and 2000 with the Bank of Korea's data in order to present the dynamic that brought the growth of digital economy. Research findings show that there has been an unique mechanism in the development of IT sector in Korea, while policy measures have been broadly identical to the promotion of other sectors.  相似文献

China joined the Paris Agreement, and the global 2°C and 1.5°C warming targets will be supported by China. In order to achieve these targets, China's CO2 emissions need to be cut deeply by 2050. The present paper presents studies from the integrated policy assessment model for China (IPAC) team about the impact on China's economic development of deep cuts in greenhouse gas (GHG) emissions, in order to realize the Paris climate change targets. With the requirement of deep cuts in GHG emissions in China, China's economic development will also be impacted in moving toward a low‐carbon or zero‐carbon emission‐based economy by 2050. This means the Chinese economy needs a strong transition over the next three decades, a relatively short time. All sectors in the economy need to seek ways to reduce GHG emissions, and this could change activities, industry processes and technologies in order to make the deep cuts in GHG emissions happen. This is the meaning of the economic transition toward to a low‐carbon economy. The findings of the present paper include: a significant transition in the energy supply sector; a high rate of electrification in all end‐use sectors; and a technology transition in the transport sector. Transitions will also occur in the traditional industrial sectors, including steel making, cement manufacture, and the chemical sector. The availability of low‐cost renewable energy could change the allocation of industries, which could potentially have a strong impact on regional economic development. Deep cuts in CO2 emissions in China need not be a burden for economic development, as the IPAC results show there will be a more than 1.5% increase of gross domestic product by 2050 in the deep cut scenario compared with the baseline scenario.  相似文献

Existing research demonstrates that housing, particularly residential investment, plays an important role in the transmission of monetary policy shocks to the overall economy. With this in mind, this paper investigates the relationship between monetary policy and housing market activity using a relatively new method for identifying monetary shocks. More specifically, a monetary policy shock is identified by explicitly imposing sign restrictions on impulse response vectors. The extra information from sign restrictions is important for new insights regarding the transmission of monetary policy to the housing sector – notably, the results indicate that residential investment is less sensitive to a contractionary shock than standard estimates with recursive restrictions. Given that the response of the housing sector using sign restrictions is smaller than other work using standard identification methods, the work indicates that further research is needed to examine whether other sectors of the economy may be less sensitive to monetary policy than previously thought.  相似文献

The election of Mrs. Margaret Thatcher's Conservative Government in May 1979 was widely believed to mark a fundamental change in the nature and scope of post-war British economic policy. In this article the authors examine the record of that government in the light of three key issues identified in their pre-election policy statements. These were: control of money supply and inflation, a reduction in the burden of taxation, and the abolition of “waste” within the public sector. The authors argue that, despite public opinion to the contrary, the Thatcher experiment has not been to date the application of monetarist theory but rather has been little more than a period of deflation accompanied by ideologically based cutbacks in certain sectors of the economy.  相似文献

The Japanese concept of “industrial policy” is the subject of this presentation. The central role of the Ministry of International Trade and Industry in the formulation of industrial policy for Japan over the past 35 years is reviewed. Several strategic phases are identified: 1945–1952, reconstruction of the economy; 1952–1960, comparative advantage strategy in capital-intensive industries; 1960–1973, transition to an open economy; 1973 to present, positive support policy for promising industries, e.g., subsidies for high-tech sectors and adjustive policy for declining industries (e.g., disposing of excess capacity in the textile sector). An extensive literature argues that India’s manufacturing sector has underperformed, and that the country has failed to industrialize; in particular, it has failed to take advantage of its labor–abundant comparative advantage. India’s manufacturing sector is smaller as a share of GDP than that of East Asian countries, even after controlling for GDP per capita. Hence, its contribution to overall GDP growth is modest. Without greater participation of the secondary sector, the argument goes, the country will not be able to develop and become a modern economy. Standard arguments blame the “license-permit raj”, the small-scale industrial policy, and the labor laws. All these were part of the industrial policy regime instituted after independence. This regime favored the heavy-machinery subsector. We argue that despite its shortcomings and misallocations, the bias towards machinery, metals, chemicals, and other capital- and skilled labor-intensive products allowed Indian manufacturing to accumulate a wide range of capabilities. We show that India’s manufacturing sector is more diversified and sophisticated than one would expect given the country’s income per capita. This positions India well to continue expanding its exports of other sophisticated products. India’s failure, however, lies in not being able to diversify into labor-intensive sectors and generate the type of structural transformation seen in China.  相似文献

The impact of trade openness on growth of total factor productivity (TFP) is investigated. Given the differences in tradability of goods across sectors as well as the ongoing structural change, we examine whether trade openness has had a differential impact on TFP growth of the three main sectors of an economy. While the positive impact of openness on TFP growth for the aggregate economy is confirmed, openness has had no appreciable impact on the growth of TFP in the agricultural and industrial sectors. We find that the positive effect of openness on TFP growth for the economy as a whole was mostly due to the positive relationship between the two variables for the services sector. Further, we conclude that the lack of a general consensus in past studies could be due to their neglect of structural change and temporal factors when analyzing the trade-TFP nexus.  相似文献

If China’s economy is an example of “state-capitalism,” then its large, state-owned enterprises (SOEs) could be expected to monopolize key sectors. But previous estimates of industrial concentration, using the Herfindahl—Hirschman Index (HHI), have suggested that the level of industrial concentration—and therefore the potential for the abuse of monopoly power—is very low. These studies have significantly underestimated HHI, since they do not consolidate subsidiary enterprises in Chinese survey data into larger business groups, or according to ultimate ownership. After making these adjustments, a measure of potential HHI shows that large state monopolies remain in oil and gas, electricity, tobacco and, potentially, automobiles. In particular, SOEs supervised by the central government are heavily invested in potentially concentrated industries. But aggregate profits of the state sector are driven more by the portfolio distribution of assets between resources, manufacturing and utilities, rather than industrial concentration within sectors.  相似文献

We analyse implications of financial sector dynamics for fiscal expenditure multipliers in recessionary conditions. A new stock-flow consistent model is developed in which a financial sector with four financial instruments is integrated with the real sector. The transmission of policy innovations occurs through balance sheet effects. Higher government expenditure increases aggregate demand in the economy. This reduces the perceived probability of default on financial institutions’ loans, increases asset valuations, and leads financial institutions to reduce interest rate spreads. Expectations of higher future wealth and a reduction in credit constraints supports consumption growth. Stronger balance sheets across institutions and lower interest rates increase investment. The interaction between growth and balance sheet valuations creates financial accelerator effects though its impact on financial sector risk-taking. Inflows of foreign savings can increase the multiplier further than would be the case in a closed economy constrained by domestic savings. The results show that fully modelling interactions between real and financial sectors generates fiscal multipliers higher than have been found for South Africa in other types of model.  相似文献

The virtual economy argument for Russia suggests that barter allows the parties to pretend that the manufacturing sector is producing value added by enabling this sector to sell its output at a higher price than its market value. We confront this prediction with the actual pricing behaviour of industrial sectors in Ukraine in 1997. Based on the pricing data of 165 barter deals we find no systematic difference in the pricing behaviour in non-cash transactions across sectors. What appears to matter for the pricing behaviour is whether the firm is on the selling or buying end of the barter transaction. We offer a model that sees this pricing behaviour as a mechanism to deal with the absence of trust and liquidity in the economy.

This paper investigates the time-varying effects of monetary policy on aggregate, sectoral, and disaggregate inflation in India from 1997 to 2017 using a large dataset of 439 variables. We find that the effectiveness of a contractionary monetary policy in controlling aggregate inflation has improved over time. This improvement in the policy's effectiveness can be attributed to better transmission through credit and asset price channels. In investigating disaggregate inflation, we find that a contractionary monetary policy is more effective in reducing inflation in the manufacturing sector than in the agricultural sector. Further, the sacrifice ratios in all manufacturing sectors have improved over time. However, the commodities prices of some sectors respond positively after a monetary contraction, which demonstrates the presence of a cost channel in the Indian economy. Our findings suggest that the monetary authority in India should have an interest rate rule that incorporates sectoral inflation and reacts to each with different intensity.  相似文献

This paper develops a multi-sector endogenous innovation model that is able to account for the dynamics of comparative advantage of each sector within the economy. The model in this paper assumes that two kinds of learning effects exist in R&D: advantages of backwardness and forwardness. It is shown that if the economy is divided into advanced and backward sectors, in the latter sectors, the advantage of backwardness dominates, leading to cyclic repetition of comparative advantage. However, in the former sectors, the advantage of forwardness becomes more significant, so comparative advantage among these sectors stabilizes. Thus, the direction of learning spillovers has a critical effect on the dynamics of comparative advantage. Given this result, it is shown that only R&D policies for the marginal sector are effective in facilitating economic growth. If a decision is made to facilitate R&D investment within advanced sectors, R&D taxes, rather than subsidies, should be imposed on this marginal sector. Moreover, it is shown that trade liberalization does not affect the intrinsic dynamics of comparative advantage among surviving sectors in the economy if the locus of this marginal sector does not change significantly after trade liberalization.  相似文献

首先将两位数工业行业分为投资品部门和消费品部门,然后通过DEA-Malmquist指数方法测算出了2006—2017年的两部门技术进步效率及其变化情况,两部门的全要素生产率(TFP)变化指数都超过了1,且投资品部门的TFP变化指数相对于消费品部门更高,投资品部门TFP变化指数呈波动上升趋势而消费品部门呈波动下降趋势,最后运用PVAR模型考察了两部门TFP冲击对产出、投资和就业的影响。TFP冲击的结果显示:两部门TFP冲击对经济发展都具有扩张效应,促进了产出增加,且TFP冲击对投资品部门的影响作用更大,消费品部门的TFP冲击对投资和就业具有负向影响且大于投资品部门的影响。  相似文献

This paper measures the contribution of firms in the financial and non-financial sectors to systemic risk. We quantify systemic risk as possible risk spillovers from individual firms to the economy by taking into account time-varying linkages between the firm and the economy. Based on a novel dataset that combines data on international trade and foreign direct investments with daily stock data for 67 Dutch listed companies from 2006–2015, our results indicate that high systemic risk contributions are not only present in the financial sector, but also occur in other sectors of the economy. We find that firms within the financial sector are more capable than non-financial firms of reverting to their pre-financial crisis level of systemic risk contribution. Having examined the potential role globalization fulfills in determining systemic risk, we find two main opposing effects. First, firms in internationally trade-intensive sectors contribute less to systemic risk than firms in sectors with low trade intensity. Second, systemic risk rises when firms are engaged in foreign direct investment activity, suggesting that international networks and global supply chains contribute to systemic risk propagation. Our empirical results imply that macro-prudential policy aimed at monitoring systemic risk should be extended to non-financial sectors and should take into consideration globalization measures, such as foreign direct investments and global supply chains.  相似文献

The income gap between the financial sector and other sectors has been widening since the mid-1990s. Why do financiers in China earn more than others? We analyze this issue against the background of financialization of the economy. The year 1993 was a watershed year, in which China began the process of rapid financialization. Since 1993, the financial sector has become increasingly powerful, overshadowing other sectors. Evidence shows that the high income levels that exist in the financial sector are related to this process of financialization in China. Financialization influences income distribution in China through two channels: money issuance and liquidation of social capital. The labor market equilibrium of the financial sector and wage level determination are not naturally formed but constructed. The increasing income inequality between the financial sector and other sectors is a consequence of financialization of the economy in China.  相似文献
