The self‐employed face a tax‐induced disadvantage relative to wage and salary workers when it comes to the payment of health insurance premiums. This paper uses a panel of individual tax return data to test whether lower health insurance premium costs because of an expanded tax incentive result in longer periods of self‐employment. The results suggest that households claiming the deduction are indeed less likely to exit self‐employment. Equalizing the treatment of health insurance premiums for the self‐employed and wage workers by allowing full deductibility from Self‐Employment Contributions Act (SECA) taxes would result in a 7% decrease in the probability of exit. ABSTRACT

This study examines the role of work-limiting health conditions on employed people’s earnings, employment status, and working hours, and distinguishes between the different degree and severity of predictable shocks. Using data from the 2004 Survey of Income and Program Participation (SIPP), we evaluate the impact of any work-limiting health condition as well as a subset of health conditions that appear to arrive largely exogenously on post-onset earnings, employment, and working hours. We find that people who report being employed and later experience the onset of any work-limiting health condition tend to have lower subsequent earnings, a reduced probability of being employed, and fewer working hours per month compared to those who remain healthy. The adverse impact is even greater for people with health conditions that arrive less predictably. We use a difference-in-differences regression model with person and year fixed effects as the primary estimation method.  相似文献

This paper examines whether health shocks influence labour supply. Estimates rely on detailed health measures that not only are more homogeneous than commonly‐used self‐reported health measures, but they also can be interpreted as plausibly exogenous with respect to labour supply. Further, this paper investigates the unique role that certain fringe benefits, namely health insurance and paid sick leave, play in the link between health shocks and subsequent employment activity. Results show that, compared to commonly‐used self‐reported measures of health, health problems defined by the US government as ‘priority’ conditions correlate with smaller labour supply shifts, but non‐work‐related injuries lead to larger shifts. Second, the arrival of a health shock appears to reduce the probability of remaining employed full time, while also increasing the likelihood of quitting work. Relatively few full‐time workers who acquire health problems switch to part‐time employment. Third, in the event of a health shock, sick leave appears to facilitate reductions in employment activities, while employer‐provided insurance appears to hinder such adjustments.  相似文献

This paper tests whether the effect of tax‐based subsidies for self‐employed health insurance on the level of self‐employment differs with the type of non‐group insurance regulatory regime at the state level. Using a panel of tax returns from 1999 to 2004, we estimate fixed effects instrumental variable regressions for the probability of being self‐employed, allowing the effect of the after‐tax price of self‐employed health insurance to differ by regulatory regime. Our results suggest that states with community rating and guaranteed issue regulations had significantly smaller increases in the fraction of taxpayers reporting some amount of self‐employment income as a result of a decrease in the after‐tax price of self‐employed health insurance. However, there is suggestive evidence that heavily regulated states experienced a larger increase in exclusive self‐employment, particularly among older taxpayers. (JEL J24, H24, I18)  相似文献

Utilising the latest large-sample data from a survey conducted in 2015 in China, we empirically estimated the impact of return migration on the mental health of children. This paper estimates the effects of school starting age (SSA) on educational attainment and labor market outcomes by using unique urban adult twins data from China. Ordinary least squares (OLS) estimates indicate that late enrollment in primary school lowers years of education, earnings, wage rate, and probability of employment. However, when we use the within-monozygotic (MZ)-twin fixed effects method to exclude unobservable endowments and family factors, the effects of SSA on years of education become less negative. For earnings, wage rate, and the probability of employment, the within-twin fixed effects estimates become insignificant. The results indicate that a one-year delay in primary school starting age lowers schooling by 0.51 years but does not affect earnings, wage rate, or probability of employment. The difference between OLS and within-MZ-twin fixed effects estimates indicates that the negative return to SSA is due to unobservable family variables and omitted individual-specific endowments. We further find that the earlier primary school starters fail to obtain a level of education with high return. Specifically, early birds do not have a high probability of getting a vocational school degree or above.  相似文献

This study uses a data set of over 14000 households from the state of New Jersey in the USA to estimate the impact of specific chronic health conditions on the probability of employment and finds wide variation of employment impacts across chronic conditions. Additionally, the elasticity of the employment response is generally greater for women and lower-skilled workers. Most notable is the role of comorbidity. Individuals with multiple conditions have markedly lower probability of employment, and chronic illness explains virtually all of the large gap in employment probability for those who have multiple conditions. This is shown using a summary index of disease status that correlates closely with employment rates across age groups. In the aggregate, chronic disease striking in adulthood explains about 10% of the total non-employment in the New Jersey among those aged 35–74. Finally, cross-sectional evidence gives little support for health as a primary determinant of the aggregate age-employment profile, though controlling for the age-specific severity of conditions may alter this finding.  相似文献

Longer life expectancy and declining birth rates have contributed to an aging population in many countries. This paper addresses the relationship between mental health and employment status among the elderly in Taiwan. A simultaneous equation system is developed that accommodates the discrete and censored nature of the two endogenous variables. Using data from a nationwide survey of the elderly in Taiwan, we find that older adults with mental illness are less likely to work, while those currently working are less prone to mental illness compared to their unemployed cohort.  相似文献

This study investigates how total work burden, including paid work and unpaid care work, affects the mental health of prime-age, employed women and men in urban China. Based on the 2010 China Family Panel Studies (CFPS), regression results indicate that total work burden is negatively related to the mental health of both men and women, consistent with the idea that additional work hours reduce time available for rest and leisure. Women have longer working hours and are more likely to be time poor than men, and this gender inequality in total work burden contributes to the gender gap in mental health. The relationships between the components of total work burden – paid and unpaid work – and mental health shed further light on the strength of gender norms and the barriers to redistribution of unpaid work from women to men necessary to reduce the gender gap in mental health.  相似文献

We explore international variation in business cycle dynamics to gain insights into the recent pattern of robust productivity growth during downturns (productive recessions) and weak employment growth during recoveries (jobless recoveries) seen in some advanced economies. We find that sectoral change is associated with productive recessions but that labor market rigidity can impede reallocation and reduce the probability of a productive recession. We also find evidence of a link between productive recessions and jobless recoveries and that recessions dominated by reductions to employment, rather than changes in average employee hours, are more likely to be associated with jobless recoveries. This study examines whether individuals’ self-assessed health is related to their previous standing in the labor market and their self-assessed health at that time. We find that, once self-assessed health in the past is controlled for, none of the specified reasons behind individuals’ labor market status at that time, including the inability to find work, have a statistically significant adverse impact on current assessment of physical or mental health. We do find, however, that women obtaining a job in the past period will currently perceive that their physical health is improved, and that previously unemployed men with a job to return to in the current period also experienced perceptions of better health in the current period. We present evidence that these perceptions share a common factor with other health indicators such as sick days and quasi-objective measures of physical and mental health.  相似文献

The expansion of health insurance in emerging countries raises concerns about the unintended negative effects of health insurance on labour supply. This article examines the labour supply effects of the Health Care Fund for the Poor (HCFP) in Vietnam in terms of the number of work hours per month and labour force participation (the probability of employment). Employing various matching methods combined with a Difference-in-Differences approach on the Vietnam Household Living Standard Surveys 2002–2006, we show that the HCFP, which aims to provide poor people and disadvantaged minority groups with free health insurance, has a negative effect on labour supply. This is manifested in both the average number of hours worked per month and the probability of employment, suggesting the income effect of the HCFP. Interestingly, the effects are mainly driven by the non-poor recipients living in rural areas, raising the question of the targeting strategy of the programme.  相似文献

The inefficiency of state‐owned enterprises, followed by the economic reform in urban China, resulted in large‐scale retrenchment during the late1990s. The laid‐off workers were middle‐aged, not well educated and had accumulated a lot of firm‐specific human capital that was unlikely to be of value in the product market. In this study, we investigate how differently human capital affects laid‐off workers’ occupation choices: self‐employment, re‐employment and remaining unemployed. Using 2002 Chinese Household Income Project and 2009 Urban Household Survey datasets, we find that although general human capital measured by education is positively related to the probability of finding a job, it is negatively associated with the probability of self‐employment. Displaced workers with more sector‐specific work experience are more likely to be self‐employed than to be employed by others. Government‐sponsored training significantly increases the likelihood of finding a job. Health is positively associated with re‐employment.  相似文献

Do more flexible labor market regulations reduce informal employment in formal firms? This paper examines the effects of changes in labor regulations on the incidence of formal employment. Using the case of Egypt, we study the effects of the introduction of more flexible labor regulations in 2003 on the probability that non‐contractual workers will be granted a formal employment contract. To identify the effect of the law and control for potential confounding factors, we use a difference‐in‐difference estimator that measures the difference in the pre‐ and post‐law probability of obtaining a formal contract across a treatment group of non‐contractual workers initially employed in formal firms and a comparison group of non‐contractual workers initially employed in informal firms. The latter serve as a useful comparison group since informal firms are unlikely to formalize as a result of the law, so that the only way their workers can become formal is to move to another firm. Our findings show that the passage of the new labor law did in fact increase the probability of transitioning to formal employment for non‐contractual workers employed in formal firms by about 3–3.5 percentage points, or the equivalent of at least a fifth of informal workers in formal firms.  相似文献

Membership in agricultural cooperatives may influence intra-household decisions regarding the division of household labor. However, the linkages between cooperative membership and labor allocation remain unexplored. To fill this gap, we examine the impact of cooperative membership on off-farm work decisions of couples engaged in farming, using data collected from 595 banana farmers in China. The recursive bivariate probit model and endogenous-treatment Poisson regression model are employed to address the self-selection bias inherent in cooperative membership. The results show that cooperative membership increases the probability of participating in off-farm work by 38% for husbands and 31% for wives. Having large households reduces the probability of husbands but increases that of wives working off-farm. Cooperative membership is also associated with more time spent on off-farm work and higher earnings for both husbands and wives. Our findings point to the potential of agricultural cooperatives to increase farm couples’ off-farm employment, thus increasing household income and quality of life.  相似文献

Under China's dual-track approach to reform, 'one household/two systems', or combining state and private employment within a family, connotes having the best of both worlds. Drawing upon work history data for 5000 households, the present study looks at who is employed in the private sector. Findings are that marriage to a state-employed spouse actually reduces the probability of one's holding a private sector job and that the effects of living with a state-connected parent are mixed. Were households more actively pursuing a one-household/two-systems strategy, the transition from state dependence would be expedited.  相似文献

In this study, based on longitudinal data, we investigate whether Japanese middle‐aged men and women become less likely to have a job and whether their sense of well‐being decreases when they have a family member who needs care. We find a consistent negative impact of having a family member who needs care on employment, but no impact on subjective health and life satisfaction. Further, the differences‐in‐differences (DID) estimation, based on both unmatched and matched data, shows that the Long‐Term Care Insurance (LTCI) introduced in 2000 did not mitigate the adverse impact on the probability of being employed.  相似文献
