This paper presents an analysis of barriers to the uptake of eco-friendly ways of life that is based upon an evolutionary complex systems approach to the workings of the mind and the choices that people make. It questions the effectiveness of price-based policies for promoting change and emphasizes the role of non-price factors and complementarities in choice. Inducing behaviour change may therefore require ensuring consumers’ lifestyle prerequisites are met. In the light of Hayek’s (1952) book The sensory order (Chicago: University of Chicago Press), the paper examines the systematic processes by which cognitions are formed and minds evolve, and potential for inducing changes via policy measures that aim to derail stereotypical lines of thinking. Though the paper’s theoretical perspective differs from the behavioural economics that underpins the ‘Nudge’ approach to policy, the paper’s analysis is intended to be complementary with the ‘Nudge’ approach.  相似文献

There has been much debate regarding the electoral strategy adopted by New Labour in the lead-up to and then during their time in government. This paper addresses the issue from the perspective of left/right and liberal/authoritarian considerations by examining data on individual attitudes from the British Social Attitudes survey between 1986 and 2009. The analysis indicates that New Labour’s move towards the right on economic and public policy was the main driver towards attracting new centrist voters and could thus be labelled ‘broadly’ populist. The move towards a tougher stance on law and order was more ‘narrowly’ populist in that it was used more to minimise the reduction in support from Labour’s traditional base on the left than to attract new votes. The evidence presented provides support for an expressive theory of voting in that law and order policy was arguably used to counter alienation amongst traditional, left-wing Labour supporters.  相似文献

This paper looks at the doctrines of ‘Wicca’, or what might be termed as pagan or white magic by its adherents, in terms of the economics of religion. The primary focus of the paper is the issue of the degree of product differentiation involved from established religion in terms of two things: the concept of God (or deities) and the ideas of sin. The main contribution of the paper is that it presents (for the first time ever, so far as the author is aware) an economic analysis of the doctrine of a ‘rebound’ effect of any attempts to do harm to other people through the practice of magic. Some basic microeconomic concepts suggest that the moral force of this rebound law is a difficult one to sustain except under very unreasonable assumptions.  相似文献

In 1999 Gordon Tullock became Professor at the George Mason University Law School. Tullock’s arrival at George Mason brought the economics department and the law school close together. The work that resulted during those years consolidated the methodological foundations for a different way of thinking about the economic analysis of law—the “functional” approach to law and economics. The functional law and economics approach espoused by the Virginia School was not attacking any of the results of the Chicago School or the Yale School, but rather proposing a methodological shift. This paper presents some of the results developed by this school and illustrates Tullock’s controversial positions on trials and on the common law system, through anecdotes, Tullock’s own work and related scholarly contributions.  相似文献

This article deals with the European ‘legitimacy crisis’ from a neglected perspective, looking at ‘Europe’ not primarily as a set of formal (or formalisable) institutions, but rather as an emergent, policy-driven institutional construct. In this perspective, European integration may be very much seen as the outcome of the policies that are enacted in the European supra-national arena as well as of the way such policies are continuously reinterpreted, renegotiated and re-enacted in the different arenas of its multi-level polity. What is at stake in adopting a policy approach to the European legitimacy issue is, hence, a critical appraisal of development of processes of ‘institutionalisation of Europe’ that range far beyond issues of constitutional design. A crucial consequence is the need to ‘spatialise’ discourse on European reforms. The conclusion is a plea for an integration model for Europe not only constitutionally respectful of diversity, but constitutively enhancing diversity, and for an approach to policy reforms acting upon a ‘political geography of differences’.  相似文献

In this study, we model the Schumpeterian growth theory in a simple discrete‐time framework in which both economies and institutions need to be developed. Individuals need to borrow from an imperfect financial market to develop an economy. A government can adopt two potential strategies for improving the borrowing capacity of individuals and, as a result, enhancing economic performance: ‘the rule of law’ and ‘industrial policies’. We interpret market‐oriented reform in transition economies as a shift from ‘industrial policies’, exemplified at the extreme by the traditional planned economy, to ‘the rule of law’. The presented model shows that both strategies could be the best choice at different stages of development.  相似文献

The relationship between free trade and the environment is one of the main issues of contention between environmental and ecological economics. Environmental economics assumes a positive relationship between free trade, economic growth and environmental policies. Environmental externalities may cause important damage. However, trade is not to be blamed for this. Instead, the fault lies with policy inadequacies at the national level. On the other hand, some ecological economists criticise the assumptions of environmental economics, especially the immobility of production factors and the positive correlation between income and environmental quality. They plead for measures to prevent deterioration of ‘Northern’ environmental standards in a ‘race to the bottom’ due to ‘ecological dumping” from the South. In this paper, we argue that neither environmental economics nor ‘Northern’ ecological economics take into account the structural conditions determining the international trade system. Based on some new empirical evidence on material flows, we stress the notion of environmental cost-shifting. If physical and political ecology perspectives are adopted, a ‘Southern’ approach to the trade-and-environment issue may arise.  相似文献

The paper analyzes consensus and dissension among economists on the basis of surveys conducted in Belgium, France, Germany, Switzerland and the United States. The outcome of the analysis is that there exists a considerable amount of consensus, but substantial differences across countries. In Europe, and especially in Belgium and France, the views of ‘left’ and ‘right’ economists differ, these differences are strong, as expected, on propositions which have a clear ideological content. However, it also appears that economists are not always willing to distinguish ‘technical’ and ‘political’ aspects of an economic issue.  相似文献

We suggest that it may be ‘too easy’ to attribute real exchange rate movements to deviations from the law of one price. We show that it is immaterial whether one uses seemingly traded goods, nontraded goods, or even a single, unimportant consumer good, say beer. The ease of attributing the variation to any such deviations is explained using a model with intermediate goods trade. In the model, the stage of production determines the traded/nontraded distinction. We find empirical substantiation for the model: law of one price deviations lose explanatory power and, defined appropriately in terms of intermediate goods, relative prices matter.  相似文献

A recent study investigated the optimal time to enter emerging industries, introducing the existence of a window of opportunity for firms. The present study doubted its validity in a situation labeled as ‘long-tail industry life-cycle’. It is proposed that the concept ‘window of opportunity’ could be valid also in long-tail industry life-cycle situations, but that in these cases several windows of opportunity could emerge, at the subsystem or component level, after the establishment of a dominant design at the product level. The crux of the problem, as detailed in the rest of the paper, is represented by product architecture.  相似文献

This paper investigates the effect of foreign aid on governance in order to extend the debate on foreign aid and to verify common positions from Moyo’s ‘Dead Aid’, Collier’s ‘Bottom Billion’ and Eubank’s ‘Somaliland’. The empirical evidence is based on updated data from 52 African countries for the period 1996–2010. An endogeneity robust instrumental variable Two-Stage-Least Squares empirical strategy is employed. The findings reveal that development assistance deteriorates economic (regulation quality and government effectiveness) and institutional (corruption-control and rule of law) governance, but has an insignificant effect on political (political stability, voice and accountability) governance. While, these findings are broadly in accordance with Moyo and Collier on weak governance, they neither confirm the Eubank position on political governance nor the Asongu stance on the aid-corruption nexus in a debate with Okada and Samreth. The use of foreign aid as an instrument to influence the election and replacement of political leaders in Africa may have insignificant results. It is time to solve the second tragedy of foreign aid and that economists and policy makers start rethinking the models and theories on which foreign aid is used to influence economic, institutional and political governance in recipient countries.  相似文献

Many studies have found strong and positive relationship between per capita income and health care expenditure. These studies usually adopt the assumptions that (1) the relationships among the variables are constant; and/or (2) the supply-side market for health care could be treated by using standard demand functions models. To take into account of the supply side of health care, we use the demand and supply approach with the cointegration model to re-examine this issue. By using Taiwan health care expenditure data, our results show that the real income elasticity is smaller than unity and the health care expenditures are primarily for ‘curing’ rather than ‘caring’.  相似文献

Using a recent macroeconomic database, we empirically estimate an ‘erosion effect’: we show that Total Factor Productivity (TFP) growth decreases returns to experience. The ‘erosion effect’ is typically stronger within the rich and the most experienced countries in the world. This article complements the scarce microeconomic literature on the issue and the theoretical macroeconomic literature recently coming to the conclusion that this effect has important implications for the interaction between human capital accumulation and TFP.  相似文献

This paper introduces the special issue on innovation persistence. It delineates three complementary theoretical frameworks assessing drivers and implications of innovation persistence: ‘knowledge accumulation’ approach, the ‘success-breeds-success’ hypothesis and the concept of sunk costs in R&D activities. It emphasizes how path dependence could be related to innovation persistence. It provides an extensive overview of the main empirical findings of recent papers and suggests a new research agenda about firms’ dynamic capabilities and innovation persistence. Finally it highlights a set of issues that deserve further investigation in the future. The contributions to this issue are set out as well.  相似文献

In the twenty-first century, developing country policymakers are offered different market-led role models and varied interpretations of ‘developmental state role models’. Despite this confusion, African countries pursue emulative strategies for different purposes – whether they may be for economic transformation (in line with developmental state strategies), market-led reforms or simply to signal the implementation of ‘best practices’ to please donors. Rwanda has been lauded for the country’s economic recovery since the 1994 genocide, with international financial institutions and heterodox scholars both praising different facets of its development strategy. This paper argues that Rwanda is an example of a country that has simultaneously pursued emulative strategies for different purposes – often even within the same sector. Two studies of emulation are explored: the emulation of Singapore’s Economic Development Board through the establishment of Rwanda’s own Rwanda Development Board (RDB) and the evolution of Rwanda’s financial sector with reference to the use of contending market-led and developmental state models. The paper argues that in Rwanda, incoherent emulation for different purposes has resulted in contradictory tensions within its development strategy and the construction of a neoliberal developmental state.  相似文献

Complex system innovations require the concurrent implementation of trans-sectoral co-innovations. The case of fuel cell vehicle development in Germany may serve as an expedient example for this necessity to develop multiple innovative components within largely disconnected ‘technology islands’. The diagonal cooperation among organisations from formerly non-cooperating industries (i.e. from within those technology islands) that so far have not shared a common knowledge base, however, is hindered by structural information deficits, making it difficult to identify the ‘right’ cooperation partners. Based on the requirements as identified in the case study, we therefore propose a ‘matchmaking platform’ that aims at fostering a trans-sectoral dialogue by providing systematically generated corporate capability profiles of organisations with promising cooperation potential. The matching is grounded on factors derived from resource- and market-based theory.  相似文献

To deal with elevator accidents the French ‘Robien law’ mandated safety upgrades for ‘old’ elevators. Available statistics suggest that the law reduced fatal accidents but also coincides with an unprecedented deterioration in service quality, multiplying breakdowns and downtime. We exploit a unique data set of more than 3500 elevators over 10 years to investigate the law’s impact. Using a difference-in-difference setting, our results indicate that the law led to a considerable increase in the number of failures and downtime. We also find evidence that the situation was exacerbated by the fact that the higher failure rates were not met by a sufficient increase in maintenance staff.  相似文献

The aim is to examine the contribution which economic and quantitative analysis can make to a better understanding of the law. I concentrate on the common law action of negligence and how it is related to the optimal deterrence of accidents, rather than to the compensation of all accident victims. A critique is made of the New South Wales Law Reform Commission's proposal to prohibit negligence actions for motor vehicle accidents and to introduce a compulsory ‘no-fault’ scheme. An econometric analysis of new Zealand and Australian ‘no-fault’ schemes finds that the negligence system appears to have some deterrent effect on motor vehicle accidents.  相似文献

The article is about implementing obligations under Article 27.3(b) of the Agreement on Trade Related Aspects of Intellectual Property (TRIPS). However, concerned with the fragmentation of international law in a globalised world, the article uses Kenya as a case study to interrogate the apparent choice and latitude in Article 27.3(b). At the TRIPS Council, Kenya has sought to locate Article 27.3(b) within a wider frame by adroitly norm-borrowing, and it canvassed for integrating norms and principles from other multilateral agreements into TRIPS. Yet, when introducing plant breeders' rights into domestic law, Kenya fails to either explore the apparent latitude or deliver on its rhetoric in Geneva. I explain this decoupling between Geneva rhetoric (ritual) and domestic law (behaviour) as another symptom of what Steinberg [(2002), ‘In the Shadow of Law or Power? Consensus-Based Bargaining and Outcomes in the GATT/WTO’, International Organization, 56 (2), pp. 339–74)] characterises as ‘organised hypocrisy’ of the World Trade Organisation. In demonstrating that fragmentation in global legal architecture may not automatically emerge in domestic law, the article draws out the significance of attending to a domestic political economy of law-making.  相似文献
