This paper analyzes the interplay between social structure and information exchange in two competing activities, crime and labor. We consider a dynamic model in which individuals belong to mutually exclusive two-person groups, referred to as dyads. There are multiple equilibria. If jobs are badly paid and/or crime is profitable, unemployment benefits have to be low enough to prevent workers for staying too long in the unemployment status because they are vulnerable to crime activities. If, instead, jobs are well paid and/or crime is not profitable, unemployment benefits have to be high enough to induce workers to stay unemployed rather to commit crime because they are less vulnerable to crime activities. Also, in segregated neighborhoods characterized by high interactions between peers, a policy only based on punishment and arrest will not be efficient in reducing crime. It has to be accompanied by other types of policies that take into account social interactions.  相似文献

Social tensions impede social cohesion and public goods provision, and can be a driving force for more serious conflicts such as civil wars. Surprisingly, the emergence of social tensions has been studied only rarely in the literature. In the present contribution a game-theoretic model highlights how reputation concerns and the structure of group cleavages matter for the emergence of social tensions. In particular, the respective effects of ethnic fractionalization, polarization and segregation are analyzed. The differences between ethnicity and class, and the role of social mobility are also studied. The predictions of the model can account for recent empirical evidence.  相似文献

Analysis of a combined cross‐sectional/time‐series sample of records of the activities of patrol officers, reports of breaches of fisheries regulations, and associated court records in Queensland lends support to the hypothesis that economic factors are important in determining crime rates. An increase in the probability of apprehension, higher penalties, and reduced delays before cases are heard in court are predicted to reduce crime rates. The analysis also identifies a loss of reputation effect which suggests that moral and social factors are also relevant.  相似文献

This paper examines how motivation, crowding and social image affect environmental conservation decisions. An artefactual field experiment conducted in Bolivia is used to reproduce the trade-off between individual and social benefits in natural resource use and test the effect of non-monetary and non-regulatory incentives on pro-social behavior for environmental conservation. The results show the presence of a social norm prescribing positive contribution towards environmental protection, and that external incentives have heterogeneous effects on pro-social behavior depending on how they influence reputation and self-image. The experimental results differ from those of analogous experiments conducted in the laboratory, and are instead consistent with those from field experiments on common-pool resource management. This fact suggests caution in generalizing conclusions, reached in the laboratory, to different settings and populations.  相似文献

Public opinion surveys indicate that Americans list crime high in their priorities for government attention. Inevitably, public officials seeking office promise to reduce crime (the issue of crime is politicized). Simple solutions, without regard to their effectiveness, are politically popular and get votes for elected officials. The result is that social policy is made on the basis of popular solutions, followed by the spending of vast amounts of government revenue on ineffective measures. Not only is much of those funds wasted, a loss to society is further aggravated in that these resources could have been invested in programs that would yield the desired benefits. This paper examines two expensive crime-fighting measures that are failed policies and suggests one alternative type of human capital investment that is cost effective.  相似文献

This article develops a model of crime in which human capital increases the opportunity cost of crime from foregone work and expected costs associated with incarceration. Older, more intelligent, and more educated adults should commit fewer street (unskilled) crimes. White collar crimes decline less (or increase) with age and education. Predictions for age–crime and education–crime relationships receive broad empirical support in self‐report data from the National Longitudinal Survey of Youth and arrest data from the Uniform Crime Reports. The effects of education, training, and wage subsidies, as well as enforcement policies on criminal behavior are discussed.  相似文献

We examine how reputation concerns induce a multinational to partly withhold its entry into a developing country under weak intellectual property rights (IPR) enforcement. Equilibrium IPR violations are shown to arise only in the presence of such concerns. Holding constant a multinational's incentive to innovate, better IPR enforcement encourages entry but reduces social welfare. The multinational's incentive to innovate may be inversely U‐shaped in the strength of IPR enforcement. If timed properly, however, stronger IPR enforcement can foster innovation without compromising social welfare. Testable implications concerning observable IPR violations are derived.  相似文献

森林除了具有经济价值和生态价值外,还具有基于生态系统服务功能所产生的社会效益价值。论文以云南省森林资源为例,采用房地产评估中常用的假设开发法为主要评估方法,结合森林资源所反映的社会效益价值增长特征,运用企业自由现金流量折现模型中的两阶段现金流折现模型,通过构建模型体系,分别从直接社会效益和间接社会效益两个维度对云南省森林资源的社会效益价值进行评估。其中,直接社会效益包括就业价值和景观游憩价值,间接社会效益包括科教价值、历史价值及文化价值,通过模糊综合评判计算各组成部分的不同影响权重得出直接和间接社会效益模型,以多元回归的方法构建森林生态总体社会效益价值模型并计算云南省森林社会效益价值。同时,将各部分价值结果分别与云南省第三产业GDP、人均GDP及云南省GDP进行对比分析,进而对云南省森林社会效益价值现有情况进行评价,并对今后的森林资源开发提出相关建议。  相似文献

Abstract

Among the most controversial of public health measures are those that restrict people’s freedom of choice presumably for the purpose of protecting their own health and safety. Mandatory use of automobile seatbelts can inspire allusions to the “tyranny of health” and the ‘health police.” This study revisits state seatbelt legislation, which is in force in all but one state of the USA. In modeling seatbelt mandates as indefinitely repeated Prisoner’s Dilemma (PD) games, the study qualifies and overcomes the limitations of conventional interest group and expressive voting theories. It indicates why and how utility-maximizing players, particularly carmakers, insurance companies, consumer advocates and regulators, may choose to cooperate, even in instances where mutual defection would bring each of them higher payoffs. The study suggests why state seatbelt mandates endure, despite ongoing concerns that they undermine individual autonomy or that their social costs outweigh the benefits of law-enforcement. The evolution and mediating effects of reputation and reciprocity in otherwise highly contestable healthcare decisions are consequently explored. Finally, the study identifies the implications of indefinitely repeated games on the continuing nature of strategic relationships and for mitigating conflict over traffic safety regulation, regardless of time and place.  相似文献

如何利用临街样点地价推算区片平均地价及基准地价始终是城镇基准地价评估的一个难点。文章利用赤峰市的实际调查数据,分别采用临街贡献率和面积加权两种方法推算区片平均地价,并采用回归分析方法探讨区片价与临街地价之间的关系,结果证明两种方法所推算的区片平均价是基本一致的,而且区片价与临街地价之间呈“反S”曲线关系。  相似文献

British Columbia's Water Use Planning (WUP) program is a multi-stakeholder process that revises the operating plans of BC Hydro's hydroelectric facilities in order to consider water values beyond hydropower. Using a model of policy change, this paper analyses the circumstances that enabled the emergence of WUP and prompted BC Hydro to change its decision-making processes to better consider environmental and social concerns.External factors, including dam operations' ecological impacts, an imprecise regulatory environment, and worsening relationships with regulators, highlighted the need for a change in operating BC Hydro facilities. Factors internal to BC Hydro included the development of a business case, concerns regarding the utility's reputation and public expectations. While different approaches were explored for solving BC Hydro's problems, a policy window for change opened within a shifting context provided by the election of a more progressive government, the growth of the environmental movement, and new approaches to taking complex multi-stakeholder, multiple resource decisions. Following a successful pilot process and government direction to expand WUP, factors that enabled its institutionalisation included financial resources to compensate for the foregone power, the presence of visionary individuals, the background preparation that facilitated a successful pilot WUP, and the urgent need of a solution.  相似文献

This article makes use of hourly crime counts to model the relationship between events that take place at the Prudential Center in Newark, NJ and robberies, an arena that has caused local controversy regarding the costs and benefits of hosting such an entertainment venue. Results from the econometric model suggest that the NHL’s New Jersey Devils ice hockey games, concerts, and Disney-themed events are all associated with increases in robbery, while various other event categories such as the NBA basketball games played by the Nets and boxing, and mixed martial arts (MMA) matches are not associated with an increase. These findings support two complementary ecological theories of crime that focus on how events provide additional opportunities for crime by increasing the associated benefits while simultaneously decreasing the cost for economically motivated offenders to take advantage of.  相似文献

The paper studies the role of social capital in the urban informal sector in Bolivia. It shows that a formal firm has about 6.4 times the sales of an informal firm with no social capital, but informal firms use their social capital to compensate for the lack of formal productivity benefits. By being formal, firms obtain permanent visibility because they can operate a shop or a visible production location and they can produce in locations with better public infrastructure. Informal firms, in contrast, sell in one place – typically in street markets in front of formal shops – and produce in another — typically in the outskirts. Social capital increases accessibility of informal firms and provides them with security benefits at their production location.  相似文献

Principals usually try to elicit the quality and behavior of agents from their performance. While sometimes success or failure in production does not provide accurate information about the agents, there may be activities not directly related to production that constitute a more precise signal. I show that, when agents face reputation concerns, introducing these activities after a success improves efficiency, while introducing them after a failure reduces efficiency. Hence, nesting activities in the right way may offer a cheap toolbox to provide incentives. As an illustration, I consider a model where reputation concerns drive the hiring decisions of managers in a firm and I show how scapegoating, an activity “nested” after failures in production, generates inefficiencies. While hiring efficient workers increases the probability of success, hiring less efficient workers provides a buffer against reputation loses from failures, since managers can blame them more easily.  相似文献

Transnational and non-state threats including international organized crime, terrorism, illicit trafficking (in drugs, wildlife, humans, arms, etc.), piracy, infectious disease, and illegal migration flows are major concerns in Southeast Asia. This paper examines IPCC projections for climate change to the region and discusses possible impacts of these changes upon transnational security. Overall, climate change could increase potential vulnerability to various transnational security threats. Southeast Asian livelihood and social systems will be pressured, while state and civil society capacity will be strained. This will intensify existing vulnerabilities to non-state security threats and raise the overall level of vulnerability and risk to both human and state security. Predicted climate change impacts are also likely to strengthen or help revive sub-state networks that have traditionally responded to environmental change and pressure via violence, crime, smuggling, banditry, trafficking, terrorism, and other such activities. This will contribute to the evolution, expansion, and growth of “new” war fighting groups while raising overall vulnerability to non-state threats from local to global scales.  相似文献

In the application of new technologies that address the terrorism problem, an objective is to ensure that the technology does not cause more problems than it solves. Potential new technologies, including convergences of genomics, robotics, information technology, and nanotechnology, might rapidly develop. As with any technological advance, each of these offers a mixture of benefits and risks. At first, a direct approach is reviewed by looking at how these technologies might deter the motive, means, and opportunity for terrorist activities. While there are many potential deterrence applications, other issues are identified that might cause unintended problems in the system. Some of these problems include the possible contribution to terrorist motives by increasing stresses toward divisiveness in society, terrorist means through the development of dual-use technologies, or terrorist opportunities by further developing technological vulnerabilities.Next, a more systemic approach is taken by reviewing a wider range of issues, such as resource availability, management of science and technology, and general societal trends. The balance between technological change and social response is important in realizing benefits while mitigating unintended consequences such as harmful uses through terrorist actions. To explore issues concerning this balance, possible technological development scenarios are reviewed, including the possibility of accelerating or slowing technological development. Some recent recommendations are considered within this context. The need for a balance between technological and social response in this asymmetric situation suggests that the benefits of a rapid technological response against terrorism might not be as large as those observed during World War II.  相似文献

What are the equilibrium features of a dynamic financial market in which traders care about their reputation for ability? We modify a standard sequential trading model to include traders with career concerns. We show that this market cannot be informationally efficient: there is no equilibrium in which prices converge to the true value, even after an infinite sequence of trades. We characterize the most revealing equilibrium of this game and show that an increase in the strength of the traders' reputational concerns has a negative effect on the extent of information that can be revealed in equilibrium but a positive effect on market liquidity.  相似文献

Background and aims: Smoking gives rise to many cross-sectorial public costs and benefits for government. Costs arise from increased healthcare spending and work-related social benefits, while smoking itself provides significant revenue for government from tobacco taxes. To better understand the public economic impact of smoking and smoking cessation therapies, this study developed a government perspective framework for assessing smoking-attributable morbidity and mortality and associated public costs. This framework includes changes in lifetime tax revenue and health costs, as well as changes in tobacco tax revenue, from fewer smokers.

Methods: A modified generational accounting framework was developed to assess relationships between smoking-attributable morbidity and mortality and public economic consequences of smoking, including lifetime tax revenue gains/losses, government social transfers, and health spending. Based on the current prevalence of smoking in South Korean males, a cohort model was developed for smokers, former-smokers, and never-smokers. The model simulated the lifetime discounted fiscal transfers for different age cohorts in 5 year age bands, and the return on investment (ROI) from smoking cessation therapy.

Results: Former smokers are estimated to generate higher lifetime earnings and direct tax revenues and lower lifetime healthcare costs due to the reduction of smoking-attributable mortality and morbidity compared to smokers, even after accounting for reduced tobacco taxes paid. Based on the costs of public investments in varenicline, this study estimated a ROI from 1.4–1.7, depending on treatment age, with higher ROI in younger cohorts, with an average ROI of 1.6 for those aged less than 65.

Conclusions: This analysis suggests that reductions in smoking can generate positive public economic benefits for government, even after accounting for lost tobacco tax revenues. The results described here are likely applicable to countries having similar underlying smoking prevalence, comparable taxation rates, and social benefit protection provided to individuals with smoking-related conditions.  相似文献

This paper examines the redistributive effects of Korea's fiscal policies, including consumption taxes and in‐kind benefits. Using the Household Income and Expenditure Survey of 2007, we find that taxes and transfers reduce income inequality in Korea by 13.8 percent. Contrary to the popular belief that direct taxes are the key tool for redistribution, in‐kind benefits, direct taxes, and social security contributions all decrease the Gini coefficient by 6.7, 4.7, and 2.9 percentage points, respectively. The redistributive effect of consumption taxes is small and negative (?0.5 percentage point). Policy simulations indicate that education spending financed by the personal income tax has a positive redistributive effect and that the lower 70 percent of households enjoy positive net benefits. Spending targeting the poor has a strong redistributive effect, which implies low popularity because the majority of households face net losses.  相似文献
