This paper explores the role that judicial efficiency may play as a determinant of inward FDI at sub-national level. Italy is an ideal case to deal with this still unexplored issue since the same law apply in all the national territory, but the degree of law enforcement varies considerably across different courts. We found that judicial efficiency affects positively FDI inflows. This result, though heterogeneous across different economic sectors, is robust to different specifications and sample selections. Our results have interesting policy implications, since they highlight the importance of non-targeted FDI policies as factors driving inward flows.  相似文献

Using a unique dataset from a provincial competitiveness survey and the rising foreign direct investment (FDI) from joining the World Trade Organization (WTO), I find that variations in economic institutions across the provinces of Vietnam are associated with the flow of foreign investment. To overcome endogeneity problems, I use the minimum distance from each province to a main economic centre as an instrument for foreign investment inflows. The instrumental variable approach shows that the direction of influence is from greater foreign investment to better institutions. These results hold after controlling for various additional covariates, and are also robust to various alternative measures of institutions. I also find that foreign direct investment has greater short-term impacts on institutional quality in the northern provinces.  相似文献

There is a regular emphasis on the significant role of inward Foreign Direct Investment (FDI) in promoting economic growth. This favourable relationship has induced many governments to adopt policies intended to increase FDI inflows and, thereby, to create conducive business and economic conditions for Multinational Enterprises (MNEs). This paper examines the effects of Economic Freedom (EF) and its sub-components reflecting the Quality of Institutions (QIs) on FDI inflows, using indices derived from the Fraser Institute and from the Heritage Foundation. The empirical analysis is carried out for a panel dataset using different econometric methodologies and empirical specifications. The results underline positive effects of EF on FDI inflows. They reveal that EF sub-components have varying impacts on FDI inflows, where rule of law, market openness, and less-restrictive regulatory environment stand out as the major FDI-promoting institutional factors. Also, there is an empirical evidence that the effects of EF sub-components on FDI inflows exhibit variations through the economic characteristics of the host countries and across geo-economic regions. The results suggest that governments should pursue EF-improving policies, which should be tailored according to the economic and geo-economic characteristics of the host countries, to increase FDI inflows.  相似文献

This article examines the relationship between FDI inflows and welfare improvement in North African countries. Using net per capita FDI inflows and the United Nations Development Program’s Human Development Index as the principal variables, our analyses confirm the positive and strongly significant relationship between net FDI inflows and welfare improvement in North Africa, although we do find significant differences among the countries in the region. This relationship holds even after we control for government size, country indebtedness, macroeconomic instability, infrastructural development, institutional quality, political risk, openness to trade, education and financial market development. Hence, at the aggregate level, FDI contributes to economic growth in North Africa, in turn generating additional revenues for governments and populations in the region through fiscal policies and jobs creation. We also found that FDI received by countries in the region are mainly concentrated in very few industries (particularly extractive petroleum, services and tourism, construction and utilities); relatively fewer of these investments are directed towards the nonextractive primary industries, which are pro-poor sectors and highly labour intensive, or the manufacturing sector, with a high potential for spillover effects in the economy. This lack of diversification of FDI received in the region’s economies in part explains the differences observed in the link between FDI and welfare in these countries. It is therefore essential for governments in the region to continue investing in social infrastructures while improving the quality of their institutions and their governance; doing so will probably help avoid the type of unrest we have witnessed recently.  相似文献

In this paper we examine the foreign direct investment (FDI) inflow determinants in 24 Organisation for Economic Co‐operation and Development (OECD) and 22 developing (non‐OECD) countries over 1980–2012, using the standard fixed effects as well as a dynamic panel approach. The most robust finding is that lagged FDI, market size, gross capital formation and corporate taxation significantly affect FDI inflows in OECD countries. We also examine a group of developing countries, taking into consideration the increased share of world FDI inflows that developing countries have attracted, and compare the results. In this case, lagged FDI, market size, labor cost and institutional variables provide the most robust results. The empirical results have important policy implications indicating the factors that host economies should emphasize in order to attract FDI inflows.  相似文献

Vietnam enacted the Enterprises Act in 1999, leading to a sharp increase in the number of registered enterprises. Meanwhile, foreign direct investment (FDI) into the country continued to increase in the 2000s. Thus, this paper examines the location choice of multinational and local firms in Vietnam. We adopt the mixed logit model to conduct an empirical analysis of the possible interaction of neighbouring regions and attracting FDI. Using firm‐level data for the period 2000–2005, the results show that most provincial characteristics exert similar influences on foreign and domestic entrants, except for wage rates, which exhibit an opposing effect. The agglomeration of FDI entices foreign and domestic firms to locate in the same region, whereas the agglomeration of local firms is less relevant to the location choice of all firms. The spatial interdependence effect of attracting investment is particularly relevant to local entrants. Provinces with more foreign (domestic) firms reveal a complementary (competition) effect on the attractiveness of their neighbouring provinces.  相似文献

Foreign Direct Investment (FDI) is considered as an important instrument for economic development all over the world. The aim of this paper is to examine the FDI inflows determinants for 24 OECD countries. To this end we employ annual data from 1980 to 2012 for a series of potential FDI determinants that have been identified as the most important by the relevant literature. Our empirical strategy employs both the standard fixed effects panel as well as a dynamic panel approach. The empirical findings highlight the importance of market size, trade openness, unit labor cost, schooling, taxation, gross capital formation, institutional variables, and ROA/ROE as significant FDI determinants. In the case of the dynamic panel model those FDI inflows determinants are not uniform for all country groups. Additionally, the results indicate that corporate tax rates clearly affect FDI attractiveness. This finding is robust when testing different countries subgroups. The present study has important policy implications indicating the factors that host economies should place emphasis on in order to attract FDI inflows. Policy makers should not only pay attention to the corporate tax rate level but they should also design a simple, stable and transparent taxation system that minimizes the relevant business risk.  相似文献

We examined the implementation statuses of a total of 5,919 foreign direct investment (FDI) projects approved by the Vietnamese Ministry of Planning and Investment since 1988, and compiled a database of actually disbursed FDI in Vietnam. The database covers FDI flows into Vietnam from 23 countries from 1990 to 2004. Using the data, we analyzed the impact of FDI on the exports of Vietnam with gravity equations. The empirical results demonstrate that FDI is one of the major factors driving the rapid export growth of Vietnam. It has significantly facilitated the expansion of Vietnam's exports to FDI source countries. In particular, the empirical analysis shows that a 1 percent increase in FDI inflows will be expected to give rise to a 0.13 percent increase in Vietnam's exports to these countries.  相似文献

This paper examines why small economies are so eager to form or join preferential trade agreements (PTAs), as observed in the East Asia and the Central Europe, taking consideration of the strategic impacts of PTA formation on tax competition for foreign direct investment (FDI) inflows. Based on a simple model where three asymmetric countries compete for FDI inflows, we demonstrate that PTA formation provides a strategic advantage to a small member country of PTA in competing for FDI inflows not only with respect to a non-member country but with a large member country when the integrated market size is large enough. In addition, it is shown that it might be an out-of-equilibrium path strategy for a non-member small economy to exert efforts to induce FDI inflows, because the excessive subsidies to induce FDI inflows might outweigh the gains from the FDI inflows due to strategic disadvantage in tax competition after PTA formation. These findings explain why small economies are mainly driven by the expected economic benefits including FDI inflows from joining PTA.  相似文献

Rising house prices in China have been of concern for investors and policymakers. Prices have risen substantially in the last decade, especially in large urban cities, and some economists have expressed concerns about the affordability of residential housing for young adults. This phenomenon becomes a major concern for policymakers, in terms of managing policies to balance the residential needs of individuals and the transition to a market economy. Theoretically, house prices ought to be linked to economic factors such as disposable income, availability of land to build and credit policy. However, it appears that traditional economic theories fail to appropriately explain house prices in China. We provide an explanation from the perspective of capital inflows into China. In terms of per capita remittances, China receives the highest inflow of foreign capital, and this may have a significant impact on risk adjusted returns in the Chinese market. To investigate this relationship, we use the vector error correction model to assess the impact of capital inflows on house prices. We find that capital inflows have a significant positive effect on house prices. The study makes important contributions to understanding the relationship between house prices and foreign remittances after controlling for other economic factors. China is a large economy. Because the impact of economic development in China has not been consistent across the country, we address the regional differences in the house price changes to capital inflows. Using regional data, we show that capital inflows have an asymmetric effect on the housing market across different provinces and cities of China. This has important implications for the development of economic policies in China that aim to provide fair access to residential housing for everyone. These findings are also relevant to investors in the housing market, whether investing for a personal residential home or as part of their diversified investment portfolio. It will also be informative to see how a reversal of capital inflows associated with tighter financing conditions in advanced countries will affect house prices in China.  相似文献

依据企业选址理论,运用空间计量模型对我国29个省FDI的区域分布的区位条件进行了经验研究。一方面证明了各地区的经济总量、劳动成本、市场化水平、累积的FDI和开放程度等区位条件是决定FDI区域分布的主要因素,而基础设施和沿海地区哑变量的作用却不显著。另一方面证实了中国FDI区域分布的空间依存性的存在,并对我国FDI省际区域地理溢出的程度进行了估计;最后根据研究结论,提出了有关各地区,特别是广大中西部地区吸引更多FDI的政策建议。  相似文献

This paper assesses the impact of institutional factors on foreign direct investment (FDI) attractiveness using a pool of 25 emerging host countries (ECs) for the period 1996–2012. In particular, the paper aims to examine whether higher institutional quality and good governance do improve FDI attractiveness, and thereby to identify which institutional factors are the main drivers of FDI in ECs. Using a static and dynamic panel gravity model with various estimation techniques, we find that FDI is positively and significantly influenced by political stability, government effectiveness and regulatory quality. The remaining set of governance indicators is found to be statistically significant and negatively linked to FDI. Our findings also show that factors like a larger GDP per capita difference between investing partner and ECs, higher degree of trade openness and better infrastructure have positive and significant effects on FDI attractiveness. These results have important policy implications for ECs. Fostering FDI inflows into these countries requires policymakers to improve the quality of their institutions and business climate through implementing sound economic policies and regulations.  相似文献

吸引FDI流入是新兴经济体促进经济发展的重要手段,但FDI活动深受东道国区位因素的广泛影响。利用1995-2009年的面板数据,对新兴经济体吸引FDI流入的决定因素进行实证分析,结果表明:FDI与东道国聚集效应、市场规模、基础设施、资源禀赋、经济开放度显著正相关,但与东道国人力资本和政治风险负相关。因此,中国应该强化FDI的区域聚集效应、行业聚集效应和特定投资来源地聚集效应,保持经济稳定、持续的增长,加大对落后地区的基础设施建设的投入,构建全方位的对外开放体系和引资战略,实现经济持续快速发展。  相似文献

This study addresses two questions: What are the determinants of foreign direct investment (FDI) location choice in China? What are the factors that determine investors’ choice between ‘Economic zones’ in China on one hand, and ‘other cities’ of China on the other hand? This study shows that FDI location choice is sensitive both on the endowment conditions in different regions/cities/economic zones in China as well as on the country of origin of the FDI. Based on a data set of 1218 observations, the results of the binary logit regressions indicate that the protection of intellectual rights, agglomeration economies, investments in education and gross regional product affect the location choice of FDI in China. This choices, however, varies depending on the origin of the FDI. Policy makers can use these findings to channel FDI to targeted regions/ cities.  相似文献

This article examines the relative importance of the main components of capital inflows for a sample of emerging market economies. Does composition matter? Is there a nexus between capital inflow components? We assess, firstly, how each capital inflow component reacts to important macro and policy variables, and secondly, how the components themselves interact. We find that bank inflows appear the most sensitive to macro factors, institutions matter more for Latin America and external financial factors matter more for Asia. Further, for Latin America, capital inflows interact largely as complements, while for Asia, any expansion of bank inflows might crowd out FDI and portfolio flows.  相似文献

Standard neoclassical models of economic integration are based on the assumptions that capital and labor are substitutes and that the geography of factor market integration does not matter. Yet, these two assumptions are violated if agglomeration forces among factors from specific source countries are at work. Agglomeration implies that factors behave as complements and that the country of origin matters. This paper analyzes agglomeration between capital and labor empirically. We use state-level German data to answer the question whether and how migration and foreign direct investment (FDI) are linked. Stocks of inward FDI and of immigrants have similar determinants, and the geography of factor market integration matters. There are higher stocks of inward FDI in German states hosting a large foreign population from the same country of origin. This agglomeration effect is confined to higher-income source countries.  相似文献

目前关于我国FDI区位选择因素的大部分实证研究都是建立在双边框架内,考虑第三方效应并从城市角度进行的研究还少有涉及。本文在新近发展起来的"第三国效应"理论基础上,运用空间面板计量方法,对1985—2005年期间我国30个省市区的154个地级及以上城市的FDI区位分布的空间效应进行检验。发现全样本154个城市的FDI之间存在显著的空间效应,周边城市的FDI增量可以增加某城市的FDI流入量,周边城市的市场规模越大某城市的FDI流入越多,各城市的FDI流入也受到周边城市FDI不可测因素的影响。对三大地区内部、三大地区之间及长、珠三角与三大地区之间等不同子样本的FDI空间效应的检验,发现东、中、西部地区FDI的主导类型分别为集聚垂直复合型、受限的集聚垂直复合型和水平型。  相似文献

随着服务业开放程度的加深,服务业外商直接投资(FDI)流入的规模正在迅速增长。由于服务企业的经营活动具有自身的特点,其区位决策也必然不同于制造企业。文章试图从服务业的特征出发,探讨服务业跨国投资的区位选择动因,并在此基础上对服务业FDI在中国的区位影响因素进行实证检验。在前人研究的基础上,本文系统整理了服务业外商直接投资区位选择的影响因素,并建立了初步的理论分析框架,从需求因素、供给因素和市场环境因素三个方面分析服务业跨国公司的投资区位选择行为。随后,利用1998-2004年中国大陆15个省市的面板数据进行计量检验,结果发现:(1)从全国来看,基础设施和政府干预程度是影响我国服务业FDI区位选择的关键因素;(2)在东部地区,服务业FDI体现出较强的追随客户的特性,而中西部地区需要加大基础建设投资才能吸引更多的服务业FDI;(3)分时期的检验结果表明,服务业FDI追随客户的特性有逐渐加强的趋势。此外,服务业跨国公司在投资时一直对经济开放程度高的地区有所偏爱。  相似文献

近年来,随着国际资本流动的愈加频繁迅速,流向中国的外商直接投资越来越多,而FDI在中国经济增长中发挥着发动机的作用。东道国吸引FDI流入的因素有很多,如资源优势、宽松稳定的社会环境等。采用中国1983-2006年的Panel Data数据,在计量方法上采用的是加入虚拟变量的普通最小二乘法并结合格兰杰因果检验,发现FDI累计投资额、市场规模及制度因素促进了FDI的流入,而人力资本、市场开放度对FDI的流入无积极影响。并给出相关的政策建议。  相似文献
