In this quality‐ladder product‐cycle model, a production process consists of core research and development (R&D), complementary R&D and manufacturing; and there exist northern imitation, southern innovation, and outsourcing of complementary R&D as well as manufacturing from the North to the South. It is found that a policy to protect intellectual property rights or to subsidize R&D may reduce the aggregate rate of innovation. In addition, not every globalized production strategy is innovation‐improving.  相似文献

In this paper we investigate the comovements between the R&D intensity of private investment and GDP growth in different European Union (EU) areas over the period 1999–2014. Our empirical analysis shows that only core countries display a common countercyclical mechanism leading to an increased intensity of R&D over prolonged downturns. The lack of an effective countercyclical pattern of R&D intensity over the evolution of GDP growth in periphery countries makes this area highly vulnerable to persistent recessions, with potentially harmful consequences for long‐term growth. For recent EU members the evidence of acyclicality should be evaluated in the light of the catching‐up process still at work in this area. Our analysis suggests that any successful EU innovation policy should not disregard the potential divergence in R&D performance due to the dispersion of the countercyclical properties of the investment intensity in productivity enhancing activities in the different EU areas.  相似文献

This study investigates the effects of stronger intellectual property rights (IPR) protection in the South on innovation, skills accumulation, wage inequality, and patterns of production based on a North–South general-equilibrium model with foreign direct investment (FDI) and international outsourcing. We find that stronger Southern IPR protection raises the extent of outsourcing and reduces the extent of FDI. This increases the proportion of unskilled Southerners and mitigates Southern wage inequality. In the North, stronger Southern IPR protection raises the proportion of skilled Northerners and wage inequality. The effects of international specialization, R&D cost, and Northern population are also examined.  相似文献

We show that international outsourcing and R&D by the outsourced firm may be either substitutes or complements. Outsourcing increases the R&D investment in small markets and in highly competitive product markets, whereas it decreases the R&D investment in large markets. If the outsourced firm can be technologically very efficient under exporting, outsourcing can make the consumers worse off by reducing the R&D investment. If there is skill differential in the production process and outsourcing occurs only in the unskilled activities, R&D‐reducing outsourcing occurs in a relatively low‐skilled industry. If outsourcing of the unskilled jobs reduces the effective cost of the skilled workers by increasing the productivities of the skilled workers, outsourcing provides further disincentive for R&D compared to the situation where outsourcing of the unskilled jobs does not affect the effective cost of the skilled workers.  相似文献

The paper uses company level data from the Eurostat's Community Innovation Survey 2008 and applies CDM model in order to estimate the links between R&D engagement, R&D intensity, innovation output and productivity in selected Central and Eastern European Countries – Bulgaria and Romania, and compares their performance with Germany. The results showed that different processes drive company's decision to engage in R&D in Bulgaria and Romania in comparison to Germany; R&D intensity is an important factor of product innovation in the observed CEE countries and product innovation leads to higher productivity in Bulgaria and Romania, while process innovation leads to higher productivity in Bulgaria, but not in Romania.  相似文献

Over the coming decade, Research and Development (R&D) performance will be the key component of bringing innovation and the determinant of global competitiveness of nations. Therefore, this paper presents categorical Data Envelopment Analysis (DEA) for evaluating R&D performance of European Union (EU) countries. We utilise the output-oriented constant returns to scale (CRS) and variable returns to scale (VRS) DEA models with categorical data, namely, CAT-O-C and CAT-O-V models. In addition to DEA based framework, to examine the relationship between R&D performance and political-regulatory-economic situation of the countries; three research hypotheses are stated and their results are analysed. Policy implications about R&D activities can be derived for EU countries from the findings of this study.  相似文献

This paper examines the impact of the outsourcing of production on the volume and composition of the home country's research and development (R&D). We find that outsourcing decreases the process R&D of the multinational firm in large markets when it only conducts process R&D (the substitution effect between outsourcing and process R&D). Outsourcing tends to emerge as a complementary factor to product development when the multinational firm conducts both product R&D and process R&D (the complementary effect between outsourcing and product R&D) under some conditions. This implies that international outsourcing has a different effect on product innovation and process innovation.  相似文献

This paper analyzes how different institutional structures shape the research and development (R&D) of genetically modified crops (GM-crops). Whether this R&D is conducted within companies, cooperatives or public research organizations (both publicly and privately funded R&D) is expected to influence the type of crops and traits that are developed and therefore the effects on society and ecosystems that potentially could follow from the use of GM-crops. This issue is analyzed empirically by statistical analysis of 1323 notifications for field trials with GM-crops that have been submitted under two EU Directives in seven European countries. The results show that the type of R&D organization influences the traits and crops that are developed. Companies are more likely to submit notifications that concern GM-crops that secure the potential for profit than are other types of R&D organizations, while R&D organizations that are purely publicly funded are more likely to submit notifications that only concern biosafety research than are cooperatives and companies. Consideration of the environment, food safety and food security might justify institutional reforms of R&D of GM-crops. This might include increased public funding combined with changes in intellectual property rights.  相似文献

Recent studies on productivity growth show how competition affects innovation and TFP growth in OECD countries, but do not explicitly account for sectoral parameter heterogeneity. This paper examines whether competition and innovation have a direct effect on labor productivity growth in EU goods-producing industries separated by three different industry types. The results show that the effect of R&D on labor productivity growth is not equal across industries, but rather depends on the innovation activities of sectors. The same is true for competition and labor productivity growth. The empirical evidence indicates that in unleveled industries (i.e. industries characterized by technologically unequal firms) like Specialized Goods Suppliers and Science-Based Innovators strong labor productivity growth originates with decreased competition and increased R&D, thereby supporting Schumpeterian arguments. The findings suggest Schumpeterian effects in Supplier-Dominated Goods-Producing Industries, but reveal decreasing labor productivity growth in these sectors when competition is strongly restricted.  相似文献

Europe's innovation gap relative to the USA is often attributed to its industrial structure in which new firms do not play a significant role, especially in high-tech sectors. This view of a structural European Union (EU) innovation deficit is popular in European innovation policy discussions, but has received little or no thorough empirical investigation. This article aims to address this ‘evidence gap’. Using industrial R&D Scoreboard data from leading world innovators, we find that compared to the USA, the EU has fewer young firms among its leading innovators. Using a decomposition analysis, we show that having fewer young firms accounts for about one-third of the EU–US differential in R&D intensity, while 55% of the differential is due to the fact that young leading innovators in the EU are less R&D intensive than their US counterparts. Further analysis shows that this is almost entirely due to a different sectoral composition. We thus confirm that the EU–US private R&D gap is indeed mostly a structural issue.  相似文献

The paper proposes a distinction between the two dimensions of convergence—within and between countries—when analyzing the impact of cross‐border outsourcing on real wage rates in the EU‐15 and the CEEC. In the CEEC, international outsourcing has not affected the adjustment of average real wage rates at the manufacturing industry level, but it has led to a closure of the gap within a typical EU economy. Between‐country convergence is likewise fostered by cross‐border outsourcing, supporting the hypothesis that outsourcing facilitates international factor price equalization.  相似文献

This paper describes the role of R&D and analyse its impact on productivity in the Czech economy in a CDM model. Four CIS waves (2001, 2003, 2006, and 2008) were used in the CDM model. The estimated low innovation input elasticity around 9 % describes the Czechs as poor innovators in the EU. This economy was a developing country until 2006 and we have observed a substantive FDI inflow since 1998. Multinationals have a higher sales share now and are an essential part of the economy. Multinationals engage less in innovation, but innovating MNEs spend more on R&D per employee and appropriate more from their innovated goods. The FDI inflow was a form of innovation wave. Innovation output is an important determinant for boosting productivity among SME’s. Public support had positive effect on innovation intensity; however, no additional effect on innovation output.  相似文献

The literature has pointed to different causes to explain the productivity gap between the EU and the US in the last decades. This paper tests the hypothesis that the lower European productivity performance in comparison with the US can be explained not only by a lower level of corporate R&D investment but also by a lower capacity to translate R&D investment into productivity gains. The proposed microeconometric estimates are based on a unique longitudinal database covering the period 1990–2008 and comprising 1,809 US and EU companies for a total of 16,079 observations. Consistent with previous literature, we find robust evidence of a significant impact of R&D on productivity; however, using different estimation techniques, the R&D coefficients for the US firms always turn out to be significantly higher. To see to what extent these transatlantic differences in the R&D/productivity relationship may be related to the different sectoral structures in the US and the EU, we differentiated the analysis by sectors. The result is that bothin manufacturing, services and high‐tech manufacturing sectors US firms are more able to translate their R&D investments into productivity increases.  相似文献

We estimate the long-run effects of Research and Development (R&D) activities on Total Factor Productivity (TFP) across the Spanish regions during 1980–2007. We use panel data cointegration methods and control for spatial externalities linked to human and social capital. Our empirical results, robust to different specifications and additional control variables, show a significant direct effect of public R&D capital on productivity. No significant results are observed for private R&D capital. In contrast, the effect of patents is highly significant but proves to be small. Furthermore, Spain has greatly benefited from importing technology from leading countries. Spatial spillovers are crucial in explaining long-run productivity for the case of Spain. Human and social capital exert direct positive impacts, however, their effects are geographically bounded and negative spatial spillovers offset direct outcomes. Overall TFP increases when neighbouring territories engage in R&D activities.  相似文献

This study analyzes marginal social and private returns of R&D investment through the impact of international spillovers of R&D stocks. We compare the marginal social with marginal private returns using data of 27 OECD and EU countries from 1995 to 2008. We consider two channels of R&D spillovers: embodied in trade flows and disembodied by bilateral technological proximity. We find that marginal social returns on R&D are much larger than the marginal private returns for R&D‐intensive countries, in the embodied spillover channel. We also find that the embodied spillover channel through import flows is more important than the disembodied channel.  相似文献

In this paper we investigate the role of patents in the relationship between R&D activity, spillovers and employment at the firm level. A reduced-form labour demand equation is estimated. Our analysis is based upon a dataset consisting of 879 R&D-intensive manufacturing firms worldwide for which information was collected for the period 2002–2010. We use data from all EU R&D investment scoreboard editions issued every year until 2011 by the JRC-IPTS (scoreboards). Since the innovation output of the industrial strategy of every firm is the number of patents, the main contribution to the existing literature is to investigate also the impact of patents/R&D ratio and patents/spillovers ratio on employment level. The empirical results suggest a significant impact of R&D spillover effects on company employment although the results differ substantially according to the spillover stock, which may considerably affect policy implications.  相似文献

I perform a Schumpeterian analysis of a world economy in which heterogenous individuals and firms endogenously respond to stronger global competition by undertaking more education and by spending more in research and development (R&D). A more globalized economy is predicted to exacerbate wage inequality, but to spur human capital accumulation within each country. However, despite its positive level effects on consumption and output, globalization can reduce each country's per-capita output growth rate. R&D specialization allows each country to positively invest in manufacturing, variety proliferation R&D, and product quality upgrading R&D. The existence of such an R&D specialization – jointly with domestic size – allows us to explain some different economic performance about inequality and R&D effort of developed regions, such as the US and the EU countries.  相似文献

We present a model of North–South trade with multinational firms and increasing product variety. Firms engage in innovative R&D to develop new product varieties in the North, and foreign affiliates of multinational firms engage in adaptive R&D to learn how to produce product varieties in the South. We find that a shift to stronger protection of intellectual property rights in the South induces foreign affiliates of multinational firms to increase their R&D expenditures, results in a faster rate of technology transfer within multinational firms, and increases long‐run consumer welfare in both regions.  相似文献

逆向外包作为发展中国家嵌入全球价值链高端的一种新兴战略行为正逐渐兴起。以2012—2016年发生逆向外包行为的中国半导体上市公司为研究对象,构建涵盖创新产出、创新投入和影响因素的创新效率评价指标体系,采用超越对数随机前沿模型分析逆向外包对中国半导体产业创新效率的影响强度与方向。研究发现,逆向外包行为可显著增加半导体企业专利申请授权量,而对其营业收入和净利润则产生抑制作用,这两种实证结果综合印证了中国半导体产业逆向外包战略驱动论假说;逆向外包对半导体企业营业收入和净利润的负面影响主要来自于并购海外相关公司,表明逆向并购具有高经营风险和高研发创新效率的双重现实特征;创新效率影响因素中,员工学历占比、技术学习能力和产业链完善性对专利申请授权量具有正向影响,而全球市场份额和政策支持力度虽促进企业盈利增长,但对专利申请授权量具有负向影响。  相似文献

This paper examines how trade liberalization affects innovation, profits and welfare in a model of reciprocal markets when firms pre‐commit to research and development (R&D). We establish that the equilibrium is not always unique and show that, with trade, R&D commitment leads to higher levels of innovation, lower profits, higher consumer surplus and higher welfare than when R&D is chosen simultaneously to output levels. Furthermore, if the effectiveness of R&D is sufficiently high, trade always yields higher welfare than autarky, implying that R&D commitment may significantly enhance the welfare gains from trade liberalization.  相似文献
