SNAKE RIVER SALMON RECOVERY: QUANTIFYING THE COSTS   总被引:4,自引:0,他引:4  
Economic costs are relevant to endangered species protection in both theory and practice. Recovering endangered Snake River salmon will require modifying public land use, restricting fishing and hatchery production, reducing water for agriculture, and altering the operation of hydroelectric dams. The economic costs are estimated to range from $246 million to $359 million per year. While the estimated cost is not matched by the estimated increased value of fishing, the nonuse value of salmon recovery may be very large. Better economic and biological information is needed to assure that decisions for salmon species protection are reasonably cost effective. ( JEL Q28, H43)  相似文献

This paper uses five valuation methods to derive aggregate and per person estimates of the value of household work in the United States. Two general questions are posed: (1) what is the relationship between the aggregate estimates and the valuation method used, and (2) how do per person estimates vary by sex and earnings? The main observations of the paper are as follows: First, the aggregate value of household work is sizable regardless of the valuation method used. Second, aggregate estimates are extremely sensitive to the method of valuation. For example, the highest estimate is $475 billion greater than the lowest estimate. Third, contrary to earlier findings, opportunity cost valuation methods generally produce significantly higher estimates than market cost valuation methods. The majority of the US population is religious. The value of a fundamental religious behaviour, prayer, is determined using the well-being valuation method. Theoretically appropriate Instrumental Variables (IV) are used to avoid bias in estimating the effects of household income and the frequency of prayer on well-being. The marginal value of an additional weekly prayer session for individuals already at the national mean is estimated to be $6550 per annum (2004 dollars). Praying at the frequency of the national mean of 8.1 prayer sessions weekly is valued at $53?055 (2004 dollars) per annum. This is larger than the median household income in the US in 2004: $44?684. This suggests that the perception of communion with God is highly valued by religious individuals.  相似文献

In this article, we build on previous valuation studies to contribute to the understanding of preferences toward conservation of endangered species elicited via willingness to pay. In particular, we assess the effect of the existence of biological substitutes of local endangered species. We also incorporate biological concepts such as the minimum viable population level into the valuation scenario. Furthermore, the role of ethical and environmental beliefs and their relationship with preferences toward conservation levels are explored. Valuing global public goods like the Amazon rainforest by stated preference surveys of a representative sample of the global population would be very costly and time consuming. We explore the use of the Delphi Method in contingent valuation (CV) by asking a panel of 49 European environmental valuation experts in two rounds what they think would be the result if a European CV survey of Amazon Rainforest protection plans was conducted. The experts’ best guess for the mean willingness-to-pay (WTP) by European households for preserving the current Amazon Rainforest, and thus avoiding a predicted loss in forest area by 2050 from currently 85% to 60% of the original forest in the 1970s, was 28 € per household annually as an additional income tax. Aggregated over all European households this amounts to about 8.4 billion € annually. This preliminary estimate indicate that WTP of distant beneficiaries is substantial, and could justify preservation of global ecosystem services where aggregated benefits of the local population often do not exceed the opportunity costs of preservation in terms of lost income from commercial activities. The income elasticity of WTP with respect to per-capita income in the European countries is 0.5–0.6. Recognizing the limitations and assumptions of the Delphi CV method, it could still be a time saving and cost-effective benefit transfer tool for providing international donors with much needed order-of-magnitude estimates of the non-use value of ecosystem services of global significance.  相似文献

A contingent valuation method (CVM) survey in Alberta, Canada, allows estimation of the household willingness to pay (WTP) for enhancements in the province's extensive sport and recreation programs. The estimated annual WTP of $18 per household for small enhancements in the programs far exceeds the estimated WTP of households in the United States to avoid the loss of major league sports teams, as determined in previous CVM studies. Those opposed to gambling, which helps to fund the Alberta programs, are more likely to favor using income taxes to finance expansions. ( JEL H41, L83)  相似文献

Conflicts remain an integral part in shaping the world. Tensions on the Korean Peninsula are no exceptions. The Korean DMZ (Demilitarized Zone) World Peace Park has been proposed to help obtain peace by erasing the memories of war and creating new beginnings of trust, cooperation, and unity on the Korean Peninsula. With their ties to geographical space and conflict, peace park research provides an excellent platform for both activism and research in positive peace. Little, however, is known about peoples’ willingness to pay (WTP) for the creation of peace parks, in general, and specifically for the development of the Korean DMZ World Peace Park. Using contingent valuation methods, the weighted average WTP for development of the Peace Park is $49.03 per household per year. It appears South Koreans are willing to pay not only for the conservation of the DMZ, but also for the peace and unification of the Korean Peninsula the Peace Park may bring to the area.  相似文献

The purpose of the paper is toanalyse farmers' participation inenvironmental schemes, which are gaining agrowing importance within the Europeanagricultural policy. These schemes areimplemented through voluntary contracts thatpay farmers for the provision of environmentalservices. The microeconomic model that isdeveloped is a farm household model thatincorporates the producer and consumerbehaviour of the farmer to optimise hisenvironmental supply considering that theenvironmental service that he is supplying alsohas the characteristics of a public good. Defined as the difference between the profitloss in providing the environmental service andthe willingness to pay to consume this service,the household's willingness to accept (WTA)is compared with two flexible WTA measures thataccount for the technological flexibility ofthe environmental supply. Data come from asurvey of an agri-environmental schemeimplemented in the Walloon region of Belgiumsince 1995 and intended to protect the nestingof some endangered bird species. Econometricresults show that contingent valuation is areliable method to reveal the behaviours offarmers facing the invitation to participate inthis scheme. The focus of this paper is on methods of assessing the value peopleplace on the conservation of species for use in policy making. Of principalinterest is the relatively new methodology of contingent valuation, whichis a method for asking people directly about their preferences. The paperpresents an application of the contingent valuation method to theconservation of an endangered species in the State of Victoria, Australia.The results emphasise the importance of careful survey design,implementation and analysis as well as the precise definition of theenvironmental good being valued. Consequently, the contingent valuationmethod does provide information relevant to decision making processesbased on monetary economic considerations. Thus, in orthodox economicterms it makes sense to conserve species – but there are other moral andethical grounds for conserving species as well.  相似文献

This article evaluates the ability of contingent valuation to measure the benefits received by several ethnic groups from a prescribed burning forest fire reduction program similar to President Bush's Healthy Forest Initiative. Reasons for refusing to pay higher taxes for the prescribed burning program were not statistically different between African Americans, Hispanics, and whites. Mean willingness to pay of whites was $400, whereas for African Americans it was $505, but the difference is not statistically significant. The results suggest a substantial statewide willingness to pay by whites and African Americans for forest fuel reduction projects using prescribed burning in California. Outdoor recreation is a large industry that can diversify public land‐based economies that have traditionally relied upon resource extraction. However, what happens to nature‐based recreation visitor spending and benefits during times of national economic recession? To address this question, we replicate a 2006 high mountain recreation study in the same region 3 years later during the 2009 recession. Results indicate that nature‐based public land recreation in this area did not experience reductions in most categories of visitor spending or total number of visits during the recession. These results imply that nature‐based recreation may represent an economically stable industry in public land mountain economies. Total benefits to the visitors are also quite stable, only dropping from $129 per person per trip in 2006 to $120 in 2009. This paper estimates the value of king mackerel bag limit changes with both stated and revealed preference methods. The 1997 Marine Recreational Fishery Statistical Survey allows estimation of the value of avoiding bag limit reductions with the random utility model and the contingent valuation method. Using the contingent valuation method, the willingness to pay to avoid a one fish reduction in the bag limit is $2.45 per year. Using the random utility model, the willingness to pay to avoid a one fish reduction in the bag limit is $2.24 per trip and $7.71 for a two-month time period. Considering several methodological issues, the difference in willingness to pay between the stated and revealed preference methods is in the expected direction.  相似文献

The outbreaks of mad cow disease (BSE) have significantly increased the demand for food safety programs in the Korean beef market. Two issues that are getting much attention are about whether Korea should implement mandatory testing of slaughtered domestic cattle for BSE and whether consumers are willing to pay a tax for the programme. No study, however, has examined consumers’ willingness to pay (WTP) a tax for a BSE testing programme. We conducted a contingent valuation (CV) study using a double-bounded dichotomous choice approach to estimate Korean consumers’ valuation for a mandatory BSE testing programme on slaughtered domestic cattle that are 21 months or older. Our results show that the sample-population adjusted mean estimate of WTP a tax per year is 4482 KRW (US $4.01) per household. This suggests that Korean consumers have a strong preference for a mandatory testing of domestic cattle for BSE. This study also found that Korean consumers’ WTP for the programme is greater than estimated implementation costs of the programme. These results imply that implementing a mandatory BSE testing programme in Korea could confer positive consumer welfare.  相似文献

A household survey was done for the U.S. President's Commission on Pension Policy (1979-81). This paper reports on the net wealth of families in the United States for the year 1979, the first wave of the survey. The survey was begun in September 1979 and was a two-wave, nationwide random sample of households in the United States. The survey instrument gathered information on income, wealth, labor supply, participation in pension plans, vesting status, entitlement to various benefits, attitudinal views on retirement, social security wealth, and individual demographic characteristics. Details of the survey methodology are reported. A response rate of sixty-two percent was achieved among the 6,384 dwelling units in the first wave. Imputations are made to calculate the wealth embodied in private and public employee-based pensions. Included in this valuation is an adjustment for expected vesting status in the pension plan. Net wealth is examined by type and age of the head of household. The average net wealth of the family is $53,956, and the average value of retirement wealth is $3,281 which comprises about 5 to 6 percent of net wealth. The striking changes in the portfolio of net wealth are depicted over the cross-section of age cohorts. The oldest age cohort, 65 and over, is found to have for retirement wealth the lowest frequency of ownership, the lowest proportion of their portfolio in this form of wealth, and the second to lowest average value.  相似文献

An aggregate daily water demand for Sydney is estimated and used to calculate the difference in Marshallian surplus between using the metered price of household water to regulate total consumption versus mandatory water restrictions for the period 2004/2005. The loss in Marshallian surplus from using mandatory water restrictions is calculated to be $235 million. On a per capita basis this equates to approximately $55 per person or about $150 per household – a little less than half the average Sydney household water bill in 2005.  相似文献

The defaulted and distressed, public and private debt markets in the United States swelled to a record $680 billion (face value) at the end of 2001. The market value of this 'niche' segment was approximately $400 billion.
Defaulted security investors enjoyed an excellent year on average, as returns in 2001 were 17.5 per cent on bonds, 13.9 per cent on bank loans, and 15.6 per cent combined defaulted public bonds and private bank loans.
The Altman–New York University Salomon Center Index of Defaulted Bonds grew to over 200 individual issues and a face value of $56.2 billion; the market value was only $11.8 billion. The market–to–face value ratio of the Bond Index grew somewhat to 0.21 from 0.15 one year ago, but remained at a relatively low figure. The face value of our Defaulted Bank Loan Index also grew to $44.7 billion and the market–to–face value ratio remained quite low at 0.53.
The recovery rate on defaulted bonds (price just after default) was very low at 25 cents on the dollar; likewise, the bank loan recovery rate in 2001 was also relatively low at 55 cents on the dollar. With new defaulted bonds rising in 2001 to a record $63.6 billion (default rate of 9.80 per cent) and the default outlook for 2002 high investment opportunities should abound in the distressed debt market.
Indications are that distressed investors (both old and new) are successfully raising funds because investor expectations are buoyant.

We examine the impact of hunting and fishing on rankings in NatureServe's 2005 "at-risk" list using 24,291 observations on individual vertebrate animal species for 47 states (we omit Alaska, Hawaii, and Missouri). We use 1) a probit analysis of the binary "at-risk" designation and 2) an ordered probit analysis of the five categories of endangerment. We control for species type (mammals, birds, reptiles, amphibians, fish, and turtles), population density, farming area, forest cover, coastline existence, endemism, and per capita income. We find that states with higher hunting and fishing participation (or higher per capita expenditures) have fewer "at-risk" species. States with larger per capita big game spending have fewer "at-risk" non–big game species. States with larger wildlife agency budgets have fewer endangered species. ( JEL Q57)  相似文献

Communities owning and living on ancestral land tend to have a strong sense of stewardship over the land and its resources, which may translate into an economic value to present generations of being able to pass on ancestral lands to future generations (i.e. bequest value). This study estimates bequest values to local users of a traditional fishing ground on the Coral Coast of Fiji, using a contingent valuation approach. Using monetary as well as time-based contributions, bequest values are estimated at between FJ$1.25–1.41 (US$1.25–1.41 (US0.64–0.73) per individual per week, or FJ183.90 (US183.90 (US106.91) per household per year. This represents a significant proportion of stated average household expenditure, comparable to spending on durable household goods, and clothes and footwear. These results suggest that low-income groups may have significant bequest values, which should be accounted for in developing-economy valuation studies.  相似文献

Marginal Valuation of Charismatic Species: Implications for Conservation   总被引:1,自引:0,他引:1  
Most contingent valuation studies focus on total willingness to pay (WTP) as a measure of welfare change. For policy involving species preservation, however, it is important to distinguish between the benefits of preventing a species from going extinct and the benefits of preserving numbers above the minimum viable population (MVP) level. Once MVP is exceeded, marginal WTP becomes relevant. These propositions are illustrated for the case of one charismatic species whose management is much debated, minke whales in the Northeast Atlantic Ocean. It is shown that, for a given estimate of total preservation value, strict conservation and extinction can both be optimal. This finding highlights the importance of collecting marginal values in contingent valuation surveys.  相似文献
