This paper analyses the implications of international trade for non-cooperative environmental policy in the case of local production externalities. A particular focus is on the potential effects of regulations on the variety of goods and the resulting international spillover caused by trade. A tougher domestic standard negatively affects the utility of the households abroad, since such a policy reduces their variety of imports (due to fewer domestic product inventions) or their consumption of each imported brand (due to higher import prices). Ignoring the negative spillover, non-cooperative governments implement inefficiently strict standards in equilibrium. In contrast to this clear-cut inefficiency result, the impact of international trade on the state of the environment is ambiguous.  相似文献

The authors use a standard general‐equilibrium trade model to show that export and import policies are not symmetric in the equilibrium of a strategic game with quotas. It is assumed that N (identical) large countries, without cooperation, set their import (or export) quotas to maximize domestic welfare. It is shown that the equilibrium in which all countries use import quotas differs from, and is superior to, the equilibrium in which countries use export quotas. The difference arises because the elasticity of the residual foreign export supply schedule differs between the two equilibria. The authors also study the properties of the sequential equilibrium of the game. In a simultaneous‐move game, each country is indifferent as to whether it uses an import or export quota, given the policy of the other country. However, in a sequential‐move game, the first mover will prefer to use an import quota rather than an export quota.  相似文献

在全球化背景下,伴随着国际间的要素流动,环境问题越来越多地被赋予了全球化的内容。本文将环境与增长、环境与贸易、环境与就业、环境与人口迁移等研究文献纳入到一个开放宏观分析框架中,通过文献研究发现,国际分工使"南—北"之间存在了多纬度的"环境不平等":首先,环境与经济增长问题先后经历了三个发展阶段,即罗马俱乐部提出的"增长极限说"、环境库兹涅茨曲线假说、贸易与环境库兹涅茨曲线假说相关性的争论。随着研究的推进,环境与增长问题越来越类似于一枚硬币的两面,难以同时兼得,但是,由于国际分工模式的差异,发展中国家却为发达国家提供了"污染储藏地"。其次,虽然环境规制使企业损失了部分"棕色"就业,但是环境保护同样能够创造"绿色"就业,然而,在国际分工背景下,环境保护是否有利于发展中国家的整体就业还存在着争议。最后,环境恶化已经导致一些国家出现了"环境难民"以及随之而来的人口迁移。到2050年,全世界由气候变化引起的人口迁移很可能达到5千万至7亿。然而,穷国和富国的环境压力和迁移能力却不尽相同,从某种程度上,这也是国际分工产生的间接影响,但是,关于这一问题的研究还十分有限。  相似文献

As a growing number of countries, including both developed and developing countries, have in recent yearstaken environmental regulation at different levels, a question of great concern has been raised: can the regulation alterthe existing trade volume and trade pattern, and ultimately drive pollution-intensive industries to countries with low-levelregulations or even those without regulations at all? Starting from the three different propositions concerning therelationship between environmental regulation and trade pattern, this paper applies cointegration analysis and errorcorrection model to empirically testing the relationship between environmental regulation and trade in China during theperiod of 1985-2005. Our empirical results indicate that in the short run the collection of pollution discharge fees bearsa positive impact on the export share of clean products of total exports. Thus, higher pollution discharge fees raise theratio of clean products exports to total exports. This further indicates that more stringent environmental regulationpromotes the exports of clean products. In the long run pollution discharge fees are positively correlated with the exportshare of clean products but negatively associated with their import share. Such correlations imply that environmentalregulation tends to facilitate the international specialization in line with comparative advantages.  相似文献

Strategic Environmental Policies when Waste Products are Tradable   总被引:1,自引:0,他引:1  
The paper deals with international trade in hazardous waste products when there is an international oligopoly market for waste, and both waste‐importing and waste‐exporting countries act strategically to utilize national environmental policies to attach rents arising from trade in waste. The authors model a multiple‐stage game where waste is generated in an industrialized country as a byproduct of production, and potentially is exported to some less‐developed countries, if not abated locally, or imposed on local residents at a cost of an environmental tax. In the market for waste, an oligopolistic supply is assumed. The demand for waste is perfectly competitive, with waste‐processing firms guided by marginal disposal costs and environmental taxes levied by foreign countries. With each country playing Nash, the analysis finds domestic and foreign taxes to be distorted from the Pigouvian taxes in such a way that the domestic (waste‐exporter) tax rate is set below, and the foreign tax rate is set above, the Pigouvian taxes. However, a global welfare optimum requires tax distortions in the opposite direction, in the sense that foreign environmental taxes must be set below the Pigouvian tax rate.  相似文献

It is controversial whether international trade enhances or degrades the global environment. In this model, environmental quality, as measured by biodiversity, is damaged by the consequences of trade, which include the commercialization of natural habitat, pollution and bioinvasion. However, there are also benefits of trade. When both countries internalize the external costs of production and trade, measures of environmental quality may be higher or lower as a consequence of trade, but there is always, unambiguously, less trade the more environmentally damaging it is.  相似文献

This paper examines empiricallywhether more stringent domestic environmental policiesreduce the international competitiveness ofenvironmentally sensitive goods (ESGs). Our timeseries evidence indicates that there are no systematicchanges in trade patterns of ESGs in the last threedecades, despite the introduction of more stringentenvironmental regulations in most of the developedcountries in the 1970s and 1980s. This observedphenomenon is then subjected to a multi-countryeconometric test using an extended gravity-equationframework. The test suggests that, overall, morestringent environmental regulations do not reducetotal exports, exports of ESGs and exports ofnon-resource-based ESGs. Neither was there anyevidence to support the hypothesis that new tradebarriers emerge to offset the effects of morestringent environmental regulations.  相似文献

According to “Pollution Haven Effect”, in order to circumvent stringent environment standards, polluting industries in developed countries will be chosen to locate into developing countries; another way is that developed countries increase imports of pollution-intensive products instead of producing by their own, both of which can contribute to the changes of comparative advantages in the past 30 years. Since 1990s, many scholars have paid special attention on whether environmental regulations affect the trade patterns or not, but the conclusions are ambiguous. This paper, based on the Heckscher-Ohlin-Vanek (HOV) model and using 95 and 42 countries sample data in year of 2005, is an empirical analysis which shows that: (1) according to the estimated results based on the “environmental governance” index calculated by CIESIN, environmental regulations do not change the comparative advantages of five types of pollutionintensive goods; (2) On the other hand, when the per capita income is considered as an endogenous indicator of environmental regulation, environmental regulation will significantly promote the comparative advantages in chemical products, iron and steel products and paper products, though environmental regulations do not take any influence on non-metallic minerals products and non-ferrous metals products. I think that appropriate level of environmental regulation can promote a comparative advantage in pollution-intensive goods.  相似文献

We consider whether environmental regulations influence FDI outflows from a country with stringent environmental policy. We consider this issue by incorporating the predictions from the recent heterogeneous firm models of international trade into an empirical model of outward FDI by UK firms. We find that environmental regulations are not a robustly significant determinant of the internationalisation decision. In addition, we do not find robust evidence to suggest that dirtier MNEs are more likely to locate in host countries with lax environmental policy than cleaner MNEs. However, we do uncover systematic differences in the FDI behaviour of high and low environmental cost firms in other respects.  相似文献

The state of general empirical knowledge of the extent of and trends in intrafirm international trade are surveyed with attention concentrated on United States and Canadian data sources. Focus is on conceptual and definitional distinctions, U.S. trade with U.S. majority-owned foreign affiliates, U.S. related-party imports, international subcontracting and value added tariffs, aggregative data from individual developing countries, and customs documents as micro-level data soruces. In this effort to outline the reasons for the growing concern with the phenomenon of intrafirm trade and to summarize the most readily available data on its nature and growth, the following were among the important points made: 1) it is essential to arrive at clear and uniform definitions as to what is meant by "intrafirm trade"; 2) the share of U.S. non-petroleum imports from developing countries which originates in majority-owned foreign affiliates of U.S. firms is declining; 3) very high proportions of some U.S. imports from developing countries originate with "related parties," and there are frequently large differences between import unit values in related-party trade and those in non-related-party trade; 4) international subcontracting, as indicated by the usage of value added tariff provisions, continues to be a rapidly growing element in manufactured goods trade between the U.S. and developing countries; and 5) further data should be collected and empirical research conducted.  相似文献

This paper attempts to analyze an interaction between international trade and domestic environmental pollution. A country engaging in international trade biases its domestic economic structure toward exportable sectors. The bias thus caused has a significant impact on the quality of the environment. It will be shown that a country can and should control international trade activities as a means of dealing with pollution problems. One of the paper's main purposes is to give a warning to a country which expands its international trade activities without taking serious consideration of its domestic environment.  相似文献

This paper examines the impact of CBERA (Caribbean Basin Economic Recovery Act) trade provisions to determine whether the program has achieved its stated goals. A major program enhancement had a negative impact across small beneficiaries, but countries with large manufacturing sectors were able to expand preferential export shares with negligible increases in total exports relative to GDP. Additional evidence supports the view that tariff preferences did not promote economic development in CBERA-eligible countries. Greater utilization of CBERA trade provisions will require expanding coverage to include all products of export interest to beneficiaries and reducing costs associated with administrative regulations and rules of origin.  相似文献

本文利用1997—2004年中国反倾销案例8位数税则号的涉案产品数据,考察了反倾销措施引起的指控对象国和非指控对象国的贸易模式的变化,在此基础上提出了反倾销行为贸易救济效果的证据。检验结果表明,中国反倾销措施对指控对象国的进口有明显的“贸易限制效应”;不仅征税案例,即使是无损害结案的反倾销指控仍然对指控对象国的进口贸易有重要影响,即反倾销具有“调查效应”;但是涉案产品可能在指控对象国和非指控对象国之间转移,这种“贸易转移效应”部分削弱了反倾销措施的保护效果;总体上看,反倾销仍然起到了救济本国产业的作用,因为无论是指控对象国还是非对象国的进口价格都会上升,从而控制了中国涉案产品的进口总量。  相似文献

This paper investigates whether the cost of environmental regulation influences the international location of polluting industries. Industries that operate production facilities in developing countries are identified through their use of the offshore assembly provisions in the U.S. tariff Code. Pollutions Intensity of industry output is found to significantly reduce the probability of conducting offshore assembly in developing countries. This finding contradicts the arguments that developing countries are becoming pollution havens as a result of offshore assembly independent of their general disregard for the environment. Integrating production across national boundaries might actually enhance worldwide environmental quality. Relatively clean stages of the production process are being transferred to developing countries with lax environmental regulations, while polluting segments remain in the U.S. where strict environmental controls are enforced. 考虑港口的收费管制因素,建立了进出口贸易竞争模型。该模型由一个出口国和两个进口国组成,且各国都拥有一个港口,位于出口国的两家公司均向两个进口国销售商品,并在各个进口国展开市场竞争(古诺竞争或伯川德竞争),各贸易国的港口根据其是否存在价格管制确定港口收费。针对进出口公司的每种竞争模式,得到了不同的港口收费管制组合下各贸易国的港口收费、港口利润和社会福利,并将竞争均衡结果进行了比较。研究发现: (1)在进出口公司古诺竞争模式下,若三个贸易国的港口都无收费管制(有收费管制)且进出口产品的差异较大 (小)时,各贸易国的社会福利和港口利润均更高; (2)在进出口公司伯川德竞争模式下,若进出口产品的差异较大 (小),则出口国的港口利润主要取决于港口收费 (贸易量),而进口国恰好相反; (3)当进出口产品的差异较大 (小)时,进出口公司在古诺 (伯川德)竞争模式下各贸易国的社会福利、港口利润以及港口使用费都更高。  相似文献

The paper examines the effectiveness of eco-labeling in providing a market-based solution to the under-consumption of eco-friendly products in developing and developed countries. The authors show that whether labeling is an effective device in solving the problem of asymmetric information between sellers and buyers, or whether false labeling severs the link between willingness to pay and environmental conscious production choices, depends crucially on how monitoring intensities respond endogenously to economic growth, openness to trade, and technology transfers. In particular, by accounting for endogenous policy responses to economic growth, it is shown that an inverted-U relationship exists between consumer spending on eco-unfriendly products and national income. In addition, while international trade unambiguously benefits the environment in the presence of eco-labeling with perfect enforcement, trade openness may nevertheless delay the turning point of the growth and environment relationship, when the cost of enforcement falls disproportionately on developing countries, and when environmental policies are employed to reap terms-of-trade gains.  相似文献

This paper examines whether linking environmental cooperation with international trade agreements improves the welfare of the participating countries and allows countries to move closer to free trade compared with trade‐only agreements. The model is an infinitely repeated game with the threat of reversion to Nash equilibrium if an economy deviates from the cooperative agreement. It is found that such a synergy exists in a symmetric two‐country model with two goods, both emitting pollutants even when the externalities have local impact. A combination of analytic and numerical simulation analysis is used to derive the conclusions.  相似文献
